Lords ChamberMy Lords, it is a pleasure to take part in this critically important debate. In doing so, I declare my technology interests as advisor to Boston Ltd. I too congratulate all those involved with the committee—not least its chair, the noble Lord, Lord Lisvane, for his potent introduction to this afternoon’s debate—and indeed all the committee staff who have been responsible for putting together an excellent, pertinent and timely report.
I believe that, when it comes to AI across the piece, it is time to legislate and it is time to lead, with principles-based, outcomes-focused, input-understood legislation and regulation. This is no more true than when it comes to AWS. I remember when we did the Lords AI Select Committee report in 2018. With all the media lines that we put out, the one line that the press wanted to focus on was something like, “Killer robots will destroy humanity, says Lords committee”. It was incredibly important then and is incredibly important today. If we have principles-based, right-size regulation, we have some chance of security, safety and stability.
We know how to do that. I will take a previous example of something as significant: IVF. What can be more terrifying and more science fiction than bringing human life into being in a laboratory test tube? Why is it today not only a success but seen as a positive, regular part of our lives? Because of a previous Member of your Lordships’ House, the late and great Lady Warnock, and the Warnock commission publicly engaging on such an important issue. We need similar public engagement, not just on AWS but on all the potential and current applications of AI—and we know how to do that.
I will discuss just one of the recommendations of the report—I agree with pretty much all of them—recommendation 4, which has already been mentioned, rightly, by many noble Lords. Without a meaningful definition, it is difficult to put together a mission, plan and strategy to address optimally the issue of AWS. Can my noble friend the Minister say whether the Government will consider reopening the question of a meaningful definition? That will then help everything that flows from that. Otherwise, I fear that not only are we trying to nail jelly to the wall but it is that serious that we are attempting to nail gelignite to that same wall.
We should feel confident that we know how to legislate for these new technologies. Look at what we did with the Electronic Trade Documents Act last year. We know how to do innovation in this country: look at Lovelace, Turing, Berners-Lee and more. Yes, the Bletchley summit was a great success—although it did not involve defence and many other issues that need to be considered—but perhaps the greatest lesson from Bletchley is not so much the summit but more what happened two generations ago, when a diverse team gathered to deploy the technology of the day to defeat the greatest threat to our human civilisation. Talent and technology brought forth the light at one of the darkest periods of our human history. From 1940s Bletchley to 2020s United Kingdom, we need to act now, not just on AWS but across the piece on human-in-the-loop, human-led and human-over-the-loop AI. It is time to legislate and lead for our safety, security and stability, for our very human civilisation, and for #OurAIFutures.

Lords ChamberThe noble Lord is quite correct that the department has said that it will publish a defence AI strategy. When I was told it would be in the autumn, I pointed out that the autumn had pretty well come and gone. I am reassured that significant work has been done on the strategy and we can expect publication in early course. It will set out our vision to be the most effective, efficient, trusted and influential defence organisation of our size, and have principled components to it. I would not wish to pre-empt what the strategy will say, but I would hope that it will serve to answer many of the noble Lord’s questions.
My Lords, I declare my technology interests as set out in the register. Does my noble friend agree that, whether in safety or security, the public good or economic growth, the UK has a unique opportunity for the development and deployment of ethical AI? Further, does she agree that we urgently need public debate and engagement if we are to achieve, not just in defence but across all potential applications, optimum outcomes?
I say to my noble friend, building on what I have already indicated to the Chamber, that AI and autonomy clearly have the potential to transform all aspects of defence, from the back office to the front line. They are a strategic priority for defence and we take that evolution of policy seriously. As I indicated to the noble Lord, Lord Browne of Ladyton, more will be disclosed when we publish our defence strategy in early course.

Lords ChamberIt means that the company has an ascertained level of demand from the MoD but, as I said earlier, it also has a very healthy suite of non-MoD, commercial customers. Part of the challenge that the MoD is embracing with the current management of the company is to ensure that that side is grown as well, but the money that the MoD is providing will be directly and singularly applied to the needs of the company to address the MoD customer requirement.
My Lords, I too welcome the acquisition of Sheffield Forgemasters International Ltd. May I ask my noble friend what impact this will have on companies bidding now or in the future for defence contracts?
My noble friend asks an important question. We operate under strict regulations that preserve the commercial market. Where competition exists, MoD contracts are tendered in an open and fair competition and companies will not be disadvantaged from bidding for MoD contracts where they have the required capability.

Lords ChamberI simply say to the noble Lord that I seek to reassure him that, as I have indicated, we deal with actual threats substantiated by evidence. He is quite right about the closure of the UFO desk in 2009. I can confirm that the department holds no reports on unidentified aerial phenomena and that all relevant material created and held by the UFO desk has been passed to the National Archives.
My Lords, turning to identifiable flying objects, does my noble friend agree that the UK has a tremendous opportunity to develop its new space industry, not least in low-earth orbit, in the build, development, launch, operation, recovery and rebuild of small satellites for both positive-purpose defence and civil opportunities?
My noble friend makes an important point with which I entirely agree. That is clearly an area of exciting future development for the UK Government.

Lords ChamberMy Lords, it is a pleasure to speak in this debate. In doing so, I declare my interests as set out in the register. I thank the most reverend Primate for securing this debate at this time; it could barely be more prescient. I will speak about technology, international development and some of the programmes I am involved in.
The fourth industrial revolution, as it has been called, which includes all the technologies around artificial intelligence, machine learning, robotics, the internet of things and nanotechnology, offers huge possibilities for mankind in this country and internationally—to bring together, to collaborate, to connect. But there exists at its heart a piquant paradox. As a nation and a world, with smartphones in our hands and minute-by-minute media, we have never been more connected; and yet contrast that with the worrying rise of populism, protectionism, nationalism and retreatism.
There are such possibilities through 4IR to address some of the most intractable problems and to bring individuals, groups, organisations, institutions and nations closer together for an enduring good. It is a possibility but in no sense an inevitability. If we get it wrong, we may not only exacerbate division and increase exclusion, but at worst we could potentially wipe out civilisation and this planet through the use and deployment of autonomous weaponry. There is no room for reconciliation if we have all been reduced to ashes. Yet if we get it right and focus on what it is to be human—what we are when we come together in an inclusive environment—there are such possibilities right around the world.
One of the international development programmes I am involved in is the Global Disability Innovation Hub, which has this sense of innovation and possibility right at its heart. It was a legacy programme from the London 2012 Paralympic Games, one of the most inclusive events ever put together on planet earth, with 168 nations all coming together in east London in the most inclusive, diverse and accessible environment. Just under 5,000 athletes were brought together for the Games of the possible. Never mind the sport; there was that sense of possibility through creating an inclusive environment and an inclusive culture. That was the basis to roll it out and use the park as a blueprint for inclusive design and to take that to collaborate globally to see what is possible, not least in sub-Saharan Africa.
On many of these themes—assistive technology, computer design and, most importantly, as with all this stuff, participation and partnerships—no matter how much potential there is through innovation, the real magic always comes from the human. We know how to drive reconciliation, coming together and connection, and that comes through all those human qualities that we have and that we have known about for centuries.
Perhaps the greatest hope for real change at scale comes from the next generation, as it often does. This is clearly and fundamentally understood by the British Council in all the work it does around the world, putting dialogue in place of conflict—jaw-jaw instead of war-war. There are fabulous schemes, their intent so clear from their title, such as “Take a Child to School”. In Pakistan alone, almost a quarter of a million children who otherwise would not have had that experience have gone to school. We all know the devastating consequences—at an individual, national and global level—if that right to education is not guaranteed and assured for every young person right around the world.
There are extraordinary programmes happening, not least from our own Department for International Development. There could be no greater example of inclusion than our own Secretary of State launching the disability strategy from the Dispatch Box using British Sign Language for the first time in the Chamber. How inclusive is that?
There are great programmes happening and great possibilities, but we should never be naive about reconciliation. There is no purpose in pushing for reconciliation if we are still in the midst of trouble, no point pretending we are upon a host of daffodils if in reality we are closer to a much darker place. As Oasis put it:
“Some might say they don’t believe in heaven
Go and tell it to the man who lives in hell”.
Hell is the experience for so many people across the planet, right now, as we conduct this debate. It has not been the best week for British politics—it was an interminable Tuesday—but that was as nothing compared to the daily experience of millions of people around the world this very day.
We cannot be naive about that: reconciliation is nothing if we cannot tell the fundamental truth. Truth comes before reconciliation and enables reconciliation, no matter how hard, painful or uncomfortable those truths almost certainly will be. Unless we stand on that solid ground, in any situation, there can be no potential for coming together and reconciliation. It cannot be faked or glossed over if we want real, sustainable coming together and connection, and a commitment to a brighter and better future.
I do not like overly deconstructing the English language, but if we get it right in terms of a more inclusive approach—as is our aim with the Global Disability Innovation Hub—and if we can develop, foster and enable those inclusive cultures, perhaps we can do a little of what we might call pre-conciliation: mitigating, if not reducing, the need for reconciliation through avoiding, as far as possible, some of the most intractable and difficult situations in the first instance.
Alongside that, we should consider the central place of trust. From the truth, trust must emerge. That is how trust can come from the former aggressor or former oppressor and that is how the aggressed and oppressed can then trust those individuals, institutions and nations. And those individuals, institutions and nations can do this, not in a grandiose way but day by day, minute by minute, to demonstrate that going forward they are trustworthy.
Rather than merely wait for reconciliation, important, powerful and meaningful though it can be, we should all consider what role we could and must play, often in the midst of the mire and the madness. There is no more shocking or sickening example in recent history than what we saw in Nazi Germany—that eternal stain at the centre of Europe. I am reminded often of the Talmudic verse:
“He who saves the life of one saves the world entire”.
Oskar Schindler knew this, as did hundreds of others, whose names are unknown: to do the right thing, even against the prevailing military force and the most powerful propaganda machine we have ever seen in recent history. We must do the right thing even when no one is looking; do the right thing even though it may cost you your life, as it did for so many; do the right thing even on the darkest of days.
Perhaps it is time—perhaps it is even well over time—that we all put on our armour of light and engaged in the most practical of all pursuits: to do the right thing. We must see what we can do at that most practical level to help, support, enable, inspire, engage and include. We must put on our armour of light and get about uniting and knitting together. Even a single stitch can secure.

Lords ChamberMy Lords, I thank the Minister for initiating this debate. It is difficult to imagine one that is more significant. It is also a privilege to speak among such military hardware. We have already felt the blast of the noble and gallant guns of the Royal Navy, the Royal Air Force and the Army. When I looked at the speakers list I did feel more than a degree of trepidation, seeing that I was almost perfectly positioned between two generals. I am also very much looking forward to the maiden speech of the noble and gallant Lord, Lord Richards. His military career speaks for itself, and his actions and decisiveness in Sierra Leone were paradigmatic of what it means to be a British soldier.
Afghanistan in 2001 and Iraq in 2003 were desperate decisions, and yet our service men and women did their duty with courage and commitment, good practice and performance. They are a credit to us all as British citizens. Over the past decade we have seen all too much of the fog of war, but what about the painful and potentially perpetual grey space of peace for those who return from conflict utterly changed? For every coffin winding its way painfully through Royal Wootton Bassett, an extended family has been blown apart as if it was also in the blast zone. For every hero who does not come home, there are thousands who return injured. They have lost legs or had arms amputated; they are burnt or blinded. They have bodies broken from battle. What of them?
In 2007, I was working as a commercial solicitor in the City. A client of mine told me about her partner who had returned from Afghanistan having lost his leg. She mentioned a fledgling organisation called Help for Heroes which I knew immediately I had to get involved with. What a journey it has been for that charity over the intervening seven years, and what a journey it has been for us as a nation. More than £200 million has been raised, deployed and allocated. That is Great Britain at its best, but if we are to continue to look after our injured service men and women, the next decade will cost around £318 million. That is the challenge. We need to lean into it and ensure that the commitment which has been shown in the early years of Help for Heroes continues.
That is why I got involved and why last month I went to Tedworth House, one of the Help for Heroes recovery centres. It is a former military establishment that has been done up to deliver everything that is required to ensure a fantastic recovery experience for our service men and women returning from Iraq and Afghanistan. It is now set for decades to come and will help those who return from conflicts as yet unknown to us. The recovery centres have been founded on five pillars: medical, mind, body, spirit and family. Everything I experienced during the afternoon I spent at Tedworth House delivered on those five pillars. There was a gymnasium to rebuild the body, along with a swimming pool and an artificial ski slope. All of them have been designed to get formerly fit men and women fit again. The art and poetry activities described to me brought on tears. The descriptions and depictions did not just bring to life the horrors of war; they helped to expunge and exorcise them.
I talked to the service men and women and veterans staying there who shared their stories about the instant hell of the IED. I also heard about their hopes and dreams for the future they believe they can have post their military service. It was an extraordinary afternoon. I heard about the Band of Brothers and Band of Sisters that have been established to bring all injured veterans together. Together, they already number close to 5,000. People are moving their families close to the recovery centres because they fully appreciate that this is not just about today and tomorrow. For many injured service men and women, it is about the rest of their lives. I urge all noble Lords to consider visiting one of these recovery centres. They demonstrate what commitment should be and is being made to our service men and women.
There are many fabulous, marvellous military charities that are doing good work across the piece. The Battle Back programme takes injured personnel from the battlefield to the sports field. There are many charities, but what is really required is increased co-ordination of the effort. The Confederation of Service Charities does a great job but the task is wider even than that: it is about the public space, private corporations and charities being aligned, co-ordinated and orchestrated. As you would expect, that is the key role for the MoD: to orchestrate, to lead and to ensure that every resource is put to the greatest effect for our wounded service men and women.
It was incredible to be in at the beginning of Help for Heroes. Seven years have flown by and we now have a defence recovery capability in good shape. But we are still on the journey. It will never end. Great steps are being taken but we need to ensure that we never fail or forget those who went into war and conflict on our behalf. The message must be clear: we do serve Tommies here and we serve them well, as they served their and our nation. As we commemorate the centenary of the Great War, we have an extraordinary opportunity to enable hope for heroes, through Help for Heroes and other charities, organisations, government and corporations, and to enable a defence recovery capability fit for heroes.

To ask Her Majesty’s Government what assessment they have made of the military deployment during the recent floods.
My Lords, our people lent invaluable support to the relief efforts, with a peak of 5,000 personnel from all three services and the reserves. They were available to provide everything from sandbagging to aerial reconnaissance, as well as highly visible reassurance to the public. Now, in the recovery phase, we still have 223 people in the field. Once the operation is complete, we will make a detailed assessment of our contribution to civil resilience within the overall national response.
I thank my noble friend for his response. As we saw with the recent flooding and with the Olympic and Paralympic Games, when we deploy our military in the appropriate civil circumstances the results are always excellent. What further plans do the Government have to review the use of our military in other potential appropriate civil circumstances?
My Lords, I agree with my noble friend—the work of the Armed Forces is always excellent. The lessons learnt will provide a valuable opportunity to look at how the contribution of our Armed Forces to civil resilience can be enhanced and accelerated in future emergencies. We are working with the Treasury to consider whether there is potential for improvement to the funding processes. We routinely support civil authorities on a wide range of resilience activities, such as support in the event of industrial action by fuel tanker drivers and firefighters.
