Lords ChamberI agree with the noble Lord that the gravest health risks may come from the economic impacts. The UK is at the forefront of efforts to protect African economies. We are encouraging international financial institutions, UN agencies and others to co-ordinate to make funds available as quickly as possible. We have committed up to £150 million to the International Monetary Fund to help vulnerable countries meet debt repayments. In the longer term, we are providing technical assistance and capacity building to help support the African Union’s African continental free trade area, which offers the opportunity to kick-start regional trade and support the economic bounce back.
My Lords, would my noble friend agree that, if Covid-19 becomes endemic in African countries, it will remain a threat to the world for the foreseeable future? Would she consider convening a conference of Commonwealth African countries—after all, Nigeria, the largest country on the continent, is a Commonwealth country—to see whether the initiative can be taken on a Commonwealth basis?
I thank my noble friend for that question. I absolutely agree that we need to tackle this pandemic globally. We are not going to resolve it within our own borders unless we help the rest of the world to tackle it too. I also agree on the importance of our Commonwealth relationships. Sadly, the CHOGM conference has been postponed, but I know that my noble friend Lord Ahmad, the Minister for the Commonwealth, is in regular contact with Commonwealth leaders so we can help each other to tackle the pandemic.

Lords ChamberMy Lords, as I said, we are fully committed to the 0.7% target. The noble Lord is right that we spend the majority of our ODA money within DfID, but other departments spend it too, and do very good work in developing countries. It is of course important that DfID works alongside the FCO, BEIS and other departments that spend ODA money to ensure that it is being used to best effect.
My Lords, does my noble friend not agree that it is disturbing that a number of Commonwealth countries do not measure up to the standards that we would all wish to see? Particularly since we have separated ourselves from our European partners, can there be more co-ordination with our Commonwealth partners? We must work ever more closely with them and they must measure up to the higher standards.
My Lords, the Commonwealth is an incredibly important partnership for us. We are currently Chair-in-Office after hosting the Heads of Government meeting here in London, and obviously we will be attending the Kigali Heads of Government meeting later this year. I agree with my noble friend that we must use these relationships to promote the values we want to see around the world.

Lords ChamberI have said many times at this Dispatch Box that the Government would not set up an inquiry, and that Wiltshire Police could do so if it wished—it has decided not to. On Carl Beech and Conifer, I should clarify that his allegations about Sir Edward were considered at the time by the senior investigating officer in Operation Conifer to have undermining evidence, and a decision was taken not to pursue them further in that case.
My Lords, my noble friend the Minister has repeatedly said on the Floor of this House that the Government will not set up the sort of inquiry for which the noble Lord opposite has just asked yet again, but never has my noble friend been able to convince this House why.

Lords ChamberThe noble Lord will appreciate that we do not discuss how the Home Secretary comes to decisions on proscription, but she does so on the vigorous legal advice provided to her at the time. Extinction Rebellion was on a list of those with an extremist ideology, as opposed to a terrorist ideology. However, CT Police South East has accepted that this was wrong.
My Lords, does my noble friend accept that, while it is right that the police have acknowledged their error of judgment, demonstrators made an error of judgment when they glued themselves to trains, stopped people going about their normal business and interfered with people going to visit the sick in hospital? There are errors of judgment on both sides and we should emphasise that.
My noble friend makes a good point. Many errors of judgment were made in some of the protests. He is right that not only were people prevented from seeing sick relatives in hospital, some of their relatives died before they could visit them. CT Police South East has done the right thing and my noble friend is right to point out some of the issues that the public faced during those protests.

Lords ChamberPressure on the police is one of the major factors in the announcement by this and the previous Home Secretary on the ambition to recruit 20,000 police officers. The noble Lord is absolutely right that, as crime goes up, different crimes emerge. It is very important that the police have the resources and capabilities at hand to tackle it.
Does my noble friend accept that there is widespread concern at the number of offences that are not investigated? Will she assure the House that as we build up the numbers of police we will also build up the numbers of crimes that are thoroughly and properly investigated?
The police will prioritise, and it is important that crimes are investigated. Locally, it is up to police to ensure that they are.

Lords ChamberTo ask Her Majesty’s Government, following the publication of the report by Sir Richard Henriques and the publication of the report by the Independent Office for Police Conduct (IOPC) on Operation Midland, whether they will review the composition and terms of reference of the IOPC.
My Lords, I beg leave to ask a Question of which I have given private notice.
My Lords, while this is clearly a concerning case, it is vital that an organisation such as the IOPC operates independently of both the police and the Government. The Government have introduced reforms to improve its efficiency and effectiveness, progress has been made and we expect that trajectory to continue. The Home Secretary has asked HMICFRS to conduct an inspection of the Metropolitan Police Service to ensure that lessons have been learned from the issues highlighted. This will take into consideration the IOPC recommendations.
My Lords, while I thank my noble friend for her Answer, I must regret that it is nowhere near as robust as the Answer she gave to my noble friend Lord Forsyth. Does she agree that Sir Richard has performed a notable public service by examining rigorously a very shameful episode in our history which tarnished the reputations of some great people? Does she agree that, in contrast, the IOPC, whose duty should surely be to be a rigorous upholder of the highest possible standards, has delivered an abject apology for an appalling failure?
I would most certainly agree with my noble friend that Sir Richard has performed a notable public service. It is also important that we have an independent body that oversees, independently of both the police and the Government, the conduct of the police, so I would disagree with my noble friend on the second point.

Lords ChamberThe noble Baroness will probably know that, first, we do not detain children —she is absolutely right that children are granted our protection—and all children, no matter what the circumstances of our protection here, are reassessed as they approach their 18th birthday. On sending someone back to face a repeated danger, that would be taken into consideration. We would not send someone back somewhere where they would face harm.
My Lords, as a follow-up to the last two questions, in particular the one from my noble friend Lady Manzoor, can my noble friend assure us that there is one unit in the Home Office that deals exclusively with this subject, to make sure that everyone who deals with a victim of slavery knows the ins and outs of modern slavery—or is this part of a more general remit?
As I said in my Statement, we have what we call the national referral mechanism, which is multiagency and which provides wrap-around support to victims of modern-day slavery.

Lords ChamberI wholeheartedly agree with the first part of the noble Lord’s question. For too long, those victims have been ignored. On the anonymity to which he refers—we talked yesterday about his Bill—I explained in my Answer to the noble Lord, Lord Campbell-Savours, about the presumption of anonymity, save in exceptional circumstances.
My Lords, does my noble friend accept the seething discontent in your Lordships’ House about the way in which the reputations of Sir Edward Heath, Leon Brittan and Greville Janner have been trashed? Can she not see that this House wants something like a royal commission to be set up on this issue, appointed by the Government and given six or nine months to report?
I of all people am very aware of the anger in your Lordships’ House. Let us get to the heart of what IICSA is about: I am also aware of the historic issues that need to be tested and explored through that inquiry, for all those people for whom some of the historic events have not yet been addressed.

Lords ChamberMy Lords, I am delighted to add my congratulations to the noble Lord, Lord Paddick, on introducing this debate and the manner in which he introduced it, but I intend to pick up many of the points made by the right reverend Prelate the Bishop of St Albans in a thoughtful and interesting speech.
Over the past week, I have been reflecting on the years that I have been in Parliament. Last week marked the 49th anniversary of my election in June 1970. In thinking about this debate, I have been reflecting on some of the great changes that have taken place in our society during that time. Three in particular stand out. I am not making value judgments; I am merely stating facts. The family has changed very much in that period. What was then the norm is no longer the norm. The drug culture which has grown up over the past years, to which the noble Lord, Lord Paddick, referred in his opening remarks, was unknown in 1970. Another enormous change is the advent and prevalence of social media. Without social media, the county lines to which he referred could hardly exist. We are having to cope with a very different sort of society than existed when I was first elected to Parliament.
Of course, it is right that we should talk of proactive policing and community policing, as we have today, but although he did not use these exact words, the right reverend Prelate was in effect saying to us—and I believe very strongly in this—that prevention is better than cure. We must try to develop a culture in which the use of a knife in violence is just not contemplated. It will take time, but I believe that it must begin in the home and in the school. Many times in your Lordships’ House, I have been critical of the deficiencies in careers advice in schools and citizenship education. I believe—I have mentioned this before—that every young person leaving school in our country should have had to do some community service during his or her last year in school. It does not particularly matter whether that is taking meals to the elderly, looking after the young or whatever, but community service—putting something into the community—should be obligatory, frankly.
I would like to see every young person leaving school go through a citizenship ceremony, rather like those who take British nationality. I have attended some of those ceremonies, and they are very moving. The people taking part are very serious about what they are doing, and I think every young person should go through something like that. Citizenship education should not only prepare them for a world in which they will take part—by voting, participating and in many cases, one would hope, answering the call to public service—but make them realise that they have rights, yes, but also responsibilities and duties. I honestly think that if we placed more emphasis on citizenship education, we would be going a long way down the route to creating a better society.
I thought the remarks made by the noble Lord, Lord Dholakia, about short sentences were so very pertinent. Wherever possible, young people should be kept out of institutions. I had a young offender institution in my last constituency. It merited a damning report from the noble Lord, Lord Ramsbotham, when he was Chief Inspector of Prisons, and pulled itself up considerably; he was then able to give it a much better report. But many of the young people in that institution became nurtured in crime by being there.
When I was chairman of the Northern Ireland Affairs Committee in the other place, I saw some of the positive effects of community restorative justice. I genuinely believe that we ought to place more emphasis on that. I ask my noble friend the Minister to refer to this when she winds up.
Any of us who are parents or grandparents—in your Lordships’ House it is more the latter than the former—are deeply concerned about our grandchildren growing up in a world in which violence is endemic. It should be our collective determination, not just wish or endeavour, to ensure that future generations of children leave school with a sense of belonging to a community, feeling that they have an obligation not only to receive from but to contribute to that community, and realising that violence of the sort we have been reading about in the press this very week is completely unacceptable.

Lords ChamberI entirely agree with the noble Lord’s latter point about enforcement. As he said, it is up to local authorities and police forces to do that to deter the theft which we historically saw. His point about cash is also well made, but that was covered by the Act. The task force was never intended to be a long-term group, and was disbanded in 2014, following the successful implementation of the Act. In the specific case of railways, the national crime tasking and co-ordination group brings rail and telecoms together. It is organised by the national crime tasking and co-ordination group. In addition, we have the NPCC-led theft working group, chaired by the national policing lead, ACC Robin Smith.
My Lords, I speak as a vice-president of the National Churches Trust. Will my noble friend acknowledge that this is an increasing problem, particularly in rural churches, and will she meet a deputation from the National Churches Trust to discuss it?
