We have sat down with various telephone companies— including BT, but also Virgin Media and other companies such as Hyperoptic— and developers to work out a protocol to ensure that all new developments are notified to these telcos. Only this morning I received a letter from the chief executive of BT Openreach, which talked about the progress made and the additional engineers hired.

One concern about broadband services in rural areas is the way in which some customers end up being charged more than those in other areas even though there is no difference in the cost base for the suppliers. My constituent George Drain is in the process of moving from an urban area to a rural area in Scotland. The infrastructure is already there, but his supplier is charging him considerably more in the area to which he is moving, under cover of the market segmentation defined by Ofcom. Will the Minister undertake to ensure that that is reviewed to make sure that people pay a fair price for their broadband services?

It is important to emphasise again—I made the same point in answer to the question about mobile phones—that we have one of the most competitive broadband markets in the world and very low prices. We pay on average about half the price that would be paid in America. I cannot comment on the specific example, but if the hon. Gentleman would care to write to me about it, I will certainly look into it.

The Tamworth St George’s day festival is renowned throughout the country, if not the world, and I hope that many councils across the country will be looking at how Tamworth uses St George’s day to highlight its incredible heritage assets.

T6. The Minister responsible for the arts will, I am sure, be aware that the critically acclaimed film “Under the Skin”—which, incidentally, had its UK premiere at the excellent Glasgow film festival last month—was one of a number of UK co-productions in recent times. What assessment has the Department made of the impact of precluding co-productions from funding through the enterprise investment scheme on the British film industry?

The hon. Gentleman raises an interesting point. We support co-production across the world and have signed many co-production treaties over the past three years. I am not quite clear how those treaties are inhibiting the creation of British films; I rather thought they were supporting them. If he wants to write to me in greater detail, I will respond more fully.

I am delighted to be able to tell my hon. Friend that we have the mobile infrastructure project, which we are currently procuring and which is putting £150 million precisely into bringing mobile phone coverage to constituencies such as his.

T8. The arts Minister may well be aware that next Thursday marks the start of the Glasgow film festival, which, fortunately for me, coincides with part of the recess. Will he undertake to consider the role of film festivals, including the Glasgow one, in promoting British film? They play a vital role that is sometimes under-appreciated.

I agree with the hon. Gentleman, and part of the film policy review, so ably conducted by Lord Smith of Finsbury, highlighted the important role of film festivals in promoting film education and film culture.
