I am grateful to my hon. Friend for that question. As I have said, we have seen a tremendous increase in the importance of the railways. I do not want to bore the House, but I will repeat the figures that I have already mentioned. Under British Rail, 750 million journeys were made every year. Last year, the figure was 1.6 billion. Growth year on year is the result of the way in which the franchises are selling tickets and promoting the railways.

The Secretary of State quite properly said that the network failure was unacceptable, and he quite properly said that Network Rail would be held to account. But he did not say how it would be held to account. Will he please advise the House what he is doing to hold it to account, and what penalties it will pay?

I have mentioned two reports that are under way. One will be given to the chief executive of Network Rail by the end of the week. It will be made public in time for his appearance before the Select Committee. The Office of Rail Regulation is rightly investigating what happened at King’s Cross and Paddington. When I have those reports, I will consider what further action to take.

I am aware that a number of sinkholes appeared across the country during this year’s severe winter weather, including those that my hon. Friend has mentioned. The Government have been working, and will continue to work, with the British Geological Survey on sinkholes. It is important that any lessons learnt are shared with local authorities and other transport operators to ensure that our infrastructure has greater resilience against future severe weather events.

Residents in the Queensbury, Northwick Park and Preston wards in my constituency would be very grateful if part of the remaining £50 million from the fund could make its way to the potholes in their wards. They would be even more pleased if those roads with extensive potholes could have a complete surface repair, because they are fed up with seeing potholes repaired one year and then having to be re-repaired the next winter. The money should be spent on solving the problem comprehensively, not addressing it in a piecemeal fashion.

I agree entirely. Some councils have shown excellent ways of doing that through a holistic approach, and I commend them for that. I was in Northampton recently to see what the local council has done there. It has taken on board the point the hon. Gentleman makes. I hope that other authorities will do likewise.

One gets ready for a lot of things in preparing for questions, but I am going to have to disappoint my hon. Friend, because I do not have readily available details on that particular line of questioning on HS2. I will most certainly look at the points he raises, but I point out to him that it is the wider investment in the whole of the United Kingdom’s transport infrastructure that we can rightly be proud of. I was very pleased to be in his constituency when a new mode of financing road repairs was used for his constituents.

The Secretary of State did not say in the list of estimated costs what has been allocated for biodiversity offsetting, for the replacement of ancient woodland and for addressing all the other environmental damage that HS2 will cause. What element of the budget has been set aside for that?

That has all been taken into account. Indeed, one reason for the increase in cost that I announced to the House some time ago was some of the measures that we have taken, after representations, on tunnelling. I take the environmental costs seriously, as I know does the new chairman of HS2 Ltd, Sir David Higgins. I point out to the hon. Gentleman the amount of money that was made available for environmental improvements along the route of HS1, but I will write to him in more detail.
