Absolutely, and that would entail employing someone, not simply diverting a bit of resource. My support systems, back in ’69 to ’72, were funded by the local authority; at the time, the local authority had a duty to support students under the grant system. Even though the local authority was helpful, however, I had to organise reading circles of volunteer students to assist me. That was a mutual arrangement and it was obviously socially responsible, but it should not have been necessary. Under the proposals, we will find ourselves going back to a bygone era where people have to plead for help rather than receiving it directly.

I just want to make this point, because I think others want to speak. I emphasise what the hon. Member for Cambridge has already said. When it comes to taking a student in, the access provisions of universities and other higher education intuitions will always contain a subliminal question: can this student manage? That question was asked of me all those years ago. If the answer is, “Yes, if I have the support systems necessary: the equipment, the extra readers and other provision that other people will not need”; if the university thinks, “Is it worth it?”; and if the department thinks, “What imposition will this cause? Will resources be diverted from somewhere else? Will this responsibility be devolved to this department?”, there is a chance that that student will not be offered a place. If that were to be the case, I say to the Minister: be it on your conscience. Go back to the Treasury and say that the money in its existing budget should be retained. The rights and opportunities of individual students should be retained, and the Government should be ashamed of themselves if that does not happen.

The crucial task in which the taskforce is now engaged is preparing a kind of mini-clearing system in which there will be firm information about places available at specific universities and on specific courses that would have been available for suitably qualified overseas students at London Met. I can tell the hon. Lady and the House that that matching process will open and start on 17 September. We also know that the UKBA will not send out any letters about their 60-day limit to apply to the overseas students affected until 1 October.

I have a registered interest.

I put it to Ministers that although enforcement is critical, the message that needs to go out from the Government is that Britain is open for business in higher education, and that we care greatly about it for students, universities and our economy. What message is being sent by this Department to ensure that the world knows that we welcome higher education students and are proud of our record?

I very much agree with the right hon. Gentleman, as do the Government. Of course Britain is open for business. That includes being open to attract students from around the world who have a legitimate entitlement to study here. There is no cap on the number of overseas students who can come to study in Britain. Through our Foreign Office posts around the world, we have re-emphasised that message in the light of the experience of London Met.

I pay tribute to the right hon. Gentleman for his very constructive engagement in this very important area. At the university of Loughborough, I sat in on a fascinating meeting in which students gave their feedback on their academic programme that year, raising with the academic staff issues such as the right balance between essays and lab work and the extent to which there should be continuous assessment during the year and final exams. We want to see more of that; we want universities to provide such information on their websites; and, yes, we believe that if students are concerned about the quality of academic standards and work at a university, they should have the opportunity to raise that with the Quality Assurance Agency.

In responding, my hon. Friend the Member for Harrow West (Mr Thomas) referred to the assessment of the impact on university income and on the local and national economy of discouraging students from across the world from coming to Britain, and of the shambolic visa changes, which were clearly not put together by the two Departments responsible. How can the Minister come here this afternoon and say that we want to be the best in the world while discouraging the best in the world from coming to Britain?

The changes in the visa regime were very carefully worked out by the Home Office and BIS working together, and they tackle the problem of bogus colleges and students who wish to come to a university but do not have the academic qualifications that would enable them to benefit from a university course. The changes absolutely keep open, however, the opportunity for legitimate students who have achieved the necessary academic standards to come to this country, with no quota or limits on the number that should be able to do so.
