Commons ChamberI thank the Deputy Prime Minister for his statement, and for advanced sight of it. In the statement, he said:
“I have taken steps to reduce the Government’s exposure to Chinese operators, banning Hikvision and TikTok from Government buildings and devices”,
but the reality is that the Hikvision ban extends only to sensitive sites, despite the fact that we have pushed him to ensure that it extends to all public buildings. Surely the majority of things that happen in government involve some sort of confidential information. Will he confirm whether he is extending the ban beyond sensitive sites to all Government sites, as we have been calling for for a number of years? The attacks on the Electoral Commission and parliamentarian accounts happened nearly three years ago. Will we be sitting here in 2027 hearing about an attack that is happening right now? The EU is currently delivering €240 million for cyber-security to improve its collective resilience. Will the Government deliver an equivalent fund for these islands? Finally, without more action, can he give us real assurances that this year’s general election will take place without international interference?
As the hon. Lady is aware, we currently ban Hikvision, and indeed any other Chinese technology relating to CCTV. We continue to keep that under review. I do not rule out a further progression in the policy, but that is not the case right now.
On the time taken, it is essential that, before Ministers stand at the Dispatch Box and make assertions attributing such activity to a hostile state, we are absolutely sure of the basis on which we do so. That requires extensive work by our intelligence agencies, it requires fine judgments to be made, and it requires work to be done with our allies around the world—there will be comments from the United States shortly after my statement. I would rather we did this in the proper way.
We have invested £2.6 billion on cyber-security during this spending review. I can never be totally confident in relation to cyber-security—no Government Minister anywhere in the world can be; it is an environment in which the risks are escalating all the time and are turbocharged by artificial intelligence—but I can assure the hon. Lady and other Members that we are constantly increasing our activity and vigilance in the face of it.

Commons ChamberIn response to the question from the hon. Member for Twickenham (Munira Wilson), the Minister stressed the importance of Ministers being accountable to this House, particularly for breaches of the ministerial code, but neither the independent adviser on Ministers’ interests nor the Prime Minister are truly accountable to the House when it comes to the ministerial code—and the Foreign Secretary is not accountable to this House at all. Trust is at an all-time low, and breaches of the ministerial code are rife. When will the Government revise the code to include appropriate sanctions, so that Ministers can no longer break the code with impunity?
The Government continue to keep the ministerial code under review. The Prime Minister of the day has to be able to determine who the Ministers will be in the Government that he leads on behalf of His Majesty. That is an important constitutional principle, but the Prime Minister will not hesitate to take action if there have been inappropriate breaches. On the accountability of the Foreign Secretary, discussions continue on the best way to ensure that this House holds him to account, in the same way that he is already accountable to, for example, Select Committees.

Commons ChamberThe Deputy Prime Minister has talked about resilience, and the requirement that the whole of society steps up and assists. I appreciate and agree with the whole-society approach that he has described; it is right that everybody—every individual, public service and charitable organisation—should assist at times when there are massive public issues, such as during covid.
However, we have had 13 years of austerity and a constant squeeze on the public sector. The public sector is crying out for more help and support, charities are screaming that they can no longer cope with this austerity, and individuals are struggling more than I have seen in my 16 years as an elected representative. I have never seen people struggling to such a level, yet the Deputy Prime Minister is asking them to step up. How can he have the gall to ask them to step up and assist others when they have nothing left to give? It is within the gift of the Government to help and support people, but they are refusing to do so, instead requiring those people to take it upon themselves. How can the Deputy Prime Minister ask that of people today, when I am seeing more people having to choose between heating and eating than I have ever seen before, and more people who are suicidal coming through the doors of my surgeries than ever before, and this Government have it within their power to help people?
The hon. Lady’s characterisation is simply false. First, it was because of the discipline the Government showed between 2010 and when the pandemic struck that we had the resources that enabled us to intervene in an unprecedented way, through the covid recovery scheme and other measures, to help over 10 million people keep their jobs. We would not have been able to do that without the fiscal discipline this Government showed.
On measures to support people, we have: the boost to the winter fuel payment of an additional £300 per household; the pensioner cost of living payment of £600 that will help with heating costs over the colder months; a £150 rebate on winter electricity bills through the warm home discount; and I could go on. We are providing support for the vulnerable.
The website and other measures facilitate people’s ability to volunteer and help their communities, so I find it odd that the SNP is set against that.

Commons ChamberLast year, the Prime Minister said that his Government would do “everything we can” to recover covid fraud losses, yet the crony PPE VIP lane helped Tory-linked business owners over small and medium-sized businesses, meaning that £15 billion of taxpayer money was wasted on useless PPE. The Public Accounts Committee found it “unacceptable” that the Government are not prioritising recouping misused money, with only £21 million—only 2%—recovered from fraudsters. What steps is the Secretary of State taking to fulfil his Government’s pledge to reclaim misused taxpayer money? Or is that, like the Prime Minister’s promise of integrity and accountability, another failed vow?
What we saw during the crisis was the Prime Minister, who was then Chancellor, acting decisively and rapidly to save the economy and millions of jobs. Since we have passed out of the covid period, we are taking action to recover fraud and error losses. As set out by my hon. Friends, in the past two years alone, we have recovered more than £3 billion. I would gently say to the hon. Lady that people in glasshouses should perhaps not throw stones, given the experience of her party’s leaders being frogmarched by the police to investigate the misuse of funds by her own party.

Commons ChamberIn December, the Committee on Standards in Public Life said it was concerned that 18 months had been lost because of the Government’s failure to respond to its report “Upholding Standards in Public Life”, which recommended stronger rules and a better compliance culture for central Government. When can we expect a formal response from the Government?
We are working through the responses. Clearly, a new Administration came in in November, but we will shortly be in a position to publish all the responses to the report. I am working through it with the Prime Minister and publication will come shortly.
How can we be assured of transparency and integrity in decision making if we do not have a register of Ministers’ interests that has been published any time in the past 10 months?
The Government will publish the latest version of that register shortly. The House has discussed and considered this issue, and the hon. Lady may have heard the comments made by the Leader of the House. We are moving to a situation in which we both produce the transparency returns more rapidly and align them more closely with the parliamentary register, but it is important that we get the systems in place so that that can be done properly.

Commons ChamberAs ever, my hon. Friend raises some very important points. On the Procurement Bill, of course we continue to engage with Members on both sides of the House as we approach Report. I know that Ministers in my Department are meeting the hon. Lady about the amendments that she proposes. In respect of this legislation, we have taken a very big step forward. For the first time, contracting authorities across the public sector can reject tenders from suppliers that pose a threat to national security, including where that threat arises from a parent or subsidiary company, so we are both lowering the bar and increasing the power. We did not have any of those powers when were in the European Union, so this is a significant step forward and I am very happy to look at further amendments that can build on those proposals.
I thank the Minister for advanced sight of his statement. I agree with other Members that this is a welcome and proportionate step by the Government. It is good to see that, in some areas, the UK Government are taking seriously the risk of highly sensitive data being accessed and used by bad actors. I wish to ask a couple of questions. First, how will the Government ensure that these guidelines are adhered to by Ministers and by civil servants using Government devices? Will the Government ensure that the information and evidence they have compiled is shared with Parliament’s security advisers to ensure that MPs are given the best and most up-to-date advice possible, in particular on apps that use geolocation data?
The Government have been dragging their heels around a number of security risks. A number of companies—including Huawei, TikTok and Hikvision—pose human rights risks and, in some cases, it has taken too long to close down or mitigate those risks. For example, Hikvision cameras are still being used, despite their being involved in human rights atrocities, for the facial recognition of Uyghur Muslims in mosques. The issue is not just the safety and security of our citizens but that taxpayers’ money is being used to fund companies that are committing atrocities. When will the Government take a look at the wider situation to ensure that we are not, by the back door, propping up regimes and companies that commit atrocities and human rights abuses?

Commons ChamberTransparency International’s corruption index has recorded a sharp fall in the UK’s score. This has been affected by factors such as the VIP lane and the claim that 40 potential breaches of the ministerial code were not investigated. Does the Chancellor of the Duchy of Lancaster agree with the international business leaders that under his Government, the UK is more corrupt?
I completely disagree with the assertion from the hon. Lady. This Government have upheld high standards of transparency, and we have advanced transparency since we came into office. The idea that this country could be compared to the sort of states to which she refers is completely preposterous.
I did not refer to any states. When will the Prime Minister appoint the anti-corruption champion? This vacancy has gone unfilled for seven months. Given the sharp fall in international views of the UK’s level of corruption, when will this person be appointed?
I simply do not recognise the kind of caricature being pushed by the hon. Lady. Of course we will make that appointment, but this Government have taken steps throughout their time in office to increase standards of transparency and accountability.
