He may be aware that the Prime Minister announced at the United Nations General Assembly last month that we are encouraging countries to join the UK-led global ocean alliance of countries in support of protecting at least 30% of the global oceans within marine protected areas by 2030.
The Secretary of State has announced a new commission of business and finance leaders to mobilise private finance to invest in some of the world’s poorest countries. What action is he taking to guarantee that all aid-backed private investments uphold labour rights and living wages for workers in the global south?
I think that is a sort of welcome for the infrastructure commission we have set up. The hon. Gentleman is right to say that labour rights are vital. When I was Minister for Employment, I worked with the International Labour Organisation on these issues, and if he has particular suggestions to make, I would be happy to discuss those with him.
The Secretary of State is failing to take labour rights seriously. He is a career investment banker by trade, and he has—[Interruption.] I think it is relevant that he has gone from corporate wealth management to managing the UK’s aid budget. Feronia, a Canadian palm oil company based in the Democratic Republic of the Congo, has received tens of millions of pounds of UK aid via the CDC Group; it has been plagued by scandal for years; and, in July, Joël Imbangola Lunea, a community activist involved in a land dispute with Feronia, was allegedly murdered by a security guard employed by the company. Joël was father to eight children—

Will the Department now launch its own investigation into this case and the litany of failures surrounding Feronia?

May I just point out to him, with respect, that he could perhaps take some lessons from the Chairman of the Select Committee, who knows a lot more about development than he does?

As the conflict in Syria enters its ninth year, the humanitarian needs in Syria remain overwhelming. More than 12 million Syrians still need humanitarian assistance and more than 6 million refugees are displaced outside the country. We welcome the Government’s commitment to pledge an additional £100 million of UK aid—£400 million this year—for Syria at this week’s conference in Brussels.
As we have just heard in the previous urgent question on Shamima Begum’s case, we know that conditions for refugees living in camps are not as safe as they should be, and I take this opportunity to express my deep sadness at the loss of an innocent British life in a Syrian refugee camp. The situation in many refugee camps in Syria and in neighbouring states is critical. The al-Hol camp in Syria is now at breaking point. A total of 12,000 women and children have arrived from ISIS-controlled Baghuz in eastern Syria since Wednesday morning, bringing the total population to more than 65,000. In the past three months, there have been at least 100 deaths, nearly all children, on the way to or after arriving at the camp. Two thirds of those deaths are babies and infants under five years of age. Will the Minister tell the House what plans are in place now rapidly to improve conditions at refugee camps?
In 2018, more than 1,100 children were killed in fighting, the highest number since the start of the war. What steps is the Minister taking to protect vulnerable Syrian children who are key to the country’s future? Non-governmental organisations on the ground are clear: Syria is not safe for refugee returns, and I welcome the Minister’s clarity on that position today. Any discussion on returns must be based on conditions being in place to enable displaced people to make voluntary, informed and sustainable choices about their future. Where refugees do seek to return, what steps are being taken to ensure that organisations such as the United Nations High Commissioner for Refugees are present to provide the necessary support?
Although we must protect those caught up in conflict, what we ultimately want is an end to the conflict and a lasting peace so that people can return home. We have heard in recent days that the last vestige of Daesh control is under assault. Kurdish forces have made huge sacrifices in that battle against Daesh, so with the threat of US forces withdrawing from the region, what plans are in place to support and protect the Kurdish population there in that eventuality?
As the Minister has stated, NGOs active on the ground report severe difficulties reaching those most in need inside Syrian regime-controlled areas. Long approvals processes for programmes, activities and travel and visa restrictions are all impacting on organisations’ ability to carry out humanitarian work. He says that the Government will stand firm, and calls on the Syrian regime to stop obstructing the delivery of humanitarian aid. We all want to see humanitarian aid delivered, but how realistic does he think it is to expect a change of approach by that regime on access for humanitarian organisations to reach the populations that are most in need, and will he tell the House what more he is doing?
Finally, will the Minister speak urgently with his counterparts at the Home Office to bring forward an announcement on plans for a future refugee resettlement programme here in the UK, ahead of the conclusion of the current vulnerable person’s resettlement scheme in 2020?
I am grateful to the hon. Gentleman both for his questions and for the way in which he asked them.
As I indicated, UK support of £2.81 billion over the past few years has covered those refugees both outside and inside Syria. DFID works on the basis of humanitarian need, not on the basis of who controls territory. This also means that, at present, we are providing assistance to those who have been in Daesh-controlled areas and who are in need. We provide support through governance in areas that have been under opposition control, but we are also prepared to provide for need inside those areas that are under regime control.
In this specific instance, as the hon. Gentleman said, there has been a lot of focus recently on the camps where there are those who have been involved in the fighting and who are now, because of the end of the military campaign against Daesh, in that small area and moving out of it. Our understanding is that male foreign fighters are in one camp, and spouses and children are in another. The United Kingdom does not provide aid to those who are classified as foreign fighters in their camps but we do, and rightly should, provide aid and support for women and children in the other camp.
In 2018-19, UK aid has provided in excess of £40 million to address basic life-saving needs across areas previously held by Daesh, including to children in camps for internally displaced persons. In these camps specifically, DFID-funded partners are providing support, including medical screening on arrival at the camp; medical services for children through mobile medical teams; clothing for children; mental trauma counselling for children; child protection checkpoints for unaccompanied or separated children; and activity tents for children.
We are already providing support for those who are considered the most vulnerable: children, who are innocent of what has happened around them and will be immensely damaged by it, almost whatever age they are. If they are very tiny, they may have seen things that have been imprinted on their consciousness with very little understanding of them. If they are older, they may have been subject to indoctrination or the like. Regardless of that, we are helping inside the camps to try to provide them with the assistance they need.
I am conscious of the increasing numbers. Our aid is not distributed directly by DFID workers because, as we discussed earlier, access is difficult, but we do work with agencies to provide aid. I am also conscious of the increasing needs. The recent announcement of the £400 million, including the extra £100 million, is flexible. We can adjust where that might be distributed, according to need. We are conscious of the pressures everywhere, so I hope that this will provide flexibility to deal with those concerns.
The hon. Gentleman mentioned support for children generally. When I have been in international areas, I have been impressed that there has been recognition of what the United Kingdom has sought to do in order to support children who have been displaced by the crisis, wherever they have been. We have sought to provide support for children with education both in Lebanon and Jordan, and have provided a lot for needs. Our support has helped the Lebanese education system to reach 215,000 children, and has provided access to non-formal education for almost 71,000 refugee children. Improved infrastructure and services in 200 of the most conflict-prone municipalities has helped children who have moved there, and our support has also provided psychological support, trauma counselling and basic medical assistance in the camps. Since 2012, we can say that UK support has delivered nearly 28 million food rations, 14 million medical consultations and 10 million vaccines across the region, and of course a lot of the vaccination work has been with children, so we have specifically recognised the needs of children.
The hon. Gentleman asked me about keeping in touch with agencies as the situation in Syria becomes clearer. Absolutely—it is still a conflict zone in many places, but that will gradually change, enabling us to do rather more. At present we cannot go into the areas that are conflicted, so we work through the agencies. We are doing all that we can to keep in touch with UN agencies such as the World Food Programme and others to ensure that we can give them the support that they need. However, as I mentioned in my statement, the regime is reluctant to give approval for agencies to go in at Rukban. As the hon. Gentleman will know, we made repeated efforts to get the UN convoy in there, but only two have got through—the second one recently. There is no good reason why that should have been delayed. We have pressed the regime to allow the humanitarian agencies to do their work.
The hon. Gentleman asked about the situation of the Kurdish community on the north-western border.[Official Report, 25 March 2019, Vol. 657, c. 1MC.] The situation there remains an uncertain stalemate. There is no clear indication of what the boundaries may be of a so-called safe zone. Turkey is entitled to take steps to ensure no terrorist attacks on it. It is very clear that it has no issue with the Kurdish population; 10 million Kurds live peacefully in Turkey. It is only concerned about those who might be outside its borders planning terrorist attacks and is looking to create a safe zone that might resist that. That situation remains unclear. Since the American forces announced their withdrawal, an anticipated Turkish incursion has not taken place, and we remain hopeful that that will be the case. I should be clear that this is not directed against the Kurdish community per se but only those who might be engaged in terrorist activities. We hope that this will be resolved diplomatically and without any fighting. We are doing all we can to support that.
The hon. Gentleman asked about hopes for the regime and any serious change in these areas. At present, it does not look very good. He will know that both Lebanon and Jordan are very keen to return refugees. Refugees, in general, are keen to return, but that cannot be universally taken for granted. Some have made different lives in Lebanon or Jordan. They have now been there for many years, and are thinking about whether it may be better for them to remain. This is very difficult for Lebanon and Jordan. One thing that would help considerably is for everyone to know that they would be safe if they returned. However, those who have returned to southern Syria and are in contact by telephone with families elsewhere talk of the regime still interrogating people when they return, preventing people from returning by crossing them off lists so that they cannot go back, imposing forced conscription and the like. No one is going to be safe in those circumstances, and no international agency or collection of countries is going to urge or encourage refugees to return in those circumstances. The hon. Gentleman is right: there has to be real evidence of change by the Syrian regime. This will come only through the political developments that are taking place through the UN. But unless people can see that, the United Kingdom will not be engaging in reconstruction and will not be urging Syrian refugees to return to unsafe areas.
The hon. Gentleman asked me to be in contact with the Home Office in relation to resettlement programmes and the like. I will certainly pass on his concerns, but of course we have had a lengthy explanation from the Home Secretary of issues affecting the Home Office and returns to the UK. He spoke very clearly and very properly about those situations.

I pay tribute to my hon. Friend the Member for Slough (Mr Dhesi) for securing this important debate. It is a shame that Members feel that they have to bring such debates to the House, when we thought we had settled the matter of the Department for International Development, as has been said over and over again today.
It is a pleasure to follow so many assured and supportive speeches, the majority of which gave total support for the future work of the Department for International Development, and to follow the former Secretary of State, the right hon. Member for Sutton Coldfield (Mr Mitchell). The hon. Member for Stafford (Jeremy Lefroy) gave an excellent speech; he does a lot of important work with the World Bank on behalf of this House. The hon. Member for Bexhill and Battle (Huw Merriman) gave an outstanding speech that showed that if we look at this matter independently and objectively there is no question about the need for the independence of the Department, the 0.7% and all the arguments that he went through. On my own side, I follow the former Minister, my hon. Friend the Member for Harrow West (Gareth Thomas), and my hon. Friend the Member for Brighton, Kemptown (Lloyd Russell-Moyle), who is a member of the International Development Committee.
In 1997, when Labour established the Department for International Development, Clare Short, the first Secretary of State for International Development, told the House of Commons that her Department had
“been given the most noble and honourable work that anyone could be asked to do.”
She said that eliminating global poverty, while
“both…affordable and…achievable”,
was also
“the single greatest challenge the world faces.”—[Official Report, 1 July 1997; Vol. 297, c. 116.]
In the two decades since then, politicians from across the political spectrum have ensured that this country steps up to that challenge.
The International Development Act 2002 ensures that all aid spending remains tightly focused on poverty reduction overseas and is not diverted to other ends. In 2014 Parliament improved on that and passed the International Development (Gender Equality) Act, to ensure aid spending strives to tackle the associated challenge of discrimination against, and oppression of, women and girls. In 2015 Parliament enshrined in law the commitment to spend 0.7% of national income on overseas aid, making us one of only five donor countries to meet the internationally agreed commitment.
Since DFID was established 22 years ago, it has become a global leader in international development. Every year it spends UK aid in ways that make tangible differences to people’s lives the world over. DFID has helped some of the world’s poorest people realise their right to health and education. It has provided emergency life-saving aid for people caught up in major humanitarian crises and has led the way in bringing gender equality into the mainstream through its development work. The UK public should be proud of the development work that their money has supported over recent decades, but all too sadly they do not hear the success stories of UK aid and the work of DFID. Instead, they hear a loud and vocal anti-aid lobby, which does its best to discredit the work, as many Members today have mentioned.
The charge against the country’s aid programme is spearheaded by a small number of major media outlets, who revel in spinning and stirring the few occasions when UK aid programmes might not have worked as we had hoped. They are hell bent on driving a hysterical hatred of the UK’s work to end global poverty. The anti-aid media narrative is a serious problem, but even more worrying are attacks from a number of Tory Members, which have many guises. I will mention three of them.
First, there is the straightforward misspending and diverting of aid away from poverty reduction. Last weekend the Guardian reported a letter sent to the Chancellor from 23 international development agencies, raising their concerns about the way Ministers are spending aid. They warned him that aid is being diverted away from the poorest countries in order to promote commercial and political interests. From using aid to help UK companies expand their businesses overseas, to suggestions that aid be spent on UK naval ships, we are seeing more aid than ever being spent on projects that no one sincerely believes are about reducing global poverty. Those attempts do nothing but feed into the idea that the UK aid programme is a waste of UK taxpayers’ money.
Secondly, there are blatant attempts to dissolve the Department altogether. It is no secret that the former Foreign Secretary wants to see the Department dismantled. Earlier this month, he threw his weight behind a report that said DFID should be folded back into the Foreign and Commonwealth Office and that the UK’s aid budget should be slashed. Such a move would be a disaster for the country’s aid programme. It is only DFID that has the specific and sole purpose of poverty alleviation and a dedicated staff working to achieve this goal. Merging the Department with the FCO—or any other Department for that matter—would dilute the agenda and see more money diverted away from poverty towards other foreign policy interests.
We can learn from Australia, where the international development department was merged with the foreign office, with a number of negative knock-on effects. The country’s strategic vision for aid was lost, the Government witnessed a brain-drain of development expertise and an estimated 2,000 years of collective experience left the department.
We already know from our own experience, where almost one third of our aid is spent outside DFID, that only DFID meets the highest spending standards. The Aid Transparency Index, the only independent measure of aid transparency among the world’s major development agencies, rated DFID “very good”, while the FCO’s aid spending was rated “poor”, according to the same measure. Likewise, the ONE Campaign recently launched an aid index that rates aid spending by different Departments. It found the FCO to be “weak” on its ability to keep aid focused on poverty, and that no other Department spends aid as well as DFID.
The third threat, which is related, is the worrying challenge to our aid and development work presented by the persistent undermining of the very concept of aid. The Secretary of State has made clear her desire to change the definition of aid. She recently launched a consultation on her plans to reduce the amount of public money that needs to be spent on aid by counting profits from private investments towards the aid budget. There are no two ways about it—aid is either spent to alleviate poverty and the causes of poverty, or it is invested to make a profit. The Labour party rejects any attempts to commercialise the UK aid budget.
The Secretary of State has said that she thinks the 0.7% of aid spending is unsustainable. Will the Minister expand on that comment, which was reported to have been made in a Cabinet meeting? We know that the Secretary of State wants to rewrite the international rules set by the OECD that govern aid spending. In the context of the sustained threat that is faced by DFID and ODA, I am delighted this debate has been called.
Anyone who believes that this country has a role to play in international development must be ready to defend the Department and the budget. I cannot fathom why some people are so obsessed with eroding and ending aid.
Does the hon. Gentleman agree that it was right for the British Government to seek to rewrite the rules to allow aid spending to be used to deal with some of the appalling consequences of the dreadful storm in British Overseas Territories? Does he agree that it was appropriate that British aid should go towards that deserving cause?
As we heard from the hon. Gentleman’s earlier contributions, maintaining the focus of the 0.7% is the most important issue. If we keep trying to erode and change the definition of aid, we are not backing that concept.
It disgusts me that people put so much energy into blocking support for the world’s poorest people, when a fraction less than 1% of our country’s income is spent on aid. I am a proud internationalist and I am proud that my party was responsible for setting up the Department for International Development. I believe the country’s aid programme is about morality, justice and pragmatism.
It is a shame that we are debating whether we should continue with our UK aid commitments and whether our world-renowned Department for International Development can survive many more years of Tory in-fighting, or be saved from being turned into a political football in any future leadership contest. I hope the Minister can give some guarantees on behalf of the Government.

The short answer is probably no, because the fundamental determination of the Government’s approach is to do everything we can to keep the option of a two-state solution alive and to work with all parties, including the state of Israel, towards that end. The hon. Gentleman is absolutely right in saying that, because of the long-standing international concern about this community and because of the recognition of the significance of where the community is, the actions taken today constitute, in his words, a “step change” in what is happening. I do not think it undermines our determination that that ultimate settlement is the only thing that will deal with all these matters. So long as a two-state solution remains a viable possibility, it should still form the United Kingdom’s policy. Of course, in relation to this particular action, as I indicated earlier, we have to consider what response there might sensibly be.
I visited the community of Khan al-Ahmar in February 2018 and met the schoolchildren and the families there. What is happening today is truly heartbreaking. I believe the Minister, and I believe that he thinks his actions are the right way forward, but how far away must the peace process be from realisation and how bad does the atrocity have to be before he is genuinely willing to come to the Dispatch Box to tell us what actions and what sanctions his Department and this Government are at least debating?
That is a good question. At what stage do I—that is less relevant—and the British Government give up on the two-state solution? There are plenty of voices out there telling us to do so: “It is just not going to happen. It is fantasy. It has all gone.” I do not believe that, and I do not want it to be the case, for the reason I gave earlier—I do not see a viable alternative.
The hon. Gentleman poses a very real question: at what stage do we give up on a two-state solution? I do not want to give up on all those friends over the years, on those behind the Oslo accords and on those who worked so determinedly for a two-state solution. I do not want the United Kingdom to be in a position of saying, “We are washing our hands of this,” but there comes a point when it is completely impossible. Until the envoys have reported and until the work has been done, I do not think that stage has yet been reached. Each issue that makes it more difficult, as we have seen today, runs the risk of that day coming closer.

It is a pleasure to serve under your chairmanship, Mr Paisley. It gives me great pleasure to follow in the footsteps of distinguished hon. Members, especially my hon. Friend the Member for Easington (Grahame Morris), who has spent many years campaigning on this topic. I well remember when he played a vital role in securing a vote in the House of Commons to recognise the Palestinian state, but the UK Government still refuse to give that recognition. I am limited by time, and I want to give the Minister as much time as possible to answer all the questions that have been asked, but I will start by saying that, importantly, this is a different debate. It is about the humanitarian situation in Gaza. We want to know what the Government can do to alleviate some of that pain and suffering.
The right hon. Member for Mid Sussex (Sir Nicholas Soames) spoke strongly, with great experience and passion, and as president of the Conservative Middle East Council, about how what has taken place in Gaza is legally and morally wrong. He was very plain with his words and I am grateful to him for that.
My hon. Friend the Member for Hammersmith (Andy Slaughter) mentioned Jamie McGoldrick. We are all putting a lot of hope and faith into his role for the future of the conflict. My hon. Friend the Member for Birmingham, Yardley (Jess Phillips) and I travelled to the west bank together and had an emotional and educational visit. Many hon. Members have had similar trips. My hon. Friend the Member for Battersea (Marsha De Cordova) focused her contribution on the problems with the water and electricity supplies and the real humanitarian situation on the ground. My hon. Friend the Member for Sunderland Central (Julie Elliott) talked about the permits. I saw at first hand how children who were leaving Gaza to try to get medical assistance in the west bank had to travel with family friends or others, because they had to leave the country with someone who was over a certain age, so they could not be assisted by their parents.
This debate comes at a vital time for the Palestinian people. It is no exaggeration to say that their whole future in the Occupied Palestinian Territories is now under direct threat. If we do not act in Britain, Europe, the United States or the middle east, or through the United Nations, millions will suffer from continued violence, from a lack of the most basic public services and clean water, and from a shortage of places to live.
The Trump Administration substantially cut funding to the United Nations Relief and Works Agency. The EU has partially stepped up to the plate by announcing €3 million of new humanitarian aid to help civilians in Gaza in need of urgent assistance. In response, the UK decided to advance £28 million of agreed funding. Yesterday, the ad hoc committee for voluntary contributions to UNRWA met for the first time, and my reading is that the United Kingdom has donated a further $51 million, or £38.5 million. I welcome that contribution whole- heartedly. Will the Minister report back fully on yesterday’s meeting and what money will be targeted specifically at Gaza? We know that will be reliant on Israeli co-operation.
More than 120,000 people are still disconnected from public water networks, and 23% of Gaza is not connected to the sewerage system. Some 96% of the water from Gaza’s coastal aquifer is contaminated with nitrates and chlorides. Only a quarter of wells in Gaza meet World Health Organisation safety levels.
We are here today to offer advice to the British Government on what they can do economically, socially and politically to help the Palestinians in their hour of need. Last week, to mark the UN’s World Refugee Day, the leader of the Labour party visited two of the biggest Palestinian refugee camps in Jordan. This week, Prince William is visiting the Occupied Palestinian Territories in an important symbolic act aimed at showing that people in Britain do care about the plight of the Palestinians. What is the Minister doing to argue for better access to Gaza so that the international community, non-governmental organisations, charities and politicians here can visit, so that the crimes perpetrated on Gaza are not hidden behind blockade walls?
We have to begin by acknowledging that the humanitarian crisis is man-made. It is vital to resolve Gaza’s catastrophic lack of clean water and electricity, as well as its health system, which is hanging by a thread, and other life-threatening problems that experts say will make the strip uninhabitable in a matter of years. The utter desperation rife in the squalid, bombed-out settlements of Gaza has in recent weeks manifested itself in huge protests and an Israeli response that has shocked and appalled. As Members have said, we condemn any acts of terror by Hamas, just as we condemn the appalling actions of the Israeli Government.
Since the first protests on 30 March, the Israel Defence Forces have killed 135 Palestinians, including a young medic, 21-year-old Razan al-Najjar. Nearly 15,000 people have been injured, with 4,000 of those injuries caused by live ammunition. Sixteen children have been killed. Five Israelis have been injured. This puts further pressure on Gaza’s health system, which was anyway already on the brink of collapse, according to the World Health Organisation. I do not have the time to go into the details of those outrageous, disproportionate and illegal acts, which have been covered many times in previous debates and today. Instead, I will use my time to pin down some of the humanitarian situation and what DFID can do to improve the lives of these people in the most dire of situations.
Protecting the Palestinians is an international obligation —let us be clear about that, too. In fact, it is the international community’s collective responsibility as states party to the fourth Geneva convention to provide protection to Palestinians in the occupied territories. The British Government should not be ordering their diplomats to vote against or abstain on resolutions that uphold international law.
I will move on to some questions that I hope the Minister will be able to answer. Currently the Government do not disaggregate their DFID spending for Gaza and that for the west bank. Will he consider reviewing that approach, so that our development work in Gaza, which is clearly a separate and defined area under blockade, can be more readily reviewed by this House? At present, the movement and access restrictions imposed by Israel significantly constrain the health system in Gaza. Access to treatment is impeded by the inability to import medical equipment, and administrative constraints are placed on people seeking medical attention outside Gaza. What progress has the Minister made in talks with the Israeli Government on expediting medical permits for those who require treatment outside Gaza?
The UK is supporting water and sanitation needs through £1.9 million-worth of support to UNICEF and £1.5 million to the International Committee of the Red Cross, helping support patients in 11 hospitals in Gaza. Will the Minister tell us more about those projects? Are those the only Gaza-specific aid contributions made by the UK Government to Gaza, outside obviously of their contributions to UNRWA, which supports 1.3 million people in Gaza? If I am allowed a crude calculation, if the population of Gaza is near enough 2 million, that money works out at just £1.70 a person in Gaza over one year. That funding finishes in September 2018. Will the Minister tell us when we will hear about future years’ funding?
In answer to written question 144778 in May, the Minister said he is reviewing how the UK can best support the health system in Gaza. What does that review involve and when will he report to the House? If elected, Labour will recognise the state of Palestine immediately. The Minister has been asked before why his Government do not recognise Palestine right now. If not now, when? He often talks with great empathy about the polarisation and worsening of the situation between Israel and Palestine. The reality of this Government’s actions is that they are providing very good critiques of the situation, but are failing to act robustly when they should be upholding international law. They should be taking action, not simply offering words.
On America, we often hear the Minister take a different line from that of US counterparts. That is of course welcome, but this Government must have the courage to tell President Trump that he is wrong. What is the Minister doing to work with other European and global partners so that all the UK’s eggs are not in the Trump basket and we are not reliant on the peace plan of Jared Kushner?
Finally, in his response to a House of Commons debate on 15 May on violence at the Gaza border, the Minister said:
“we are supportive of that independent, transparent investigation.”—[Official Report, 15 May 2018; Vol. 641, c. 139.]
When the UN Human Rights Council resolved to set up a commission of inquiry to undertake precisely that investigation, the UK failed to join 29 partner countries and abstained in the vote. We are still waiting for an explanation of that decision.
It is a pleasure to serve under your chairmanship, Mr Paisley. I begin by once again thanking the hon. Member for Easington (Grahame Morris) for securing the debate. His long-standing commitment to and passion for the Palestinian people is well known and appreciated by many. The conviction with which he speaks is noted.
There have been a number of powerful speeches on all sides. The hon. Member for Liverpool, Walton (Dan Carden) went through them, and I do not intend to add to that. It is impossible to pick out all the speeches, but I commend my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames). He spoke about his admiration for the state of Israel and his worry about where Israel policy has gone in relation to Gaza and the humanitarian concerns. I am sure he spoke for many in expressing not only the interest that the House has in the future security and existence of the state of Israel, but the worry, because of the humanitarian situation we have all described, about policy in terms of Gaza.
It is difficult to approach the issue in a new way, but I will say something towards the end about that, if I may. To begin, I would like to concentrate on the humanitarian issues. As so many Members have spoken and so much has been said, it is impossible to cover everything, so I hope colleagues will bear with me.
Last month, I visited Gaza again. I say to the hon. Member for Birmingham, Yardley (Jess Phillips) that we will do what we can to assist Members of Parliament in going, because there is nothing like seeing things on both sides, but it must be for Israel to decide in terms of security. We are all subject to caution about that. While I was there, I once again saw the extreme humanitarian difficulties that the people of Gaza now face. As Members have noted over the course of the debate, people there are living without enough fresh water, with only four hours of power a day, with some of the highest youth unemployment rates in the world and, perhaps most important, with diminishing hope for their own or their children’s futures.
I will pick out a few key parts of the humanitarian system. Without additional support, the health system is unable to cope with the high casualty rates from the demonstrations. Between 30 March and 12 June, 14,605 people were injured and a further 135 died. Between 30 March and 3 June, two health workers were killed and 328 were injured, including by live ammunition and tear gas. An estimated 80,000 additional non-trauma patients have had limited access to emergency healthcare services. Shortages of medicines are chronic in Gaza. An estimated 1.2 million Gaza residents have no access to running water. A lack of adequate sanitation facilities poses a serious health risk. Approximately 1.45 million people in the Gaza strip are at risk of contracting waterborne diseases from the consumption of unsafe water. Gaza has three main sources of electricity supply: Israel, Egypt and the Gaza power plant. The most stable of those sources is from Israel, which supplies 120 MW of electricity through 10 feeder lines, but those are unstable, as we know.

The food and nutrition situation remains difficult. An estimated 1.6 million people do not have reliable access to nutritious food in Gaza and are judged to be food-insecure. As I will say later, someone doing an objective assessment of whether the policies in relation to Gaza are working would come to the answer, “No”.
Before I come on to the politics, colleagues rightly want to know what we are trying to do. There are three key issues: first, the need to alleviate the urgent humanitarian need; secondly, the need to unlock the barriers to an improved quality of life for Gazans through economic development; and thirdly, the need to work with international partners to secure political agreements that will ease movement and access restrictions to Gaza.
The Department for International Development is stepping up its support to alleviate humanitarian need. When I was in Gaza I announced £1.5 million for the International Committee of the Red Cross appeal. The hon. Member for Liverpool, Walton asked for a little more information. That money will help 11 hospitals. I went to the al-Quds hospital in Gaza city, which was spotless. I met some of the doctors involved in treating patients there and some of the patients. Our work will help some of those 11 hospitals and their patients with the restocking of surgical equipment and medicines and with providing physical rehabilitation.
We are also committing an extra £2 million to UNICEF to address urgent water and sanitation needs. That will help Gazans to have access to clean water to drink, cook and bathe. Our support will provide more than 1,000 roof water tanks for families to help them to store scarce water, drinking water tanks, and chemicals to treat water in 280 wells and 38 desalination plants, making water safe for human use.
Colleagues have mentioned access. We value the role of the UN in co-ordinating humanitarian worker access and in supporting the safe reconstruction of Gaza. The UK is committed to an extension of support for the UN access and co-ordination unit, which works to ensure humanitarian access for UN and non-governmental organisation workers.
The UN Relief and Works Agency plays a vital role in providing basic services. We are, of course, concerned about the lack of finance for Gaza, particularly as a result of the United States’ decision to reconsider its financial commitment. UNRWA will struggle to survive unless we can find a way around this. Accordingly, I have announced £28.5 million, which I committed at the UNRWA pledging conference in Rome. Yesterday, at the UN Security Council, we pledged a further £10 million, making the £38.5 million that the hon. Member for Liverpool, Walton mentioned. That is money being brought forward to give to UNRWA now to help it to meet the shortfall. I hope that that is appropriate.

The Foreign Secretary is on his way this afternoon to see the Foreign Minister of Iran about matters we discussed earlier, and he was already committed to work after Foreign Office questions.
As far as the United Nations is concerned, there will be a meeting later on today. We intend that work progresses on some form of independent inquiry, notwithstanding the difficulties that have been put forward, but I think there is widespread recognition around the world that we must get something in place that will enable some of these questions to be answered and act as a springboard to something rather better in the future.
The Trump peace plan is said to be in its final stages and ready to be published following the disastrous move of the US embassy to Jerusalem. Will the Minister promise that this Government will not slavishly follow the policy of the United States but look to bolster an alternative with the international community?
I think we have proved relatively recently that we are not a slavish devotee of US foreign policy. There have been other occasions when we have clearly differed. We will make a judgment on what comes forward in relation to a possible peace proposal along the lines that I have indicated earlier. It has to be workable. It has to have the opportunity of bringing in those who would support it from neighbouring Arab states and others. There clearly has to be an element of justice in it. It has to secure Israel’s interests as well. We will make our own judgment on it, but we will work with partners to see that it provides the basis of success. I made the point earlier about urgency—we cannot just kick the can down the road further, because we all see what happens.

It is a pleasure to serve under your chairmanship, Sir David. I congratulate the hon. Member for Dundee West (Chris Law) on securing this debate. It is clear that in his official capacity on the Front Bench he takes these issues seriously, but I know that he has a real personal passion for all these important development topics, especially the rights of children.
We have heard some excellent contributions, not least from the hon. Member for Mid Derbyshire (Mrs Latham). I realise that we will be in this Chamber many more times over the coming years, which is a delight. My constituency neighbour, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), is Chair of the Select Committee on International Development. I know how much time and energy he puts in every day on these really important topics. He reminded us today that the fundamental rights of children need to be put front and centre in all of our debates in this area.
My hon. Friend mentioned UNRWA. I had the privilege of travelling to the West Bank and seeing some of the work that UNRWA does over there. I believe that more than half its employees are teachers working with children and young people across that region. It is so important, as the Minister has said in the past, that if there is any negative impact from the announcement from the Trump Administration, we look at how the UK can lead the way in securing additional resources from all our partners. The hon. Member for Beckenham (Bob Stewart) really illuminated what this looks like on the ground. I want to give him my appreciation for telling us that story of his real lived experience.
We must remember that as we debate, children are being abducted to fight in wars. They are being trained to use weapons. They are being abused and targeted as deliberately victims of war. As we heard, protecting education and schools needs to be one of the main priorities for the UK Government and all global institutions. Today we have heard a number of alarming statistics, and we could continue simply to exchange them for the rest of this debate. The most alarming is that one sixth of all children in the world are affected by conflict. Heaven knows that these statistics are deeply shocking, but they do not alone do justice to what we are talking about today.
I want to begin by telling James’s story. James lives in South Sudan, a country that was born out of decades of bitter conflict to become the world’s newest independent state in 2011. Tragically, South Sudan has been plunged into bitter internal conflict in the years since. James’s happy family life in a small village with his mum, dad, brothers and sisters was disrupted when he was only 13 years old. James tells his story:
“I was betrayed by my own brother, who forced 15 of us from the same village to become boy soldiers. It was a very hard life and there was so much suffering.
I saw soldiers abusing civilians—I saw them with guns, powerful guns—I knew then that we could be powerful like them if we had guns. One day we received an order that we had to march from Unity State; it was a terrible ordeal.
We marched without food and water, in a terrible heat. I watched some of my colleagues die of hunger and exhaustion.
Later I was shot in the shoulder, and I hid in the bush. It took a month for me to recover. I hid and eventually I found a school that took me in.
But after 7 years as a boy soldier, I then found out that my mother and father had passed away.”
James’s story is typical of South Sudan, and of the conflict zones that girdle the globe. Since 2003, well over 12,000 children have been recruited on both sides of the conflict inside South Sudan. Untypically, perhaps, James’s story is now a happy one. Eventually, he trained as a United Nations child protection officer and 15 years on, he uses his experience to help others who, like him, have been caught up in conflict that is not of their making.
Virginia Gamba, the UN special representative for children and armed conflict, presents an annual report on children and armed conflict to the UN Secretary-General each autumn, as the world gathers for the UN General Assembly in New York. Last year, she told a handful of journalists at a press briefing:
“The tragic fate of child victims of conflict cannot and must not leave us unmoved; a child killed, recruited as a soldier, injured in an attack or prevented from going school due to a conflict is already one too many”.
It was not the fault of Ms Gamba or the few journalists gathered that attention was largely focused elsewhere—when disturbing and uncomfortable facts are presented, it usually is.
Ms Gamba’s report referred to children from countries such as Afghanistan, the Democratic Republic of the Congo, Iraq, Somalia, South Sudan, Syria and Yemen. In the 20 countries covered by her report, at least 4,000 verified violations were committed by Government forces and more than 11,500 verified violations were committed by non-state armed groups.
We look to the United Nations, UNICEF, the International Red Cross and others to provide leadership in forcing global leaders to act, and we commend UK charities and non-governmental organisations—such as Save the Children, World Vision UK and War Child—that continue to make the unarguable case for action. It is important to support their calls to increase investment in education for children in conflict areas and in improved mental health opportunities for children who are living through major conflict or where conflict has ended.
I also commend the work of Gordon Brown, UN special envoy for global education and former Prime Minister, for all the work that he has put into the safe schools initiative, which has helped to bring about the safe schools declaration. I congratulate the Minister and the Government on its signing last week.
From the other side of the House, I pay tribute to Gordon Brown’s work, which is largely unsung—as, indeed, are so many things that he has done. I really appreciate and commend him for the work he has done since he left Parliament.

Britain has a continuing and strong role to play as a permanent member of the UN Security Council, a leading member of the Commonwealth and a member of NATO. We have put our global influence to good use by being at the forefront of initiatives to combat sexual violence in conflict and to ban the use of landmines and cluster bombs. Will the Minister commit to updating the Government’s civilian protection strategy to ensure that those and other explosive weapons are explicitly avoided, that their impact is mitigated and that when we train foreign forces, we ensure that explosive weapons do not contribute to the deaths of civilians and children?
Let us not fool ourselves: some of the Government’s other actions go completely against the commitment we share in this debate to protect civilians and children. On Monday, the BBC reported that 20 people, mainly women and children at a wedding, were killed in an air strike in northern Yemen, as has been mentioned.
According to the United Nations, Yemen is a now a failed state. Let us be absolutely clear that the so-called Saudi-led coalition, which the Government continue to arm heavily, is responsible for the lion’s share of the death and destruction. How can we arm the Saudis with one hand and provide humanitarian aid to the suffering Yemenis with the other? Where is the sense and where are the ethics?
In the last week, my hon. Friends and I have twice, without receiving a clear response, asked Ministers from the Department in the Chamber why, if the Government are concerned about children in Yemen, they did not insist on full and permanent humanitarian access in Yemen and on an immediate end to the bombing of civilian areas before they signed what is, I am afraid, a disgraceful new £100 million aid partnership with Saudi Arabia last month. That partnership whitewashes that country’s reputation but does nothing to protect children in Yemen. I hope the Minister will answer that question.
UN Special Representative Virginia Gamba said:
“If you have no justice, there is no law, there is no order, there is no fair deal and there is no fair play.”
Those words should ring in our ears, because our country has an ability and a special responsibility to behave in a consistent manner to champion an international rules-based system. To achieve that, we need a foreign policy based on human rights and social justice, and for that, it is increasingly clear that we need a Labour Government.

I congratulate my colleague and parliamentary neighbour, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), on securing this important debate. His passion and expertise on this subject have shone through in his role as Chair of the International Development Committee, and I commend him for championing the importance of education and continuing to hold the Government’s feet to the fire.
I am sure that many other Members would have liked to have been here today, but we are on the last debate of the parliamentary term before Easter. However, we have heard some great contributions from both sides of the Chamber.
My hon. Friend talked about education as a pillar of society, and I completely and utterly agree. He has made a clear argument for more of the DFID budget to be spent on education. There is a need for more girls to access education. In a few speeches we heard about the 263 million children who are not in school. That is, frankly, an astonishing figure that I do not think many people know about. He also focused on early years and technical education, and the barriers facing disabled children in education. A key point was that as conflicts become more protracted and people are displaced for far longer, we must focus much more of our efforts on education.
My hon. Friend the Member for Poplar and Limehouse (Jim Fitzpatrick) focused on road safety. The hon. Member for Mid Derbyshire (Mrs Latham) talked generally about global education, and in particular about girls’ education and the mantra, “Nobody left behind.” My hon. Friend the Member for Brighton, Kemptown (Lloyd Russell-Moyle) talked about the importance of public education, which I will return to, and of Global Partnership for Education funding. He also mentioned the important message of unity; we may criticise the Government and offer alternative suggestions, but there is real unity behind the DFID agenda. The hon. Member for Sutton and Cheam (Paul Scully) talked about access to education, the quality of education and girls’ safety.
The Government have responded to 29 of the Committee’s recommendations. Rather than go through each of them, in the interest of time I will make just three points. First, I welcome the Government’s response to recommendation 10, which said:
“DFID should support the new International Financing Facility for Education…as an additional mechanism for leveraging funding into the provision of global education.”
It is welcome that the Government are working closely with the Education Commission on the details of that proposal. I understand that there are important details still to be worked through, but as other Government donors are now considering whether and how much to contribute to that facility, the Government should think seriously about the signal that their early support could send to them. That should be a real consideration.
Secondly, the Global Partnership for Education is another crucial leg on the stool of education financing, which is covered in the Government’s response to recommendations 7, 8 and 9. As with the international financing facility for education, other donors look to the UK to see what we will do. The International Development Committee made a loud and clear recommendation that DFID should make an early and significant pledge to the GPE before the February summit in Senegal. That would have set a different tone and signalled real global ambition. We will never know how much extra funding may have been pledged by other donors had the UK made an early commitment, but the Government missed a real opportunity. It is not fully clear why a decision was not taken earlier, and whether the delays were due to the change of Secretary of State at the end of 2017, but it may prove a costly mistake.
We are also deeply disappointed in the scale and ambition of the UK’s pledge to the GPE. The Government say that by committing £225 million they have increased their annual contribution by 50%, but that figure does not tell the whole story. That point was picked up widely by hon. Members today, including my hon. Friend the Member for Brighton, Kemptown. If we make a like-for-like comparison with the initial replenishment pledges, or with the amounts transferred rather than pledged, the picture is very different. Despite the need for greatly increased funding, that figure may represent a decline in commitment. I hope the Minister will discuss that pledge in her response. Is there any scope for the Government to consider an additional pledge to get back to the level of ambition and global leadership that Britain has previously shown on education?
Thirdly, I draw attention to the Government’s response to recommendations 21, 22 and 23 of the Committee’s report on private sector provision, low-fee schools and Bridge International Academies. On Bridge, it is deeply disappointing that the Government have not addressed or responded directly to the Committee’s carefully balanced recommendation that DFID must take
“further steps to satisfy itself that the model of educational provision offered by Bridge International Academies offers an effective educational return on the ODA committed to it.”
Let us remember that Bridge International Academies has been widely criticised, and even shut down in Uganda and Liberia. There is damning evidence about the volume of resources and investment that go into it.
Aside from the wider question of private sector provision, the Government must respond more seriously to the specific point about Bridge International Academies. It is not acceptable simply to carry on investing in, and even to increase funding for, a failing model without sufficient evidence to support it. I hope the Minister will address that point in her response.
On the wider point of DFID’s implicit support for private sector provision and for low-fee schools and academies, there is simply a fundamental difference between the Conservatives and the Labour party. We are deeply concerned by the Government’s ideological dogma that leads them to open up public services in low-income countries to organisations such as Bridge International Academies. We have seen no compelling or credible evidence that the model works better than public sector provision.
On Monday, Labour launched its new policy paper, “A World For the Many, Not the Few”, of which I have a copy here, if the Minister would like to take one away with her. In it, we commit to ensuring that British taxpayer-funded aid does not weaken crucial public services in developing countries. Public services, especially health and education, are perhaps our best line of defence against soaring global inequality. The UK should drive a positive global movement for universal, free, high-quality public services, not spend British taxpayers’ money on weakening or undermining such services.
Labour has therefore said that, in government, we will end DFID funding and Government support for Bridge International Academies. We are clear about how we would respond to the Committee’s important recommendations, and we would like the Government and the CDC Group to take them much more seriously too.
I look forward to hearing the Minister’s response to those and other points. I thank hon. Members again for their contributions to the debate and my hon. Friend the Member for Liverpool, West Derby for securing it.

Commons ChamberI pay tribute to my hon. Friend for his work as a trade envoy to Nigeria. I can tell him that the Prosperity Fund global education programme is due to start this year, aiming to improve standards of education and increase UK exports, and Nigeria will be one of the countries involved.
My immediate priority is to help to mobilise international support following the horrifying event in Salisbury, and I am greatly encouraged by the response so far. I am also preparing for the Commonwealth Heads of Government meeting in London next month, which will be one of the biggest summits this country has ever hosted and a unique opportunity to renew the Commonwealth and take forward the priorities of global Britain.
This week, the Yemen war has entered its fourth destructive year, and yesterday, the International Rescue Committee launched a new report showing the devastating impact of the conflict on Yemen’s health system. What are the UK Government doing to put pressure on the Saudi regime to pay £2 billion into Yemen’s central bank, as promised in the pledge it made in January?
The hon. Gentleman raises a subject that is at the very top of our concerns in the Foreign Office and across the Government as a whole. I assure him that we are working with all our friends and partners to try to persuade everybody involved in the Yemen conflict—particularly, of course, the Saudis—to get to a political process. In the meantime, we have been instrumental in getting the Saudis to open the port of Hodeidah to allow not only humanitarian but commercial traffic to get in and relieve some of the suffering that is unquestionably taking place there. I share his sense of urgency.
