Lords ChamberI assure the noble Lord that we are always nice to President Macron and our friends across the channel. He raises a vital point. This is a key alliance and that is why, back in 1962, the United Kingdom was very clear about its independent nuclear deterrent and its use in terms of the European security question and in supporting the NATO alliance. We are having constructive engagement with France on the importance of European security, particularly in light of Russia’s illegal war in Ukraine. We have strong engagement at various strategic and technical levels, and indeed through the TEUTATES agreement, which builds on technology and research capabilities. The co-operation is strong, and we also welcome the statement made in President Macron’s recent state of the Union address, in terms of both tone and substance.
My Lords, does my noble friend the Minister agree, in relation to the important point made by the noble Lord, Lord West, that the unambiguous commitment by the United Kingdom and United States of their nuclear capability to NATO, and the clarity of purpose governing that commitment honoured by NATO, has been critical in maintaining the credibility of NATO as an effective defensive alliance? We should be very vigilant in ensuring that that stability is not threatened in any way.
My noble friend speaks with deep insight, and I totally agree with her. The strength of NATO is in the support of its membership—particularly those who have the capacity and capabilities. That is the message that we need to send today. As the noble Lord, Lord West, pointed out, it is particularly important, given the challenging times we currently face.

Lords ChamberMy Lords, on the noble Lord’s final point, as he will know, we are working very closely with our key allies, particularly the G7, on ensuring how we can have more effective implementation of sanctions and how we can address the issue of the circumvention of sanctions. As I am sure the noble Lord would acknowledge, we have seen successes; $400 billion-worth of money has been denied to the coffers of the Russian Government to allow them to continue their illegal war against Ukraine.
The noble Lord mentions specific issues around the oil cap. As he knows, we have banned the import of Russian oil and oil products into our markets. We have also created the oil price cap, to limit the price at which Russia can sell its oil and products globally. We are working with key countries to improve the issue of the circumvention of sanctions. Indeed, as noble Lords will know, my noble friend the Foreign Secretary was in central Asia during the week, and that was one of the key points that he raised during his conversations with Governments across central Asia.
My Lords, the annual report of the OFSI indicates a dramatic increase in the volume of frozen assets, which, as my noble friend the Minister has indicated, is reassuring across a number of fronts. The question on everyone’s lips now—to use the popular lexicon—is whether we can move from freeze to seize. What investigations are being undertaken to see if there are legally acceptable routes to get some of that money forfeited and then adduced to good causes to help Ukraine?
First, I commend my noble friend for summarising exactly the intent of the UK Government and our partners: to go from freeze to seize. All countries in the G7 have been clear on this. There is a meeting in June, which we will be part of, to look specifically at proposals on the table. The focus right now is on a windfall-plus proposal put forward by the United States, which would involve a loan to Ukraine issued by the US and other willing G7 members and repaid over several years from the future profits generated by Russian sovereign assets held in Euroclear. This is just one practical example of the kind of work that we are doing in co-ordination with our key partners.

Lords ChamberMy Lords, I hear what the noble Lord said, and this is not the first time I have heard suggested alternatives. Given the current situation and the crisis that has gripped the Middle East, from the abhorrent events of 7 October to the tragedy of the ongoing conflict itself—and, of course, given the rights of the Palestinians—it is clear that we must seize the moment. In my career as a Foreign Office Minister, this is perhaps the first time we have seen not just one country or two standing up, or just me standing up at the Dispatch Box, but real live diplomacy and activity. That is not just between the Israelis, the Palestinians, the Americans, us and the Europeans; the region itself is seized by this moment. Through the tragedy of every life lost in Israel, Gaza and the West Bank—every Israeli and every Palestinian life lost—the strongest legacy we can provide is a viable vision and a two-state solution.
My Lords, between 2015 and 2019, the United Kingdom ran a very worthy Middle East peace process programme. It was led by the Foreign Office and supported by the MoD and the then Department for International Development. Will my noble friend the Minister tell us whether there are any plans to revive elements of that programme? Would he be prepared to meet me to discuss this further?
On the second question from my noble friend, I am always delighted to meet her and gain from her insights. We are aware of the different programmes. Currently, we are working with key partners on the five points that my noble friend the Foreign Secretary has outlined, but I will be pleased to meet her to see how, as these plans develop, component parts of what we already have can also be very much part and parcel of those discussions.

Lords ChamberMy Lords, the FCDO has rightly apologised for the unjust ban on LGBT+ officers serving in the Diplomatic Service prior to 1991. The department is also actively monitoring the outcomes of the Etherton report, its effectiveness and the lessons learned, which could be learned for our organisation. I know the noble Baroness’s interest in this. I will follow up with her directly as we make progress in this respect.
I thank the Minister for that. Many years ago, my former colleague, the rather brilliant Gareth Williams, was a high-flying diplomat, but he was dismissed from the service the very moment he revealed that he was gay—no future, no career, no apology, no debate, and a great loss to the country, which therefore could not use the services of this very talented man. The Minister took action on this after I and my noble friend Lord Collins raised it with him, and we got the very welcome apology to which he referred. The problem is that that was not sent to my friend Gareth Williams nor, of course, to all the other people who were dismissed from the Foreign Office, and there has been no attempt to identify who was dismissed so that they can have the apology before anything else. Could we maybe look through the records and see who else lost their job, and at least make them aware of the apology for the ban on LGBT people working in the Diplomatic Service?
Of course. That is a very pragmatic and practical suggestion, which we will take forward. I assure the noble Baroness that we are doing exactly that and working with the sensitivity that is required. The noble Baroness would have noticed my Written Ministerial Statement issued at the start of this month on issues of accreditation, as part of modernising the FCDO for the diversity of our workforce today, for the kind of diverse families that are now involved with and rightly celebrated within the FCDO.
My Lords, I apologise to the noble Baroness, Lady Hayter. I know that the MoD found the report from the noble and learned Lord, Lord Etherton, immensely helpful. We were indebted to him for his excellent independent review. I have also had the privilege of working closely with my noble friend the Minister on a number of issues. This is complex and sensitive. I suggest that it would be a useful collaboration for the two departments to consider how they might work together and share experience.
Over many years, if I have learned one thing it is to listen to my noble friend very closely. Of course we will take that forward, but I assure her that, notwithstanding her departure from the Ministry of Defence, we continue to work very closely across the two departments.
