In that case, it is remarkable that the amount of Government business being given to small and medium-sized businesses has risen to nearly 20% and is on course to rise even higher. Under the arrangements left in place by the Government whom the hon. Gentleman supported, a lot of small businesses were simply frozen out because the process was so bureaucratic and clunking that they could not even get into the starting gate, let alone have a chance of winning the race. Now they can, and increasingly they do.

T5. Will the Minister join me in congratulating Cheshire Community Development Trust on the work it does to help the people of Weaver Vale to get into work? Does he agree that that is exactly the sort of social action that should be used as a template to unite communities across the country?

1. What savings to the public purse have resulted from changes to the Government estate in the last two years.

The moratorium on new leases and on passing over breaks in existing leases has helped us across central Government to save the taxpayer some £278 million from property in just the first 10 months of the coalition Government’s time in office. To date, central Government have got out of more than 900 leases and released freeholds, and last year alone the size of the estate fell by 6%.

Will my right hon. Friend reassure the House that the Government will get value for taxpayers’ money by ensuring that, wherever possible, the publicly owned freehold estate is used to avoid the need for expensive leases?

[Mr Maude]

That is exactly our approach. Far too much of the freehold estate is under-occupied and far too many expensive leasehold properties are occupied in a very inefficient way. In Bristol alone we discovered that central Government, in their different forms, occupied 115 separate addresses, which is very inefficient and not at all conducive to joined-up government.

I very much regret the fact that in the 13 years for which the hon. Gentleman’s party was in office, it did absolutely nothing to address that problem.

T9. The national citizens service is an excellent initiative to help young people to develop the skills and attitudes that they need in order to become responsible citizens. Can the Minister tell me what local branches of the service will be available to them in my constituency?

That was a very good effort from the right hon. Gentleman, but we believe that the coalition’s programme to increase the number of academies is very valuable. It is part of the process of giving much more power to parents, and of giving the schools that are available for local people the ability to reflect what they want rather than what central planners dictate.

The coalition Government are committed to introducing a national citizen service to give young people an opportunity to develop the skills needed to be active and responsible citizens, mix with people from different backgrounds and get involved in their communities in order to promote engagement, cohesion and responsibility. Details of this programme will be announced by the Cabinet Office later this year, with a launch expected in 2011.

The national citizen service will provide a vital outlet, especially for disadvantaged young people in my constituency of Weaver Vale. How can we ensure that this group of young people get involved?
