As a member of the Joint Committee that examined the draft Bill, may I welcome the dates for the Second Reading of the House of Lords Reform Bill and the fact that the Government listened to the Committee’s recommendations to protect the primacy of this place? Can the Leader of the House tell us when he will publish the programme motion? Does he share my view that it is, sadly, all too typical of Opposition Front Benchers to say they will oppose something they have not seen and which is necessary to enact the reform they claim to want?

The programme motion will be tabled in good time for the debate. My hon. Friend is absolutely right that it is absurd for Labour Members to say that they are going to oppose the programme motion before they have even seen it.

Will the Leader of the House find time for a debate on the private rail companies? One of my constituents bought a ticket with his young person’s railcard, but when he was inspected on the train he was found not to have the railcard with him. He was charged not only the mark-up to the adult fee, but the full adult fee plus a £60 administration charge by East Midlands Trains. May we have a debate on the practices of some of these companies?

I am sorry to hear of the misfortune that happened to my hon. Friend’s constituent. I am sure that as his Member of Parliament my hon. Friend will take the matter up with the train operating company to see whether it might consider its actions. There will be Transport questions a week today, when there will be an opportunity to raise the matter with my right hon. Friend the Secretary of State for Transport.

There will be an opportunity to put question to the Secretary of State for Work and Pensions on Monday week. We all know from our advice bureau that the CSA is raised with us as a regular issue. If there is a particular instance that concerns the hon. Gentleman, I suggest that he writes to the Secretary of State to see whether he can usefully intervene and put matters right.

Some small and medium-sized businesses in my constituency still report difficulties in accessing finance. Although I welcome the Government’s national loan guarantee scheme and the business finance partnership, may we have a debate on what else can be done to ensure that companies can access the working capital that they need to drive growth and create jobs?

The Government have introduced a range of initiatives, including the StartUp Loans scheme and the GrowthAccelerator programme. The £82.5 million StartUp Loans scheme is aimed at younger people who want to set up their own businesses. The £200 million GrowthAccelerator programme is for 26,000 of England’s most ambitious small businesses, some of which I am sure are located in Croydon.

The hon. Gentleman was a Minister in, I believe, the Foreign Office, and he will know that in order to represent this country’s best interests, Ministers occasionally have to go abroad. The Business Secretary is fighting for British industry in Germany and helping to win jobs for this country. It is perfectly appropriate for Ministers to represent this country abroad occasionally, even if it means being absent from the House. I am sure that the hon. Gentleman went abroad occasionally when he was a Foreign Office Minister.

Last night I learned that the plaque marking my father’s grave has been stolen, along with a huge number of other plaques in Beckenham cemetery. I am sure that all Members share my utter contempt for people who would steal, and trade in, such memorials. The Government have taken some action in relation to the scrap metal industry, but may we have a debate on what other measures might be needed, and in particular the proposal raised by my hon. Friend the Member for Warrington South (David Mowat) at yesterday’s Prime Minister’s question on whether this should be an aggravating factor in sentencing?

I am very sorry to hear of what happened to my hon. Friend’s father’s tombstone; I understand how distressing that must be. He will know what the Prime Minister said at yesterday’s PMQs. We have already taken some steps in the Legal Aid, Sentencing and Punishment of Offenders Act 2012, but we recognise that other measures may well be needed. The Government are actively considering what further steps we might take, such as increasing the penalties and having a better regulatory regime for scrap metal, in order to avoid distressing incidents such as that which my hon. Friend described.

I hope that the local fire brigade is aware of the rather unique way that the hon. Lady’s constituents have of celebrating these events. New academies, such as Harris, South Norwood, Oasis Shirley Park and Quest, serving Croydon Central have significantly driven up standards. May we have a debate on the Government’s academies programme, which built on the ideas of Tony Blair and Lord Adonis, which were so shamefully stymied by the shadow Chancellor, but are doing so much to drive up standards for all of our young people, but particularly those from deprived areas?

I would welcome such a debate on the way that we have driven forward at high speed the policy that we inherited from Lord Adonis. We are clear that academies are helping to increase school standards, and this year’s academy GCSE results improved by nearly twice the level seen across all maintained schools. I hope that we can maintain the momentum and that in the new Session there might be an opportunity for a further debate on our education policies.

I understand the issue that the hon. Gentleman raises, and I shall touch base with my right hon. Friend the Transport Secretary on this, but he will know that we are banning cowboy clampers. I hope that will bring some consolation to the motorists to whom he refers.

Given the interest on both sides of the House, may we have a debate on the labour market? As the Leader of the House has acknowledged, the statistics published this week show, beneath the headline figures, a fall in long-term unemployment. They also show that while there has been a 380,000 reduction in public sector employment since the general election, the private sector has created more than 630,000 jobs.

As my hon. Friend says, we are seeking to rebalance the economy so that there is less cost in the public sector, which is being downsized, with that being compensated for by growth in the private sector. The figures he has mentioned outline the progress we are making in that regard. He also underlines a point that was made in earlier exchanges about having a well-educated work force. The investment we are making in apprenticeships is part of the process of giving people the skills they need to find work in the private sector as it grows.

My hon. Friend rightly refers to the Scott Baker review, which was published in October. It is a substantial document. There have been a number of debates in the House subsequently on the issues that it deals with, thanks to the Backbench Business Committee. My right hon. Friend the Home Secretary is reviewing the Scott Baker report, together with the views that hon. Members have expressed in those debates. I will bring to her attention the specific issue that my hon. Friend has raised about the non-publication of certain documents that are in the Home Office’s possession.

The Leader of the House has alluded to the fact that UK borrowing costs are at a record low. May I support the request of the shadow Leader of the House for a debate on the economy, so that we can discuss what those borrowing costs tell us about the market’s confidence in this Government’s economic policies, compared with those of the previous Government?

We would relish such a debate. It would allow us to discuss the low interest rates that this country enjoys, which I think would be prejudiced were we to listen to the siren voices of the Opposition, who are asking us to relax the fairly tight fiscal stance that we have adopted. I very much hope that my hon. Friend’s wish will be granted in the context of the Budget, when there will be four days of debate. I hope that we will hear from Opposition Members an alternative and more convincing strategy than we have heard from them so far.

May we have a debate on what the Chancellor has done to tackle tax avoidance and on what else could be done, so that hard-pressed taxpayers in Croydon and elsewhere can be confident that they are not paying a penny more for people who are allowed to get away without paying their fair share?

My hon. Friend raises an important issue. We are introducing measures that will raise around £4 billion over the current Parliament by clamping down on tax avoidance. Some 2,250 HM Revenue and Customs staff are moving into a new anti-evasion and avoidance unity. We took action in the previous Budget to close loopholes.

I agree with the right hon. Gentleman and applaud the work that he did in the last Parliament on the subject. The Foreign and Commonwealth Office is an equal opportunity employer. It is inconceivable that it would apply any sort of prejudice of the type to which he refers in deciding who should be our ambassador in any part of the world.

Earlier this week one of my constituents was arrested after a video of her ranting at fellow passengers on a Croydon tram and using the most foul racist language spread on social media. It shows that the evil of racism is still with us, but it also shows, on a positive note, the power of social media, as it allowed her to be caught and showed that the vast majority of Croydon residents do not share her views. May we have a debate on how the evil of racism in our society can finally be eradicated?

I agree with my hon. Friend. I should not comment on the particular incident, as I understand that charges have been made. It would be quite wrong if people could not travel on public transport because they were worried about being subjected to the sort of abuse to which he refers. I believe that the penalties we have to deal with hate crimes are serious and hope that they will be used if the offences justify them.

As the hon. Gentleman will know, I have announced that there will be an Opposition day. Perhaps his bid was heard by his friends on the Front Bench. He will also know that waiting lists doubled under the last Labour Government and that is the problem we are now trying to address.

The sympathy that my constituents feel for public sector workers who face a freeze in their pay and changes to their pension contributions will be significantly eroded by the inconvenience and worse that will be caused by the proposed strikes. May we have a debate on the legitimacy of those strikes, so that we can see whether Labour Members will stand up for their constituents or their paymasters?

I am grateful to my hon. Friend. We are trying to get a fairer balance between the public sector employees and the taxpayer, who pays a very large percentage of the pension contributions. My hon. Friend raises a good point. I detect public sympathy ebbing away from those who are planning to strike and they would do well to reflect on that before they go ahead with their action on Wednesday.

The Mayor of London has helped to fund additional trams for the Croydon Tramlink system and completed the extension of the East London line to West Croydon on time and on budget. May I join my hon. Friend the Member for Wimbledon (Stephen Hammond) in pressing the Leader of the House for a debate on how our public transport system in London is being transformed, and on the grave threat of Ken Livingstone’s proposal to strip £800 million from Transport for London’s investment programme?

As the Secretary of State for Transport who gave the go-ahead to the Croydon Tramlink, I particularly appreciate that reference.

I would welcome a general debate on London. My hon. Friend is right that there is a trade-off between lower fares and the investment programme. If we want to make progress with Crossrail and the upgrade of the tube lines, we need the revenue that the Mayor is currently planning to get from the fare box. If that revenue went down, there would be a knock-on effect on the capital programme.

The Government are committed to the provision of free school meals with appropriate nutritional content. I would personally welcome such a debate. At the Quest academy in my constituency 41% of pupils got five good GCSEs, including English and maths, this year. That was an increase from the 23% figure that the previous school, Selsdon high, got just a year ago, making the Quest academy one of the most improved schools in the country. Other neighbouring schools—Edenham high school, Shirley high school and the Oasis academy—also saw big improvements. May we have a debate on how the Government’s education reforms are transforming the life chances of deprived children in my constituency?

We would welcome such a debate, and I hope that the Opposition, who have an Opposition day or two in the weeks ahead, might choose education as a subject for debate. We heard yesterday their somewhat confused position whereby they are in favour of free schools individually, but oppose the policy that generates them.

Croydon college in my constituency has formed a partnership with the university of Sussex and is looking for accreditation as a university centre so that young people from across south London can study for a good degree, while living at home, for fees much lower than most universities are charging. May we have a debate on what more we can do to ensure that young people from deprived backgrounds continue to have access to university?

I am grateful to my hon. Friend. It is appalling that of the 80,000 pupils eligible for free school meals, only 40 went to Oxbridge. We are committed to enabling more people from poor and disadvantaged backgrounds to get to university by raising the maintenance grant, introducing a new national scholarship programme, and making the graduate repayment scheme much more progressive. On top of that, we are writing to sixth-formers to draw attention to the financial support that is made available to students. I hope that we can improve on the figures that I mentioned.

It is right that we have statues in the Palace of Westminster that remind us of our traditions and the roots of our democracy. I think that whether and where new statues are erected are matters for the House of Commons Commission. If the hon. Gentleman would like me to raise the issue on the Commission’s agenda, I would be happy so to do.

May we have a debate on school discipline? Teachers, parents and pupils in my constituency tell me that the education reform they most want to see is the introduction of measures to ensure that the vast majority of young people who want to learn are not disrupted by the small minority who do not.

We have published new guidance for teachers, which is greatly reduced in volume from 600 pages to 52. It restores adult authority to the classroom and makes it clear that teachers have a legal power to use reasonable force to remove a pupil who is disrupting a lesson or to prevent a child from leaving a classroom. I hope that that sets a new tone in the classroom and enables teachers to teach and children to learn.

There will be an opportunity a week today, on 7 July, to address those specific questions to my hon. Friends in the Department of Energy and Climate Change. We have retained a number of measures to help to tackle fuel poverty, including cold weather payments and winter fuel payments, and a Bill is going through Parliament that will enable people to insulate their homes without having to dig into their pockets. There will also be a statement in due course on electricity market reform.

May we have a debate on Tuesday’s higher education White Paper? Yesterday, I welcomed representatives of Drexel university, one of the leading universities in the United States, to my constituency. They are looking to set up an operation in the United Kingdom with a UK institution. Is not the Government’s policy of freeing up institutions to expand and allowing new entrants into the market the best way to ensure that students get value for money in higher education?

My hon. Friend is absolutely right. Perhaps he was in the House on Tuesday, when the Minister for Universities and Science, my right hon. Friend the Member for Havant (Mr Willetts) made a statement—which was well received, certainly on this side of the House—offering a sustainable future for higher education, giving more power to students to choose their university and rewarding those universities that perform well. Also, looking ahead, we will strike a fairer balance between taxpayers and students.

Notwithstanding yesterday’s Opposition day debate, may we have a specific debate on tax so that we can, among other things, consider the shadow Chancellor’s proposal for a £12 billion unfunded tax cut, on which all Members, but perhaps members of the shadow Cabinet in particular, might appreciate the chance to have an opinion?

We all enjoyed yesterday’s debate in which my right hon. Friend the Chancellor trounced the shadow Chancellor on his economic strategy. The Opposition have left their tax cut open-ended and unfunded. They have not given any definition of what constitutes “growing strongly again” and would simply be adding £51 billion to the deficit at the end of this Parliament.

The hon. Gentleman may have an opportunity at Foreign Office questions on 14 June to raise his concerns. The Government are concerned about the treatment of Weiwei: we think his detention without charge is unacceptable, and we have made representations through the Foreign Secretary. It is important that China observes the proper standards of human rights to which all civilised countries ought to be signed up.

The Oasis Academy Shirley Park in my constituency is one of the most improved schools in the country. May we have a debate about the extension of the academies programme under this Government, in line with Tony Blair’s original vision, as it is improving the life chances of young people from deprived backgrounds in all our constituencies?

I welcome the progress being made with the establishment of academies, following the legislation that we put on to the statute book. I should personally welcome such a debate, which I hope would have cross-party support, given that many people who were in the Labour party strongly support our academies programme. I hope also that all hon. Members will support those schools in their constituencies that are in the process of becoming academies.

On Monday, the Home Secretary set out proposals to cut police bureaucracy that would save up to 2.5 million hours of police time, the equivalent of 1,200 officers. May we have a debate on those proposals, to discuss what else the Government could do to ensure that, despite the difficult decisions on public spending, our constituents do not see a decline in visible policing?

I am grateful to my hon. Friend for reminding the House of the speech that my right hon. Friend the Home Secretary gave on Monday about the steps we are taking to decrease bureaucracy in the police force. I understand that the measures will release the equivalent of some 1,200 police officers, and she indicated that more was to come. She also made it clear that

“the days of the bureaucrats controlling and managing the police from Whitehall are over”,

and I am sure that my hon. Friend will welcome that.

I welcome the resources of those who run the Read it Together scheme. We had a debate in February about local government finance, and it is up to Hull city council to decide how best to allocate resources to the scheme. I hope that the council will take those decisions sensibly and sensitively and do what other local authorities have done by protecting worthwhile schemes such as the one that the hon. Lady mentions.

I am sure that my right hon. Friend will have seen the article in the Daily Express yesterday about the large proportion of the year when the House does not sit. May we have a debate about the parliamentary timetable and the ability of Members to hold the Government to account?

I did indeed see the article, and of course my hon. Friend will know that when the House is not sitting it does not mean that MPs are not working; there is work to be done in the constituencies. We have made some significant changes to the way in which we organise the parliamentary calendar, and yesterday we actually added four days to the sitting calendar. This year we are going to sit longer than last year and, indeed, the year before, so any implication that we are working less hard is wholly unfounded.

The constituencies of many Members on both sides of the House contain pig farmers—certainly there are many in my constituency of North West Hampshire, and my hon. Friend the Deputy Leader of the House was himself a pig breeder. The interests of the pig industry are not lost in the office of the Leader of the House.

I believe that people want to know where their food comes from. This takes us back to the question asked by my right hon. Friend the Member for East Yorkshire (Mr Knight). It is right for industry to take the lead. The pork industry has set a standard by creating a voluntary code of practice recommending that labels show the origin of pork and pork products, and that is good for British pork producers. However, I will raise my hon. Friend’s concern with the Secretary of State.

My local authority, Croydon council, has published a wealth of information about its spending and services—in sharp contrast to Nottingham city council, which, as the Leader of the House said, has refused to do so, reportedly backed by the shadow Leader of the House. May we have a debate on the right of people throughout the country to know exactly how government spend their hard-earned money?

I repeat my earlier plea to the shadow Leader of the House to persuade Nottingham city council to be more transparent. I understand that it hired a cherry picker and labour to have conkers removed from a chestnut tree owing to a supposed health and safety risk on a school route. I think that people are entitled to know how local authorities spend their money, so that they can reach sensible decisions in the run-up to local elections.

The short answer is that the Government have no plans to provide such a debate, but if the hon. Gentleman presents himself on a Tuesday morning to the Backbench Business Committee, he might find that he is successful in securing a debate in Back-Bench time on the important issue of security in our prisons.

On the issue of police numbers raised by the shadow Leader of the House, the Mayor of London’s draft budget proposals increase investment in front-line policing, allowing the Met to recruit again, with the result that London will have more police officers in 2012 than were inherited from the previous Mayor. May we have a debate on how to deliver protection for front-line services while reducing spending?

I hope that the rest of local government will note what the Mayor of London has been able to do. At a time of fiscal stringency, he has put more resources into front-line policing, and if that can be done in London, it can be done elsewhere.

In the light of the comments by the shadow Chancellor claiming that the UK did not have a structural deficit before the recession, and figures from the House of Commons Library showing that it did in every year from 2000-01 onwards, may we have a debate on facing up to reality?

In a sense, we had that debate on Tuesday, when the Chancellor took the shadow Chancellor to task. For the shadow Chancellor to deny that there was a structural deficit even before the banking crisis is simply to deny reality.

My right hon. Friend the Secretary of State for Education will come and explain himself on Monday week, when he answers questions. We have just had a debate on the EMA, so it would not be realistic to expect the Government to find another opportunity, and I am not sure whether the right hon. Gentleman will be able to raise the issue that he has just mentioned on Second Reading of the Education Bill.

In the light of the incredible assertion by the shadow Secretary of State for Education that the Government’s focus on young people getting a good GCSE in English, maths, a science, a humanity and a foreign language is elitist, will my right hon. Friend assure me that the debate on the Education Bill will give us the chance to discuss the incredible lack of faith in our young people?

These are important and controversial issues, and I welcome the work that the right hon. Gentleman’s Select Committee has been doing on them. The review of security powers is ongoing; it has not been completed. The Home Secretary will make a statement to the House once it is completed, and I expect that statement to be made in the week commencing 24 January.

In the light of Lord Adonis’s comments supporting the principle that all schools should be able to become academies, may we have a debate on the progress of the Government’s academies programme, as that would, among other things, give Opposition Front Benchers the chance to join the growing coalition in favour of school reform?

Labour Members must make it absolutely clear at some point whether or not they agree with the Wright Committee’s recommendations. They supported them throughout the last Parliament, although towards the end of that Parliament they did not implement them by setting up the Backbench Business Committee.

If the hon. Gentleman reads the Wright Committee’s report, he will see that it makes a distinction between Government business and House business, and makes it clear that the debates to which he has referred are House business. It is up to the Backbench Business Committee, which has been allotted 35 days, to find time for those debates—if it wants to hold them—in competition with other bids. We cannot allow a position in which the Government, having allotted 35 days to the Backbench Business Committee, are then held responsible for all the subjects included in the transfer.

Yesterday, when responding to questions about the education White Paper, the shadow Secretary of State for Education suggested that many young people could not be expected to obtain five C-grade GCSE passes in academic subjects. May we have a debate on the depressing poverty of ambition that affects Members in many parts of the House and our education establishments?

My hon. Friend is absolutely right. We must raise the ambitions of our young people. Following yesterday’s statement there will be an education Bill, which will give Members an opportunity to examine the issues in more depth.
