I entirely agree with my hon. Friend about the goal of making sure that exports are done not only by big multinationals but by small businesses wherever they can. Some 89% of UKTI customers are small and medium-sized enterprises and nearly one in five is new to exporting or has been exporting for less than a year. I think we should do all we can to encourage this trend.

7. When he next plans to meet the Construction Industry Training Board to discuss apprenticeships.

I plan to meet the Construction Industry Training Board to discuss apprenticeships in December.

Is the Minister aware that the Construction Industry Training Board and the National Construction college in my constituency have trained a record number of apprentices over the last year? Is he also aware that the current governing statute is not fit for purpose and needs to be updated so that it can enter into joint ventures with both the public and private sectors, training even more apprentices? Will he look at this important reform and have it on the agenda when he meets the chief executive officer, the chairman and hopefully me as well?

As my hon. Friend knows, a triennial review of the training board is currently drawing to a conclusion. The issue that he raised is certainly one of those that will be considered, and one which I will discuss with the board’s members, not least because my hon. Friend has drawn it to my attention so insistently.

It is interesting to hear another Labour proposal that is uncosted and unfunded. We have instead taken action to reduce by £1,000 the business rates on retail premises. We are clear that business rates need reform, and that reform will happen, but what we need are sensible contributions to the debate, given the enormous hole in the public finances that we are still having to fill.

9. What plans he has to encourage foreign direct investment.

UK Trade & Investment is promoting a highly competitive corporation tax regime, seeking investment in regeneration and infrastructure and emphasising the quality of our research base, all of which make us the best place in Europe to do business.

Is my right hon. Friend aware that there has been hugely significant inward investment of £500 million by the German firm Palm Paper in a paper mill in King’s Lynn? Does he agree that we need more such inward investment, and that to promote more foreign direct investment we need to deregulate further social and employment measures?

Our flexible labour market is one of the many reasons that foreign investors are keen to invest in the UK and we can always pursue that important agenda further. The latest independent assessment shows that the UK was the most successful country in Europe in attracting inward investment.

Yes, I do agree. As the hon. Member for Stockport (Ann Coffey) put it, we have to make high streets community spaces again that are not simply for transactional shopping. There are a number of ways in which high streets can respond to the challenge of e-commerce and the Government are here to help.

2. If he will meet representatives of the small business sector to discuss the removal of unnecessary regulation.

I am very happy to meet small business representatives. We actively listen to feedback on regulation, including through the red tape challenge, but we do not just meet representatives—we act. For instance, we are freeing about 1 million self-employed people from health and safety law where their work poses no harm to others.

I am grateful to the Minister for that reply. Is he aware that King’s Lynn and west Norfolk has an incredibly diverse economy? Experts tell me that since 2010, 1,000 new small businesses have been set up. Will he tell the House that he is as determined as ever to go on championing the cause of removing unnecessary burdens on business, and does he agree that small businesses will be the major exporters of the future? What will he be doing on Saturday to champion wealth creation and enterprise?

Like my hon. Friend and many Members across the House, I will be celebrating small business Saturday this weekend. We are constantly vigilant and listening to small businesses to make sure that their task is made easier and the burdens we place on them made smaller.

Does my hon. Friend agree that one concern expressed by many of our constituents is about the right of grandparents, who can often provide extra stability in a family at a time of crisis, to have access to children? Can he confirm that the Bill will address that and that the whole approach will change?

I am grateful to my hon. Friend for that intervention and I pay tribute to his work in opposition on trying to enhance the rights of children, particularly to recognise the role played by members of their wider family in delivering good care across the country. Through the Bill, we want to make sure that we give every child the best opportunity for a fulfilling involvement not just with both their parents but with their wider family, when it is safe to do so and in their best interests, and we recognise the important role that grandparents often play.

We are working on the plans to make sure that more students study maths at the 16 to 18 level, as this has been one of our historic problems in failing to get more students into engineering. I am very committed, and I would be delighted to talk to the hon. Gentleman about it.

I congratulate my hon. Friend on her compelling statement, and I advise her to ignore the ridiculous remarks of the former Chairman of the Education Select Committee, the hon. Member for Huddersfield (Mr Sheerman). Is the Minister aware that universities across the country will welcome this statement because it means a restoration of integrity to the system and a return to the gold standard? Does my hon. Friend agree that we must make sure that we get schools on side? Given that we share a borough, will she join me in a programme of visits to secondary schools in west Norfolk?

My hon. Norfolk Friend is absolutely right to say that we need to restore the link between universities and schools, which I think has been lost. It has meant that our school exams have not necessarily caught up with the latest research in the universities. It is so important to keep up with the cutting edge because we are competing against countries that are rising in the world. We need to make sure that we are linking to our leading educational institutions such as Cambridge university, which is not too far from us. I would be delighted to join my hon. Friend in a programme of visits; I am starting with Downham Market high school on Friday.

The Department is working to ensure that as many good and outstanding state schools as possible have the opportunity to sponsor other schools. We have created a sponsor capacity fund to ensure that just such a change can take place.

I refer my right hon. Friend to the excellent progress being made by King’s Lynn academy. Will he join me in paying tribute to the principal Craig Morrison and his team, who have put in place a new reinvigorated ethos and put real pride into the school? Is it not an excellent example of why the academies programme should be rolled out and will he join me in visiting the school in the not-too-distant future?
