Commons ChamberA number of my constituents have been adversely affected by their transfer from working tax credit to universal credit, because they work in sectors such as agriculture and tourism and their incomes are therefore seasonal. The switch from an annual to a monthly assessment of their entitlement means that many are losing out, but the Government have said that there will be no impact assessment to determine the financial effect of the move. Will the Secretary of State intervene in support of such an assessment, so that workers with seasonal incomes can be treated fairly?
The hon. Gentleman is a champion of constituents in rural areas such as his, and I am happy to look at any information that he wants to give, but I hope that he will recognise that the increase in the living wage will have helped his constituents, even those who work seasonally. That is alongside the extra payments that the Government have made to households in which people are living on benefits or have disabilities.

Commons ChamberI understand that people across the UK are worried about the cost of living, which is why we have taken decisive action to support households and businesses across the UK, while remaining fiscally responsible. That support includes a £26 billion package for the next financial year, which will be targeted at protecting the most vulnerable.
There is a cost of living crisis going on all over the world at the moment. This Government have acknowledged that and faced up to it. That is why we have prioritised help for the least well-off. That is why this Government have made sure that the minimum wage has risen in line with inflation, that pensions have risen in line with inflation and that benefits have risen in line with inflation. People on benefits will receive a £900 payment, pensioners are getting a £300 payment and households with a disability are getting a £150 payment. At all times through these crises, which have not been caused by this UK Government, we have targeted our help at the most vulnerable in society.
The Government have announced that support for homes and businesses connected to the mains gas grid will be extended for another year, but it seems that the single round of alternative funding announced for off-grid homes will be expected to last for the full 18 months. Notwithstanding the fact that the first payment to off-grid homes is still to be made, will the Secretary of State push colleagues in the Department for Business, Energy and Industrial Strategy and the Treasury for a second round of alternative funding to provide support for off-grid premises ahead of next winter?
The hon. Gentleman is correct to say that the UK Government have recognised that those who are off grid are facing an increase in costs. It has not been as sharp as the increase for those who are on grid, and I think that the figures reflect that, but I note the hon. Gentleman’s comments about the fact that full details of the payment have not yet been made fully clear. I am sure that my colleagues in BEIS will have noted his question and will be coming forward shortly with more information about the payment.

Commons ChamberWe are delivering unprecedented support to protect households across Wales from the cost of living. We understand that people across the UK are worried about the cost of living, and this winter we will stick with the plan to spend £55 billion to help households and businesses with their energy bills—one of the largest support plans in the whole of Europe.
I welcome the right hon. Member to his role as Secretary of State for Wales. As he will be aware, off-grid households and businesses have experienced quite rapid increases in the price of their heating. That is a big concern in areas such as Ceredigion, where 74% of properties are not connected to the mains gas grid. Quite simply, when does he expect those households and businesses to receive support for their off-grid heating costs?
The hon. Gentleman is quite right to raise the issue of off-grid domestic premises. The Government have heard the issue being raised by Members, including him, and we have increased the support available from £100 to £200. I would be happy to come back to him with details of exactly when that payment will be made. It was because of calls from people such as him that that increase was made.

Commons ChamberThere will be a full evaluation of the fund’s impact on the provision of public service broadcasting for young people, including Welsh language content. The Government are committed to Welsh language broadcasting. S4C will receive £88.8 million a year for the first two years of the licence fee settlement, rising in line with inflation thereafter.
Diolch, Mr Speaker. The fund’s 5% target for content in the indigenous languages has been invaluable to producers of Welsh language children’s programmes such as an upcoming drama series about children’s mental health and, of course, the production of new episodes of “Sali Mali”. Mike Young, the producer of “Sam Tan” and the creator of “SuperTed”, has previously stated that those much-loved favourites would not have been made without state support. Will the Minister agree to meet me to discuss the impact of the fund’s closure and ways we can secure the future of original children’s content in the Welsh language?
I would be delighted to meet the hon. Gentleman to discuss that issue. I would approach it with an open mind. I will perhaps remind the hon. Gentleman that it was a Conservative Government who established S4C. It was also a Conservative Government who introduced the Welsh Language Act 1993. He may also know that it was a Conservative Chairman of the Welsh Affairs Committee who allowed Welsh to be spoken for the first time in Select Committee hearings. Modesty prevents me from saying any more on that, but I can assure him that we will always want to support the Welsh language.

General CommitteesThank you, Mr Davies. I am grateful to the hon. Member for Bridgend for that intervention. I acknowledge the truth of what he is saying, in that a number of the Wales Acts have been introduced in the last 10 years under Conservative Administrations, although I would point out that we still have an asymmetric devolution settlement in which Wales does not enjoy the same level of autonomy and discretion over policy areas that Northern Ireland and Scotland take for granted. Indeed, even certain city regions in England have greater discretion and influence over certain policy areas than the Welsh Government, such as policing. I will come on to that point in a moment.

(Translation) The main policy areas that manifest the unfortunate results of this attitude are transport infrastructure and the Crown Estate in Wales. A number of Members on both sides of the Committee have suggested that Welsh railways are being seriously neglected by the current settlement and that refurbishment work really lacks funding. Wales has around 11% of the UK rail network but on average receives only about 6% of the current expenditure on maintenance and, importantly, refurbishment and renewal work. The Welsh Government have estimated that railways in Wales will suffer an underinvestment of about £2.9 billion between 2001 and 2029 for that reason.
Those figures are no surprise if we bear in mind that the UK Government committed to investing around £350 million in Wales in that period on improvements, compared with around £50 billion across the United Kingdom. The Welsh Government were quite clear about the situation, arguing that failings of the Union in that regard had led to the devaluing of and underinvestment in the Welsh rail network
“compared to the network in England.”
That impairs not only the economy but our ability to decarbonise our transport network.
A clear example of the failure, and indeed stupidity, of the current settlement is the HS2 project. The UK Government said—I am sure that it was the Treasury that commissioned a KPMG report—that Wales could see a loss of £150 million a year in economic output. But despite that, the Treasury continues to recognise the project as one that is beneficial to Wales and England. Wales is in danger of losing between £4 billion and £5 billion in investment in transport infrastructure as a result of the treatment that it receives from the Treasury.

Sorry, Mr Davies; that is not normally a problem I suffer from. Network Rail has said to us that it believes north Wales will benefit greatly from the better connections with London that will come about as a result of HS2.

(Translation) I am grateful to the Minister for his intervention. Plaid Cymru has recognised from the very outset that HS2 improvements, if they were fully realised, would be beneficial to north Wales. For Wales in its entirety, however, the report commissioned by the Treasury shows that there will be a net loss of £150 million a year in economic output. We have to consider the impact all of that, and the fact that the Treasury depleted the comparative factor for Department for Transport expenditure in the finance statement.
That is why I encourage Members to listen to the Welsh Affairs Committee recommendations that HS2 be recognised as a project that benefits only England. I would go a step further and encourage people to support the devolution of responsibility for the railways to the Senedd. According to the Wales Governance Centre, if that responsibility had already been devolved to Wales, there would have been additional investment of half a billion pounds between 2011 and 2020.
Another flaw in the current settlement is the treatment in the Union of the Crown Estate in Wales. Despite the fact that control of the Crown Estate was devolved to Scotland in 2017, Westminster retains control of the Crown Estate in Wales, meaning that revenue from natural resources in Wales is transferred to the Treasury rather than remaining in Wales. Yesterday, the Crown Estate in Scotland completed its latest sale, with 17 projects that will bring in £700 million, and attracted a global consortium of investors to invest further in supply in Scotland. Even though our renewable resources are fewer in Wales, that latest round of sales shows what is possible in our marine energy. Welsh Crown Estate marine energy increased in value from £50 million to more than £500 million.
Plaid Cymru has pushed for some time for the devolution of the Crown Estate, and I am pleased to say that the agreement we have reached with the Labour Welsh Government includes devolution as one of its main objectives.

Commons ChamberI very much welcome the hon. Lady’s support for the airline industry. Her stated view that we should get people back on to planes and flying around as much as possibly is in stark contrast to the extreme environmental view, which some people in her party seem to take, that nobody should ever get on a plane.
I can assure the hon. Lady that we meet the airline industry regularly; I spoke to the aerospace trade body about 10 days ago and met Airbus online a few days ago. We have not taken up sector-specific support, because the UK Government believe that we should be able to go out there and help all businesses that have been affected by the pandemic. That is why we have already put down £2.7 billion for Welsh businesses, which I hope she will welcome.
Research by the Centre for Progressive Policy has shown that UK Government covid emergency support was, on average, £1,000 more generous to London residents than to those in Wales, and that the UK Government spent nearly £7 billion more on London than if each nation and region of the UK had been allocated the same emergency spending per resident. What explanation has the Minister been given by his Cabinet colleagues for that discrepancy?
The fact of the matter is that the money has gone to those in need in all parts of the United Kingdom. I have already mentioned the £8.75 billion extra that went to the Welsh Government, the £2.7 billion for Welsh businesses and the 466,000 Welsh workers who were supported through the furlough scheme—to be honest, I really welcome these questions, because they give me an opportunity to spell out the huge support that the Government have delivered for Wales. UK-wide, the UK Government have spent £280 billion supporting people across the whole United Kingdom. With the greatest respect to the hon. Gentleman, I do not think that an independent Wales would have been able to manage that level of support.

Commons ChamberFirst of all, I assure the hon. Lady that this Government are working very hard indeed to ensure that we get a full trade deal with the European Union. The second point to remember is that her party has voted against or abstained on every single trade deal that has been put forward for the last 15 years. The third point that I put to her is that the UK Government have already shown over and again how much support they will give to any industry that gets into any kind of trouble as a result of covid, or indeed, as a result of anything else. She can rest assured that we are doing everything possible, and if she is worried, perhaps she would like to explain to her constituents why she and her party voted against a deal that would have kept us inside a customs union and a single market. I voted for it; she and her party rejected it.
I know that the Minister is a strong supporter of devolution and he will acknowledge that the UK Government’s conduct of reserved matters such as trade will have significant implications for devolved competences such as agriculture. With that in mind, what concrete steps are the Government taking to develop the capacity of the Joint Ministerial Committee so that it fosters greater trust and transparency among the four nations?
The hon. Gentleman is being quite kind to me, because I was on a slightly different side of the argument in 1999, but I have reformed. I am a changed man. I recognise that the people of Wales voted twice for devolution in referendums and I believe that when the people of Wales vote for something in a referendum, that choice needs to be respected. I respect and will support devolution and I welcome his suggestion of closer co-operation between the UK and Welsh Governments over important issues such as agriculture.

Commons ChamberI entirely agree with my right hon. Friend. Floating offshore wind is a hugely exciting technology. I would be happy to meet those companies. Our commitment to offshore wind is demonstrated by the £28 million, which we, along with the Welsh Government, have invested in the Pembroke Dock marine project.
Recognising the severity of the economic damage of covid-19 and also the importance of swift responses from the Government, will the Minister consider proposals made by the Wales Governance Centre recently that both the annual drawdown limit from the Welsh reserve and the cap on Welsh Government borrowing should be
“very significantly relaxed—or removed?”
The hon. Gentleman will be aware that my right hon. Friend has already signed off about an extra £800 million for the Welsh Government and if he can wait in his seat for a little while longer, there may be more good news to come.

Commons ChamberMy hon. Friend is absolutely right. My predecessor, who managed to get tolls on the Severn bridge scrapped, has done wonders for the south Wales economy. The Welsh Government must now match the commitment shown by the UK Government, by getting the M4 relief road built and continuing to support the south Wales economy through a good transport link.
Over the past week I have held discussions with the Welsh Government’s Minister for Economy and Transport, Ken Skates, and I look forward to working collaboratively with our partners to discuss the mid and west-Wales growth deal.
The Minister will be aware that people in Ceredigion and across mid-Wales are keen to see swift progress on the growth deal. With that in mind, will he consider meeting groups and businesses in Ceredigion that are involved in some of those proposals, to see how we can get them implemented as soon as possible?
When I was invited to join the Government, one of the only things that might have dissuaded me was that I was planning to visit Ceredigion with the Welsh Affairs Committee—I believe the hon. Gentleman had arranged for us some whisky tasting and to see some cheese factories. I will therefore take his question as an invitation to visit Ceredigion. I hope it will go on to the Wales Office, and I look forward very much to accepting it—diolch yn fawr.
