I thank the noble Lord for his question. He refers to our continuous at-sea deterrent. Under every Government, that continuous at-sea deterrent has been maintained. It is a crucial part of our defence of our democracy, of our freedom and against Russian aggression. That policy has been the same whatever the colour of the Government. The previous Government dealt with that and wanted to modernise the deterrent. We will carry on with that. It is an important part of our deterrent posture. Our adversaries should know that, 24 hours a day, seven days a week and 365 days a year, our at-sea deterrent will continue for as long as is necessary.

The Minister said that the MoD is not considering how it could use the material from decommissioned nuclear submarines for generation. Can he say whether that is for technical reasons—that is, limitations of technology—or for other reasons?

My Lords, I assure the House that His Majesty’s Government are in direct contact with the Pakistan Government at the very highest level. They are being extremely co-operative about not returning to Afghanistan people who may be at threat as a result of the recent conflict.

My Lords, the Minister mentioned that it is important to follow guidelines to make sure that applicants fall within them. If there are applicants who do not fall within the guidelines but whose lives are clearly in danger, will the Government make exceptions for them?

Could my noble friend the Minister give us some more information about the reports there have been that 15 nations, 11 of which are NATO members, are interested in buying RAF Hercules C-130s? Is the intention to sell them before we get the required number of A400Ms? Can she give us any more information about those proposed sales?

I can confirm that the Hercules will be withdrawn from service at the end of this month, and that sales activity is already being managed through the Defence Equipment Sales Authority. Disposal is at a very early stage, but we are already looking at activities to support the potential sale of the aircraft, support equipment, specialised C-130J spares and flight simulators. We are exploring potential sales on a Government-to-Government basis.

The noble Lord asks a very important question. We are cognisant of—we are certainly not complacent about—the swiftly changing picture of threat or the swiftly changing and challenging situation of artificial intelligence. With reference to the core of the noble Lord’s question, we will ensure that, regardless of any use of AI in our strategic systems, human political control of our nuclear weapons is maintained at all times, and we strongly encourage other nuclear states to make a similar commitment. While I cannot go into detail, the noble Lord will be aware that there are a number of very robust procedures that would stop either an unauthorised intervention or a state intervention.

I am sure many noble Lords understand my noble friend the Minister’s reluctance to share any detailed information but, in general terms, given that the United States has commissioned this review, what plans are there for the UK Government to learn from any suggestions or recommendations of that review in the United States?

I thank my noble friend. As I said to the noble Lord, Lord Reid, a moment ago, we encourage other nations to be vigilant about the risk and we share information and intelligence. We are always willing to look at what other nations do.
