I cannot comment further on the detail. I do not know exactly what happened, in any event, but what I am clear about is that Ms Braverman wrote a letter to the Prime Minister setting out why she was resigning, and she resigned in good order and quickly. She deserves another chance. Mistakes were made—I will not go into those mistakes—but the Government have moved on, they have reappointed the Home Secretary and she must now be allowed to get on with her job. We seem to be going round and round in circles. I slightly feel like Boycott today, rather than Bairstow, but we need to give her a chance.

My Lords, I do not come at this from any party-political angle. The question in my mind is this. Even if all the justifications are correct—and there are big questions about that—was it wise, in seeking to offer integrity and leadership, to appoint someone so rapidly who had raised so many questions about whether she was suitable to hold the office?

Ms Braverman apologised. She resigned from a great office of state. She accepted the remedies of the Ministerial Code. Things then moved on at great speed. We have different circumstances. We have a Government who need to deliver for the British people in difficult economic circumstances. She needs to be able to play her part in making our borders safer and better, and she needs the support of this House.

My Lords, I congratulate my friend of more than 40 years, the right reverend Prelate the Bishop of Birmingham, on his valedictory speech. I thank him for his contributions to this House, particularly as our convenor, and pray God’s blessing for his future endeavours. I also congratulate the noble Baroness, Lady Gohir, on her excellent maiden speech.

In Luke, chapter 16, Jesus tells of a rich man who

“lived in luxury every day”,

while a beggar named Lazarus lay longing to eat what fell from his table. Sat at the rich man’s gate, Lazarus was in plain sight, yet he was invisible to the rich man—a man blind to suffering and the needs of Lazarus.

The Trussell Trust has revealed devastating statistics regarding those in poverty. In recent months, its food banks have provided 50% more parcels. Of those on universal credit, 2 million have skipped meals to meet other essential costs. These statistics continue to rise; poverty is in plain sight. Yet a policy of trickle-down economics renders those in poverty invisible. Like Lazarus waiting to eat what fell from the rich man’s table, this policy does not address urgent needs. These people cannot wait for the benefits of this economic policy to trickle down; this is especially the case for children and young people. We all get only one childhood, which shapes the rest of our lives. Children do not have time to wait for the “pie” to grow; they need meaningful investment now. God does not “trickle down” his love for us; he pours it out extravagantly. Jesus’s priority was to lift up the poor, not wait for some small advance to trickle down.

I agree, therefore, that the rule book needs rewriting to recognise in plain sight the value of parents giving their full time to raise children and to honour carers for selfless service to the disabled and elderly—an economics that says the well-being of people and of creation matter most. It is urgent that economic policy prioritises the poor and vulnerable. Growth certainly matters, but growth must have the most vulnerable in sight. It must not be a growth of greed but of supply, sufficiency and contentment. Social security should be increased in line with inflation. A failure to do so will have devastating consequences for families across the UK—families already struggling due to policies such as the two-child limit and the benefit cap. In the north-east, two in five children live below the poverty line, making the gap between the north-east and the UK average child poverty rate greater than ever. The Government’s lack of commitment to increasing social security will further plunge children into poverty, while making levelling up an increasingly distant fantasy. What does this say about the value that this country places on caring for children?

I acknowledge the reversal of the 45p tax cut, but for those on the lowest incomes it is, frankly, irrelevant. As Jesus proclaimed:

“You cannot serve both God and money.”


We must ask ourselves who we serve when developing economic policy. Is it for the benefit of a select few, or is it those who are poor and most vulnerable, those whom God expects us to protect and care for first and foremost?

I assure the noble Lord that we are aware of the regional differences that will emerge in the aftermath of this crisis. It is worth reminding the House that the furlough scheme, for example, applies across all devolved regions.

On his comments on health sector and social care workers, I add my congratulations on, and respect for, the huge amount that they have done. We cannot at this stage commit to any future payments, because, as I mentioned, we will have an enormous financial hill to climb at the end of this crisis. However, I recognise the great work that they have done.

The extension of the JRS is extremely welcome. Here in the north-east, we have a worryingly high infection rate and among the highest average death rates per capita. Will Her Majesty’s Government consider taking a regional approach to phasing out the JRS, ensuring that the economic and social needs of each region are reflected adequately in the Government’s ongoing support?

To answer the right reverend Prelate’s question, what we have always done through this crisis over the past few months is take a flexible approach and respond as events confront us. If we see that different regions are suffering more than others, we will, of course, look on that as sympathetically as we can.

My Lords, we must consider this report in light of the global pandemic. Decisions about our future relationship with the EU must be informed by Covid-19, recognising our international interdependence rather than being driven by ideology. Our European neighbours remain our friends and allies. This must continue for the sake of all, and especially for vulnerable children.

Concluding talks by the deadline under present circumstances will be very challenging. I am particularly concerned about the impact on refugee children and our continued co-operation with European nations through the Dublin Regulation. Can the Minister outline the Government’s plans to ensure separated asylum-seeking children in Europe continue to be reunited with family members in the UK, whatever happens to negotiations?

I am anxious too about the impact on vulnerable children who are already here. The success of the EU settled status scheme may be compromised by the pandemic. Local authorities have a duty to apply for their looked-after children. However, the Children’s Society found that just one in 10 of local authorities’ looked-after children has been awarded status. Considering Covid-19, what assessment have Her Majesty’s Government made of the feasibility that all looked-after children will have applied to the EUSS by June 2021?

We must consider whether we can achieve a new, fruitful, negotiated relationship with the EU by December under current constraints. Will the Government set out criteria against which Parliament can evaluate the progress of negotiations? Do the Government accept that any trade deal must be negotiated by October at the latest if it is to be ratified before the deadline? At this time, when businesses are facing significant economic uncertainty, we must be mindful that these negotiations are an additional source of concern.

My Lords, I congratulate the right reverend Prelate the Bishop of Derby on her moving maiden speech. I am grateful for all she does to champion the voices of children.

I want to thank Archbishop Sentamu for his leadership in consistently speaking up for racial and social justice. He champions work among young people, notably through the Archbishop of York Youth Trust. He inspires others to do the same.

The Covid-19 pandemic is a dividing experience through its unequal financial impact. The lowest-earning 10% are seven times more likely than high earners to work in a sector which has shut down. Archbishop Sentamu champions the real living wage. In-work poverty is compounded by irregular working hours. Such unpredictability means that families cannot easily save to safeguard themselves from unexpected life events. Eighteen per cent of the north-east’s working population experience insecure work. Turn2us found that people on zero-hours contracts expect a £193 drop in monthly income. These workers often provide essential services such as cleaning and delivery, yet face great financial instability. Will Her Majesty’s Government promote Living Hours accreditation?

Under-25s are two and a half times as likely as other age groups to work in a sector which has now shut down; youth unemployment could rise to 2 million. Long-term unemployed young people go on to earn less and are more likely to be unemployed in the future. What plans do Her Majesty’s Government have to protect young people in the labour market from the detrimental impact of the coronavirus crisis?

This crisis highlights the need for a fairer all-round taxation system in which those on middle and higher incomes, of all ages, contribute more to paying the long-term costs. I hope, too, that we will explore a universal basic income system and not simply dismiss it.

Will Her Majesty’s Government do everything possible to create increased, sustainable income equality and thus create a more just society that looks more like the kingdom of God?

That is a very good question and I hope that whoever has the responsibility for making sure that the trustees do their job—it is probably the Pensions Regulator—takes my noble friend’s question on board. There are 14 separate defined benefit pension schemes involved, which the Carillion group acquired as it expanded. Overall, there is a significant pensions deficit of £523 million as at 2013—some estimates indicate that it is now up to £1.6 billion. Perhaps I could write to my noble friend about the responsibilities of trustees, because I do not want to imply in any way that they have not been conscientious in discharging their responsibilities.

My Lords, I note the comments already made about apprentices, but it is often those at the beginning of their careers who are most affected and most quickly forgotten. Carillion itself committed to creating 5,000 apprenticeships by 2019, and its website states that around 2,000 students are in training as part of an apprenticeship programme across 13 centres at any one time, so we are not talking about a small number. How can the Minister assure us that those apprentices and students—because some are on student schemes—will be given serious consideration to ensure that their careers are not affected?

I am grateful to the right reverend Prelate. I said in my opening statement that the official receiver will be in touch with all of the apprentices with a view to finding alternative placements for them to continue their work. I also identified a role for the Construction Industry Training Board. The right reverend Prelate raises a crucial point and I will write to him with more detail about exactly how we will pursue the issue of making sure that the apprentices continue their apprenticeships and that new apprentices have somewhere to go now that they cannot go to Carillion.

My Lords, I, too, congratulate the noble Baroness, Lady Hollis, on securing this debate and on her introduction.

Universal credit originally set out to simplify a fragmented, complex system and to reduce poverty through the simple, noble philosophy of making work pay. While it still has the potential to transform this broken system, its current shape risks undermining these two core objectives for the neediest in the nation and thus failing British families. Almost every week, I receive heart-breaking stories about how the transition to UC is devastating the lives of claimants. What does the five or six-week waiting period, which is often longer, actually look like for a family or single parent with young children?

One young mum visits St Aidan’s church kitchen in Hartlepool with her disabled son. She was moved on to universal credit and waited seven weeks for her money. She told one of my clergy that she took paper napkins from McDonald’s because she was unable to afford toilet paper. Her son’s condition means that he wears nappies, which she was also unable to afford. Can any of us here imagine the stress and indignity of such a situation? Despite now receiving her money, the majority of her payments go towards her rent arrears, so she is still dependent on St Aidan’s for a meal and food each week. Her story is one of many I hear of families and individuals falling down a slippery slope of rent arrears, personal debt, eviction and homelessness.

It is too simplistic, however, to say that UC alone pushes families into debt. In many cases it exacerbates existing personal debt, and makes that debt almost impossible to escape. This is particularly acute in the north-east. In Hartlepool, Gateshead and County Durham, more than 30% of adults are indebted and at least three months behind with their bills, compared to a national average of 18%. This will only intensify as payday loan sharks and doorstep lenders increase their work and their profits.

Advance payments are designed to give financial support through the waiting period. The fact that over half of all claimants on universal credit are now asking for these payments, however, shows a system that is flawed. These payments are loans that must be repaid. Citizens Advice Newcastle reports that one in three of the claimants they meet waits more than six weeks, and one in 10 waits more than 10 weeks, for their first payment, forcing over half of claimants to borrow money. Such arrangements perpetuate a cycle of household debt and dependency—the very thing that UC set out to combat. Something must be done to ensure that during this time claimants can meet the basic costs of rent, childcare and food for their family.

As the noble Baroness, Lady Meacher, mentioned, a specific problem which causes further delays for many new claimants is when they lose their job and receive their final pay in arrears. If this final payment comes in during the assessment period, their first UC payment is reduced accordingly, so they will have to wait another four weeks—at least 10 weeks in total—before getting their full UC entitlement. It is ironic that a system based on paying people in arrears is unable to deal with people being paid their wages or salaries in arrears. Will the Minister say whether and when this problem will be rectified?

By focusing on the short-term impacts of UC, we risk missing the longer-term picture. The decision not to uprate the main elements of UC in line with inflation means that around 400,000 more children will be in poverty, according to estimates by the Joseph Rowntree Foundation.

Had I more time, I would also have discussed the cuts to work allowance and why the taper should be not at 63% but at the original proposed 55%. These cuts are further undermining the most fundamental objective of universal credit: to make work pay.

Finally, I draw your Lordships’ attention to another longer-term facet of UC: the two-child limit. I believe that this will not reduce poverty or make work pay but will be responsible for another 200,000 children living in poverty. Larger families stand to lose almost £3,000 annually for each child beyond the first two. The majority affected are working families, many of whom had children before the policy came into being. What kind of message about the rewards of work does this send to British families? I speak both from my own Christian tradition and also on behalf of the Jewish and Muslim communities, who recognise that children are a blessing and not a burden. We hold that the third, fourth or fifth child is no less precious than the first.

Recent IFS projections anticipate that, in the next five years, the north-east will witness the biggest rise in child poverty of all UK regions—from 28.2% to 39.7%. That is a rise of 11.5%, compared with the UK average of 6.8%. A gulf appears to exist between those of us who make policy decisions and those for whom they are designed. I beseech the Minister to listen not necessarily to us but to the claimants and to some of the staff in the jobcentres, who tell us that we are not succeeding with the original intent. Please keep and return to the original intent of UC—to make work pay and reduce poverty—and recognise that its current rollout is not producing the desired results for the most needy in this country.
