Lords ChamberMy Lords, the EU has also mobilised to this effect. I assure the noble Earl that, as I said earlier, we are co-ordinating with all our international partners and, importantly, that includes members of the EU.
My Lords, the damage has been considerable in Diyarbakır in Turkey, which I have previously visited. It is right on the border with Iran. Have there been any reports of damage in Iran? If so, are we helping them?
My Lords, specifically on Iran, I will have to update the noble Lord. I am aware that the impacts have been felt further afield, particularly in parts of the Middle East. Thankfully, even in places such as Lebanon, which is a very fragile country at the moment, the impact has been limited, but we are continuing to monitor the situation. Tragically, the earthquake hit at 4 am, which was probably the worst time. I have been updated on the net effect on buildings and how they folded—what I believe is called the pancake effect, where they just collapse on each other. If that impact were felt further afield in places such as Lebanon, which is extremely fragile, it would be devastating. I will update noble Lords as details emerge on what is an evolving situation.

Lords ChamberDoes the noble Lord accept that in Northern Ireland, when we have a democratic vacuum, the men of violence fill the gap? Is he aware that only last week, because there was a call from Dublin for joint authority in Northern Ireland—government by both Dublin and London—a bomb was planned to be planted in a government building in the Republic of Ireland, which was called off, hours before it was due to explode, only when the Government here announced that there would be no joint authority?
The noble Lord is correct. I agree that history tells us that a vacuum will be filled, and it will not be filled by people who are committed to the democratic process. That is well established. There is no legitimacy for joint authority. The manifesto of the Government was clear in 2019 that it was explicitly excluded, although it was interesting that at this weekend’s Sinn Féin conference, its plan B was specifically aimed at some form of jointery. That is why I say we can see where the road is leading us.
I come back to the Minister and ask him to prevail on his colleagues to open the door to the people of Northern Ireland and the elected Members, so that they can participate in the process of negotiations; they will not be sitting in the front row, but they can be in the room, they can be advising Ministers, they can be contributing and they can feed that back to their supporters. It will have a calming effect if they can see that, and if the people who have to implement the thing on the ground are part of the solution. Surely that makes common sense. What is the point of having devolution if the people who have responsibility for delivering parts of this are not even at the table?

Lords ChamberMy Lords, as I said, the UK supports the OSCE Minsk Group process and, alongside that, the basic principles. Last updated in 2009, these include a return of the occupied territories and the acceptance of a free expression of will on the status of the Nagorno-Karabakh region.
My Lords, I just returned at the weekend from a visit to Karabakh, where I saw thousands—yes, thousands—of homes which had been demolished or vandalised by the occupying troops over the last 30 years. First, can the Government now confirm that they recognise that Karabakh is part of Azerbaijan? Secondly, were all the Armenian prisoners of war captured before the ceasefire released by Azerbaijan? Thirdly and finally, have either the Russian peace observers, whom I saw, or the Minsk Group reported any breach of the ceasefire by Azerbaijan, and will Her Majesty’s Government continue to encourage UK investment in Azerbaijan, including Karabakh, now that it has been liberated?
My Lords, I will not repeat the last answer, relating to recognition of the Nagorno-Karabakh region, but in relation to the ongoing conflict, the UK Government continue to raise at every opportunity the critical importance of settling all matters related to the conflict, in particular last year’s conflict, with the Armenian and Azerbaijani Governments. That includes, for example, the return of all prisoners and the remains of the deceased, which has been a particular focus of the Minister for Europe and Americas, Wendy Morton, who has raised this repeatedly with her counterparts.

Lords ChamberMy Lords, my noble friend’s personal insights are valuable. Indeed, I recall visiting Myanmar just after the first election and what he talks about—the lack of governance, the inexperience of state institutions and the inability to govern effectively—was very clear to me. I take note of what my noble friend says and, of course, today’s meeting is focused specifically on Myanmar.
My Lords, first, is not the failure of the Chinese Government to criticise and condemn the military takeover in Myanmar shameful, and a warning to neighbouring nations, such as the Philippines, Indonesia, Taiwan, Japan and South Korea, about China’s attitude towards democratic nations? Secondly, in most elections there are external observers. Were there external observers for this election in Myanmar? The army is using the excuse that it was an unfair election. If there were external observers, was their report favourable or unfavourable?
My Lords, I note what the noble Lord said about China. We appeal to China, as a member of the international community, to ensure that the democratically elected Government are restored to their position of governing the people. The 2020 elections were an important milestone on Myanmar’s path and were monitored by international and local observer groups.

Lords ChamberMy Lords, I agree with the noble Lord. I am sure that he will recognise, from his time as a Minister at what was the Foreign and Commonwealth Office, the appointment of the new ambassador to the Permanent Mission at the European Union, who is a very capable official and acts at a very senior level. Indeed, he was centrally involved in the discussions on the new agreement that we have reached with our European Union friends.
My Lords, is the European Union a state? And is there any non-state organisation that has an ambassador in the United Kingdom? Does the Commonwealth Secretariat, for example, have an ambassador in London? Finally, can a state be represented by two ambassadors? In other words, if the European Union has an ambassador, do all 27 members of the European Union have to withdraw their ambassadors?
My Lords, I believe that the noble Lord has answered his own question, but, for the record, of course the Commonwealth does not have an ambassador. The Secretary-General is present here and the Commonwealth as an international organisation has a presence, but not in the manner of having an ambassador. Nor does any other international organisation have an ambassador to the United Kingdom. However, I stress that decisions about the EU and its representative voice, whether in the UK or elsewhere, are for the European Union—and of course, through various elements of the multilateral sphere, member states are represented, as is the European Union itself.

Lords ChamberMy Lords, as I have already outlined, we have repeatedly stood up on the basis of our relationship with Taiwan. On the actual challenges that Taiwan faces in the context of China, we consider that the Taiwan issue is one to be settled peacefully by the people on both sides of the Taiwan Strait. Again, I reiterate to my noble friend that we call out where there are issues of disagreement with China, and anything that seeks to destabilise the current status quo in the Taiwan Strait is a matter of concern for Her Majesty’s Government.
My Lords, increasingly China is exercising its economic, military and political influence, as has been mentioned, in the South China Sea, India, Australia and of course Hong Kong, and in some nations in Africa and Latin America. Is it not time that there was a joint meeting of the United States, the European Union and the United Kingdom to agree a joint policy towards China before there is a horrible incident?
My Lords, there are many areas of concern, which I have outlined from the Dispatch Box, in China’s recent behaviour and its exercising particular policies and programmes within the context of the South China Sea, to which the noble Lord referred. We have discussed several times in the Chamber, and I am sure will continue to, the recent concerns we have had over the actions it has taken through the security law in Hong Kong and the continued issue of human rights in mainland China, particularly with regard to the Uighurs. These will remain the subject of discussions with our allies, close friends and partners, as the noble Lord suggests.

Lords ChamberMy Lords, as a member of the All-Party Parliamentary Group on Taiwan and having visited Taiwan on many occasions, I find it a nation which is a great stable democracy. Can the Government of the United Kingdom now consider improving high-level exchanges with Taiwan? For example, are the President of Taiwan, the Vice-President and the Foreign Minister banned from coming to the United Kingdom because of their political positions or are they banned as individuals?
My Lords, I have already said that we continue to engage with Taiwan. The most recent visit was by a Trade Minister, so we engage with Taiwan at ministerial level.

Lords ChamberMy Lords, I have visited the Republic of Korea and gone to the 38th parallel, but it was one of the most scary experiences that I have had in my life. The Republic of Korea is a stable, democratic country, and we have a responsibility to support it. Will Her Majesty’s Government raise the threats being made by North Korea at the United Nations Security Council in an effort to get both Russia and China to help calm the North Koreans?
My Lords, the noble Lord has raised an important point. I believe that it is through the UN Security Council, as I have just said in response to my noble friend Lord Sheikh, that will provide the real route for North Korea to come back to the table and to continue with its denuclearisation and demilitarisation effort. That will bring more stability to the Korean peninsula but to the wider world as well.

My Lords, yesterday, the Chinese killed 20 Commonwealth soldiers and flew military planes over Taiwan, and of course they continue to be involved in the affairs of Hong Kong. Since we in the United Kingdom have a responsibility towards Hong Kong, and since thousands of young people from Hong Kong attend our universities and boarding schools, will the Government give some consideration to easing the means of getting British passports for people from Hong Kong, so that they can attend educational institutions in the United Kingdom?
My Lords, the noble Lord makes an important point about students—not just Hong Kong students but Chinese students—who study here. That will be very much in the mix in the announcements made on the BNO issue.

Lords ChamberMy Lords, my noble friend asks quite a specific question. This crisis has made everyone think very carefully about our place in the world, the relationships that we have and the importance of connectivity. A virus knows no frontiers and no boundaries. It does not matter whether you are in the European Union or outside it, in the African Union or anywhere else in the world. It is important that we share experiences, insights, expertise and good practice. If we are learning anything from this, it is that the best response is a collective response from humanity. If there is one lesson to be learned, I hope it is exactly that. The negotiations that we will have with our European Union partners are a matter of detail and will be taken forward, but I am sure that our experiences during this crisis, which is far from over, will also feed into discussions with not just our European partners but other partners across the world.
My Lords, arising from Brexit and the change in exchange rates between the euro and the pound sterling, it is estimated that shoppers from the Republic of Ireland spent £500 million in Northern Ireland last year. Can the Minister assure us that any controls by the European Union on borders with non-EU nations will not apply to the United Kingdom and the Republic of Ireland, and that the common travel area will be maintained?
I have already addressed that in part. The announcement made by the European Commission does not apply to the United Kingdom. As the noble Lord will be aware from his own insights and expertise, the restrictions that the Republic of Ireland has also imposed do not apply to Northern Ireland.
