I welcome my hon. Friend back to her place. She will know what is coming, based on the multiple conversations that she and I, and various digital Ministers over the years, have had on the woeful delivery of rural broadband in Scotland, which is the responsibility of the Scottish Government. The Reaching 100% scheme was supposed to bring faster internet to 60,000 properties across the north and north-east by the end of 2021, but so far it has delivered only a little over 9,000, with over 50,000 still to go and zero R100 North contract delivery in the Banffshire and Buchan Coast constituency. Since my hon. Friend has returned to her post, what discussions has she had with the Scottish Government about dealing with the pause implemented on BDUK and Scottish Government—

When the energy profits levy was introduced to help the Government’s support of household energy bills, I welcomed the investment tax allowance that was introduced along with it on new oil and gas for energy security. In recent weeks, I also welcomed the Exchequer Secretary’s announcement in Aberdeen of a price floor in the form of an energy security investment mechanism, at which the EPL will be removed. The devil, of course, will be in the detail. I welcome the Treasury’s ongoing engagement and dialogue with the oil and gas industry, but will the Minister commit to a regular, perhaps quarterly, fiscal forum with the industry, as used to happen prior to covid? Does he agree that Labour’s plans to ban all new oil and gas is based on ideology and not a pragmatic approach to this country’s energy security and net zero?

The hon. Gentleman is probably aware that the Government have committed to reversing the planned corporation tax increase from 19%, so it is staying at 19%, which will attract businesses to Scotland and across the rest of the United Kingdom. It is often missed that the Government have delivered on top of the recently announced energy price guarantee. It means that typical households receiving means-tested benefits will receive £1,200 of support; those on disability benefits on top of that will receive £1,350; low-income pensioner households will receive £1,500 of support; and low-income pensioner households who are receiving disability benefits will receive £1,650 of support. As well as that, the energy price guarantee will mean that a typical household will pay no more than £2,500 on their energy bills.

The hon. Member is absolutely correct to point out the Scottish Government’s commitment, made back in 2017, to have created a nationalised energy company in Scotland by now. That has not happened, and quite frankly I do not think that it should. I do not think that Labour’s plans should be implemented either.

As I have said, Ministers in the Scotland Office discuss such matters regularly with our colleagues in other Departments. Energy policy is reserved, as I am sure the hon. Member will understand, but we endeavour to work constructively with the Scottish Government on everything that can have an impact on the livelihoods of people and communities in Scotland, as well as businesses.

I believe the Secretary of State and the Minister may have heard the first part of the question, so I will conclude by asking the Secretary of State to encourage his Cabinet colleagues to look again at how the carbon capture and storage project can be supported to enable it to get under way as a matter of urgency.

As the hon. Lady may be aware, the Acorn cluster looms large in my own constituency, so I have nothing but the greatest support for that project. I can also assure her, and the rest of the House, that this Government have stood firmly behind it: we have invested £41 million in the project directly, and it is also the reserve cluster in the Track-1 sequence. Track-2 sequencing for carbon capture and storage across the United Kingdom is coming soon, I am told, and I look forward to that announcement with great interest.

T3. I welcome the Down Syndrome Bill and fully support its passage through Parliament. How will the Minister ensure that from the perspective of equality the Bill will not have the unintended consequence of prioritising support for Down’s syndrome over other genetic and chromosome disorders? Some of those, although not as well-known, are thought to be just as prevalent, if not more so, and certainly no less impactful for the families affected, for example, 22q11.2 deletion syndrome. [Interruption.]

On behalf of Cornwall—no, I rise to speak on behalf of my constituency of Banff and Buchan, to which I shall turn in a moment. First, I thank my right hon. Friend the Minister for his visit last week to Aberdeen, where he expressed the Government’s ongoing and continuous support for the oil and gas sector and its valuable role in the energy transition to net zero. The North sea transition deal includes carbon capture and storage; far be it from me to correct the hon. Member for Kilmarnock and Loudoun (Alan Brown), but the hon. Member for Edinburgh North and Leith (Deidre Brock) got it right: it is St Fergus, not Peterhead. Is it not entirely predictable from SNP Members? They have been practising their script since before the bids even came in—they gleefully declare betrayal.

Given the fact that the Government have already expended £31 million in the Scottish cluster, will my right hon. Friend meet me to discuss the Government’s plans to help the Scottish cluster to develop and plan not only as a reserve but certainly for the next track of negotiations?

It is not for me to say what mixed messages the hon. Gentleman might see in the press or get from political parties. The UK Government and all assemblies across the whole UK work together on a co-ordinated basis to deliver not just what has been delivered up to now; there was the excellent news yesterday of the first vaccines being provided across the whole UK—not in one part of the UK or another but across the UK on the same day. Vaccines are an excellent example of that co-operation between the UK Government and the devolved Administrations, and the UK Government are procuring vaccines on behalf of the UK as a whole. The prioritisation of the vaccines is a devolved matter—

An effective response to covid-19 does indeed need to be a co-ordinated response across the UK. On 25 September, the UK Government and the three devolved Administrations published a joint statement on our collective approach to responding to covid-19. We reaffirmed our shared commitment to suppressing the virus to the lowest possible level and keeping it there while we strive to return life to as normal as possible for as many people and businesses as possible.
