Successfully containing antimicrobial resistance requires co-ordinated action across all sectors. That is why the UK takes a “one health” national approach to AMR across humans, animals, food and the environment. Since 2014, the UK has reduced sales of veterinary antibiotics by 55% and has seen a decrease in antimicrobial resistance as a result.

T5. I welcome the record funding that is going into our NHS and also the plans to catch up with appointments and treatments that were delayed because of the covid-19 pandemic. Can my right hon. Friend say a little bit more about how he will increase the number of face-to-face GP appointments available to my Crawley constituents and, indeed, people across the country?

My hon. Friend is absolutely right to raise this. NHS England has already given clear guidance to all GP practices that they must provide face-to-face appointments alongside remote consultations. Patients’ input into the type of consultation they want should be sought by all practices and their preferences should be respected.

Since the hon. Lady was elected, she has had a long track record of interest and campaigning on that issue. She is absolutely right to raise children’s mental health. Before I was a Minister, I took a close interest in eating disorders, which are an element of that—I worked with Beat the eating disorder charity—and in the challenges that parents face in getting access to child and adolescent mental health services for a first consultation and for the required treatment. I absolutely reassure her that mental health, including children’s mental health, remains a priority for the Government.

I very much welcome the record high levels of funding the Government are putting into the national health service and the rolling out of rapid-diagnostic centres throughout the country. May I seek an assurance from the Minister that the diagnosis and treatment of blood cancers will be a key element of that rapid diagnosis?

I can give my hon. Friend that reassurance. The clinical decision making will rightly inform the approach we adopt to the diagnosis and treatment of cancers, as my hon. Friend would expect, but he is absolutely right that we cannot neglect blood cancer in that context, and nor will we.

My hon. Friend makes a very good point. I think what we have achieved in the last year is incredible, and we know that we can improve things such as booking services, which is one of the areas I am sure we will be looking at. My hon. Friend makes the point that sometimes people were not aware that slots were available through their GP and thought they had to go through the national booking service. These are lessons to be learned. We have achieved an awful lot in just over a year, and I am sure we will be looking into that as a matter of urgency.

I congratulate the United Kingdom Government on one of the most successful and leading covid-19 vaccination programmes anywhere in the world. As we go forward, can I seek assurances that those who are immunocompromised and immunosuppressed, such as blood cancer patients, will have a real focus from the Department of Health?

First, I join the hon. Gentleman in thanking the South Africans for their huge efforts with respect to this variant, recognising how they have worked with the world, including us, on it. I think the way they have reacted to this is nothing but exemplary. However, I would have to disagree with the hon. Gentleman on referring to the Government’s approach as vaccine nationalism. We have already given more than 20 million doses to COVAX and bilateral doses, and there are another 9 million or so ready to go.

Last month, the aviation and travel sectors were showing real signs of recovery from the covid-19 pandemic restrictions. Their reimposition has seriously dented confidence in people being able to travel, and that is having a direct impact on jobs in an industry that is already on its knees. What discussions have been had in Government about reintroducing support packages for critical sectors of the UK economy, without which we will not have the economic recovery to be able to pay for the public services we need?

I am sure that my hon. Friend will agree that the best support we could provide for the transport sector right now is to remove these recent restrictions. I am confident that, as we learn more about this variant and if, as is expected, over time it becomes the dominant variant, we can start removing those restrictions very quickly.

The Princess Alexandra Hospital in Harlow has no greater champion that my right hon. Friend. I reassure him that, as he knows, it is on the list of 40 new hospitals that we are committed to building before 2030.

I, too, welcome the significant extra resource for our national health service as we tackle the covid backlog. I seek an assurance from the Minister that more difficult to detect conditions, such as blood cancers, will be at the heart of what those diagnostic hubs will deliver.

The purpose of the investment in diagnostic capacity is not only to tackle the backlog but to provide a long-term solution to allow diagnostic tests to take place for more people earlier in the illness and to detect illnesses at an early stage. We know that is a key part of tackling illness, preventing serious illness and aiding recovery.

The hon. Lady is right to highlight the risk that absolutely exists—this pandemic is not over—of new variants. We have seen the impact of variants already, and no one knows what is going to happen. Of course, reasonable experts will have different views on this.

As for the measures we are taking, I will point to a couple. We are keeping border controls in place. Yes, we are making some proportionate and balanced changes, but border controls are staying in place. We are keeping the test, track and isolate policy in place; again, some sensible changes are being made, but through that policy and the huge amount of testing that will still be done, with our genome sequencing programme being the best and largest in the world, we will be able to detect any changes in the virus sooner than perhaps other countries. Lastly, the team in my Department and in Public Health England, and the chief medical officer, are very much aware of this issue of new variants. It is not only an issue for us; it is an issue around the world, and we will continue to work with our international partners.

The UK’s world-leading covid-19 vaccination programme has been phenomenal, but, unfortunately there are some immunosuppressed and immunocompromised people, such as those with blood cancer, for whom the vaccine is not nearly as effective. May I have a commitment from my right hon. Friend the Health Secretary that those who fall into that category will be properly informed and advised by the NHS as to how to protect themselves better?

Yes, I can give my hon. Friend that assurance. He is absolutely right to raise this issue. As we develop our plans, we are absolutely thinking about all those more vulnerable cohorts and the impact that there may be on them. That is why when we set out the details of step 4 regarding those who are immunosuppressed there will be new guidance, and GPs will be able to use it in working with those patients.

I want to thank our nation’s dentists, who have worked incredibly hard to get dentistry services going again. It is very important that we support them and that the financial incentives underpin the need to restart as much as is possible.

It is of course challenging to deliver services given that there are so many aerosol-generating procedures, and I will ask the dentistry Minister, my hon. Friend the Member for Bury St Edmunds (Jo Churchill), to speak to the hon. Lady and perhaps meet her to discuss these ongoing challenges.

I support the introduction of targeted quarantine for passengers coming from high-risk covid-19 variant countries. Will my right hon. Friend also commit to regular reviews and even a sunset clause on these regulations, as we seek later in the year to get our economy restarted and support our aviation sector?

I do not underestimate the impact that all these measures have had on Gatwick. My hon. Friend represents so many of those who work at Gatwick, and I understand the impact. I was at Gatwick airport on Friday, and the empty departure hall was really quite a sad sight. These measures are necessary, in my view, and I am glad that he supports them, difficult as they are. We are also acutely cognisant of the economic impact on airports and those who work in them, and I would be happy to keep talking to him about how quickly we can remove these measures safely.

Yes. The hon. Lady is absolutely right to draw out this point, and the figures she quotes were one of the reasons it became so urgently clear that we need to make these changes. We need to make these changes as fast as reasonably possible, but no faster. We need to bring people with us. We need to give people time to read and consider the White Paper and to look at the legislation, as drafted, as it makes its way through the House, but the figures she sets out demonstrate why it is so important that we make these changes. I am delighted that the Prime Minister has set aside the future parliamentary time to be able to make this new Mental Health Act a reality.

I very much welcome the statement and support the work this Government have done to improve mental health provision through our schools. Children and young people are a critical part of getting mental health right. Therefore, as we reform the Mental Health Act, can I have an assurance that educational settings will be at its heart?

Yes, absolutely. We have put more support directly into schools, and we are rolling out the mental health link workers to make sure young people get that support when they need it.

What steps his Department is taking to ensure that vulnerable children are identified and supported during the covid-19 outbreak.

Schools remain open to children in care, and local authority virtual school heads are actively tailoring their expert offer of advice and support to all children on what they are learning in schools. For those not attending, we have made it clear to local authorities and schools that they should be doing everything they can to maintain contact with and support for children not attending school.

We have been working right across the sector to make it absolutely clear that we understand the need for very specific, tailor-made guidance for a lot of children in special educational needs settings. We have been working with special schools to be able to provide that. We have also been providing tailored advice, support and resources online for children with a whole spectrum and range of special educational needs, as well as on how we support families to give education at home.
