Commons ChamberMy hon. Friend makes a very important point. We need to make sure that all of Europe’s leaders address what has gone wrong in the European Union and the view people take of it, because it is not healthy for extremist parties to be given a sort of recruiting sergeant, as it were, by failures in the organisation.
I am sure that the readers of The Daily Telegraph are reassured by the Prime Minister deciding that he can now work with Mr Juncker. The real question, however, is whether Mr Juncker can work with him, particularly after the insults, including those to the so-called “cowards” by those who are supposed to be the Prime Minister’s supporters. The reform agenda is really important, but has he not proved himself a lame duck when it comes to promoting it?
I have sat with Jean-Claude Juncker around the European Council table for the past four years. I spoke to him last night and, as he put in his manifesto, he wants to address the concerns that Britain has about the European Union. My job as Prime Minister is to hold him to that and make sure that we reform the organisation.

Commons ChamberI can certainly give the hon. Gentleman that assurance. This does need to be a whole Government effort, because what I do not want to see is dredging work being held up by arguments in other Departments. We have to crack this problem. I join him in praising all of those—the emergency services, the Environment Agency, local flood wardens—who have done such valuable work, including in the Somerset Levels, but we now need to move more rapidly to issues such as dredging, which I think will help to make a long-term difference.
Q10. Mount Pleasant in my constituency is a massive development site that used to belong to Royal Mail, and therefore to all of us. It was sold for an absolute song. Is it not morally right for at least half the site to be used for local people? Independent valuers have said that the developers could build 50% genuinely affordable housing and still make a huge profit. In those circumstances and given the level of local opposition to the current plan to develop the site, would it not be outrageous for the Mayor of London to approve it? How can 12% affordable housing help with the cost of living crisis for Londoners?
I am happy to look at the site that the hon. Lady mentioned, but it is important that we allow the Mayor of London to carry out his planning responsibilities. What is important is that, when there are redevelopment opportunities, they are not endlessly blocked, because we need the development, the growth and the housing.

Commons ChamberI certainly join my hon. Friend in paying tribute to his constituent for how he has turned his life around and is contributing to our economy. We see 400,000 more businesses up and running in our country—[Interruption.] Of course Labour Members do not want to hear about success stories. They do not care about enterprise; they do not care about small businesses. It is this enterprise and this small business that are turning our country around.
Q8. A new flat has just been launched in my constituency, which has been built partly as a result of public money under the Government’s affordable housing scheme, known as Share to Buy. It is a two-bedroom flat in Pear Tree court and it costs £720,000. Does the Prime Minister believe that to be affordable and, if so, to whom?
We need to build more houses in our country and that is why we are reforming the planning system, which Labour opposed, why we have introduced Help to Buy, which Labour opposed, and why we have put extra money into affordable housing, which Labour opposed. Labour is now the “build absolutely nothing anywhere” party and as a result housing will become less affordable.

Commons ChamberI very much understand the point that my hon. Friend makes. Obviously, I get lobbied regularly by countries around the world, particularly Commonwealth countries, about air passenger duty. We do not have any plans to commission further research at this point because we have just completed a very thorough consultation. Despite the challenge of the budget deficit, we have limited the rise in APD to inflation over the period 2010-11 to 2012-13. As a result, APD rates have increased by only around £1 for the majority of passengers, but I bear in mind very carefully what he says.
Q11. The autumn statement did not include a forecast of child poverty as a result of the policies announced. Can the Prime Minister confirm that it will be published soon—I am sure that it was just an oversight—and could he tell the House whether he really believes that his policies will increase or reduce child poverty in Islington?
We want to see a genuine and lasting reduction in child poverty, and we need to have policies that not only address whether people are just above or just below the poverty line but actually address the causes of poverty—what it is that traps people in poverty. Of course, as the hon. Lady says, not enough money is part of it; not enough jobs is another, and that is why today’s news on unemployment is so welcome. We need to look at all the things that trap people in unemployment, which include drug and alcohol misuse and family breakdown, as well as, obviously, unemployment.

Commons ChamberI know that, with Colchester garrison in his constituency, the hon. Gentleman speaks with great power about military issues. If he looks at the overall balance of what we are doing, with 80,000 regular soldiers and 30,000 Territorial Army fully funded, that will mean that the Army is a similar size after the reforms to what it was before. Much the most important thing is that we inherited a £38 billion deficit in our defence budget. We have closed that deficit and it is now fully funded. We have some huge investments going ahead for our Army, our Navy and our Air Force. This country under this coalition Government will always be well defended.
Q13. Will the Prime Minister assist the House and tell us when the Chancellor of the Exchequer will take the advice of the hon. Member for South Northamptonshire (Andrea Leadsom), admit that he made false allegations last week and finally apologise?
Let us look at what my right hon. Friend the Chancellor said. He said that the shadow Chancellor had some questions to answer. I am not sure that there is anyone in this House who does not think that the shadow Chancellor has some questions to answer. Perhaps before we break for the summer we should remember what a few of those questions are. Who designed the regulatory system that failed? Who was City Minister when Northern Rock was selling 110% mortgages? Who advised the Chancellor and the Prime Minister that there was no more boom and bust? Who helped create the biggest boom and the biggest bust and who has never apologised for his dreadful record in office?

Gentleman for telling us that he will answer all questions, and I wonder, therefore, whether I could take him back to the article in The New York Times in September 2010. He told us today that no information in that article could make him change his mind about Mr Coulson, so could he tell us who brought it to his attention, whether he read it at the time, and who he discussed it with who led him to the conclusion that Coulson was not involved?
This article, like many others, was discussed, debated, and written about in the British press as well. Of course, all the way through—let me be clear, because this is an important question—the employment of Andy Coulson, there were questions about his resignation from the News of the World, what he knew about the hacking inquiry, and all the rest of it. I set myself a very simple test, which was that if anyone brought me credible information that showed he knew about hacking, I would have fired him. It is as simple as that. If I knew that he had known about hacking, I would not have hired him in the first place. I have tried to be extremely clear about this. As I say, the decision, and the responsibility, is mine for hiring him. His conduct at No. 10 no one has been able to reproach. He does not work at No. 10 Downing street any more, and the only person from News International with a cloud over their head who is stuck in a private office is not in my private office.

Commons ChamberMay I first of all say to the Father of the House, on behalf, I believe, of the whole House, what great pleasure it gives me to refer to him as my right hon. Friend, after his many years of service in the House? What I would say to him is that we have, quite rightly, used the opportunity of the new treaty change being put forward to protect Britain’s interest and get us out of the bail-out mechanism for the future. Of course, if new proposals come along, we could use that opportunity again, but I think right now the priority must be to work for stability in the eurozone, not least because 40% of our exports go to eurozone countries. Britain is playing a constructive role in making sure that that happens.
Q3. Does the Prime Minister agree with the Deputy Prime Minister that the idea of introducing a marriage tax allowance is “patronising drivel”?
The Deputy Prime Minister and I agree about many, many things, but that is set down in the coalition agreement; this is one area where we do not agree. I am a strong supporter of the institution of marriage. I do believe that it would be a good idea to recognise it in the tax system.

Commons ChamberI am going to make some progress, and then I will take more interventions later.
This action was necessary because, with others, we should be trying to prevent this dictator from using military violence against his own people; it was legal because, as we have just discussed, it had the backing of the UN Security Council; and it was right, I believe, because we should not stand aside while he murders his own people—and the Arab League and many others agreed. In the summit in Paris on Saturday, the secretary-general of the Arab League and representatives of Arab states, including Qatar, the United Arab Emirates, Iraq, Jordan and Morocco, asserted their support for
“all necessary action, including military, consistent with UNSCR 1973, to ensure compliance with all its requirements.”
That is what was agreed in Paris.
As I have said, in terms of active participation, the Qataris are deploying a number of jets from their royal air force to help enforce the no-fly zone. I spoke to the secretary-general of the Arab League this morning, and he confirmed his clear support for all aspects of the UN resolution. We agree that it must be implemented.
Alongside America, France and Britain, a significant number of other countries are pledging their active support. I am sure that the House would want to hear some of the details. Spain has confirmed its active participation with four air defence fighters, a tanker aircraft, a surveillance aircraft and an F-100 frigate. Canada has committed six air defence fighters and a naval vessel. Norway and Denmark have committed a total of 10 air defence fighters. Belgium has offered air defence fighters. Italy has opened important bases in close reach of the Libyan coast, one of which we are using right now. Greece has excellent facilities and bases only minutes’ flying time from Benghazi.
The message in Paris was loud and clear: the international community had heeded the call of the Arab nations. Together, we assured the Libyan people of our
“determination to be at their side to help them realise their aspirations and build their future and institutions within a democratic framework.”
What would be a successful outcome to this military action, and is it possible that it could take a number of years for us to get out of Libya now?
A successful outcome is the enforcement of the will of the UN, which is the ceasing of attacks on civilians. That is what we are aiming at. But let me be absolutely frank about this: it is a more difficult question, in many ways, than the question over Iraq, because in Iraq we had been prepared to go into a country, knock over its Government and put something else in place. That is not the approach we are taking here. We are saying that there is a UN Security Council resolution to stop violence against civilians and to put in a UN no-fly zone, and then the Libyan people must choose their own future. The point I would make is that they have far more chance of choosing their own future today than they did 24 or 48 hours ago.

Commons ChamberI hope that the report will not be used as a springboard for further inquiries or action. It is supposed to help by delivering the truth and helping to achieve closure—that is what it should be about. The hon. Gentleman asked about the Historical Enquiries Team, the funding of which, as he knows, is about £34 million—much less than the cost of the Saville inquiry. However, I think that everyone accepts that the cost of that inquiry was huge—£100 million was spent on lawyers alone. While acknowledging, as I have done, that it is a full, clear and unequivocal—and, in that respect, a good—report, I am sure that even the former Government would have recognised that lessons needed to be learned about cost control. That is why there was the Inquiries Act 2005 to replace the 1921 arrangements. The issue of the HET is now a devolved issue, and I would add that in opposition we supported the generous funding settlement for the devolved Administration to cover such areas.
Speaking as someone of Northern Irish heritage and representing a constituency with large numbers of the Irish diaspora, I welcome the publication—finally—and clarity of the Saville report. I also thank the hon. Members for Foyle (Mark Durkan) and for South Antrim (Dr McCrea) for the moving way in which they addressed the House today. However, although the report has clarity, does the Prime Minister agree that there are times when truth and justice do not necessarily go together?
I echo what the hon. Lady said about the Members who have spoken today. On truth and justice going together, without wanting to write a whole essay, it seems to me that a very important part of the justice that people in Northern Ireland seek is having the truth about what happened out in the open. People in the city of Londonderry want that transparency and accountability, and many Democratic Unionist Members want the same for their constituents who have suffered in the same way. Having the truth out about what happened does not bring back relatives and loved-ones, but it at least enables people to understand what happened; and it enables prosecutions to be brought forward, if that is the right thing to do. However, I repeat that it must be for independent prosecuting authorities to take those decisions—we must not get into a situation where politicians nudge the prosecuting authorities in one direction or another in that sort of way.
