Commons ChamberI agree in part with the hon. Gentleman —it does not happen all that often at the Dispatch Box—because I want to see that money being spent for the benefit of people in Northern Ireland, but I disagree with his analysis of why it is not being spent. That is money from last year’s budget, and for a couple of years running now the current Department of Finance in Northern Ireland has consistently underspent. The Executive needs to find ways of ensuring that the money is properly spent.
I have to say that the hon. Gentleman has also identified a real issue with the Northern Ireland protocol, because the UK has put substantial extra money into the pockets of people across the UK through VAT and fuel duty cuts, but we cannot do some of that directly in Northern Ireland because of the protocol. We have therefore made that money available to the Executive and I want to see it get to the people of Northern Ireland.
I meet Cabinet colleagues regularly to discuss Northern Ireland matters, including the Northern Ireland protocol. The protocol does not command the confidence of a significant part of Northern Ireland’s population. This is about making sure that we get the balance right, and deliver on the balance in the Belfast/Good Friday Agreement. That agreement must have primacy, which we have been clear about on many occasions in this House. This is more than an issue of trade; it is about peace and stability, identity and the territorial integrity of the United Kingdom.
On trade, I am sure that the Minister will join me in welcoming the latest round of UK-US trade talks yesterday, and the progress on the US policy, and joint policy, of worker-centred trade deals. When we were in Washington last month, it was made absolutely clear to us in Congress that this would be derailed by what many there would see as the undermining of peace on the island of Ireland. They included in that not only the Good Friday agreement, but the Northern Ireland protocol. Is the right hon. Gentleman really going to put at risk a trade deal with the world’s biggest economy?
Obviously, the focus of the UK Government’s work is to get trade deals that work for the United Kingdom as a whole United Kingdom. Northern Ireland wants to and should be able to benefit from those trade deals. We have also got to make sure—this should always be our prime focus—in a shared way with our friends in the US, who have a strong interest in the Good Friday agreement, and strong involvement in it and support for it, the primacy and delivery of the Good Friday agreement. I remind the right hon. Gentleman that the Good Friday agreement has three strands, and east-west is one of them.

Commons ChamberThe Secretary of State and I have regular conversations with ministerial colleagues regarding transport connections, which are particularly important for Northern Ireland given its unique position. Connectivity across the UK is vital to fuel Northern Ireland’s economic recovery and strengthen the Union. The Prime Minister commissioned a Union connectivity review to consider these important connections, including the feasibility of a fixed link between Northern Ireland and Great Britain.
In those discussions, could the Minister not get together with the Department for Transport and point out the huge cost, the geological problems and the inconvenient reality that Britain and Ireland operate on a different rail gauge? Is it not time to dump this project at an early stage, along with the garden bridge, into the bin and save a lot of money, effort and probably a few column inches in articles?

Commons ChamberYes, indeed. I thank my hon. Friend for what he is doing to represent his young constituents. It is vital that we invest in people’s skills during what will unquestionably be economically difficult times. We are not just investing in training through our new £2.5 billion national skills fund: we also want to encourage as many in-work placements as possible and get people the live experience that they need.
The right hon. Gentleman raises an incredibly important point. Any MP will have had very hard cases caused by the DBS system. It is important for the protection of children and young people, but we are considering the Supreme Court’s judgment and will set out our opinion in due course.

Friend very much, and I agree with him, but whatever the defects of the Labour Government in Wales, my experience is that we have been working very well together across all the four nations and will continue to do so. My honest view is that all those who talk about confusion or mixed messages are grossly overstating the position. The common sense of the British people is shining through this argument. They can see where we want to go and where we need to go.
I thank the right hon. Gentleman for his question. He actually nabbed me behind the Speaker’s Chair after he last put it to me. I can tell him that we estimate that 1.3 million British nationals have now been returned. I know that he would like the RAF to be more involved, but I can also tell him that we have put £75 million into a charter arrangement, and a whole range of airlines have signed up to it. We are doing everything that we can to bring people back as fast as we can.

Commons ChamberI can assure my right hon. Friend that the conversation between myself, the Transport Secretary and the Chancellor on the issue is ongoing. We are very focused on ensuring that there is good connectivity around the whole United Kingdom. I appreciate that Eastern is an important airline for connectivity around various regions. A number of other airlines are looking at picking up the routes for Belfast. We must also make sure that we have good connectivity with Derry/Londonderry and other places around the whole United Kingdom. We will look to deal with that as quickly as we can despite the challenges of coronavirus, which will make this a very difficult time for the airline industry, as per the Chancellor’s comments last night.
Northern Ireland is renowned for bus manufacturing, including Wrightbus’s New Routemaster hybrid model, which is famously operating around London today, and I know that the new owners are pioneering hydrogen technology. As part of “New Decade, New Approach”, the UK Government are providing £50 million to support the roll-out of ultra low emission public transport in Northern Ireland. I am in no doubt that Northern Ireland manufacturers will continue to lead the way in developing these next-generation buses.
I thank the Minister for that reply, and it is very welcome that money is going to electric buses and, indeed, ultra low emission buses, including hydrogen technology, but when I contacted my local bus company, National Express, it confirmed that the 29 vehicles already ordered are being built in Britain, but would not commit for future orders. It went on to express a hope that capacity would grow with demand—not just from it, but from other operators. Does the Minister agree that there is a real role for the Government here, and will he push for a whole of Government and industry approach to ensure that cash flowing into electric and low emission buses benefits bus builders in the United Kingdom, including Wrights in Ballymena?
The right hon. Gentleman makes a very good point. As he will know, the Prime Minister announced new funding to overhaul bus links in England and made a commitment to at least 4,000 new zero-emission buses. We want to work with the industry to ensure that those buses are flowing through to orders to all those UK companies, including, as he says, Wrights in Ballymena.

Commons ChamberFirst, it is certainly true that a country in the Schengen zone is only as strong as its weakest border—that is absolutely right—but we, of course, are not in the Schengen zone. Secondly, the Schengen zone has decided to offer visas to Turkish nationals, but we have not made that decision, and will not be making that decision. Let us remember, however, that a visa is not a right to go and live and work or reside; it is a right to visit, so let us also be clear that Turks with visas visiting Schengen countries do not have those rights or the right automatically to come to Britain. It is very important to get this clear.
Q8. In the last hour, we have had the devastating news that British Gas proposes to close its Oldbury site, with the loss of 700 jobs. Will the Prime Minister instruct his Ministers immediately to contact the company and the unions and to arrange urgent meetings either—preferably—to save these jobs or, if that proves impossible, to establish a taskforce to create alternative opportunities for this loyal and hard-working workforce?
I can certainly give the right hon. Gentleman that assurance. I heard the news shortly before Question Time. We will make sure that a ministerial taskforce is available to talk to the company and the local community and to provide assistance in terms of retraining and other things.
