Commons ChamberObviously one of the things that the inquiry will have to look into is how people can obtain redress from newspapers when they have been wronged. That has been looked into for many years, but the problem is that Governments have not acted. I believe that part of the solution is an effective regulatory system. If people end up having to sue a newspaper, things have gone too far. It ought to be possible to obtain proper redress through a regulatory system that has not just the confidence of the press but the confidence of the public: I think that is the key.
Can the Prime Minister tell the House whether he had any conversations about phone hacking with Andy Coulson at the time of Mr Coulson’s resignation—not his appointment—and will he place in the Library a log of any meetings and phone calls that have taken place between him and Andy Coulson since Mr Coulson’s resignation?
Of course, all the time during Andy Coulson’s employment, when articles were appearing and there was a storm of allegations, I had that conversation with him many times, because I had employed him. I had accepted his assurances: assurances which, as I have said, were given to many others. In the end, the reason for his resignation, the reason for his giving up on the second chance, was that he just felt that he could not go on doing the job, a job that he did well—no one denies that he did the job well—because of all the allegations. As for contacts, I have said what I have said about transparency, and I think that that is right.

Commons ChamberWill the Prime Minister tell the House the amount of British taxpayers’ money being made available to Greece indirectly through loans from the International Monetary Fund and confirm that, should a default occur that ultimately causes further defaults in Europe, that money might also be at risk?
Let me make two points to the hon. Gentleman. First, our share of the IMF is a little over 4%, so that is our contingent liability share of what the IMF dispenses. Secondly, the point about the IMF—this might also be of some reassurance to my Back-Bench colleagues—is that it will lend money only if it is confident that it is part of a programme that a country can repay, and that is important to consider. I say to those who are sceptical about our role in the IMF that Britain, as a leading economic power in the world, has an important role to play as a shareholder and board member of the IMF, and the idea that we should somehow be seeking to reduce that is wrong.

Commons ChamberClearly, one of the features of the proposal we are including in the draft Bill—namely, 80% elected Members and 20% appointed by an independent statutory appointments body—is that those appointed Members would sit not as party representatives but as Cross Benchers.
May I suggest to the right hon. Member that he is confusing legitimacy with accountability? Although election before one takes office might give legitimacy, it certainly does not give accountability. Accountability comes from an election after one has done things over the 15 year period. Will he reflect on that?
I think the hon. Gentleman has some force to his argument, but one thing we were keen to preserve in the cross-party Committee was that any reform should be designed in a manner that would allow elected Members of any reformed House of Lords to retain a certain independence and even distance from party politics. A lengthy non-renewable term was seen as one way of delivering that, not only by the cross-party Committee that I chaired but by many other cross-party Committees that have considered the issue in the past.

Commons ChamberI do not think it should automatically change our timetable; I think we should stick to that timetable. As I said, however, as well as the military track we are pursuing, there is also the political track of encouraging the Taliban into a political process. I would think that that will be helped by the fact that bin Laden is no more, as the futility of maintaining the link with al-Qaeda is seen. If the Taliban sever that link, there is every prospect of a political settlement, which prospect can clearly lead to British forces coming home. I do not think we should imagine that the timetable will be different, but we should work hard to take every opportunity brought about by the end of bin Laden.
The Prime Minister famously once accused the Pakistani Government of facing both ways. Is it not now clear that, whichever way they were facing, Pakistan’s Inter-Services Intelligence was clearly focused on Abbottabad and the security compound there, and that the co-operation of which he spoke must now have as part of its condition the root and branch reform of the ISI? If not, the fight against terror will be doomed from the beginning.

Commons ChamberI hope that, in a few weeks, the House will be able to rejoice that Gaddafi has gone. Few dictators have committed so many acts of psychopathic wickedness over such a long period of time. Many hon. Members will know of his atrocity at Abu Salim prison in Tripoli, where he marched 1,270 prisoners into a compound, locked the gate and instructed his soldiers to open fire from the courtyard rooftops. The gunfire and grenades rained down for more than two hours until all 1,270 people were dead. But that was in the dying days of John Major’s Government in June 1996, and Britain took no action.
I welcome resolution 1973. To take action now is right, but it would be disingenuous to claim that action was not possible without Britain’s military participation, involving just three planes. The question is not whether action against Gaddafi is right but whether it is we who have the primary duty and responsibility to take it. It is the families of many of those slain 15 years ago at Abu Salim who began this revolution in Libya, inspired by others across the region who had dared to rise up and demand justice and dignity from their leaders. I praise their courage, but I recognise that this is a civil war in Libya. In that respect, it is categorically different from other conflicts involving ethnic cleansing and religious domination by one faith over another. This is neither Bosnia nor Rwanda. UN resolution 1973 has authorised international interference in a civil war in which there has been no genocide and no ethnic cleansing: no Halabja there.
The resolution purports to allow no more than the humanitarian protection of civilians, but all acknowledge that the Libyan population will not be secure from harm until the country is rid of Gaddafi. Coalition leaders, when asked whether Gaddafi was a legitimate target, have been equivocal in their response. In such circumstances, the rose of humanitarian protection begins to smell of regime change, and by that name it is not so sweet. This became apparent to Amr Moussa over the weekend when he said:
“What is happening in Libya differs from the aim of imposing a no-fly zone, and what we want is the protection of civilians and not the bombardment of more civilians”.
Perhaps the Arab League was too optimistic, because that is precisely what is likely to happen, if not by British and coalition missiles then by the rebels. It is naive to think that we can stop one side fighting in a civil war and not expect the other to take advantage. In a civil war, the tragedy is precisely that civilians are killed, if not by one side, then by the other. I do not believe that the international coalition will be even-handed in stopping rebel forces advancing in the same way.
The Prime Minister said in his statement on Friday that if we will the ends, we must also will the means. To will the means, however, does not entail the proposition that we must be the means. Many people in the UK are asking, “Why does Britain always have to get involved?” In two days, we will hear the Budget and the Chancellor will explain to the country why it is necessary to cut thousands of jobs to tackle the deficit. Those men and women who have been made redundant will no doubt sympathise with the Libyan people, but they will ask, “What has this got to do with Britain?” North Africa is not on our borders. It is not in our direct sphere of influence. Libya poses no direct threat to the UK, and we have no historical responsibility as the former colonial power, so why are we spending millions of pounds on cruise missiles, and endangering the lives of British soldiers to implement the resolution? It is ironic that many people asking these questions will be among the 17,000 military personnel who were judged to be surplus to requirements in last October’s defence review, when the Government cut £4 billion from the defence budget.
There is no contradiction in welcoming the enabling authority given by UN resolution 1973, which allows those who have a direct interest or who have historical responsibilities as the former colonial power to act in Libya and, at the same time, to insist that we have no such direct interest or responsibility. Today, we are debating this after the event—we have taken that responsibility before a vote in the House, yet no one in government has sought to explain the policy of the rebels, on whose side we now find ourselves. We know that they are against Gaddafi, and that is a good start, but we certainly have no knowledge that they intend to replace him with an open, tolerant, liberal democracy. The whole of north Africa and the middle east are changing more rapidly than at any time since Suez. Shi’a minorities in Yemen and Bahrain have been shot or silenced by an invasion from Saudi Arabia. Iran is known to be eager to get involved. Egypt and Tunisia have effected home-grown revolutions and even Syria is experiencing serious internal tension.
In that extraordinary context, the Government have judged it right and in Britain’s interest to involve our forces in military action. I pray that in a week’s time Gaddafi is gone, and I pay tribute to the valour of our armed forces, but I believe that the Government were wrong to ask this—

Commons ChamberMy hon. Friend makes an extremely good point. Of course, there is always a case that goes something like, “Don’t start down this path because it might involve you taking so many difficult steps to achieve it.” It seems to me that the stronger argument is that it is better to act than to stand back and do nothing, and witness the slaughter of civilians, when that is so clearly not in our national interest. It is better to act than to remain passive. We have set limits on what we are able to do, because we cannot have an occupying force. I believe that what we are doing can help to protect civilians and can, over time, help to bring about a better future for Libya.
I welcome the UN resolution, but I oppose Britain’s military involvement in implementing it. The UN resolution is not to secure a no-fly zone for humanitarian protection, but an extraordinary authorisation of regime change. Unless the Prime Minister believes that Libya’s Arab and African neighbours lack the capacity or the compassion for their Libyan brothers and sisters to act independently, why does he insist on putting British military personnel at risk?

Commons ChamberI know that the hon. Gentleman takes a big interest in this subject as vice-chair of the all-party group. The Government take it seriously. We are taking forward the recommendations in the Stiglitz, Sen and Fitoussi report and the conference tomorrow will be the first step in deciding how we go forward to measure and promote subjective well-being. I am sure that the hon. Gentleman’s view will be heard.
As part of his efforts to promote well-being, will the Minister consider the abolition of the Independent Parliamentary Standards Authority?

Commons ChamberThe hon. Gentleman is absolutely right, and that is why we have launched a process of talking to local politicians and local groups to work out a way forward on how we handle the past. It was clear from the submissions to Eames-Bradley that there is absolutely no consensus, but the hon. Gentleman is right that we must have a process that is consistent. We will be working on that over the coming months.

I met the family of Pat Finucane while in opposition. On becoming Secretary of State, I wrote to the family and invited them to meet me.
Will the Secretary of State elucidate the questions that were put to him by the family at that meeting?
The meeting that I had with them in opposition was some time ago. I have a meeting planned shortly and I think that it is appropriate, as I have said on several occasions, that I talk to the families before pronouncing further. The hon. Gentleman knows from his time as a Minister in Northern Ireland how sensitive and difficult this issue is, which is why it was not resolved by his Government.

Commons ChamberI have listened with interest to this debate, because I am deeply unhappy about the yoking together of the two elements of this Bill. My hon. Friend the Member for South West Devon (Mr Streeter) said that not a single person had contacted him about AV as something that concerned them. I am in exactly the same position, and I suspect that the postbags of many other right hon. and hon. Members have not exactly been stuffed with correspondence saying that this needs to be an immediate reform in a new Parliament. I have many concerns in my constituency about hospitals, funding, and exactly what is happening to jobs, but AV has not been a pressing concern.
I have come into this Chamber feeling deeply sceptical. I support the idea that we should have more equality among constituencies, and there is a pressing case for addressing that particular element, but AV has been slipped into the Bill as a result of horse-trading—I can put it no other way—to make the coalition work. Some of us fought deep and bitter battles to get re-elected, against the very people who said, “Don’t re-elect that nasty Tory,” and here I am. I was elected as Member of Parliament for the good people of St Albans, and I serve all of them, not only the Conservatives. Like all hon. Members, once I put on the hat that means that I am privileged to be representing the constituency, I represent every single one of my constituents without fear or favour, including political favour.
I find it somewhat puzzling that, as my right hon. Friend the Member for Haltemprice and Howden (Mr Davis) said, we should be going for the election of the bland. Why do we have to have the rubber chicken version of a Member of Parliament—something that offends nobody and pleases nobody in equal measure? AV was not in our election manifesto. I do not mind a Whip sitting close to me, as one did about an hour ago, and encouraging me to support my manifesto, but I do mind being pressed on something that I am struggling with as a very loyal and non-rebellious member of my party and this Government. I came here thinking, “I’m not quite sure whether I’m going to abstain”—I despair of abstaining because I was not put here by the people of St Albans to do that—“or whether I should vote against this because I don’t feel I should be wholeheartedly supporting it.” However, I have listened to wiser heads than mine who said, “This is not the time—wait until Third Reading.”
I hope that those people out there who are listening to how we are behaving and making our comments will note that for many of us it sticks in our throats to have to support that particular part of the Bill. We will listen to exactly what happens in Committee. As we have heard, there are several things missing from the Bill, so there will be deep unhappiness in all parts of the House about addressing something that we do not have as a pressing concern.
Does the hon. Lady agree that it might make better sense for her to oppose the Bill on Second Reading, see what the Government do, and if they do what she wants, then vote for it on Third Reading? The Whips’ mantra throughout the ages is, “Oh, wait until Third Reading”—but they’ve got you by then.
As someone who looks like he might have been got in a way that perhaps I could not be got, I accept what the hon. Gentleman says. That is one thing about being a woman—we do not have bits to grab that other people have.
Rebellion is a serious thing. If someone rebels against every single thing, then no one takes them seriously when they mean it. I am not a serial rebel, but I have had it up to here with this, as I am sure that many of my hon. Friends have. I try to support my Government, but I hope that they respect the fact that some of us are not just Lobby fodder but are trying to do our best by a coalition Government for this country—that we will swallow some of this, but only so much. There should be greater recognition of the fact that some of us believe that AV is probably the least sensible and least palatable solution—a solution that not even my Liberal Democrat opponents in St Albans were encouraging people to think of on the doorstep. I am surprised that the Liberal Democrats who are in coalition with us are supportive of this measure. It delivers the worst of all options, and I am deeply unhappy about it.
I am pleased, however, that we are tackling the issue of boundaries, which have been a problem for many voters who feel that the sizes of constituencies are definitely unequal and do not respect boundaries as they should. I have huge sympathy with my hon. Friend the Member for Isle of Wight (Mr Turner), who had a great point to make.
However, I will not make my rebellion on this issue tonight. I respect the comments made by the hon. Member for Brent North (Barry Gardiner) about the Whips, but listening to my colleagues in the Chamber has led me to this decision. If we are to have a Government who deliver on the difficult things, let us not make this into a huge argument over something that none of us wants. I do not believe that, if asked for their ideal solution, a single Member in this Chamber would have gone for AV. AV is the least palatable option and will leave us with the least palatable Members of Parliament.
I shall sit down soon, as I know colleagues wish to speak. As I said, many wise heads in the Chamber will be rueing the day we got ourselves in the nonsensical situation of having to support AV—given that if we were asked, in a general question, whether we liked AV, we would all have said no. I do not know how we ended up with this cobbled-together thing. I accept that it is part of the troika—the coalition of three horses pulling in different directions and the attempt to get them all to go the same way. However, I regret that our Government and my Conservative party should be having to consider something that under normal circumstances we would have consigned to the dustbin.

Commons ChamberMy hon. Friend makes a very good point. I think there is widespread concern on both sides of the House about the evidence of irregularities in the way postal votes are administered. We are indeed looking at that right now.
When the Deputy Prime Minister said only months ago that the electorate of Islington North was 66,472 while only 10 miles away, the comparable figure in East Ham was 87,809, was he referring to the position before the general election at which point the Boundary Commission came in to remedy that situation? Does he not think that it was perhaps disingenuous to mislead the House in that way? Does he accept that—
