My Lords, Gibraltar is our gem in the Mediterranean, our strategic asset and, most importantly, a proud member of the British family of nations. Last Friday’s reports that the Spanish police were insisting on stamping passports and border checks are concerning. Let me be clear: whether this was due to a local Spanish border official and not the central Government, as the Minister for Development said in the other place, there should not be checks at the Gibraltar-Spain border. Can the Minister outline what steps His Majesty’s Government are taking to ensure that this does not happen again? Crucially, what discussions has the Foreign Secretary had with his Spanish counterparts on this matter?

The Gibraltar Broadcasting Corporation has reported a statement from the Spanish Foreign Minister that, for the UK-EU relationship to strengthen, it is important that the British Government say yes to Spain’s proposals on Gibraltar. This is concerning, as it seems to be a thinly veiled threat: “Accept our terms over Gibraltar or lose out”. Can the Minister assure this House that he will not abandon the people of Gibraltar and their desire to remain British? This incident at the Gibraltar-Spain border comes only a week after the decision to hand over our sovereignty of the Chagos Islands. Some might say that this is a coincidence, but it is easy to see the links. I ask the Minister to reassure this House in no uncertain terms that Gibraltar’s sovereignty is for the people of Gibraltar to decide and no one else.

The noble Baroness makes an important point. I think that the campaign was a success, but it is important that we take the public with us on this journey. We think that the better approach is to support people in making the green choices that we all want to see them make. We have a range of support measures across government to help them to do this.

My Lords, I am sure that the Minister agrees with me that we must invest at scale in renewable energy, going further and faster. If he does, will he set out for the House a bit more these new initiatives and ways forward? We have had the committee that has been disbanded, so what are these new initiatives that we need to know about?

As we said before, we already have considerable investment in renewables, and there will be a forthcoming energy security strategy in the near future, which will expand on some of those commitments. The noble Lord will be aware that we already have one of the largest offshore wind industries in the world, and extremely ambitious plans for scaling up offshore wind, hydrogen, solar and other forms of renewable energy. We want to continue that.

My noble friend makes a very good point. There are a number of different apprenticeship standards supporting green skills. The horticultural sector is very much a green skill, so I totally agree with her that we want to do all we can to encourage this important sector.

My Lords, I join the Minister in paying tribute to the noble Lord, Lord Tebbit, for his long and distinguished service to this House and the other place.

Could the Minister set out for the House the specific skills that the workforce needs to develop and obtain to meet the UK’s net zero commitments?

That is a very wide-ranging question. There are a number of them, but I can give some examples: the wave 1 and 2 skills bootcamps in green subjects, such as housing retrofit, solar and nuclear energy, vehicle electrification. We have 40-plus apprenticeship standards in digital, STEM, nuclear, forestry, manufacturing et cetera—there are a number of them.
