My hon. Friend has given me an idea. We should bring forward, perhaps in the next Session of Parliament, a private Member’s Bill that would outlaw any legislation that is purely gesture politics.

I do not accept the hon. Gentleman’s premise. The Government are keen to ensure that we have individual voter registration so that there is less identity fraud at polling stations and through postal votes. I supported that when I was a member of the Political and Constitutional Reform Committee in the previous Parliament.

If there is increased demand for car parking spaces at hospitals and it is desirable that those hospitals provide extra provision, that has to be paid for. How will it be paid for?

Before my hon. Friend concludes, will he address clause 7(2) which states that the Act extends to England only? Does he think that, as with free school meals, there will be Barnett consequentials?
