What I can tell the right hon. Gentleman is that in the case of Saudi Arabia there is a big domestic reform agenda, the Vision 2030 process, which has involved, for example, allowing women to drive for the first time and allowing women to travel abroad more freely. There have also been some releases of women’s rights activists. Whether that is as a direct result of British pressure or not, I cannot say. But do we make those representations? Yes, we do.

Perhaps the greatest role for the Foreign Office is to be peacemakers. What discussions has the Foreign Secretary had with Saudi Foreign Ministers, and indeed with the Iranian Government and other Governments in the middle east, to try to encourage ecumenical dialogue between the Shi’a and Sunni traditions within Islam?

My hon. Friend is absolutely right to say that the UK, because of our historical links in the region, can play a positive role in bringing peace to troubled corners. The best example of that is what has happened in Yemen. Despite the fact that the conflict was started by the Houthis four years ago, I was the first western Foreign Minister to meet the Houthis—I met them on both 13 December and 1 March. I was also the first western Foreign Minister to visit Yemen to see the other side, the Government of Yemen. We have played a constructive role in a ceasefire that appears to be taking root.

I believe that over 14,000 Syrian refugees have come to the UK. We should also pay tribute to neighbouring countries such as Iraq, which has 250,000 Syrian refugees. That is an important reason why we as a country must have a humane policy when it comes to asylum seekers.

The Foreign Secretary will know that the self-governing regime and the Arab-Christian coalition in the north-east of Syria are under huge pressure from the Assad regime. What is the Government’s latest thinking on the safe haven plan of President Erdoğan of Turkey?

We are looking at that plan very closely, and we are talking to our allies in the United States about it. We understand the strategic reason why President Trump wants to withdraw American troops, but our concern is to make sure there no unintended consequences. That is why we think it encouraging that, although the original announcement suggested this withdrawal would happen very quickly, the United States has behaved with considerable pragmatism in practice.

On the Bishop of Truro’s review of the Foreign Secretary’s review of persecution of the Christian Church, will the Foreign Secretary tell me what human and financial resources the bishop and his team will get to ensure that the report is done thoroughly?

Before I address that question, I need to correct the record. When the Minister for Europe and the Americas, my right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan), talked about the constitutional assembly, he actually meant the National Assembly in Venezuela. We will extend all the necessary resources to the Bishop of Truro and his team. We have had good discussions about the resources that they need. This is an important review, and we want to ensure that it is done properly.

I reassure the hon. Lady that what she is talking about is exactly what Martin Griffiths, the special envoy, envisages. In the end, if we are to have a durable political solution, there must be trust, accountability for what has happened and fair processes in place to make that happen.

The Foreign Secretary knows that Her Majesty’s armed forces always act with the highest professionalism and integrity, but how confident is he that when alleged war crimes—breaches of the laws of war, of international humanitarian law and of international law—are investigated in the future, the technical assistance given to the Saudi regime by Her Majesty’s armed forces will not drag them into accusations of complicity in such actions?

In this specific case, I reassure my hon. Friend that our armed forces are not involved at an operational level in the activities of the Saudi coalition to the extent that he suggests. Because of our commercial relationship with Saudi Arabia, however, we are very actively monitoring its compliance with international humanitarian law. We have a lot of contact with the Saudis about that and we raise regular concerns when we think things are going wrong.
