That this House notes with concern the loss of 17,000 police officers in the last five years; further notes the most recent Police Recorded Crime statistics, which show sharp rises in some of the more serious crimes including knife crime and sexual assault and that, alongside evidence that some crime is rising, there is evidence that crime is changing and moving away from traditional forms such as burglary and car theft and is being increasingly replaced by cybercrime; is concerned by reports that the police budget could face between 25 and 40 per cent spending reductions in the forthcoming Comprehensive Spending Review; notes warnings from senior police figures that this could result in over 20,000 further reductions in frontline staff, the effective end of neighbourhood policing and much of the public being exposed to much greater risk; accepts that further efficiencies can be made in the police budget for England and Wales but believes that budget reductions over 10 per cent would be dangerous; further notes the ongoing concern surrounding the Scottish Government’s oversight of Police Scotland and the findings of the recent staff survey which found only 30 per cent of staff thought they had the resources necessary to do their job properly; and calls on the Government to secure a funding settlement for the police that maintains frontline services and does not compromise public safety.
I rise to speak to the motion in my name and those of my right hon. and hon. Friends. At the start, I should thank the hon. Member for Mole Valley (Sir Paul Beresford), who is about to leave the Chamber. Old alliances forged over the cause of water fluoridation do, in the end, stand one in good stead. I am grateful to him.
We have just been discussing the powers that the police and security services need to keep us safe in the 21st century. I would be the first to argue that the House has a duty to provide those powers, alongside strong safeguards, but that is of course only half the story. Alongside the powers, we need the people to put them into practice. That bit was missing from the Home Secretary’s statement. In the 19th and 20th centuries, Britain led the world in policing, because our policing by consent model was based on investment in good people with a strong sense of public vocation. In the 21st century, crime is changing—it is moving online and becoming more complex—but what will never change is the simple principle that the foundation stone of good policing is that presence in every community and the building of those strong relationships at local level.
It therefore feels right to pay tribute at the start of this debate to police officers and police civilian staff. What unites this House is a deep sense of gratitude to the men and women who work every day to keep our constituents safe and put themselves in harm’s way to do it.
Does my right hon. Friend agree that among the police whom the public are most supportive of are our safer neighbourhood teams They have been so severely undermined by spending cuts in the past few years. In Westminster, we saw a 30% fall in police between 2011 and this spring, and many constituents are saying to me that they no longer see any evidence of safer neighbourhood teams on the beat. Does my right hon. Friend agree that that is a cause of great sadness?
My hon. Friend anticipates me, because that is going to be at the heart of what I say today. I am sure that she, like me, feels great pride in what the last Labour Government did to invest in neighbourhood and community policing. Those changes have been noticed by the public and have built confidence locally in policing, and that is now at risk.

Commons ChamberI think I have answered the hon. Gentleman’s question, and I did say I was going to make some progress after I had responded to his intervention.
We have already begun to target illegal working through a co-ordinated approach that brings together agencies from across Government to prevent illegal working in high-risk sectors. My right hon. Friend the Minister for Immigration met industry leaders from the construction industry this morning to identify how we can work together to root out that particular problem.
Part 2 of the Bill is about access to services. We will tighten up access to public and other services to protect them from abuse by people who are here illegally. We have already introduced a requirement for landlords to check the immigration status of prospective tenants. It is only right for people to be able to access private accommodation if they are in the UK legally. That is only fair on people who play by the rules, who scrimp and save to buy their first home, and who come here legally and work hard. I hope that that is a point on which all Members of the House can agree. That is why we intend to roll the requirement out across the UK. However, the immigration status of a current tenant is not enough to allow a landlord to regain possession of his or her property. The Bill will remedy that legislative gap and make it easier for private landlords to evict people who have no right to be in the UK.
We will also create new criminal offences to target rogue landlords who repeatedly fail to carry out checks or take steps to remove people who are here illegally. Let me be clear that this is not about asking landlords to become immigration experts. Those who want to undertake simple steps will have nothing to fear and will not face prosecution or penalties.
We will also build on our measures to prevent people from driving while in the UK illegally. Historically, it has been far too easy for people illegally in the UK to obtain a UK driving licence and that is why, as I mentioned earlier, we created new powers under the 2014 Act to revoke UK driving licences belonging to people who were here illegally.
Many of us live in areas, such as my constituency, that are already highly diverse. People who are foreign-born and black and minority ethnic residents of very long standing are disproportionately likely to be in the private rented sector. Can the Home Secretary assure me that the proposals do not act as a discriminatory measure against those people or prevent landlords from letting properties to those who are quite legitimately entitled to be here but who do not have the necessary proof? The Residential Landlords Association is deeply worried, so why has she not published the assessment of her own investigation?
We will. We made it clear yesterday during Home Office questions that we will ensure that evaluation results are published before the debate in Committee, so that people will be able to see what is happening. I absolutely agree with the hon. Lady that people in particular communities are perhaps more likely to rent than to buy or to be able to afford to buy their own properties. It is absolutely right that we should have a vibrant private rented sector, but it is in the interests of those who are here legitimately for places to be available for them that are not being taken up by people who have no right to be in the United Kingdom. That is what our Bill is doing.

Commons ChamberMy hon. Friend is right. The situation in Eritrea, for example, has led to many people fleeing that country. Independent observers have commented on the human rights abuses that have driven people to flee their homes there and travel often many miles, through many countries, to seek sanctuary in Europe.
It is true that some of the travellers have safe homes to return to, and immigration rules need to be enforced, but so very many of the troubled travellers no longer have any safe home. Syria has indeed been responsible for much of the increase in those travelling this year and in recent months, but situations in other countries have led to the increase in refugee numbers as well.
I am grateful to my right hon. Friend for securing this debate. She has referred to the unspeakable horror of the drownings and of the suffocation in lorries across Europe. In addition, does she agree that some countries on the fringes of Europe are now at breaking point as they struggle to deal with being on the front line of the worst refugee crisis for decades? A few weeks ago I was at a refugee feeding station in Kos, where I saw conditions that I had never expected to see in modern Europe. Parts of Greece are at breaking point. It is in our common interest to deal with that situation and to help the migrants and to help ourselves. Does she agree with António Guterres, the United Nations High Commissioner for Refugees, that no country can do it alone and every country must play its part?
My hon. Friend makes a powerful point. I agree that no country can do this alone. When we have a crisis that involves people fleeing across borders, of course no country can deal with it alone. I am like my hon. Friend in that the pressures in Greece are what I am most troubled about in Europe now. They provide the strongest argument for Britain to respond within Europe and not simply to help those from the camps near Syria.
