I very much agree with my hon. Friend, and I commend the work that he has done locally, which is very well known, in trying to bring those services together. I am pleased to be able to tell him that Swindon, Wiltshire, Bath and North Somerset councils will benefit from some £259,000 in rough sleeping grant to help promote integration.
The scale of rough sleeping and homelessness in Britain today shames us all. In a country as decent and well off as ours, it is not inevitable. However, the level has more than doubled since 2010 as a direct result of decisions made by Conservative Ministers.
There are very few simple rules in politics, but this is one: with a Labour Government homelessness falls, and under the Tories it goes up. On 8 June, people will ask themselves, “Do we really want more of the same?” Let me say to the Secretary of State that, with a new national mission, he need not go to Finland. Will he, before the election, commit his party to matching our Labour commitment and backing our Labour plans to end rough sleeping by the end of the next Parliament?
I know the right hon. Gentleman, and I know that he cares deeply about this issue, as do Conservative Members. He should not play party politics with it, because it is a very serious issue that unites everyone in the House. We all want to see an end to rough sleeping, but he knows as well as I do that its causes are complex. They are not just economic; there are mental health problems, and addiction problems. We do have lessons to learn from abroad, but I am sure that if the right hon. Gentleman works with us—if we work together—we can all unite in ending rough sleeping for good.
This is precisely about politics: it is precisely about the political decisions made over the last seven years that have made the causes of homelessness so much worse. Rapidly rising homelessness is just the tip of the iceberg on seven years of failure on housing: rough sleeping doubled, home ownership down, house building falling, private renters ignored, housing benefits bills ballooning, and now the lowest level of new affordable homes to rent and buy for 24 years. No wonder Labour is ahead in the polls on housing. After seven years of failure, the Tories have no plan to fix the housing crisis. Is that not why people now desperately need a new deal on housing led by a new Labour Government?
I thought that if anyone was going to raise the opinion polls today, it would be a Conservative Member, but the right hon. Gentleman continues to surprise us all. I say to him again: let us work together on rough sleeping. It is very easy for Labour to make a commitment to end rough sleeping without having any plans, any initiative, or anything in hand to show what they would actually do about it. We have got the ideas, and we have new ideas, for example the Housing First concept which we are trialling already—right now—in Liverpool. The right hon. Gentleman has the opportunity to work with us if he really means it.

Commons ChamberI very much agree with the point made by my hon. Friend. We want to see more innovation and creativity in house building in this country, and factory-built, modular, custom-built or prefabricated homes—call them what you will—have an important role to play. I have seen examples of factories in England, such as those in Bedford and Leeds, and I would be very happy to visit one in Kettering too.
Mr Speaker, from the Labour Front Bench, may I fully endorse the full tribute that you have paid to our dear friend and colleague Gerald Kaufman? Certainly those of us who knew him best will miss him most.
After seven years of Conservative failure on housing, we were told by the Secretary of State that his White Paper would be “a bold, radical plan”, yet when he launched it, he said that his top priority was
“a proper conversation about housing need”.—[Official Report, 7 February 2017; Vol. 621, c. 230.]
After new figures showed that new house building actually fell last year, the White Paper was meant to be a plan to fix the housing crisis, so let me ask the Secretary of State a simple question: how many more new homes will be built by the end of this Parliament as a result of the White Paper?
Time and again, the right hon. Gentleman gets up at the Dispatch Box and talks about the failure to build homes when the evidence is very different. He never refers to his own track record: we saw housing starts fall to their lowest peacetime level since the 1920s. The right hon. Gentleman asked me about the White Paper and its reception, so let me share with him some responses to the White Paper. The National Housing Federation called it a
“positive step in the right direction”.
The Royal Town Planning Institute said that it welcomed the measures, which it had “long campaigned for”. Another one—perhaps he can guess where this came from—is that
“yesterday’s housing white paper points us in a better direction… the proposals…show some promising signs for Londoners.”
Where did that come from? The Mayor of London.
All those organisations will be interested in the question that the Secretary of State cannot and will not answer, which is how many extra new homes will be built as a result of what he calls his new measures in the White Paper? In truth, the White Paper was a white flag on housing, especially on help for first-time homebuyers. Home ownership rose by 1 million under Labour; it has fallen under Tory Ministers since 2010, and it is in freefall for young first-time buyers. Given this, why is Help to Buy helping 20,000 people who are not even first-time buyers, and why is Help to Buy helping over 3,000 people who earn more than £100,000 a year? Will he use the Budget next week to target this taxpayers’ help better and do more for first-time buyers on ordinary incomes?
The right hon. Gentleman will know that we have taken a number of actions since July to boost home building in this country—not just the action outlined in the White Paper, but the £1.7 billion accelerated construction programme, the £3 billion home building fund, the £2.3 billion for the housing infrastructure fund and £1.4 billion extra for affordable homes. The right hon. Gentleman raises the issue of home ownership. As a former housing Minister, he should know that home ownership rates under Labour fell from a peak of 71% to 64%. I have another quote—from him—about the decline in home ownership which, word for word, is that
“I’m not sure that’s such a bad thing”.

Commons ChamberI thank the Secretary of State for the customary copy of his statement just beforehand, but really, I have to say, “Is this it?” When the Housing Minister himself admits that the Government’s record on housing is feeble and embarrassing, we had hoped for better. In fact, we needed better. This afternoon’s statement will desperately disappoint millions of people struggling month to month with a cost of housing crisis.
I have to say that the statement was feeble beyond belief. After seven years of a Conservative Government, the Secretary of State says that we need to have “a proper conversation” about housing need, and his top priority is a “new housing delivery test”. How many times before have we heard Ministers say that they will free up more public sector land more quickly?
It is also clear today that we have not just a housing crisis in this country, but a crisis in the Conservative party about what to do about it. The huge 200-page Housing and Planning Act 2016 is not even mentioned today. We heard a boast beforehand of radical action on planning from the Secretary of State, but it has been stamped on by the Prime Minister today. We have heard of rows between Conservative Back Benchers and the Secretary of State, and that local councillors have resigned as a result of the right hon. Gentleman’s decisions. This White Paper is not a plan to fix the housing crisis, and it will do nothing to reverse the seven years of failure on housing that we have seen since 2010.
Let me turn to some of the areas where we needed strong action in today’s statement. The first is home ownership. There were 1 million more homeowners under Labour, but seven years under the Conservatives has seen home ownership falling, and it is in freefall for young people. Yet this White Paper confirms that the Tory party has given up on home ownership, because it waters down the promise to help those who need help to get a first foot in the housing market. I thus say to the Secretary of State: why not reverse the cuts to investment in new affordable homes to buy that has resulted in the number of new low-cost homes built falling to just 7,500 a year? Why not stop those earning over £100,000 getting help through Help to Buy, and make it available only to first-time buyers, not to second-time or subsequent buyers?
Secondly, there is homelessness. After being cut to record lows under Labour, the number of people sleeping rough on our streets has more than doubled, but we did not hear a single mention of that in the statement. Why can the Secretary of State not accept that this shames us all in a country as decent and well off as ours, and why will he not adopt the Labour plan to end rough sleeping within a Parliament?
Thirdly, we need action to help renters. How will simply working “with the rental sector to promote three-year tenancy agreements” help the country’s 11 million current renters? Why will the Secretary of State not legislate for longer tenancies, tied to predictable rent rises and decent basic standards?
Finally, there is the need to build more homes. The Government have pledged to build a million new homes by 2020, but last year the total number of newly built houses was still less than 143,000, while the level of new affordable house building has hit a 24-year low. We need to see all sectors—private house builders, housing associations and councils—firing on all cylinders to build the homes that we need. Why will the Secretary of State not drop the deep Tory hostility to councils, and let them build again to meet the needs of local people?
It is tragically clear from the statement that seven years of failure on housing are set to stretch to 10. We were promised a White Paper, but we have been presented with a white flag. This is a Government with no plan to fix the country’s deepening housing crisis.
Today, the right hon. Member for Wentworth and Dearne (John Healey), as shadow Housing Minister, had a chance. He had a chance to adopt a cross-party approach, to behave like an adult—a mature person—and to help with the difficulties that have faced so many people, under many Governments, for more than 30 years. Instead, he chose to play cheap party politics.
I could respond in the same way. As I said in my statement, work began on only 95,000 homes—the lowest number since the 1920s—in a particular year, and I believe that the right hon. Gentleman was the Housing Minister at the time. However, that is not what people want to hear. People want to hear the truth. They want to hear Governments, and politicians more generally, recognise the size of the problem. They want them to recognise that at this moment, in every one of our constituencies, young people are staring into the windows of estate agents, their faces glued to them, dreaming of renting or buying a decent home, but knowing that it is out of reach because prices have risen so high. The vast majority of that rise in prices took place when Labour was last in power, more than doubling as a ratio to income, from 3.5 times to 7. But people also want to know what we are doing about it, and that is what is in the White Paper.
The right hon. Gentleman asked a number of questions. He mentioned home ownership. Home ownership declined as a percentage under Labour: it declined sharply, because not enough homes were being built. It is time the right hon. Gentleman took responsibility for that. He asked about homelessness. Just over a week ago, on a Friday, we debated the Homelessness Reduction Bill in the House. It was Labour shadow Ministers who tried to destroy that Bill by tabling fatal amendments, and the only reason they backed off was that they were begged to do so by housing and homelessness charities, including Crisis. That is where Labour stands on homelessness.
The right hon. Gentleman talked about renters. We have recognised in the White Paper that we should have a policy that meets the needs of not only those who want to own their own homes, but those who want to rent decent homes. Finally, the right hon. Gentleman talked about councils, and what he said proved that he had not listened to any of my statement. He came into the Chamber with a pre-written speech, not wanting to listen to any part of the debate. If he had listened carefully, he would know that what he wanted me to say was exactly what I said.
The truth is that the right hon. Gentleman had a chance and he flunked it. I do not think that many of his colleagues are with him on this issue. I sense that many of them want a cross-party approach: they want a Government to work with politicians on both sides of the House to deal with the issue once and for all. I certainly know, having dealt with many of his colleagues on local councils, that local Labour leaders are working with the Government because they have given up on this excuse for an Opposition.
My question is for the Secretary of State: where is his housing White Paper? We were promised it in the autumn. We were then promised it alongside the autumn statement, then before the end of the year, and then first thing in the new year. We were told that it was in the Government’s grid for publication today. It has been delayed more times than a trip on Southern rail. I say to the Secretary of State: what is the problem?
The right hon. Gentleman will not have to wait long for the housing White Paper. When he sees it, he will see that it does a lot more than happened under the previous Labour Government. When he was the Housing Minister, I understand house building fell to its lowest level since the 1920s.
The right hon. Gentleman has shown us exactly what the problem is: the huge gap between the Government’s rhetoric on housing and their record. Under Labour, we saw 2 million new homes, 1 million more homeowners and the largest investment programme in social housing for a generation. For seven years under Tory Ministers, we have seen failure on all fronts—higher homelessness, fewer homeowners and less affordable housing. Even the Housing Minister has said that affordable housing is “unacceptably low” and “feeble”. Does the Secretary of State agree, and what is he going to do in his White Paper to deal with this crisis?
Under Labour, we saw housing affordability, measured by median income compared with the average house price, double—going up from three and a half times to seven times. We saw the number of first-time buyers fall by 55%, and the number of units available for social rent decline by 421,000. That is Labour’s record on housing.

Commons ChamberMy right hon. Friend has been a passionate and committed campaigner on this issue, and I respect that tremendously. The Government placed a hold on the Birmingham local plan precisely because they value the green belt: it is very, very special. However, when a local community has come forward with a robust plan, has looked at all the alternatives, has considered its housing needs and has prioritised brownfield sites, and when the independent planning inspectorate has said that the plan conforms to all the rules and regulations, the Government have no valid reason to stand in the way.
Where on earth does the Secretary of State get his figures from? According to his Department’s own official figures—I have them here—there were 140,000 fewer permissions last year than in the peak year under Labour. More important is the fact that, as he says, people cannot live in planning permissions; what they really need are decent, affordable homes. Will he tell us how many new affordable homes were built in this country last year?
Unlike the right hon. Gentleman, I get my figures from the Office for National Statistics. According to the ONS, housing supply amounted to 189,650 additional homes in 2015-16, which is an increase of 11%, and the level is the highest for eight years. I believe that when the right hon. Gentleman was the Housing Minister, housing starts fell to their lowest level since the 1920s.
The right hon. Gentleman asked about affordable homes. We have provided more money for affordable homes than any previous Parliament, and there has been an increase of 304,000 since 2010.
Those figures are just not accurate. Even if we include the money that has been announced, the Government’s investment in new affordable homes over the current Parliament is still only half the level of Labour’s investment in its last year in office. The number of new affordable homes built last year was the lowest for 24 years, notwithstanding 750 separate announcements on affordable housing since 2010. This is a disaster for families who are struggling to cope with housing costs. When will we—after six years of failure—see a serious plan to help people on ordinary incomes with housing to rent and buy, and when will we see a proper Government plan to fix the housing crisis?
What was a disaster was a decline of 410,000 in the number of social housing units during the 13 years of the Labour Government. Since then, the number has risen by more than 60,000. If the right hon. Gentleman does not agree with me, perhaps he will agree with his former colleague, now the Mayor of London, who said of the money allocated to affordable housing in last week’s autumn statement:
“This is the largest sum of money ever secured by City Hall for affordable housing.”
Of course the Government can help with that. My hon. Friend will know that last December the Government committed to looking at options, including legislation, to deal with homelessness and to help rough sleepers. I am pleased to announce to the House today that the Government will be supporting his Bill, the Homelessness Reduction Bill, which is also supported by Crisis and Shelter. I thank him for all his hard work on the Bill and also thank the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Nuneaton (Mr Jones), who is responsible for local government.
It is good to see the Secretary of State and his new team in place, and it is even better to see our new strong Labour team in place. We will hold the Secretary of State and his team hard to account for the public for their failings.
With Labour in government, the number of homeless people sleeping rough on our streets fell by three quarters. Since 2010, the number has doubled. Why does the Secretary of State think that that has happened?
The right hon. Gentleman has raised the issue of Labour in government. Let me remind him what happened—he was a Housing Minister for some of that time. Labour cut the number of houses available for social rent by 421,000. Since we have been in office, more council housing has been built, helping people to find homes, than in the entire 13 years of the Labour Government. If Labour had spent as much effort on building homes as it does on building its Front-Bench team, we would have had better results.
You can’t help the homeless if you won’t build the homes. Over the past six years, the Secretary of State’s Government have cut all funding for building new, genuinely affordable social housing. He asks about my record. In 2009, when I stood where he is standing, Labour in government started 40,000 new social rented homes. Last year, it was 1,000. From Labour’s Front Bench, I welcome the Secretary of State’s backing for the Bill promoted by the hon. Member for Harrow East (Bob Blackman), but will the right hon. Gentleman take the opportunity on Friday also to deal with the causes of rising homelessness? Build more affordable housing. Act on private renting and reverse the crude cuts to housing benefit for the most vulnerable people.
Again, the right hon. Gentleman raises his record in office. The House needs to be reminded that, under Labour, house building fell to its lowest level since the 1920s. That is Labour’s record, and Labour will never get away from it. Soon we will introduce a White Paper on housing. Let us see if he is able to support it.
