My Lords, in conditions where leaseholder landlords living overseas remain uninterested in block management—their only interest being the rent—where in the Bill is the legal obligation on managing agents to supply management committees with the valid names and contact details of these overseas landlord owners, enabling the seeking of their support for an RTM? Where, with notice, absentee landlords fail to indicate whether or not they support an RTM, surely their interests should simply be ignored. Indifference should not block progress.

My Lords, I congratulate the hugely experienced David Allen on his election as crime commissioner for Cumbria. With 47 million visitors to the Lakes annually and an associated increase in rural crime, will Ministers respond to his early call for resources to fund a major expansion in the automatic number plate recognition programme? We need it to cover our arterial road system, in particular the A66 and A69. As a matter of note, Vauxhall in London has more of these cameras than the entire county of Cumbria.

The House of Lords plays a crucial role by scrutinising, debating and holding the Government to account. However, reform, including in relation to the size and membership of this House, is not a priority in this Parliament.

My Lords, I will ask a very simple question. Due to the ageing nature of Labour’s membership of the House, we are now down to as few as 100 Labour Peers regularly attending proceedings. Meanwhile, the Government are openly challenging the excellent and well thought-through Fowler-McFall reforms with a stream of their own introductions, bringing the Conservative membership to nearly 300. If a Labour Government are elected, how can we possibly secure the public business against a background of such overwhelming odds? Is the Government’s strategy to fill the House to capacity and make it difficult for Labour to appoint without further breaching the reforms?

Has not the now overreaching transfer of housing from public to private sector landlords led to an explosion in rents, costing billions in increased housing benefit? Why should housing authorities be forced to pay for problems created by this strategy, when there is talk of losing a proportion of the capital receipts they desperately need to help fund housing for the homeless—a problem created by the Government? It seems to me that the only beneficiaries are to be private landlords and the Government’s PSBR, while the losers are the poorest in society.

My Lords, as we approach US elections, Trump, a possible victor— who knows?—is threatening cuts, especially on arms expenditure for Ukraine. Are the Government and Parliament thinking through the consequences of today’s trajectory, which, without an open and honest debate here in Europe, may draw us into a wider conflict, with Putin now openly referring to war? Such a war could destabilise Europe, challenge public expenditure priorities and potentially unleash forces of European instability. Why is there no polling on the war? There is polling in America.

My Lords, why do we not just stop housebuilding on the flood plain, when it is quite clear that we have increased flooding due to climate change? The expense of Flood Re settlements can only rise, with the already battered wider insurance market paying higher and higher premiums. Surely the answer is to ignore the pressure from developers for planning permission on flood plains, and sensitively to take more green-belt land—or is it that the developers have some undue influence on government?

My Lords, as someone who benefited from free higher education in France, and in gratitude has remained a lifetime Francophile, I argue that the best way to develop sympathetic international relationships is to invest not by bringing the rich, unqualified undeserving into the United Kingdom just for the money, but bringing instead the brightest and the best from problematic parts of the world, even at our expense? Is that not one of the best investments we can make in developing international understanding?

My Lords, as someone with former downstream involvement in the industry, I welcome this important Question. I suggest that we confine any debate on further restriction to the dry cut of granite, cement and quartz and not to other products. Engineered stone is primarily quartz; if cut wet, there is little problem but, if cut dry, it can lead to dust and lung problems and may well require further regulation. This is a problem primarily in Europe, as there is now very little dry-cut activity in the United Kingdom.

Is not the simple, unvarnished truth that, on leasehold for flats, the Government are under intense pressure from powerful institutions, which have sunk millions into freehold title, to duck the big decision and delay? The Government’s response is to leave it to the next Government to sort out. Is it not no more than an income stream for lazy investors, greedy developers and pension funds, all of which are squeezing the Government through political pressure to back off, while leaseholders pay the price? Labour will sort this out.

Does this Question not take us right back to the price of land for affordable housing? In Nijmegen in Holland, the Waalsprong urban extension of 11,000 homes is being built on 3,000 acres of land acquired at agricultural prices. Similar is happening at Hammarby, near Stockholm in Sweden. Why do we insist on paying landowners inflated land compensation prices when the country needs to house our growing population? We need new thinking on land for affordable housing—it is quite simple.

Why should people pay inflated rents to private landlords who are coining it in conditions of scarcity? Is not the answer to secure selectively land for housing development at agricultural prices, as has happened in parts of Europe, in particular Germany, and to back up that land purchase policy with a mass building programme of housing for both rent and purchase, but under a new form of title which restricts speculative gains and yet protects the value of freehold title? Speculative markets in land are denying millions a home.

My Lords, is not the news that the Northern Ireland Assembly is amending the law on anonymity in rape cases to be greatly welcomed? If the law in England had been similarly amended, it is highly unlikely that the injustices in the cases of Sir Edward Heath, Lord Leon Brittan, Sir Cliff Richard, Mr Harvey Proctor and Mr Paul Gambaccini, and in the Janner case, would ever have arisen. Is it not time to reopen the debate on pre-charge anonymity in the rest of the United Kingdom?

My Lords, on low-emission zones, can Ministers identify any research showing that vehicles travelling over a given distance at a constant 20 miles per hour in a low gear at high revs emit less carbon monoxide than vehicles travelling at 30 miles per hour in a higher gear at low revs? When I asked for the evidence in 2021, this Minister gave the following answer:
“The Department does not have specific results for the situations outlined”.
How can the public throughout the UK have confidence in a speeding regime which lacks detailed assessment?

My Lords, why can we not have anonymity in accusations of sexual offences, particularly rape? They are a special category of criminal offence where the reputations of the innocent can be destroyed, even by chief constables like Mike Veale. The law is unfair, and I have raised this issue repeatedly over the years. I too congratulate the noble Lord, Lord Lexden, on his unrelenting campaigning on this issue; the House is deeply indebted to him.

My Lords, as we are told by the Government in their draft air quality strategy that they expect
“local authorities to … reduce PM2.5”
and that if action is insufficient
“we will consult on introducing a … legal duty on local authorities to take action”,
why are Conservative authorities in London are not only obstructing the taking of action to reduce PM2.5 but playing politics by attacking Sadiq Khan for implementing government policy on the congestion charge zone? Is that not just blatant hypocrisy?

My Lords, is it not possible that the great British public just might be prepared to see a far greater proportion of their taxes diverted from ill-thought-out and often totally unnecessary tax concessions to the better off, which invariably fail any incentive testing anyhow, in favour of a properly funded National Health Service that slashes waiting times, properly funds health professionals and meets the health requirements of the British people? That is what the public want. Just ask them and look at the polling data.

My Lords, despite all the calls with honourable intent for increased military support and NATO participation, should we not be seriously considering opening up back channels with the potential for an exchange of views, if not negotiation? If that proves impossible, are we considering the route to a settlement? A settlement is required that takes into account the interests of innocent non-combatants who are suffering on the front line. It may also require a compromise on the Crimea.

My Lords, if, prior to planning approval, land for both high-density public and private housing development was acquired at agricultural acreage prices, as has happened in parts of Europe, and then allocated for both social rental and restricted leasehold sale to housing associations and housing trust development programmes, would that not be a huge incentive for construction levels not seen since the 1970s, as against today’s numbers, where scarcity is driving up prices and denying millions a home?

My Lords, have Ministers noted the large number of leasehold ground rent investments on property auction sites, as landlords, aware of potential changes in the law affecting valuations, offload their leasehold ground rent investments? Innocent non-professional buyers, ignorant of potential changes in the law, are now buying them—caveat emptor—placing themselves at risk of substantial loss. Should government not consider secondary legislation which would alert an innocent market to the dangers of buying these leasehold ground rent investments?

My Lords, what additional consideration is being given to the millions of pensioners, many living in poorly heated social housing and rented property conditions, who, despite existing support schemes and fearful of escalating bills, appear unwilling to turn up the heat and too often suffer in silence? Despite the excellent work of charities such as Age Concern, should not further support be given to targeting this vulnerable group with sensitive advice and even government-sponsored visitor support programmes, perhaps through a multiplicity of agencies?

My Lords, with heat pump technology plagued by misinformation, can the Government not sponsor a network of privately or commercially occupied exhibition homes with air source heat pumps installed, where potential investors can be advised on the efficacy of their installation and the need for accompanying measures of draught and insulation control, without which they are ineffective and a waste of money? A well-designed installation will give 3 to 4 kilowatts of heat output per kilowatt of mains supply. That is a good return.

My Lords, as part of a question I asked last June on the levying of escalating service charges, I asked whether the Government might consider a scheme for rolling up service charges in a debenture against property title—effectively, a rising legal charge. The debenture holder would pay the resident’s service charge, interest-serviced or otherwise, clawing back payments on death or prior. The Minister promised to consider the idea. Will the Minister check on developments in the department and let the House know where we stand?

My Lords, is not the lesson we learned from both America’s humiliating withdrawal from Vietnam and, more recently, ours from Afghanistan that foreign interventions which seek to impose our will on others of a different cultural heritage rarely work, and that the wise man seeks a more subtle approach to intervention? In the case of Afghanistan, subtlety demands the use of interlocutors who seek to help, advise, understand, engage and influence but not chastise. Those are very Christian principles. Condemnation and isolation simply will not work.

My Lords, with climate change being the root cause of flooding of property in towns such as Keswick in the Lake District National Park, instead of imposing flooding remediation costs on property owners, why not amend the law by placing legal responsibility on companies such as United Utilities to more effectively manage their water assets, and for them to community block insure against the risk of flooding damage to residential, commercial and community assets in areas designated at risk from their companies’ operations? Flood Re is inadequate.

My Lords, in light of the recent speech of the noble Baroness, Lady Burt, when she revealed the six-stage process governing disciplinary actions against police officers—I was shocked—should not the process be revisited in the way she and others are now suggesting? How can there be confidence in systems that protect rogue police officers, and their pensions, delay justice with prolonged processes, offer extended leave and rewards—[Inaudible]—Mike Veale, with further appointments? The Daily Mail should be thanked for its excellent reporting of these matters.

My Lords, as someone on a six-day lockdown and on intermittent antibiotics to deal with a lung condition following surgery, can I suggest, on these shortages, that guidance on antibiotics such as amoxicillin should be updated to allow for greater flexibility of expiry dates? There is too much wastage, and with careful prescription advice and labelling, antibiotics can have a far longer shelf life before deteriorating. Rigid advice on packaging should be relaxed in favour of more flexible expiry dates, as current advice only serves the manufacturers, who sell more.

My Lords, with dramatically escalating service charges nationally aggravating the position, is not the answer greater transparency over leasehold, freehold and sub-lease title issues more generally? Transparency alone can often solve problems where landlord anonymity hides accountability. If that is combined with the rolling-up of lease liability payments pending payment on the death of a lessee under the debenture arrangements I proposed on 20 June, it would ease the problem. Will the Government please look at what I am proposing?

My Lords, the Government assured us that co-ordinated international action would undermine Russia’s economy and protect ours. Why then is today’s rouble stronger than in any almost any recent period? On 15 April, at the beginning of the immediate crisis, there were 105 roubles to the pound; today there are 70 to the pound. Currencies do not normally strengthen when economies are under pressure or under attack. What is the explanation?

My Lords, the Minister may in reply to my noble friend Lord Reid of Cardowan say, “No”, but how can he challenge the proposition that an ID card number, with its unique personalised identifier, is impossible to misuse in a system that is electronically secure and at the same time capable of capturing data that exposes repeat voting? Ministers can oppose the card’s introduction but cannot challenge the efficacy when the evidence is overwhelming.

My Lords, as to duties on flood relief, is the problem not the Environment Agency’s confused remit and influence over water companies’ flood relief expenditure? It conflicts with agency duties and responsibility for environment and habitat protection; you cannot wear both hats. Why not legislate for a new flood relief enforcement authority, separate from the agency, which, under a new community safety remit, has the power to enforce water company expenditure on water company supply-related flood relief water management programmes?
