Commons ChamberThe rape charge rate is a serious matter, and Operation Soteria Bluestone, which the hon. Lady will be familiar with, has been rolled out around the country under the supervision of the safeguarding Minister, my hon. Friend the Member for Derbyshire Dales (Miss Dines). In the forces that adopted that measure early, rape charge rates dramatically increased by two to three times. As that rolls out around the country, those charge rates will increase, but we would like to go further.
On the question of specialist trained officers, now that we have record numbers of officers across England and Wales as a whole, we will be targeting individual forces with training and recruiting a specified number of specialist officers to make sure that those people are in place to properly investigate these issues, because we want to do a lot more in this area.
The police injury benefit scheme provides ongoing and one-off payments to former police officers who have been injured or disabled in the line of duty.
I was recently shocked to discover that police officers are entitled to official compensation only if they are injured while taking an exceptional risk, and a risk is considered exceptional only if it would not normally be expected. That sounds strange, does it not? With more than 40,000 assaults against police in the past year, and many officers ineligible for injury compensation because of that rule, does the Home Secretary agree that these guidelines effectively normalise violence against police and must be changed?
We certainly do not want to see violence against police normalised. That is why we legislated to double the maximum sentence for assaults against emergency workers just a year or two ago. My understanding is that the payments under the police injury benefit scheme can go up to 85% of salary, but since the hon. Lady has raised the point, I will take a look at it.

Commons ChamberThe Prime Minister said last week that passports would be delivered within six weeks. When the Home Secretary heard Opposition Members say it is taking longer, she regularly mouthed, “Not true.” Today the Under-Secretary of State for the Home Department, who is not in his place, could not or would not tell us the size of the backlog. If they cannot quantify the extent of the problem, they cannot be equipped to deal with it.
I will highlight a few examples from my constituency, although I could highlight dozens. I have families who are at risk of losing thousands of pounds due to cancelled holidays, and I have families who cannot visit loved ones or attend family reunions. Many of these events were planned months in advance, and a growing number of my constituents, despite what the Minister said, are having to wait much longer than 10 weeks. The Home Office has been chronically underperforming for years. Its private contractors are not fit to deliver for the British people, and this Government are incapable of planning ahead and making decisions quickly.
As Members have made very clear, the Home Office was warned about this, so why has the UK Passport Office reportedly failed to get the promised 1,700 new recruits to deal with the surge in applications? It has delivered just over a third of those jobs. It is consistently over-promising and under-delivering. The Prime Minister promised to privatise the Passport Office. Well, we see the crisis we are in. Teleperformance, which manages the hotline, has been described as having “unacceptable” performance by the Minister. But what is he doing about it? He is doing nothing. TNT, the private courier service, reportedly loses hundreds of passports every year, even in 2020, when the number of applications dropped. Why have this Government waited for things to come to crisis point? How have they let things get so bad? This is yet another failure. It has been crisis after crisis and our constituents are paying the price for it. One family in my constituency had to pay more than £1,000 to change the date of their holiday, after having to wait three times, on three separate occasions, to confirm their daughter’s identity. How ridiculous is that? Other families are looking at similar costs and many are riddled with anxiety, having to wait until the last possible minute to know whether they will be able to travel.
A family in my constituency cancelled a holiday to Florida because of covid and then rebooked for next week. They applied for their passports in March. The passports of the parents and two of the children have come back, but young Alfie’s passport is yet to appear. They have made a number of calls to the hotline, which I am sure Members know staff spend hours a day on. The family have been told to contact the office again 48 hours before departure. How ridiculous is that? We have been chasing for seven weeks and it is ridiculous that we cannot get an answer on why that child’s passport has not been produced.
There is a growing number of bizarre instances where constituents are having to wait unreasonable amounts of time to receive passports. Documents have been submitted. Supporting documents are not being returned. Families have been asked time and again for evidence, but the evidence has actually been received. One constituent abroad is unable to extend his stay because he does not have an extended passport. So he cannot leave because his passport is now out of date and he cannot get a new passport. It is a ridiculous situation.
The Minister said that, if MPs had cases they wanted him to look at, he would do so, but I can tell him that he will be tied up for months. It is ridiculous that people have to go through a Minister to get an answer to a problem. This is not a time for excuses. The Secretary of State needs to give our constituents answers—answers on why contractors are failing and why the systems put in place are not working. Interestingly, there are only three Conservative Members here. I suspect most Conservative Members are encountering similar problems but are too embarrassed to admit that the Government are failing. They are failing families and other people and it is an absolute disgrace.
We did get a letter from the Minister this morning, which was interesting because of the different scenarios. He is telling people to contact the hotline. The Government are not listening; the hotline is not working. People spend hours and are promised a call-back, but it does not happen. Another Member, who is no longer in his place, was talking about 10 weeks, but the bottom of the letter says, “The 10-week advice has now been withdrawn.” What are people expected to do? The shadow Minister spoke about productivity. Businesses that supply holidays are relying on this being a smooth process, as are families who want to travel. My biggest concern is the constant denial from those on the Government Benches that there is even a problem, or they do not accept the extent of the problem.

Commons ChamberI can well understand the hon. Lady’s frustration and fear about this issue. For people to be duped by others offering fake vaccines is a disgraceful type of crime, particularly as we face this awful pandemic together. We are working closely with partners across health and law enforcement to make sure that we catch up with these villains as quickly as we possibly can. I have been reassured by the fact that the number of vaccine-related frauds that have been reported is, pleasingly, still quite low, but we continue to monitor the situation carefully. I urge people who come across this kind of instance to report it, please, to the City of London’s Action Fraud as soon as they can.
The Government are committed to recruiting an additional 20,000 police officers by March 2024. Ahead of that recruitment drive, we already have 6,620 more police officers. The hon. Lady will also be aware of the significant police funding that has come to her own police force.
The Home Secretary fails to recognise that Lancashire has lost 750 officers over the past decade and is under a huge amount of pressure as it simply does not have enough officers to investigate some crimes. This causes great concern to residents. Does she feel that that is fair on victims of crime and does she agree that justice delayed is justice denied? Is she concerned that the public could lose faith in the police unless those concerns are addressed urgently?
The hon. Lady fails to recognise the amount of police funding that her own local area of Lancashire has received. She also fails to recognise the number of new police officers who have been recruited and who are out there, day in, day out, protecting our streets and her constituents. She is right to speak about victims because support for victims is absolutely crucial, but she must reflect on the support that victims receive in relation to particular crimes and offences within the wider criminal justice system, and also on the role of the Crown Prosecution Service. On that basis, it is an absolute shame that she and her party failed to stand up for victims in the Police, Crime, Sentencing and Courts Bill on Second Reading last week.

Commons ChamberI can absolutely give that assurance. Of course, our resettlement work will have the financial support it requires. We intend to build upon, but also learn the lessons from, the previous resettlement scheme. There are going to be significant ways in which we can improve it. Not only was our resettlement scheme over the last five years the largest resettlement scheme of any country in Europe, but there is more we are doing. Our refugee family reunion provisions see 6,000 people a year or more come into this country, and just a short while ago our BNO—British national overseas—route opened up, allowing people being persecuted by the Chinese Communist party to seek refuge here as well.
The United Kingdom’s world-beating vaccination programme is saving lives and livelihoods, and it is always vital that we arm ourselves with the facts and call out wrong information on vaccines. The counter-disinformation unit is responding to the misleading online content and working with social media platforms to ensure that all action is taken to remove harmful disinformation so that authoritative sources of information are promoted.
I have seen the brilliant work Labour councillors in Hounslow, Swindon and Blackburn have been doing to appeal to communities to take the vaccine. This work is being undermined by misinformation on social media, and is literally a matter of life and death. What plans do the Government have to bring forward legislation on, for example, financial and criminal penalties for social media companies that fail to act to stamp out this dangerous anti-vaccine content?
The hon. Lady raises a really important point at this very delicate time with the vaccine roll-out, and I would like to make two comments.
First, the Government are absolutely focused on zapping down the disinformation and misinformation that is circulating around the vaccine, because we cannot allow people—lives will be lost—basically to be duped into believing that this vaccine is not safe. I urge everyone—Labour councils, Conservative councils, and everyone in positions of authority—to get the message out to take the jab; it is safe, and it will protect individuals and their families.
Secondly, the hon. Lady asked about legislation and actions by the Government. A lot of work is taking place across Government, by the Home Office, the Department for Digital, Culture, Media and Sport and other colleagues, around sanctions and penalties, and work has also taken place with the online harms Bill very much to target social media platforms and the way in which they operate.
Finally, it is worth concluding, as we see the vaccine roll-out taking place, that everyone should, when called, take the vaccine, and collectively—no matter what our backgrounds politically or in terms of gender or ethnicity—everyone should be out there praising the efforts on the vaccine and making sure that people take the jab.

Commons ChamberOur police forces have played a critical role during the pandemic and have been quick to respond to the changes and challenges that we all face. The Government have been clear that they will provide police forces with the support, both moral and physical, that they need to continue protecting the public and keeping communities safe through the coronavirus pandemic. This has included £30 million of additional covid surge funding.
I know that Henley has seen its fair share of problems over the past few months, and it is no surprise that my hon. Friend should raise them, as he often does, in this House. All large gatherings are now illegal under the coronavirus regulations, and I am afraid that that includes legitimate protests that would otherwise be tolerated. We are facing an extraordinary challenge as a country, with many vulnerable individuals, older citizens and others exposed to risks that they have never seen before, and we all have an individual duty towards our collective health. We hope and believe that the police will be able to encourage the vast majority of our fellow citizens to observe the regulations, but where they do not, enforcement is an option, as we have seen over the past weekend.
Lancashire has 750 fewer police officers than it did in 2010. Let us compare that with Surrey, which has only eight fewer officers. The discrepancy is because Lancashire is more reliant on Government grant than Surrey, which, as a relatively affluent area, is more reliant on council tax precepts. Given that the Government have promised to recruit 20,000 police officers in the next two years, when is the Department going to recruit them and base them in areas that have seen the biggest cuts, such as Lancashire?
I am pleased that our pledge to recruit 20,000 extra police officers is so popular, particularly in Lancashire. The hon. Lady will be pleased to know that 100 of the 153 that were allocated to Lancashire out of the first 6,000 had already been recruited by 30 September. They join the 5,834 that we have recruited towards our 6,000 target, which was due by next March; as Members can work out from the maths, we are well ahead of target. As for where those officers are based, that is a matter for the chief constable, who makes that operationally independent decision, in collaboration with the police and crime commissioner in the county.
