Commons ChamberAbsolutely not. This is something that we will not be devolving and it absolutely should not be mandatory. Ethnicity pay gaps cannot be measured in the same way as gender pay gaps. I have said this to the hon. Lady at this Dispatch Box multiple times. We can measure a pay gap where a population is binary male and female but we cannot do it across a broad spectrum of ethnicity. We have published guidance for those employers who want to do this, but it would be absolutely wrong to mandate.

Commons ChamberMy hon. Friend is right. It used to be called the TPP, and it was the Canadians who added the “comprehensive and progressive” to make it quite a mouthful. The question of what the US wants to do on trade deals comes up time and again. The US has said that it will not sign any free trade agreements even though it was initially considering the TPP. That is why the announcement of the Atlantic declaration by the Prime Minister and President Biden is key. That is our new vehicle to form a trade partnership, and my Department is working actively across Government and with our counterparts in the US to make sure that that delivers for the UK.
Many small businesses, particularly in the retail and hospitality sectors, still rely on high street banking. Earlier this month, the last bank in Denton town centre—the Halifax—closed. It was not just the last one in Denton but the last one in the Denton and Reddish parliamentary constituency, leaving small businesses without access to high street banking. It is not good enough, is it?

Commons ChamberMy hon. Friend is right to raise that issue. We do understand how difficult the trend away from cash and towards cards and digital payments can be. I have seen that in my own constituency with repeated closures of rural bank branches, which force vulnerable customers into more difficult situations, so I thank him for raising it. The ability to transact cash remains important to millions of people. We cannot force the rural branches to remain open, but we will legislate to protect access to cash. The Government plan to introduce legislation in the Financial Services and Markets Bill to support the continued use of cash in people’s daily lives, but he will be pleased to know that it will also help local businesses to continue accepting cash by ensuring access to deposit facilities.
My constituents will have listened with bewilderment to the Minister’s replies to other Members. This Government have been in office for 12 years now. She talks about tackling regional inequalities. Over those 12 years, child poverty has increased, pensioner poverty has increased, the gap between the richest and the poorest has increased, and life expectancy has stalled and in some areas gone backwards. Which of those achievements is she most proud of?
I am proud of this Government’s achievements. The hon. Gentleman has been very selective in picking data that requires a different baseline of years. I am afraid to say that he is wrong. We have been levelling up the country, and, as we announced in the levelling up White Paper, the Government will continue to do so—for example using the £1.4 billion global Britain investment fund to attract major investments, such as the new £2 billion Britishvolt gigafactory in Northumberland. We are doing a lot across the country to level up and we will continue to do so.

The Government ensure that the supply of health and welfare services, including opticians and eye tests, are exempt from VAT, which ensures that VAT is not a barrier to accessing medical treatment. Moreover, in addition to NHS complex lens vouchers, the Government already offer support for individuals to help with the cost of glasses through NHS optical vouchers. Those eligible for help include children and those on certain income-related benefits, and the value varies from £39 to £215 depending on the level of the patient’s prescription. However, I will write to my hon. Friend with full details so that she can assist her constituent.
