The evidence finds that a child’s attitude towards money is well developed by the age of seven. The foundations of our skills in managing money are laid in these early years. Yet, unlike in the secondary curriculum, financial education is absent from the requirements of the primary curriculum in England. This is seen by 60% of teachers as a key obstacle to its high-quality delivery. Further challenges include training, time and funding. Young Money and City Pay it Forward are examples of external providers supporting teachers with high-quality resources and training.
LifeSavers is the financial education programme delivered to primary schools by the Just Finance Foundation, of which my most reverend friend the Archbishop of Canterbury is president. It provides teachers with training, resources and lesson plans, while its innovative saving clubs give children hands-on experience, enabling them to put money-managing skills into practice. It provides a values-based approach and equips teachers to explore with children not only how to use money but how we think about it—that is, what it means to be wise, generous, just and thankful with money. By 2023, it had worked with 202 schools, reaching 53,257 children nationwide.
What are the Government doing to ensure that teachers are supported and equipped to teach financial education as a requirement of the primary curriculum? Will they adopt a collaborative approach with external schemes? Surely we want all children to learn the skills of wise money management, enabling them to live generously with money and finance not as a god but as a servant of God’s, humanity’s and creation’s good.

Grand CommitteeMy Lords, I declare my interests as in the register. Our modern society today is rich in diversity with varying cultures, religions and beliefs. Religious education gives young people an understanding of different world religions and beliefs, in a world where 70% of people affiliate themselves to a religion. It gives pupils an opportunity to explore their beliefs, enabling them to think critically and discuss belief systems in a non-offensive and non-discriminatory manner. However, RE is too often seen as inessential, with Ofsted stating, as was said earlier, that
“schools often consider RE as an afterthought”.
When current global conflicts have roots in religious histories, and with increases in faith hate crime in Britain, the provision of high-quality RE is crucial to creating a more respectful and tolerant society. Faith hate crime often comes from a lack of understanding, and it will not be eradicated when citizens lack knowledge of the beliefs of those alongside whom they live and work. I note the Government’s decision to omit RE from the English baccalaureate; will they reconsider this—it was disastrous—and include RE?
Despite the statutory requirement to teach RE at all stages, there are no clear expectations around RE provision regarding the breadth and depth of the syllabus. This results in the teaching of RE in many schools simply being inadequate. The National Content Standard for Religious Education in England, produced by the Religious Education Council of England and Wales, gives syllabus providers clarification and a benchmark for excellence in RE. Will the Government endorse the document and use it to raise the standard of RE provision across the country?
RE provision is further declining due to the lack of teachers qualified to teach the subject at a high standard. I appreciate the plans for bursaries for those training in the 2024-25 academic year, but I am concerned that these measures do not go far enough with—as already stated—51% of RE lessons in secondary schools taught by teachers who predominantly teach another subject and one in five schools reported to offer zero hours of RE teaching in year 11. How will the Government further ensure that an adequate number of teachers are qualified to teach RE well?
Religious education has the potential to be a vital component in addressing discrimination in the UK and creating a more understanding society. I urge the Government to ensure that RE is considered not as an afterthought, but as an essential part of education, equipping young people to live and engage in society today. The vision for education is to produce the best human beings possible. Surely RE has a vital part to play in that process.

Lords ChamberTo ask His Majesty’s Government what assessment they have made of Coram’s Charter for Children, and what steps they plan to take to implement its recommendations to create better chances for children.
My Lords, we welcome the publication of Coram’s Charter for Children and are grateful for its work in supporting children, young people and families. All children need love and stability to be happy and to grow up capable of fulfilling their potential. The Government are committed to prioritising the needs of children, ensuring that their best interests are at the centre of policy- and decision-making.
I thank the Minister for her Answer. The charter outlines a social contract between society and children which seeks to ensure that they get a fair share, a secure future and an equal chance. It states clearly that, at the moment, life is not getting better for children and young people in our country. Will His Majesty’s Government ensure that children’s best interests are always preserved by having child impact assessments and finally appointing a Cabinet- level Minister for children?
The Government absolutely accept that Covid in particular had a marked effect on our children, but we already have a Cabinet-level Minister for children—the Secretary of State for Education, who represents the interests of children in Cabinet. We also have a child rights impact assessment that government departments can use.

Our experiences of childhood and family life shape who we are and who we become. When children and families flourish, society flourishes. This is not a new understanding: in the little we hear of Jesus as a child, the gospel writer Luke highlights how he grew physically, socially, intellectually and spiritually. His childhood shaped his adult ministry.
The Children and Families Act was a remarkable piece of legislation, taking huge steps to improve the lives of children and their families. However, I regret that I have to agree with this report that the promising policy changes that the Act was intended to make have not been implemented as all of us had hoped. This failure of implementation illustrates the vital need for post-legislative scrutiny. Eight years is too long to wait for post-legislative scrutiny of any Act, but the failure to produce scrutiny of the implementation of an Act directly impacting the lives of children has particularly striking consequences.
Eight years is a significant proportion of one’s childhood, and the experience of a child in those formative years has a lifelong impact. Indeed, all the research shows that the first 1,000 days are utterly critical for a child’s lifelong chances. Eight years is almost exactly three such generations of children. We must ensure that the policies we debate in this House are not simply words and fantastical ideals but become reality. I therefore support the recommendation from the committee that the Government produce a detailed plan for post-legislative scrutiny when an Act reaches Royal Assent. I ask the Minister why the government response disagreed.
As a co-chair of the Archbishops’ Commission on Families and Households, I cannot speak in this debate without mentioning the report of the commission’s findings, published earlier this year, entitled Love Matters. The members of the commission spent two years meeting and listening to children, young people and adults and came to the main conclusion that loving relationships are crucial to human flourishing and must be supported. However, when loving relationships break down and a couple decide to separate, the priority must become minimising harm, particularly to any children involved. Parental conflict and the process of separation can have a long-term detrimental impact on a child. It impacts their schoolwork, their friendships, their mental health and their overall well-being. Children must be prioritised throughout the separation and any court proceedings.
The report welcomes the more recent introduction of the no-fault divorce policy under the Divorce, Dissolution and Separation Act allowing parents to separate from one other without one party being blamed. This policy better serves the interests of children through reducing hostility and minimising the conflict between parents. Nevertheless, more changes in this area are required. The current delays within the family justice system are far too long. Few private law cases adhere to the 26-week limit for completing proceedings, and are instead—the noble Baroness, Lady Tyler, mentioned this—averaging 46 weeks to reach closure. I understand that in public cases, it is even longer. Children need stability and consistency, and delayed court proceedings are detrimental to this. There is no simple solution, of course, but I again echo the recommendations that the committee present in its report. There is a need for greater resourcing of the family courts and a detailed plan from the Government with the steps that they are going to take to address these delays.
For children to be at the heart of the family courts, they must of course be involved in the proceedings. Children need to be given the opportunity to speak, or express themselves in other ways when words are difficult. They need to be listened to and to be made aware of any decisions impacting them. There are, of course, plenty of examples of good practice already, but it is just not consistent enough. Children have a greater understanding of their situations than we tend to think, and they are often the ones best placed to propose and make decisions which put their interests truly first. Listening to children within the courts can actually also speed up proceedings, further minimising delays.
I urge the Government to ensure that more advice and signposting for support are available for those going through family court proceedings. An easily accessible website that provides information and advice should be made available to parents, alongside the Separated Parents Information Programme being made freely available at the beginning of the 20-week waiting period before the start of divorce proceedings. This would enable parents to better understand how to better prioritise the needs of their children while navigating the family justice system.
I note here that yesterday I had the privilege, with the co-chair of the Archbishops’ commission, of meeting some of those involved with family justice system policy in the MoJ. I thank the noble and learned Lord, Lord Bellamy, who is here, for enabling that to happen. I was encouraged by their willingness to discuss these issues and co-operate in finding solutions. Here I will offer a word of comfort to the noble Lord, Lord Bach: from those conversations yesterday I got no hint that any firm decision on mediation had been made, and I believe the officials were being very open and honest with us.
I also concur with the noble Lord, Lord Farmer, that early support for families is utterly essential. If widely available, I believe the demands on the courts would actually be reduced and more families helped to move through their challenges healthily.
I want to take a moment to highlight the work of the Parents Promise, an initiative encouraging parents to make a positive commitment to putting the needs of their child first in the event of a separation or divorce. It has a particular HR initiative, which some of the UK’s major companies have already begun to sign up to. It calls for businesses to better support their employees through recognising separation as a “life event”, thereby allowing them access to more flexible working and pointing them towards counselling and support services. This initiative encourages parents going through separation to do so in a more compassionate and child-focused way. Can the Minister say whether the Government intend to support such an initiative as the Parents Promise?
As children and families are at the foundation of our society, it is vital that they are at the foundation of our policies. The introduction of the family test in 2014 was a step in that direction, but it is time for it to be seriously reviewed. For the test to be most effective, there must be transparency. I therefore ask the Minister: when will the Government introduce a requirement for each department to complete and publish their assessments under the family test?
However, the family test alone does not go far enough to ensure that children and families truly are at the heart of all policies. As highlighted in the report, the Children’s Commissioner does a very valuable job; indeed, that is true of the Children’s Commissioners in each nation. However, they are not enough on their own. I strongly believe that a Cabinet-level position is needed, responsible for examining all departmental policies to ensure that they do not hinder the flourishing of children and families. I highlight that the Treasury is most in need of this. Regular change of responsibility at a junior Minister level shows little commitment and lack of serious consideration for the impact that legislation and policy have on the lives of children. The same is true for Cabinet-level positions. For effective and lasting positive change to be made, consistent leadership, as well as adequate funding, is required. It is time that the revolving door of Ministers comes to a stop, that implementing policies is taken seriously, and that children and families are put at the heart and foundation of the decisions we make.
To conclude, Jesus was very sharp with his listeners when it came to the treatment of children. They are to be treated as those to whom God’s kingdom belongs. They are to be kept from harm. Healthy families are critical to the well-being of children. So, when we have good legislation that helps to enact this, it is vital that we uphold and use it rather than fail to do so.

Lords ChamberI find it hard to believe that my noble friend bunked off school—although, obviously, medieval poetry was the first thing that came to mind. In terms of examples of good practice, there is a lot going on around the country. One of the trusts we work particularly closely with is the Northern Education Trust, which runs schools in places such as Middlesbrough, Hartlepool and Stockton. I went to visit its North Shore Academy in Stockton, where they are identifying children for whom reading is a particular barrier to engagement. They then communicate when children start to catch up with their reading to the parents, so parents are getting a good news story about their child at school and encouraging the child to go back to school. That, in turn, helps behaviour in the classroom because those children are no longer bored and potentially disruptive. That is the kind of thing on which we are encouraging schools to get together and share best practice.
My Lords, I declare my interest as chair of the National Society and thank the Minister for visiting the north-east recently. The Church of England has just published a flourishing schools document, which I know she has. Absenteeism appears to also be connected to mental health and well-being; there are particular issues around special educational needs. Could the Minister comment on the work that is being done to note the connection with mental health and well-being and improve that to help with absenteeism?

Lords ChamberTo ask His Majesty’s Government what assessment they have made of the report of the Archbishops’ Commission on Families and Households, ‘Love Matters’, published on 26 April; and what steps they plan to take in response to its findings.
My Lords, I thank all members of the Archbishops’ Commission on Families and Households for their report, which underlines the importance of love in family life. This has particular importance for those children with a disrupted family life, hence the focus in our recent strategy for children in the social care system, Stable Homes, Built on Love. We will consider the report’s recommendations alongside the Government’s response to the Office of the Children’s Commissioner Family Review.
I thank the noble Baroness for her Answer. There are five key messages in the archbishops’ commission report. The second is that relationships need to be supported all the way through life. Obviously, relationships education in school is one thing, but the thrust is how we support adults in relationships. Adults have to take responsibility for themselves, but there are ways in which support can be offered. How might the Government encourage relationship support, particularly at life transition points?
The right reverend Prelate makes an important point, and the question about when and how the state gets involved in adult relationships is obviously a very sensitive one. Underpinning our approach we have the family test, which means that all departments need to think about the impact of their policies on families, including at the key transition points which the right reverend Prelate referred to. Where the state must be involved in adult relationships, we strive to do so sensitively and effectively. Where families want to engage with the state, those services should feel accessible and non-judgmental.

Lords ChamberMy Lords, it is a real pleasure to follow the noble Lord, Lord McConnell; I associate myself with everything he said, particularly about adopting the recommendations. He also reminded us that this is no new problem. He talked about his experience in the 1980s; I could do the same from when I was doing youth work. You can also quote Greek writers and philosophers about the problems of young people in the era of the Greeks, so this is something we have always lived with.
I also thank the noble Baroness, Lady Armstrong, for securing this debate. It is always lovely to share something with someone else from this part of the north-east of England. I congratulate Anne Longfield on the report, Hidden in Plain Sight. As the Commission on Young Lives’ report demonstrates, young people falling vulnerable to violence and exploitation and entering the criminal justice system is not an issue that is shrinking, nor one that could possibly be ignored. The effects of this problem are widespread, impacting not only the lives and futures of the young people themselves but the prosperity and security of our whole country. Such an issue cannot be resolved through sticking plasters or short-term solutions; it is instead vital that we examine and address the root causes and respond with long-term solutions.
As the report states,
“it is impossible to overestimate how important poverty is as a driver for so many of the social problems ruining and holding back lives.”
Almost 70% of young people receiving custodial sentences have received free school meals at some point, illustrating the connection between those in the criminal justice system and poverty. It is therefore essential that reducing and eliminating child poverty is made one of the priorities. Today, there are approximately 4 million children living in poverty in the UK, and only this week, a report published by the Child of the North All-Party Parliamentary Group revealed that child poverty in the north-east of England is now the highest it has been since 2000-01.
These statistics are staggering, but we must remember that behind these statistics are individual young lives, each with worth and potential. Will the Government look at the recommendations of the reports—both the Young Lives report and the Child of the North report—to reduce child poverty and consequently address this significant cause of young people falling into violence and exploitation, through abolishing the two-child benefit limit, extending free school meals to all families receiving universal credit, and making eliminating child poverty a priority in their levelling-up agenda, as the noble Baronesses, Lady Lister, Lady Stroud, and myself are proposing in an amendment to the levelling-up Bill?
In addition to child poverty, reforms to our education system must be made. It was horrible to read that still almost one in five children leaves school with no GCSEs. That is almost one in five children leaving school with no basic qualification, limiting their future opportunities. We must take urgent action to change this, and I believe that this has to start with a change in the curriculum. Having a curriculum that not only provides children with essential knowledge and skills but is also interesting, fulfilling and applicable to those who learn it should be a priority. Literacy and numeracy are utterly essential, but too many young people see them as utterly irrelevant because they do not see the connection with their lives and their skills. We need to change the curriculum to be child focused, so that, in exploring their gifts and their skills, they come to realise why it matters to be literate and why numeracy matters.
I have two very quick stories. Very recently, I met a man now in his 60s who left school with no qualifications and who became the lead adviser on the environment to the last Labour Government. His words to me were, “School was utterly irrelevant. It was only when I could link it with the values of wanting to serve the world better that I realised learning mattered”. The other story is from a recent presentation to the Youth Futures Foundation from a young man in his 20s who came out with no qualifications. He said, “Thankfully, someone recognised that I had skills in building relationships with people, bringing about reconciliation with people who could not get on with each other. They saw that I had done that in school. I got no qualifications, but they recognised my skills and my gifts and said, ‘We’ll work with you on those’”. In his early 20s, he is now a significant supplier of mentoring and support to other young people, because someone realised what education was appropriate for him.
Furthermore, the exclusion culture existing in schools throughout our country, as highlighted by the report, must come to an end. The fact that 59% of children who have been permanently excluded had also been cautioned or sentenced for an offence demonstrates how exclusion can push children towards harm and exploitation, and indicates the need to keep children in education. Exclusion provokes feelings of being cast aside, of being forgotten, and of being unimportant. If children do not feel valued, how will they ever see their own value that they can bring to society? Here we have to note the dreadful statistics that show that those with autism and special educational needs, and those from ethnic-minority backgrounds—particularly young black males—are being disproportionately excluded. That has to be tackled.
Of course, children must learn that we must all face the consequences of our actions, but, whether it be in the context of school exclusions or the criminal justice system, our society is often too quick to forget that they are children who have the rest of their lives ahead of them—lives that each have value, worth and potential. We need to reform our systems to prioritise supporting young people, not punishing them. We must prioritise guidance, investment and education, so that no young person in this country falls vulnerable to violence and exploitation.
Often, this is done best by locally based organisations. I would like to name some specific ones that I have links with. They are not formal links; these are just organisations that I have had the privilege of spending time with and that are utterly wonderful. Spark2Life is based in Walthamstow but now offers services in many places. Power the Fight is led by Ben Lindsay, who was given an award in the New Year Honours List for his work. There is First Class Foundation in Birmingham. Then, there are national ones such as the Children’s Society. The learning from their work is what needs to shape future policy. Will the Minister agree to meet me and some of the leaders of these locally based organisations to explore these matters further?
I want to comment on the Sure Start-plus proposals. This needs to be linked with the rollout of family hubs, which are meant to cover the whole of childhood. Having two systems would, I think, be unhelpful. So, rather than having a separate scheme, we need to link the proposals around Sure Start-plus in this report with the proper development of family hubs, and work with the charity and voluntary sectors on delivery. You cannot deliver some of what this report suggests in exactly the same location, but you can do so from the same hub using a hub-and-spoke model.
I will end with some theology, if I may; I say, “If I may”, but noble Lords are not going to be able to shut me up. Every child is a gift. They are a gift from God to their parents, to their wider family and to society as a whole. They are to be welcomed as one made in God’s image and loved by God, as seen in Jesus Christ. Jesus Christ himself welcomed children. He treated them as of great worth and noted that they teach adults things about God’s ways that adults miss or forget. He gave a grave warning to those who damage and harm children. Our response must always be that young lives are precious and valuable. They are to be nurtured for their own sake, not simply for what each person might become in future. They are not economic contributors of the future; they are people of value in their own right now. However, what they might become does have to be held high, because we want them to be the very best human beings that they can be. We want them to reach their full potential and be gifts for the good of all and society as a whole. The heart of this will be to love them and thus nurture them. When young people know they are loved, they really flourish.

Lords ChamberTo ask His Majesty’s Government what assessment they have made of the report by Children’s Commissioner for England Family and its protective effect: Part 1 of the Independent Family Review, published on 1 September; and in particular, what assessment they have made of the definition of the ‘protective effect’ and its implications for future policy.
My Lords, the Children’s Commissioner’s review is centred on the protective effect of families. We agree. A strong and safe family home helps children to meet their full potential in life. That is why we have announced over £1 billion for programmes to improve family services, including family hubs and the Supporting Families programme. The Children’s Commissioner’s review will help to inform ongoing work so we can be sure to support all types of families.
I thank the Minister for her reply. The Children’s Commissioner’s excellent report reveals a strong correlation between close familial relationships formed through shared experiences and both the immediate well-being of children and their long-term outcomes. Families are the primary way that families support one another but sometimes, outside support is required and the report reveals that often, families struggle to access this and that it is unequally available across the country. How will His Majesty’s Government ensure equal access to and availability of family support services across the whole country?
The right reverend Prelate will have heard me say already the scale of the investment we are making in family services and the importance we place on them. In particular, the Government are committed to opening 75 family hubs in areas which need that support most. But I agree with the right reverend Prelate and stress the striking point in the report regarding who families in need turn to: namely, their families and friends, far, far before any statutory service.

Lords ChamberObviously the noble Lord is a great expert in this area. I will do my best to reassure him. The Government recently announced over £1 billion in programmes to develop early help at any point from childhood to adulthood; as the noble Lord hinted, none of us always knows when a crisis might emerge. More specifically, on reducing the number of children in care, we are investing £84 million in the Strengthening Families, Protecting Children programme, which is working with the 17 local authorities with the highest numbers of children in the care system.
My Lords, one of the most interesting discoveries in the report, for which the Children’s Commissioner for England is to be commended—it is a really good report—is that policymakers work on households but families themselves think more broadly than households, and that “family” needs to be the thing that drives policy rather than “household”. This is seen, for example, in young offenders and in other areas of life. Can the Minister comment on thinking about changing how policy is made towards family?
It might take more than the time I am allowed to talk about how policy might be made but, more specifically, it is at the heart of our work on offering children a better start in life through the family hubs that services should meet the needs of families, be seamless to access and have a stress on welcoming; there should be no stigma to accessing them.

Lords ChamberMy Lords, I begin by expressing, on behalf of these Benches, our concern for Her Majesty, and the assurance of our thoughts and prayers for her and the Royal Family.
I am grateful to the noble Baroness for securing this debate and pay tribute to the way she has stood up for the young people of the north-east throughout her distinguished career. I declare my interests as chair of the National Society and the Durham Diocesan Board of Finance.
I begin by celebrating the success of our young people and their teachers, particularly those of the north-east, in the recent A-level and GCSE examination results in both schools and further education colleges. However, we cannot hide away from the gap between the north and the south of England—the stats have already been quoted, so I will not repeat them. The most recent figures continue to show that disadvantaged communities in the north continue to be hit hardest by the Covid pandemic and its impact on learning. Poverty is in every north-east postcode and is set to worsen. Headlines include, for example:
“In 2020/21, the North East overtook London to have the highest rate of child poverty in the UK, at 38%”.
Too many of our communities are named in the top 20. Although the latest UK-wide figures show that overall child poverty rates dropped slightly in the first year of the pandemic due to the temporary £20 uplift to universal credit, detailed breakdown shows that child poverty continued to rise in areas such as Sunderland, Newcastle and Middlesbrough.
While there have been efforts by the Government such as the National Tutoring Programme, in March 2021 this had reached only just over 58% of the target schools in the north-east, compared with the 100% and 96.1% quoted earlier by the noble Baroness. As the Northern Powerhouse Partnership and Schools North East have pointed out, the lack of pre-existing infra- structure and the challenges around recruitment have exacerbated this problem. It is important to acknowledge that this has improved since the inclusion of school-led tutoring—which, if I remember rightly, was barred in the first instance. This suggests that the schools themselves are not at fault. How might this be further rolled out and secured?
The Government’s welcome package of spending is being invested in all our schools. However, this will not have the desired impact while schools are left to fund a deserved pay award and the increased costs of simply heating a school. This money will, in some cases, allow schools to stand still, but others will fall further behind. Strong multi-academy trusts will be unable to have the desired impact they are expected to achieve in the education investment areas if all the funding is required to keep open the doors of their existing schools. I had a conversation this week that predicted that, although it is not legally allowed, there will not be a single multi-academy trust in the north-east that will be able to set anything other than a deficit budget in the coming year.
The question of adequate funding in further education also arises here. Further education often helps people who have not done well at school to do better in their GCSEs, A-levels and other studies. What might be learned from that to help schools? The Government’s levelling-up White Paper set a target of increasing the percentage of children from the worst-performing areas meeting the expected standard in reading, writing and maths by over a third by 2030. This will be achieved only if there is a focus not only on education but on children’s health, the adequacy of the housing in which they live and their capacity to access online support through good broadband and so forth. We need a fully thought-through and resourced recovery plan that is bespoke for the north to tackle the real issues of disadvantage, lack of resource and teacher recruitment and retention.
I ask the Minister: how will Her Majesty’s Government look again at the issues facing the north-east region and work collaboratively with local leaders to find long-lasting solutions that are fully funded and grounded in research-led initiatives that work? The schools and colleges themselves have demonstrated they are not the problem, but they certainly must be part of the solution.
