Commons ChamberAs the Minister with responsibility for cross-departmental criminal justice issues, I spend a lot of time talking to myself.
I am sure the Minister is aware that many people in the criminal justice system are deeply worried about the state of forensic science, on which so much depends. I will not play the card that it is all the fault of privatisation; it is much deeper than that. Will he not only have a serious look at the evidence from the recent House of Lords inquiry, but keep in touch with me and with the hon. Member for Bromley and Chislehurst (Sir Robert Neill), my co-chair of the all-party parliamentary group on miscarriages of justice? This is an urgent matter that goes to the heart of many miscarriages of justice. Will the Minister work with us to get it right again?
I am more than happy to work with the hon. Gentleman on the issues that he raises. He is quite right that forensics are a critical part of a good and functioning criminal justice system. He will know that in the Home Office part of my job, significant work is going into the transforming forensics programme, which has received investment of more than £25 million in each of the past two years, bolstering and reinforcing the Forensic Capability Network. He will also know that the Mackey review, which was completed in April, has been looking at where forensics goes next, and that there is a jointly chaired forensics sub-group of the Criminal Justice Board that looks at the issue across both Departments.

Commons ChamberI agree, and that is one of the challenges. This is not an ordinary job. We are not in a line management structure; we are accountable only to our constituents.
As the longest-serving Member on the Opposition Benches, may I say to the House that I was appalled at what happened last week? However, as a long-serving Member, I must also say that that behaviour is not typical. I have worked with people in this House of all parties for a very long time, and most of their behaviour is good. It is excellent—it is cross-party. This case has done something to damage our reputation, but please let none of us undermine the fact that normally, most hon. Members on all sides act honourably and work together, and I am proud to be a Member working with them.
As an MP elected in 2019, one of the great losses as a result of covid has been the lack of opportunity to meet people in real life and engage across the House and across parties. As we move through covid, I hope there will be more opportunity to do that, so that we can see the good behaviour on all sides.

Commons ChamberI thank my hon. Friend for highlighting the work that is taking place in his constituency, and I extend my thanks to Burnley College and BAE Systems. We recognise the value that early interactions with employers can have for girls’ ambitions, and the Government continue to lead work to enhance STEM outreach. I should point out that secondary schools are expected to provide pupils with at least one meaningful interaction with employers per year, with a particular emphasis on STEM employers, and we will continue to encourage them to do that.
The Minister must surely know that the more emphasis we can put on stimulating young people at the earliest age, the better. Pre-school and infant school—that is the time to have imagination and to get girls interested in maths and science. Does she agree that we need to make special efforts at that early age?
I agree that these things start at an early age. I learned how to code at the age of seven, and I do not think it is a coincidence that I am an engineer by training today. These things make a difference, and we are doing everything we can to ensure that young people, especially young girls and women, are able to pursue careers in STEM.
My hon. Friend knows that today the House will discuss our landmark Subsidy Control Bill, which will allow us to seize the opportunities from having left the EU. Our new control system will provide quicker and more flexible support to British businesses, but he is right in what he said about transparency. Decisions on subsidies that were previously subject to approval by unelected EU bureaucrats will now be decided subject to the scrutiny and rigour of hon. Members across the House. That will give us the transparency and accountability that he wants.
We put the UK Infrastructure Bank in Leeds because we love Leeds. The hon. Member asks about inequality and levelling up. The levelling-up agenda will of course help those in the midlands and in the north, but it will also help those in London and the south-east by easing the pressure on the economy, easing the pressure on tax revenues and easing the pressure on planning.

Commons ChamberYes, Mr Speaker, and I think my hon. Friend speaks to the profound indifference of the Labour party to this issue for decades. That is why we are taking the decisive action that we are to address the problems in the whole social care system, to support care homes and to support those who must face the cost of social care.
Does the Prime Minister agree that any new money must go alongside reform of our NHS? Does he agree that, as we have a system where most people’s entry into the health system is through a GP, it surely cannot be right that in many of the most deprived communities in our country, people cannot get a GP for love nor money? There must be something wrong in many parts of our country that in this day and age, people cannot get a GP and cannot even get a dentist. When can we do something to change that?
The hon. Gentleman is entirely right in what he says, in the sense that we are doing 50 million more GP appointments. That is part of our manifesto pledge. What we are also going to do as part of these reforms—I do not think anyone wants to see money just funnelled into the NHS without reform—is look at GP contracts to make sure that GPs see the right patients at the right time.

Commons ChamberWhat we are seeing across the country is people responding to massive investment— a £640 billion programme of investment in roads, in schools, in hospitals, in policing—that, bit by bit, is transforming people’s lives, hopes and opportunities. That is fundamentally the difference between the hon. Gentleman’s side of the argument and ours. We believe that there is talent, genius and flair around the whole country but opportunity is not evenly distributed. That is our ambition and that is what we are doing with our campaign for levelling up. If he is now saying, by the way, that he supports what we are doing on the tutoring revolution—because I know he is a great educational expert—then I am glad to hear it.

Commons ChamberThe hon. Gentleman, again, raises an important point. He will have seen the letter I wrote to UNFCCC members on the progress we want to make over the coming months. COP26 has already been postponed by one year, and the urgency of the climate crisis has not abated. I do not sense any desire among parties for a further postponement, and we are working very hard to ensure that we have an in-person, physical COP, taking into account, of course, any covid-related contingencies.
Thank you, Mr Speaker. That is a new title. I was happy with international champion, but I am sure vice-president is acceptable, too.
The actions we are taking to tackle climate change support the delivery of a range of UN sustainable development goals. Through the Together for Our Planet campaign and Race to Zero, we are encouraging towns, cities and communities to drive climate action at a local level. This is supported by the COP26 UK mayors and regions advisory council, which includes West Yorkshire Combined Authority and Kirklees Council, and it has set itself an ambitious target of being net zero by 2038.
Will the Minister and, certainly, the COP26 President, in whom I have great confidence, support what we are doing in Huddersfield to make Huddersfield a sustainable town and a sustainable community by rigorously pursuing the sustainable development goals? We are building a network of towns across the United Kingdom. We are up to about 20, and we need to get to 50 and 500. What can the Government do to help us, because it is about grassrooting and making sure that COP26 is not cop-out 26?

Commons ChamberMadam Deputy Speaker, you will know that I have been away from the House and doing my duties online for almost a year, so it is a pleasure to be back. However, I wanted to be here for this occasion, where we are thinking of the sad passing of the Duke of Edinburgh and the impact that that has on Her Majesty and the royal family.
Having been a Member of Parliament for a very long time—normally when I say that, people say, “Too long”—I have been lucky to have had conversations with the Duke of Edinburgh and Her Majesty. On one wonderful occasion, we were talking about the things we had in common—my wife and I have four children, and they had four children. The wonderful thing about the Duke of Edinburgh was that, from that time, I couldn’t meet him without him saying, “How are the children? Are they doing the Duke of Edinburgh?” He had a phenomenal memory.
I got to work closely with the Duke of Edinburgh because of his work with, and his great presidency of, the Royal Society of Arts, although he would say, “It’s not the Royal Society of Arts. It’s the Royal Society for Arts, Manufactures and Commerce”—he absolutely insisted on that full agenda. There are two things that came out of the Royal Society of Arts that I worked with him on. One was a very interesting group where we tried to look at the future of the British countryside. It met at the RSA the first time and then at Buckingham Palace. What I learned from those meetings was that the Duke of Edinburgh could do public service with a sense of humour. He had a wonderful sense of humour. They must have minted the saying “Not suffering fools gladly” for him, because there was certainly that element to his way of chairing a committee.
He would do his research, and he loved teasing politicians. There were three of us on that committee, and he would always find something. I got teased by him because at one stage, when the current Prime Minister was editor of The Spectator, he awarded me the parliamentary speech of the year award for my speech on foxhunting. The Duke of Edinburgh never ceased teasing me about my commitment to foxhunting. On the other hand, the Duke of Edinburgh would suddenly pick up on something and say, “What is this Labour party policy, the ‘right to roam’?” I said, “Well, it’s to encourage people to get out into the countryside and walk wherever they can very freely.” He said, “It sounds like a licence to poach and interfere with good farmers to me”. He always had an edge to him, and it was such a good committee. I learned that people can do public service with a sense of humour and with passion.
The other passion that I was lucky enough to share with the Duke of Edinburgh was design. We have heard tributes and people have mentioned his commitment to science, but every year, in conjunction with the Design Council and the design profession, he presented the Duke of Edinburgh Award for young, successful designers, and the wonderful awards ceremony in Buckingham Palace did so much to change the culture, focus and priority of design in our country. I remember him launching in and stating that the Design Council should be “more than a posh shop in Piccadilly” and that it had to reach out so that everybody understands the importance of design in changing lives.
I enjoyed the relationship I had with that great man and I will mourn him. I know that Her Majesty will miss him sorely, but, as in my family, the royal family will come together and get through this. I will mourn with them.

Commons ChamberIn my brief contribution, I wish to say that I feel very strongly about Europe. We are leaving the European Union; we are not leaving Europe.
I am a war baby. I was born in London on the worst day of the blitz for London. After the war—that terrible period in European history—the move to start a Europe with the watchword to “make war unthinkable” was inspirational. It was to be a Europe that was wealthy, powerful and a great influence on the democracies of the world. We still need that spirit.
I sit on the Committee on the Future Relationship with the European Union, so I have been privileged to hear a great deal of evidence. Although I am sure this is not the best deal we could possibly have had, it is a much better deal than I expected, so I will support it in the Division Lobbies tonight. This is the time for the renewal of the European spirit. We are still in Europe. This agreement is a building block. We can build on it, and we must build on it if we are to make this world a safer and more secure place, if we are to stand up to the global threats from China and Russia, and if we are to stand up to the threats of covid, global warming and climate change. Europe must work together.
Given all the evidence, we ought to thank Michel Barnier, who has been tough but is a true European, and Ursula von der Leyen, who is an inspired leader. We should also recognise the support behind them from Angela Merkel and President Macron. It was, in part, inspired leadership across Europe that gave us this deal; it was not just the true Brits fighting for a good deal. It was a good piece of statesmanship and I applaud it.

Commons ChamberMy hon. Friend is absolutely right. Whatever happens—and we do hope that we get a free trade agreement—we will leave the customs union and the single market on 31 December.
The Secretary of State will be—I hope—aware that many of us will feel very sad that his career will end in failure if we do not get an agreement with the European Union today or very soon. The Committee on the Future Relationship with the European Union, of which I am a member, recently listened to leaders from the Northern Ireland business, manufacturing and farming communities saying that they do not think that everything is fully operational. They do not think anything is oven-ready. They think that if anything were in the oven, it would be pretty thin pickings. Will he please, please, at this late stage, make every effort to make sure we get a deal, rather than leave without a deal?
I am very grateful to the hon. Gentleman for his words. We will do everything we possibly can to get a deal, but it cannot be a deal at any price. As for his point about my career ending in failure, my career has, I am afraid, been marked by failure consistently in so many ways. Often in politics I am reminded of the words of Winston Churchill, who said that success means going from failure to failure with undiminished enthusiasm. That is what I hope to do.

Commons ChamberWe have put millions of pounds into Ipswich Hospital, and I know that my hon. Friend supports Ipswich Hospital very strongly indeed. I am glad that across Suffolk and across the whole of the country we are now putting in place the vaccination hubs that will be there and ready, should the regulator sign off a new vaccine. I do not want to intrude on the rigorous independence of the medical regulator—the Medicines and Healthcare Products Regulatory Agency, which will make the decision on the safety of these vaccines—but should it be approved, the NHS will be ready to begin the roll-out and I set the NHS the challenge of ensuring that it can roll out at the speed at which these vaccines can be manufactured and produced.
Will the Secretary of State impart my question to the Prime Minister? Can I beg him at this late stage to change his mind? This is a national emergency, and his policy announced today will end up with critical and perhaps tragic results for my constituents and for our country. I represent Huddersfield, in Kirklees, which is a classic average typical town in Britain, and we have worked better and harder than anyone else to get the rates down under the tier system, but we have not been successful. Under the national plan, however, we have started to get there. We only have to keep ourselves under restrictions for a few more weeks, and then we will have the antidote. Please change your mind, Minister. Change your mind, Prime Minister. We must stop deaths occurring that could be avoided.
The tiered system that has been set out by the Prime Minister today is calibrated very carefully, learning all the lessons from the lockdowns that have been in place and from the previous tiered system, as well as from evidence from around the world and, indeed, from the devolved nations. It has to be calibrated to be able to bring infections down, but to do so in a way that also protects the other things that matter in life as much as possible. It is necessary that tier 3, in particular, is tougher than before, not least because of the experience of Huddersfield, Kirklees and other places that were in tier 3 for quite a long time, but saw a flattening rather than a reduction in their rates. That is why we have brought in a tougher tier 3. It nevertheless allows for the reopening of religious settings and non-essential retail, which are so important to many.
