Lords ChamberThe noble Lord is subject to the same legislation about driving properly as all the rest of us. The variable speed limit signs are particularly used on busy urban roads to even out the flow of traffic, because stop-start jams, particularly on motorways such as the M25, both create some dangers themselves and, crucially, lower the capacity of the road. My advice to people when the speed limit goes down is to follow it, because that will save them getting into a huge jam.
My Lords, what confidence do the Government have in the agency when the software upgrade that led to this issue took place in 2019 yet the Department for Transport was informed only last September, some six years later?
I think the date was October, not September, but we can confirm that. The purpose of the review, which is a serious activity, is to make sure that this does not happen again. In the process, we will discover how long it took to identify, whether that should have been done faster, how it has been handled and what changes are needed to avoid such a thing happening again. The noble Lord is right: we should have confidence in government agencies, and it is important in these matters that people follow the signage and have confidence in the enforcement that goes with it.

Lords ChamberI am amazed to think that the name of a cafeteria in a regional airport might be something to do with the department. More seriously, the South Yorkshire Mayoral Combined Authority Board, which is chaired by the mayor, will make a decision later this month on providing City of Doncaster Council with £3 million as part of Doncaster’s existing £138 million gain share from the South Yorkshire Mayoral Combined Authority allocation. That is the Government supporting the reinstatement of this airport. We will do everything possible to help the airport get back into business and contribute to the economic growth of the region.
My Lords, TransPennine Express is owned by the Government, and Network Rail is owned by the Government. After three years, businesses and individuals are fed up with excuses and meaningless explanations, so when will the direct train service between Sheffield and its major international airport, Manchester, be reinstated?
The direct service was curtailed as part of a very complex and necessary scheme to restore railway reliability in Manchester. The department and I know that there is huge aspiration for a direct connection between Sheffield and Manchester Airport, but the configuration of the railway in Manchester means it is very difficult to deliver it. One of the reasons for the region being keen on Doncaster Airport is to see flights from the region without necessarily going to Manchester.

Lords ChamberReintroducing the High Speed Rail (Crewe - Manchester) Bill will be great evidence that the Government are thinking of improving easy-west connectivity in northern England and continuing the work that the trans-Pennine upgrade is already starting for a modern, high-speed and high-capacity railway all the way across between Liverpool, Hull and other places on the east coast.
My Lords, when do the Government expect the fourth largest city in England, Sheffield, to have back its direct train to Manchester Airport, its main international airport?
I am afraid I cannot recall exactly what the position is, so I shall write to the noble Lord and tell him where we think we are with it.
