My Lords, the Government have set out a package of measures in the future telecoms infrastructure review to meet their ambition for national full-fibre coverage by 2033. This seeks to create conditions that will support commercial investment by reducing costs through barrier busting, and create a stable regulatory environment. Additional funding will be required to make sure that all parts of the country are able to enjoy the benefits of world-class connectivity. This will be agreed as part of the forthcoming spending review.
My Lords, as the Minister knows, those of us on these Benches and the adjacent Benches who worked on the Digital Economy Act spent a lot of time putting forward amendments to bring forward a full-fibre network. We should therefore welcome the Government’s conversion to this cause and their realisation that 4% coverage is a national shame. However, to get 100% coverage in 15 years will cost many billions of pounds. Please remember that if the money is coming from commercial sources, in the end it will be the consumer who pays and reimburses those commercial concerns. Clearly the Government must have a funding plan, otherwise these promises would merely be shallow. Will the Minister tell the House what the funding plan is—how much, and who pays?
My Lords, I am glad that the noble Lord welcomes this ambitious target, because he has been one of the people who have been very critical of where we are at the moment. He is absolutely right that it will cost money. This is an ambitious target to get from where we are now, which is 4%, to nationwide coverage by 2033. We think we will get to about 50% by 2025. It is estimated that it will cost about £30 billion. We estimate that the Government will have to contribute with top-up money to the hardest-to-reach areas in the region of £3 billion to £5 billion.

Lords ChamberAs I have said, issues such as AI and data have to be dealt with internationally as well as in the UK. The sector deal includes the devolved Administrations. My department continues to have regular discussions about these issues with the devolved Administrations.
My Lords, the Select Committee report and the Made Smarter review made quite a lot of the opportunity of bringing smaller and medium companies into the AI revolution and using it to make themselves more productive and competitive. How does the sector deal help that?
One example that I think I have already mentioned is data trusts. The review made the point that big companies have not a monopoly, but the advantage of having so much data. SMEs and small companies need access to that data in order to grow. That is the whole point of AI. If we can get a mechanism that allows big and small companies to work together on datasets to retain the value and to get some use of it, it would be a great advantage. We are committed to having pilots on data trusts in place by the end of this year.

Lords ChamberMy Lords, the Government have considered different options for the design of the broadband universal service obligation and have carried out a public consultation on its proposed design. Having completed their consideration of the many responses received, the Government will shortly be laying secondary legislation setting out the scope of the broadband USO. The Government’s response to the consultation and the impact assessment will be published at the same time. Ofcom will be responsible for implementing the USO, which is expected to take up to two years.
My Lords, I thank the Minister for his Answer. As he knows, there is an awful lot of concentration on download speeds but for the digital economy, upload is very important too. It is particularly poor in rural areas, and your Lordships do not have to take my word for it. The Secretary of State for Defra, Michael Gove, speaking to the NFU, recently said:
“It is unjustifiable … that broadband provision is so patchy and poor in so many areas”.
Can the Minister explain how a new approach will do away with this patchiness and poverty of connection in the countryside?

Lords ChamberThere are many things on the seabed, not only electricity and fibre-optic cables but pipelines as well. The National Security Council looks at all these threats to our infrastructure, and we advise all the parts of the infrastructure estate regularly and keep an eye on all of it.
My Lords, the Minister was right in saying that there is resilience in the system, and he pointed out that the system is owned by a disparate group of business people. In the event that there is a successful attack on some elements of the transatlantic bandwidth, what plans are now being put in place to deliver that bandwidth to the most important traffic that has to happen? In other words, it is all very well having resilience, but if that resilience is not available for the most important transactions then it is no good. What plans are being put in place to ensure that that response would be available?
That is a good point. It is not just transatlantic cables that are important here; the Policy Exchange report gives examples of other areas in the world where cables have broken. I am not going to say exactly what the mitigation measures are but that is what the national risk assessment is for, and the National Security Council looks at that.

Lords ChamberActually, fibre is crucial because it underlines every other technology as, sooner or later, when you are on wireless, you get to a router, and the data come via fibre-optic cable. 5G, which will reach a lot more places and has more bandwidth, relies on fibre for all the extra masts that will be required.
My Lords, the Minister talked very broadly on the fibre front, but in rural and indeed less rural places like Leominster, people currently endure upload speeds of less than 1 megabit per second. Can he tell us when these people will be invited to join the digital economy?
At the moment, anyone with a connection of less than two megabits per second is entitled under the better broadband scheme to have subsidised access to it. If they are above that but below superfast level, the universal service obligation will be in place by 2020, which will give them 10 megabits per second, and that will allow them to do normal things such as emails and streaming TV.
