My Lords, it is the turn of the Labour Benches, and the noble Lord, Lord Campbell-Savours, wishes to speak virtually. This is a convenient point for me to call him.

My Lords, how does the Minister respond to Boris Johnson’s earlier elegant words of wisdom, when he wrote, in more romantic times:

“The Elgin marbles should leave this northern whisky-drinking guilt-culture, and be displayed where they belong: in a country of bright sunshine and the landscape of Achilles, ‘the shadowy mountains and the echoing sea’”?


Would it not be a generous act in his final days, before —if I can possibly say this—being sacked, to arrange for their return? We could retain replicas.

My Lords, fortunately for all Ministers, government policy is not made by the things that Ministers wrote when we were undergraduates. The Prime Minister has made the long-standing position of Her Majesty’s Government clear to the Greek Prime Minister, most recently when they met in November.

It is certainly something worth considering in the White Paper, but as far as dealing with the police is concerned, the Home Office is working with policing to identify ways to tackle this when it goes over the threshold into criminality. These are relatively new crimes; the police will have to evolve methods to deal with them. We have also worked with the office of the Director of Public Prosecutions. There is a digital intelligence investigation programme, aiming to ensure policing has the ability to investigate the digital elements of all crime types. Also, the Home Office is working with the College of Policing to drive improvements in overall police capability to investigate and prosecute online offences.

I said “if”—we do not think only about this country. That is one example. If you are a 15 year-old girl who is being abused, being able to go on to the internet to ask for health advice or let people know about it is an example of where anonymity can sometimes help.

Yes, we will take that into account. That is why GambleAware is commissioning further research into the impact of marketing and advertising on children and young people. It will include how advertising influences attitudes to gambling, so I understand the noble Lord’s point. For example, that is why logos and so on are not allowed on sports shirts sold to those under the age of 18.

My Lords, some of us predicted these problems when the Bill went through in 2005. Sadly, we were ignored. What assessment has been made of the possibility of drift into other high-stake gambling products as a result of this measure? I congratulate the Government on their courage in taking what I believe is an absolutely critical decision.
