Commons ChamberMy hon. Friend is accurate in pinpointing the strategic importance of Somaliland. That is one of many reasons why it is so vital that not just Britain, but the United States and other NATO members lead the way in recognising Somaliland—not just because of the many brilliant things that have been done there, but because of the country’s strategic importance. The question is how we reinforce and support that Government.
If I may pursue that point, is it not desirable for a stable state in a region that is becoming increasingly unstable to achieve that level of recognition? We talk a lot about supply chain vulnerability; this is one of the most vulnerable places we have found. Even one ship blocking the Suez canal caused ripples right the way throughout industry. We should also recognise the importance of enabling communities here and in Somaliland to move freely, have passports that are recognised, conclude international agreements, and unleash the country’s energy. Having a properly administered state in the region would enable those communities to do those things. Is it not time that we grasped the nettle and recognised Somaliland?
There is a level of consensus bubbling up that is not always typical of debates in this House. It is incredibly important to demonstrate the will and feeling of the House on this important issue. The right hon. Gentleman raises an important point about supply chains. DP World already invests in the port of Berbera, and the welcome investment from British International Investment—the old Commonwealth Development Corporation—amounts to hundreds of millions of pounds. The Government recognise the importance of Somaliland, and we are willing to invest hundreds of millions of pounds there, because we realise that it opens up so much of the horn of Africa to British goods and investment. However, we still do not recognise the state of Somaliland, which is a real tragedy. It is so sad to see that so many Somalilanders have difficulty travelling to Somaliland. They cannot fly direct from the UK, but have to go via either Addis Ababa or Dubai. By taking the step of recognising Somaliland, we can make so many British citizens’ lives easier.

Commons ChamberWe all know that children gain so much from visiting museums and other great cultural institutions right around the country. I was delighted that the latest step out of lockdown taken by this country meant that children were able to go on non-residential visits around the country. Moving into step 3 will be another opportunity—for young people to be able to visit museums. It will be so important for them to have that experience. We look forward to working with schools and encouraging them to make such visits—not least, of course, in my hon. Friend’s part of world in Cornwall.
I always feel nervous to cut off the right hon. Member for Warley (John Spellar) when he is in full flow. Office for National Statistics data for 2020 shows that 29% of those aged 50 to 64 have a degree, and 20% have A-levels or equivalent as their highest qualification. This Government are committed to ensuring that everyone has the opportunity to upskill, including through: the lifetime skills guarantee, which includes free courses for jobs; new skills boot camps, funded by £375 million, made available through the national skills fund; and a new lifelong loan entitlement.
This question is very timely because, in the here and now, today’s report from the Resolution Foundation highlights the difficulties being faced by the over-50s in getting back into work. One of the many obstacles they face is insistence by employers, or their graduate-stuffed HR departments, on A-levels or university degrees, even when those qualifications are not relevant to the job. The Minister will recognise the unfair nature of this for a generation for which, as is shown by the figures, taking such qualifications was much less common. Can we get employers—public and private—to focus on the person, not the piece of paper, and end this wasteful discrimination against older workers?
The right hon. Gentleman is absolutely correct, as he would often say he always is; he is absolutely right on this issue. It is so important that employers look at the experience—what people have learnt over their careers—and the true value that they are able to bring to that company. We must not be trapped in the situation that so many companies get themselves into, whereby jobs are advertised as “graduate only”, when so many people who could be applying for that job would bring a level and depth of experience unequalled in so many other areas. I would happily work with the right hon. Gentleman to do more to ensure that all employers understand the value of a workforce of all ages.

It is really important that we look at different ways in which we can expand the capacity to train doctors, nurses and all those working in the caring professions. I look forward to working very closely with my right hon. Friend the Secretary of State for Health and Social Care to be able to deliver on that.

Commons ChamberThe announcement we made just the other week goes a long way towards rectifying the issue that my hon. Friend has highlighted. The national funding formula will ensure that all schools start to really benefit from the increases in funding, wherever they are in the country. This is making sure that the needs of pupils are the focus, as against where they happen to be in the country. May I pay tribute to him for the campaigning he has done for the schools in his constituency to secure the settlement?

Commons ChamberThe hon. Gentleman raises an important point, and it is something that I would be willing to look at. I am sure he is aware that it is not, sadly, a decision purely for the Ministry of Defence, but we would certainly be happy to look at the merits of that and how we give full recognition to all the crews that have served over such a long period.
I thank the Secretary of State for giving way, for his welcome announcement and for his response to my hon. Friend the Member for Barrow and Furness (John Woodcock). I am not cavilling, but will he try to ensure that these medals are made in the UK, please?
I would be very disappointed if they were not to be made in the United Kingdom. My understanding is that the bomber pins are manufactured here in the United Kingdom.
Even as we pay tribute to the submariners, it is equally important that we think of their families, too—those who often have to go for months on end without hearing from their loved ones. We must also pay tribute to the thousands of industry experts who have played a vital role in this national endeavour.
I will make some progress. I am sure the hon. Gentleman will appreciate that.
The extent to which our deterrent underpins our special relationship with the United States must never be underplayed. We should be proud of the fact we are one of the few nations with both strategic nuclear and conventional carrier capabilities. We should be proud that those strengths give the United Kingdom influence not just in NATO but across the world, giving us the capability to influence events in our interest and stand up for our values and the United Kingdom.
My third point is that there are simply no credible alternatives to the submarine-based deterrent. Some claim that there are cheaper and more effective ways of providing a similar effect to the Trident system, but we have been down that road many times before. Successive studies by both Labour and Conservative Administrations have shown that there are no other alternatives. Most recently, the Trident alternatives review of 2013 found that submarines are less vulnerable to attack than silos or aircraft and can maintain a continuous posture in a way that aircraft and land-based alternatives cannot. Their missiles have greater range and capability than other alternative delivery systems. Overall, the review concluded that a minimum, credible, assured and independent deterrent requires nuclear submarines with ballistic missiles.
The Secretary of State is making a very compelling argument. Does he not therefore regret the dithering and delay that took place in the renewal of the submarine programme when the Conservatives were in coalition, at the behest of the Liberal Democrats, who have not even bothered to turn up today?
We could spend a long time debating the Liberal Democrats, but it would probably be a waste of time. I am exceptionally proud of the fact that this Government have committed to a nuclear deterrent, and that in 2015 so many colleagues from both sides of the House united in one Lobby to make sure we delivered it.

Friend is referring to, but I think that when it comes to the issue of Russia’s lack of compliance with its treaty obligations, we need to keep hammering home the message, with all our NATO allies, that it cannot ignore its treaty obligations and must start complying with them.
Will the Secretary of State make clear that there could be dangers here, with threats not only to the INF treaty but to the strategic arms reduction treaty—START—talks on strategic nuclear weapons? Will he also, along with his colleagues in NATO, present a united front on NATO’s assessment, and that of the United States, that Russia is in serious breach of the INF treaty? Will he urge the Americans—who have not, as far as I am aware, announced that they have withdrawn, but have announced an intention to withdraw—not to do so, but also make clear that this is not a reaction from Russia, but a reaction from the west to actions by Russia?
The right hon. Gentleman’s assessment is absolutely accurate. This is a US reaction to Russia’s lack of compliance with its treaty obligations. It is important for the whole of NATO to speak with one voice and make clear to Russia that it must start complying with its treaty obligations.

Commons ChamberI thank my right hon. Friend for all that he has done for our armed forces. Without his work and campaigning, we would not today have a rising budget, with £4 billion of extra resources committed to our armed forces by the Government. I will take on board his comments. His article in The Daily Telegraph today sets absolutely the right tone and approach for how to take things forward. I hope I have the opportunity to sit down with him to discuss how we get the balance right and ensure that we achieve everything that he has set out and built on for our armed forces over the past four years. We must look at getting additional resources for our armed forces so that they have the capability to protect and truly defend Britain’s global interests, both near and far.
My reaction to this much heralded, hokey-cokey statement is, is that it? Although the voice was Williamson’s, the hands were clearly Hammond’s. Will the Secretary of State confirm whether the programme is still fiscally neutral? Why does it not say that increases in security expenditure will not be at the expense of defence? Why does it rehash the same old tired call for so-called and unspecified “efficiencies”? Why will he not just confirm that the winner is in fact the Treasury and its view that there are no votes in defence? In spite of his warm words, will not the real losers be our superb troops, our excellent defence industry, and the defence and security of our nation?
I apologise if the right hon. Gentleman did not hear me. There is not the constraint of the programme being fiscally neutral; we are looking at what we can do and how we can deliver it to the best of our ability. I am very grateful to both the Chancellor and the Prime Minister for all they have done to work towards the position where we can put forward this programme and have the opportunity to look at the needs of our defence industry and establishment.

There has to be a clear recognition that industry and Government do not work in separate silos—they have to work hand in hand—and one of the areas that we have not put enough emphasis on is small and medium-sized enterprises. Of course, it is easy to talk a lot about some of the big names in manufacturing in the west midlands—I am sure that we will do so in this debate—but historically, SMEs have often significantly underperformed by comparison with their competitors in Germany and France in realising their export potential. If we were to encourage those SMEs, to see more of them attacking export markets with as much gusto as their competitors in Germany, France, Italy and Spain, that would make a vast difference not only in redressing our balance of trade but in ensuring that we create more jobs in the west midlands, including in South Staffordshire.
The hon. Gentleman has just mentioned a number of our competitor countries. However, is not one of the big differences in those countries the approach of the public sector and civil servants? It is fashionable at the moment to talk about some of the deficiencies of our civil servants, and this is clearly one of them. Those competitor countries actually look after their own industry, but we in the UK have ambulances and fire engines being imported; we only have to go down to Palace Yard to see police vans from Germany. Indeed, the Home Office has actually told the West Midlands police force that it cannot buy Jaguars for its motorway fleet. Is not that an absurd position to take, and does it not need all parties to get a grip of the civil service on this issue?
The right hon. Gentleman makes a valid point. Although I do not know the details of the West Midlands police force arrangements, a lot of Government procurement should be about ensuring that officials place a higher value on actually buying British; certainly, they should ensure that a value is placed on jobs being created in the west midlands and the rest of the UK.
