Commons ChamberMy hon. Friend and I have had many discussions about Long Eaton. I am very keen to make sure that we have done the right thing by the different people affected by the proposed railway line through Long Eaton, whether it is the businesses affected or the people who live in the railway cottages. If there are things that we are not yet doing, I suggest that she and I sit down and go through it again.
It costs me more to get a bus a few stops up the West Road in Newcastle than to cross the whole of London. It costs more to get a bus from Newcastle to Amble—30 miles—than to get a bus from London to Newcastle—290 miles. Can we have a comparative study of the cost of bus travel in Newcastle under a Tory Government and in London under a Labour Mayor?

Commons ChamberWe have taken careful legal advice as we have been through this exhaustive process, and I want to pay tribute to my team at the Department for Transport for doing a fantastic job of assembling a vast amount of material for the House to study before the vote and to demonstrate the case that we are making today. If we are challenged in the courts, it is essential that we can demonstrate that we can make our case, but this is a matter for our elected Parliament. This House will decide whether I should designate the national policy statement, and I very much hope that that will carry weight as we go through the rest of the process.
Such a significant expansion in aviation capacity raises major environmental and ethical concerns, but given the recommendations of the Transport Committee, I believe that this is the right option, provided that it delivers for regional economic growth. Businesses and residents in Newcastle deserve just as much access to direct flights as those in the south, but given that network economics make that impossible, what additional capacity will the Secretary of State guarantee for Newcastle airport and for how long, regardless of how he makes that work?
The important thing to say is that the reservation of slots for our regional airports is not a time-limited thing; it is a permanent feature. We would not countenance putting in place a legal mechanism that could be eroded away over time. That is what has happened in recent times: regional connections to Heathrow have diminished in number, and regional routes have been replaced by long-haul routes, but I can give an absolutely categorical assurance to the House that the legal mechanism that will be put in place will prevent that from happening again.

Commons ChamberI absolutely hear what my hon. Friend says. As someone who used to live close to that area, I understand the issues she raised, and I am sure Transport for the North will listen to her comments today. It is finalising its plans. As Cheshire and mid-Cheshire grow—the towns there have expanded considerably in recent years—there is a need to make sure that the infrastructure is fit for purpose, which is why my earlier comments about the mid-Cheshire line are also important.
I welcome the public funding for the Tyne and Wear Metro announced in the Budget, which will come through the northern powerhouse. But if the northern powerhouse is to be anything more than a marketing gimmick, such funding must be part of an overall commitment to redress the dire imbalance in transport funding between the north and the south of England. Will the Secretary of State make that commitment here and now?
I keep saying that we are actually doing things right across the north: what we are doing on the Tyne and Wear Metro; the improvements to the A1; the completion of that last motorway link; the works taking place on the M1, M6 and M62; and the A66 widening. There are projects happening all across the north. We have brand new trains arriving on the east coast main line, the upgrade of that line that lies ahead and northern powerhouse rail in the future. This Government are delivering better transport for the north of England.

Commons ChamberIt is really important that we make sure that our regional airports are successful. My hon. Friend and I visited Southend airport a few years ago. I was very impressed by what it has achieved and the way in which it can be a driver of growth in the surrounding area. That applies across the whole country. It is one reason why the expansion of Heathrow is so important for regional airports further afield, and it is also why I hope that we will work together in a smart way to ensure that airports such as Southend flourish.
We have had many flowery words from the Government about understanding the experience of our constituents in the north-east who are forced to use crumbling rolling stock on Tyne and Wear Metro, but flowery words will not get our constituents to work on time unless they are matched by investment. Will the Minister now commit to investing in our rolling stock from the public purse?

Commons ChamberThis is the essential point. We have to ensure both public and private funding for buses. Those who seek to make a change need to understand the impact and be certain that they will bring improvements to passengers. There is sometimes a dogma and ideology that assumes that greater state control means a better service, but often a lack of private sector investment means nothing happens at all—so it is the other way around.
I wonder whether the Secretary of State is as familiar with the bus services in Newcastle as he is with those in other parts of the country. In Newcastle in the ’80s, we had a bus service where someone could travel across the region, on Nexus, and use the metro and the buses on one ticket using a transfer. He says that it is not likely that the state will be as innovative as the private sector. Will he acknowledge that in Newcastle we have been innovative, and hope to be again when we have proper control of our buses?
We have never argued, and I do not seek to argue, that the state has no role to play. Indeed, one of my Department’s priorities is to drive forward with smart ticketing across the country on our rail networks in a way that integrates with our bus networks, given the widespread use of the ITSO system on our buses. I do not disagree with the hon. Lady about the desirability of integration, although we might differ over the role of the private sector, which I think adds value that the public sector cannot add.

Commons ChamberI will say again that I really do not think we can be accused of bouncing anyone into a decision after what will have been 20 hours of debate, discussion and questions over a nine-day period. We tabled the motion this morning, before midday, and before it went to anybody in the media. It came to this House first, as is right and proper, but it came to this House after an extended period of discussion with Members on both sides of the House to try to make sure that the motion reflects the concerns raised by Members across this House, with a view to building as much consensus as possible. I accept that there will not be consensus across the whole House—we will not carry the support of every Member of this House—but it is in our national interest that we seek to bring forward a motion that will command as much support as possible from across this House.
The Leader of the House’s position seems to be that as his Government have spent some time considering their motion, it does not matter that MPs will have so little time to consider it. But what about amendments? I will not be voting for air strikes, but there are many things I would like to vote for, such as building a comprehensive UN consensus or cutting off Daesh’s oil supplies. How are we supposed to vote for an alternative approach if amendments are only to be available on the day?
Those elements of the hon. Lady’s concern are already reflected in the motion. As I have said, in the motion we have sought to reflect the concerns in all parts of this House. I can only reiterate that this motion was tabled shortly after the opening of business today and all Members of this House can manage to access it—and indeed my hon. Friends behind me have already managed to do so.

Commons ChamberWe are considering the Sayce recommendations and have not yet formally responded about our decisions on whether to adopt most of them. However, my hon. Friend makes a sensible point. I have visited the Queen Elizabeth Foundation for Disabled People near my constituency in Surrey, where I said to people that I would encourage them to look to see whether they can enter the Work programme to provide specialist support as subcontractors. I hope that all the colleges will consider taking such an approach.
11. Whether key suppliers to his Department are required to consult him on any planned relocation of jobs abroad.
Let me start by saying that we will not offshore any DWP jobs. I share the hon. Lady’s concerns regarding work being done offshore by suppliers. Many of the Department’s subcontractors began using some offshore staff under the previous Government. The Department is exploring how future offshoring can be minimised and whether jobs currently offshored could potentially be moved back to the UK in future.
I welcome the Minister’s reply. As he no doubt knows, the north-east has some of the highest unemployment rates in the country. Hewlett Packard’s decision to offshore jobs in Newcastle supplying his Department with IT will not help matters. Santander recently announced that it is bringing all its call centres back to the UK following pressure from customers. As Hewlett Packard’s customer, what concrete steps is the Minister taking to achieve the same result?
I have already had a meeting with Hewlett Packard to discuss the issue, and I expect to have another such meeting shortly. The hon. Lady refers to call centres. All the Department’s call centres are sited in the UK. We have the biggest virtual contact centre in Europe, and it is very good, I believe; I applaud the professionalism of the staff who work in it. I would expect to see many similar offshore centres return to the UK in future, because, in my view, British-based staff are the best contact centre staff.

Commons ChamberI agree with my hon. Friend. The use of mentoring, both to encourage young people into the workplace and to create a sense of belief in their ability to build their own businesses, will be central parts of the Work programme. We are working on the details as rapidly as we can, and I can give him an assurance that mentoring will be a central part of the way in which the Work programme works.
T9. The cuts to the future jobs fund are causing real concern in my constituency. From listening to Ministers this afternoon, I understand that the expectation is that these job losses will be replaced by a growing private sector. Can the Minister share with me the detailed analysis that the Government have undertaken that shows that these jobs will be created, when they will be created and that they will be created in the north-east?
