Gareth Delbridge; Michael Lewis: today we pay homage to two rail workers who tragically lost their lives at work near Port Talbot. It is all the more shocking in the light of the report into the fatality of a track worker at Stoats Nest junction, which described Victorian methods of protection, brought about by casual labour, a zero-hours culture and the worker probably being fatigued, having had to work because his colleague had failed to turn up to work. It was clearly unsafe. Will the Secretary of State bring an immediate end to zero-hours contracts, as advised by the regulator, the Office of Rail and Rail, bring this work back in-house and end these exploitative and unsafe work practices?

I defend no unsafe work practices on the railways. I agree with the hon. Lady that the railways should always aspire to the highest safety standards. She should remember that we have the safest railways in Europe, but I am very clear, as I said in earlier remarks, that lessons need to be learnt when things go tragically wrong, as they have done on a small number of occasions in recent years, and I expect changes to be made as a result of the lessons that are learnt from those tragic incidents.

With transport emissions accounting for 29% of all toxic emissions released in the UK, and at a time when Labour has declared that climate change is an existential threat to our nation and planet, will the Secretary of State for Transport tell the House why he has failed to undertake a full environmental audit of road investment strategy 2—the most ecologically and environmentally damaging road building programme for a generation?

We have another example of the Labour party’s war on the motorist. The hon. Lady should understand that the more congested our roads are, the higher the emissions. We cannot destroy our economy and get rid of our roads. We have to decarbonise road transport, but we also have to ensure that our roads flow smoothly. Those on the Labour Benches do not get that. They want to scrap road improvements, and they want more traffic jams. Those traffic jams increase emissions. The Labour party just does not get it.

The Secretary of State may think that that answer gets him off the hook, but when road transport accounts for 69% of transport emissions, and air pollution claims 50,000 lives prematurely, he should be less complacent.

UK roads killed or seriously injured 27,000 people, including 2,000 children, last year. It is the most dangerous mode of travel. Why does the Secretary of State not invest in developing a sustainable, integrated public transport strategy, including active travel, as Labour would, instead of this catastrophe of a road building project?

We now know the truth: the Labour party is going to be anti-motorist. It is going to be anti-road improvements. It is going to set itself against the things we are doing to try to boost our economy in all parts of the country, through connections to our ports and better motorway links, unlocking the economic potential of places like west Cumbria. Labour does not care. We will continue our work to decarbonise our car fleet and support the development of new technology in buses, for example. We also have the biggest investment programme in the railways since the steam age. Labour has no ideas, and just wants to go to war with the motorist.

The more we build in this country, the more we invest in research and development. In the north-east, we are seeing more of Hitachi’s capabilities coming to the United Kingdom. The same applies to CAF in south Wales and, in particular, to the great success of Bombardier in Derby. Bombardier currently has a huge amount of work, and is delivering new trains throughout the network. However, I am with the hon. Gentleman: I want more to be done in the United Kingdom. As we move further into the 2020s, I am very committed to ensuring that as much as possible of the new rolling stock that we are expecting is built in the UK.

My question relates to fair and consistent treatment of bidders. Given that the Department has confirmed that all three bidders for the East Midlands franchise were non-compliant, why were only Stagecoach and Arriva disqualified from the competition?

Well, that is certainly not what the Secretary of State’s Department is saying. He withheld sensitive market information between 1 and 9 April when disqualifying Stagecoach from the South Eastern and West Coast Partnership competitions, thus demonstrating that his interference further discredits the franchising process. Have any of the bidders for the other rail franchise competitions submitted non-compliant bids, and have they been disqualified? If so, why has the information not been made public?

I am afraid that the hon. Lady’s question is based on a totally false premise. She is incorrectly accusing me of interference, and she is incorrectly making assertions about non-compliant bids that are simply inaccurate.

There are just eight days until the UK leave the EU. No deal or plan is in place; there is simply chaos across the Government. However, it is the chaos across our borders that is my concern today. Will the Secretary of State ensure that the Prime Minister, in making her case to the European Council to avoid a no-deal Brexit and about how essential it is to extend article 50, highlights that a border between the EU and the UK will harm trade and the flow of goods, food and medicines and be catastrophic for the logistics sector?

As the hon. Lady and the House will know, we do not want problematic arrangements at the border. Indeed, the deal that the Prime Minister has reached with the European Union would prevent such problems. The hon. Lady is right to say that there are only eight days left, so why does the Labour party continue to put party advantage ahead of national interest? Labour should support the deal next week, so that we can move forward with a constructive partnership with the EU.

Despite Labour’s warnings throughout the passage of the Haulage Permits and Trailer Registration Bill, just 984 licences have been made available following 11,392 applications. Despite the short-term agreement with the EU, if companies cannot move their goods, they will have no choice but to move their businesses, so why is the Secretary of State running down British jobs and British business?

What a load of absolute hokum! We are working very carefully, on a bilateral basis, to make sure that there are contingency plans in place, but the European Union—we have to bear in mind that 80% of the trucks that come through our ports delivering goods to the United Kingdom are run by continental hauliers—is being very clear that it wants that to continue, and it will.

It gets worse: crashing out of the EU in just 43 days’ time will mean that we are a third country, like the Ukraine or China—as indeed, would Irish companies who use the UK as a bridge to the continent. Haulage firms would have to fill out a 38-point document for every single consignment—that is not for each lorry, but for each consignment on each lorry—just hours before each transit, causing catastrophic delays. So who now is the enemy of business? It is this Government, who are running down the clock to create real chaos at our borders. It is surely not this Opposition, who are insistent on a permanent customs union.

Of course, what the hon. Lady does not understand is that she talks about a permanent customs union, but a permanent customs union requires border checks. The Labour party simply does not understand the arguments that it is making. It is trying to disrupt Brexit. It is trying to put forward policy ideas that do not work. We are working to secure a deal that will work, and we will carry on doing it.

I have not set any limits on that approach. I have asked the panel to consider the question of devolution, as well as how we can improve the workings of the railways. It is no secret that in my view we need a more joined-up railway to meet the challenges of a system that is under intense pressure. The Government are investing record amounts in infrastructure upgrades, including spending money in Scotland, and that is in addition to using the Barnett formula, which is the norm for the allocation of funds to Scotland. We have a railway that is bursting at the seams, and it needs to work better if it is to deal with the pressures on it.

Since the announcement of the northern powerhouse agenda, transport spend per person has risen by twice as much in London as it has in the north. New analysis of Treasury figures published this week shows the gap widening, with an increase in spend of £326 per person in the capital, just £146 per person in the north, and the amount even falling in Yorkshire—more than in any other region—resulting in poor reliability and capacity. Why such under-investment?

I am the Secretary of State who has planned over the next five years for 50% of the rail enhancement budget that the Government are putting in place to be spent in the north—on upgrading the east coast main line, on the trans-Pennine upgrade and on other schemes that will make a real difference. When Labour Members were in government they did none of that, so you will forgive me, Mr Speaker, if I take no lessons from the Labour party about investment in transport in the north. We are getting on with delivering it.

We made the decisions about electrification on the midland main line and the line between Cardiff and Swansea on the simple basis that spending hundreds of millions or billions of pounds to achieve the same journey times in the same trains was not sensible. The trains on the Great Western route are already in operation, delivering services to people in Swansea, for whom it is a great and important investment. Trains on the midland main line require the addition of one engine to provide a little bit of extra acceleration, but they already exist, and will be great for that line as well. So let us hear none of this nonsense from Opposition Members. In fact, during the years when they were in government, this was their policy: they believed that what was important was capacity and delivery, not electrification, and I agreed with them.

Facts matter. In a written statement on 20 July last year, the Secretary of State said that with bi-mode trains it would be possible to

“achieve the same significant improvements to journeys”.—[Official Report, 20 July 2017; Vol. 627, c. 72WS.]

However, as we have heard from my hon. Friends the Members for Sheffield South East (Mr Betts) and for Sheffield Central (Paul Blomfield), it is clear from National Audit Office reports that that statement cannot be correct.

Let us be clear. I stand by every word that I said then. We will deliver smart new trains and improved journey times for passengers on the midland main line, as we are currently doing and will continue to do on the Great Western main line, and as we will do on the east coast main line and the transpennine route. [Interruption.] As I have said, we will also deliver new trains providing better services for passengers on the midland main line. The only difference made by £1 billion of spending would be a one-minute saving in the journey time, and that is not good value for taxpayers’ money.

I thank the Secretary of State for advance sight of his statement, but I am perplexed as to why he has come to Parliament to announce a set of administrative arrangements. There are so many pressing rail issues that the Secretary of State should be bringing to the House, not least the promise to come back to the House about future arrangements on the east coast, which was of course due weeks ago, rather than to announce invitations to tender for rail franchises. If this House spent all its time looking at every franchise, we would not get through any other business. The statement is simply thin gruel. Once again it sets out vague aspirations and possible options. Yet again it is evidence that the Government will not set out a strategic direction, but instead just delegate decisions to the private sector.

There are huge questions about the recent history of track and train alliances. That did not work on the south-western railway; it failed. Why will it be any different under this partnership? Today’s announcement about an announcement is setting the course of the Government’s real priority, which is privatisation of the infrastructure: a partnership with a private company, but extending its grip into the infrastructure, too.

Why would the Secretary of State bring the profit motive back into safety-critical parts of the railway? We must never forget why Labour brought Railtrack back into public ownership: it was for the safety of the great British public. None of us on the Labour Benches will ever forget the past, and how private profit was the objective. With private, we know that the objective is to put money into the shareholders’ pockets, not to invest in the public. This is why Labour’s plan to rescue the railways and bring them back into public ownership is more imperative than ever; the public demand it. Labour would never take such a risk with public safety, nor with public money.

Last month’s supplementary estimate report said that the Department for Transport’s rail revenue from train operators was down nearly £250 million this year and a Treasury bail-out of £60 million was needed. That is hardly evidence of a system working, is it?

Franchising has completely failed, with 13 direct awards and extensions to contracts. The west coast, however, is the jewel in the crown of the rail network. The Labour Government spent £9 billion upgrading it, but now the Secretary of State wants to flog off the family silver before it is even in public hands.

The UK railways have the best safety record in Europe; will the Secretary of State’s plans guarantee this excellent safety record? The UK railways’ safety record has been based on a rigorous risk management system; how will these plans ensure that the risk management approach will continue across the whole network? Is this not a return to the bad old days of Railtrack?

Of course, the railway is about the growth of our economy, and the Secretary of State is handing over responsibility for the economy of the north to these private companies; no wonder people do not believe in the northern powerhouse. Why will the Secretary of State not do what the last Labour Government did in 2009 and take this franchise back into public ownership? That is the best way to preserve the taxpayers’ money and the public interest.

Labour’s integrated public rail will benefit the economy, the environment, the Treasury and the public. We look forward to the right to run our railways again.

This is the first time that I have been told off for being informative to the House about what we are doing. We are publishing today a pathfinding franchise agreement that will pave the way for Britain’s most expensive and most substantial new railway for more than 100 years, and I am explaining to the House how we are approaching the issue of making that transition. This does not seem to me to be something I should not be informing the House about, but I am always surprised in this place.

The trouble with Labour is that it just thinks everything private is bad; it seems to be a completely ideological statement. After many years when the Labour party took a relatively common-sense approach to the balance between public and private, it has now walked a million miles away from that: everything private is bad, and it wants to nationalise everything and drive investment out of this country. Let us take an example. Labour cannot explain to us, in its plans to renationalise the railways, what it would do with what will by then be approximately £19 billion of privately owned trains on the network. All the new trains that are coming now and all the new trains that are being delivered in the future are privately owned. Where will the money come from to pay for those, and to pay for the new trains in the future? We get no answer at all from Labour on any of that.

The hon. Lady talked about safety, and safety is paramount in this country. We have an excellent regulator, and an excellent chief inspector of railways who does a very effective job, in my view, of holding the public and private sectors’ feet to the fire to ensure that we maintain safety standards on the railways. That is something that will continue for the future. She also asked about the northern powerhouse. Let us look at how little investment in the railways took place in the north when Labour was in power. We are replacing every single train in the north, and I have just announced a £3 billion upgrade to the trans-Pennine rail line. We have done upgrades to the Calder Valley line and electrified the line between Liverpool and Manchester. We are currently electrifying the line to Preston. Those are things that never happened under Labour. The replacement of every single train in the north of England is something new or nearly new. None of that happened during Labour’s 13 years in power.

The hon. Lady wants to take the west coast main line back into public ownership, but that is a railway line that is performing well and has very high levels of passenger satisfaction. The last thing we would want to do is to hand it back to the Government. Let us allow it to carry on succeeding. That is what we are aiming to do. We are setting a path that will lead us to what I hope will be a fantastic new world for Britain’s railways when HS2 opens after 2026.

My hon. Friend is absolutely right that we need to ensure that passengers get the compensation payments to which they are entitled. Of course, the compensation structure is much more complex and there are far more issues than those that have been highlighted in the media in recent days. I am very clear that the move that we are going through this year to provide digital ticketing across the whole network will make it much more straightforward to give passengers the compensation that they deserve and need, and enable them to do so simply, without having to fill out long, complicated forms.

The estimates report was very revealing, showing how hundreds of millions of pounds have been spent on compensation, underwriting failure and bail-outs. In control period 4 alone, a staggering £339.4 million of public money—our constituents’ money—was handed over to private operators, while passengers were forced to pay over the odds to travel. How much more public money will the Secretary of State pass to these failed rail operators?

The Opposition keep talking about the huge amounts that are paid, but they fail to understand that less than £3 in every £100 that is spent on the railways remains with the companies. The rest is going into the biggest infrastructure investment programme, better services and newer trains—the kind of improvements that people could only dream of in 13 years of Labour Government, but which they are getting under a Conservative Government.

That is certainly no apology to our constituents. The Secretary of State’s lack of due diligence has caused chief exec David Brown, of embattled Southern rail fame, to announce that he has done a—expletive deleted—good job, and that he will bid again for the next franchise contracts. Virgin and Stagecoach will do the same. These companies are on a huge gravy train at the expense of taxpayers, so why is the Secretary of State being held to ransom and why he is even prepared to consider rewarding their failure?

The hon. Lady talks about a privatised gravy train. I would encourage her to look at the conversation that the French Prime Minister had about a state railway, where he said:

“The dilapidated network, delays, abysmal debt…The situation is alarming, not to say untenable. The French, whether they take the train or not, pay more and more for a public service that works less and less well”.

I would say to her constituents that I am delighted that over the next 12 to 18 months the people of York are going to see every single train, pretty much, that serves their station replaced as new, or brand new trains—trains that they have not seen for decades.

At a time when we are seeing technology move very fast, people have to get away from a set focus on an individual form of motor power. Not every 125 mph train has to be powered by a particular power source. In the coming years we will see more development of bi-mode technology, battery technology and hydrogen technology. We will use the systems that make the most difference to the passenger the most cost-effectively.

Despite the creaking electrification infrastructure on the east coast, the 43-page “Connecting People” was jammed with funding reannouncements, possible reopenings, readjusted delivery dates, delayed promises and a lot of words to try to hide what we all now know was the central purpose—to conceal the deal on the failed Stagecoach franchise.

The new partnership that passengers want is their trains to arrive on time, so when will we see the upgrade to the electrification works needed on the east coast?

As I said earlier, the key point is that the next investment control period contains a programme of continued upgrade and investment for the east coast main line, to go along with the arrival of a new generation of smart, new, effective, passenger-friendly trains. All of that will happen so that we deliver those improvements and passenger services. Having heard the shadow Secretary of State’s questions earlier, I think that he has not understood that this will be a completely fresh partnership with potentially new partners and a new way forward, delivering better services for passengers in a more joined up way.

More structural changes, but the electrification wait continues. Let us look at these new rail partnerships. They are moving a public service to the control of private companies. This is not devolution to the rail authorities or to the people, it is devolution to the shareholders; it is further fragmentation and privatisation of the railway, failed operators now being handed the tracks as well as the trains, and nothing to address the electrification upgrade.

Is it to recoup these costs that the ticket prices will be soaring by 32% since 2010 after Christmas?

Two points: Labour Members should remember how much fares rose when they were in power; and they might like to explain why their friends in the unions have in their training manuals a requirement for negotiation for RPI increases in the future. Why is that? Why do they not tell their union friends to change their ways of operation?

The floods in York were devastating for so many because so many could not afford any insurance. They need every bit of help they can get, yet the Government still have not applied for the EU solidarity fund. May we have an urgent statement on why that has not happened and on what progress is being made?

The Government’s approach has been to try get finance to those who need it quickly and not to worry about complicated bidding processes, so that we ensure we provide help immediately to those who need it. If people look at the amounts of money that have been provided to the areas affected, they will see that we have done the right thing.

Further to the question of my hon. Friend the Member for Ashton-under-Lyne (Angela Rayner), may I impress on the Leader of the House the urgency of the matter? May we have an urgent statement on aerotoxic syndrome, as there were 251 incidents of toxic gas escapes into cabins last year?

I absolutely accept the hon. Lady’s point. We heard earlier from the Chairman of the Backbench Business Committee, who controls a large block of the time we have in this House for debates on such subjects, that he is short of topics for the coming weeks. I urge both the hon. Lady and the hon. Member for Ashton-under-Lyne (Angela Rayner) to put that request to the Backbench Business Committee, as that would bring a Minister to the House to discuss the serious issues that they raise.

I think that is the intention. The House of Lords is already using iPads to record Divisions, and it seems to me entirely logical that we should do the same. The system is now in place for the double majority votes, and it is my hope and expectation that we will move to general recording in the very near future. There is no reason not to do that.

Businesses across York have been seriously impacted by the floods as people have stayed away due to the images of floodwater. York has dried out, cleaned up and is open for trade. May we have a statement from the Business Secretary on the costs of the floods to businesses and further support to be made available for affected businesses, and will he make it clear that the best way to support cities that flooded, such as York, is to visit and take advantage of the fantastic bars, cafés and shops?

May I first extend my good wishes to the hon. Lady and her constituents and commend them for the work they have been doing to mop up after the floods? She is absolutely right: York is a large place and the floods were deeply damaging to parts of the city—but only parts of it. Many businesses were unaffected, and many others have done a sterling job in turning things around quickly and reopening. We should be encouraging people to go into the city to visit, to shop, and to eat and drink, to ensure that its economy flourishes. That is true not only of York but of Carlisle, the centre of Manchester and elsewhere.

I echo my hon. Friend’s appropriate words of tribute to the WI. It not only plays an important role in voluntary work in my constituency, in her constituency and in the constituencies of Members across this House, but it played a vital role in wartime in this country—we talked about wartime earlier. The WI’s work is immensely impressive. On one or two occasions it even played a role in the political process. Those of us on the Conservative Benches remember warmly the meeting between a recent Labour Prime Minister and a group of WI delegates, which will remain etched on our memories. I say to every single member of the WI, “Thank you for what you do.” We have just had a conversation about the Backbench Business Committee. The work of the WI could be a topic that the House chooses to debate in recognition of that 100 years.

On Monday we had an important debate about the future of trade unions. In that debate it came to light that the vast majority of recent disputes occurred in the public sector because mayors and Ministers refused to negotiate. As a matter of urgency, may we have a further debate about the responsibilities of Ministers in disputes, and make sure that this happens before the Trade Union Bill progresses into Committee?

The hon. Lady and I might have different views about responsibility for recent disputes. Ministers become involved in discussions with unions when it is necessary to do so, but it is often better for those discussions to take place between the public officials responsible for those areas and the workforces who work for them, without politicians getting in the way of that discussion. It is always a matter of judgment as to what happens. However, I have little sympathy with those who argue in favour of a minority of trade union officials, who are often dominated by people with extreme views, of which we have seen quite a lot in recent months, causing massive disruption and chaos in the lives of the working people of this country in a way that is wholly inappropriate.

I absolutely understand the knock-on effect on my hon. Friend’s constituents. It is frustrating that the free-flow has not worked better sooner, because it should be a dramatic improvement on what was there before and it is disappointing that that has not yet happened. The Highways Agency understands the problem, but it needs to get its skates on and deliver a better set-up, because we cannot leave both that important part of the M25 and the residents of Dartford in a position where things are not yet at their best.

In the light of the magnitude of the current refugee crisis, people will be making it clear this weekend that they want to provide a warm welcome for refugees, with rallies and vigils, including in my constituency of York Central. Will the Government make time for a weekly update and Question Time on the current crisis and continue to review the figures as part of that?

Of course, we will continue to update the House as we play our part in dealing with the issue, and as a nation we will provide a warm welcome to the 20,000 people we have said we will take from the camps. We will also continue—this is equally, and possibly more, important—to put nearly £1 billion a year into the camps themselves. The most vulnerable people are in those camps. They have not been able to make their way to Europe. They are the people who are most in need of help and they are the people on whom we are focusing our support.

I was not necessarily commenting on the outcome of the negotiations, but merely that the negotiations are starting. My hon. Friend will form his own view about whether there are flying pigs around, but I assure him that there will be a statement on Monday. The Prime Minister will appear before this House and take questions in detail not only about this issue, but about the Mediterranean, to which my hon. Friend the Member for Kettering (Mr Hollobone) referred.

This week North Yorkshire police held a summit on the sharp increase in antisocial behaviour fuelled by excess drinking in York city centre at weekends. When will this House have an opportunity to debate an increase in police levels linked to licensing legislation, to ensure that city centres can be safe, family-friendly and good for business?

One of the things we have always believed is that it was a mistake for the last Labour Government to go as far as they did on the road towards all-night drinking. I think it had an effect on antisocial behaviour and put extra pressure on police. We have taken a number of measures since then that will contribute to easing that problem. The hon. Lady will always have the opportunity, at Home Affairs questions and through the Adjournment debate system, to raise concerns related to her constituency when she feels the existing powers do not go far enough.

He makes a compelling case on behalf of his constituents, and I simply suggest to him that he uses one of the opportunities in the next week during the debate on the Gracious Speech, or seeks to secure an early Adjournment debate, to ensure that those issues continue to be heard by Ministers.

In the light of growing congestion across our cities, not least in York, may we have a debate about the impact of congestion on health, on transport and on our environment?

We shall debate transport and the economy next week during the debate on the Gracious Speech, and I encourage the hon. Lady to bring forward thoughts about the issues that her constituency faces, or to seek an Adjournment debate when a Transport Minister can listen to her concerns. We as a Government have sought to create a balanced transport project, investing in roads when we need to, in rail when we need to and in alternative transport such as cycle routes when we need to.
