I congratulate the right hon. Gentleman on securing the debate. I very much agree with his examples of where arts can be used to help people with recovery or to manage long-term conditions. I am sure that he would be interested in the Nordoff Robbins music therapy programmes that are run in my constituency. Does he accept that there is a wider role for the arts in public health, and does he think that there is an opportunity to align public health targets and ambitions with music and other arts interventions?

I completely agree with the hon. Lady, and I was going to mention Nordoff Robbins. It is the largest music therapy charity in the country. It reaches 7,000 people every year and aims to double that participation by the end of the decade. She is exactly on point: Public Health England is meant to be involved in focusing on prevention. To a certain extent we have to shift the whole health debate from cure. Cures can be important, but we do not do enough about prevention, and the arts can play an absolutely crucial role. I back her point 100%, and may I also say that I am happy to accept any interventions that plug great examples of how the arts are having a great impact on health and wellbeing?

I certainly do, and I am pleased to see the amount of funding that is going to the Centre for Chinese Contemporary Art, which the hon. Lady used to run. Further to my earlier reference to my visit to Thurrock, I was delighted to see the new artists’ studios that have opened there to support artists from the local area.

I have already mentioned in passing the £250 million superfast extension programme and our European pre-eminence in all matters broadband. Since we last met, we have published our spectrum strategy, and both the Secretary of State and the Sports Minister have travelled to Sochi to support the extremely successful Team GB, which had the best results in any winter Olympics for 90 years.

Trafford Park in my constituency is due to be connected to superfast broadband as part of the Greater Manchester rural broadband programme, which is vital for the many businesses located on the park. What can the Minister do to ensure that the programme remains on track so that every business in priority areas of economic growth is connected following the completion of the BDUK programme?

I will strain every sinew to ensure that the programme remains on track. That is my pledge to the hon. Lady and I am pleased to say that our programme is now ahead of schedule, that BT has completed its £2.5 billion commercial roll-out and that we have the best broadband of the big five in Europe.

1. Whether he has made an assessment of the effects of reductions in local authority funding for libraries.

The provision of library services is the responsibility of local authorities but my Department keeps in close touch with them. Indeed, my officials have met representatives from seven local authorities to discuss their proposals.

Trafford council is withdrawing its mobile library service and axing 15 library staff, and it wants volunteers to run Old Trafford library in my constituency. Does the Minister agree that the expertise of professionally qualified library staff is important in getting people reading and improving literacy and English language skills, particularly in the most disadvantaged communities?

Trafford council has also opened a new library in Urmston, but I certainly agree that the role of professional librarians is incredibly important in the provision of library services.
