Lords ChamberI have another question because we may not come back to this after today. It may well be that there are details out there in relation to what the managed programme will look like, including the potential deradicalisation programme and the Prevent work that would be done. Other than what is already available, for example though Channel, are there any programmes which the Government will present as options for people when they return? If there are, will the Minister supply me with details of them before the next day in Committee?
My Lords, this is an immensely significant amendment. Since I think the Minister is the sort of person who listens, I cannot imagine that he will not be prepared at the end of this debate to agree to take this matter away and look at it again to see what can be done.
I listened very attentively to what the noble Baroness, Lady Warsi, said. She has great insight. It rings true to me that if you are trying to keep the good will of the young and—very often in a healthy sense—radical members of the community, transparency is indispensable. I remember talking to a front-line policeman at the time when we were considering 42 days’ detention. He was working with the community. He said that the people who really matter in situations of this sort are those with street credibility. They may have been tempted by or even have tampered with, the wrong kind of activities, but they have street credibility. How do you strengthen them in their understanding and hold the line? That is why what the noble Baroness, Lady Warsi, said is crucial.
Then I listened to my noble friend Lord Harris. I have a very strong bond with him. I must not say this too often, but I knew him when he was a schoolboy, and I have always been delighted to see how he has developed and come on because I was great friends with his father. But my noble friend, who usually has a very balanced approach to police matters, argued this point. How on earth do we think the international community will respond? It seems to be the ultimate in cynicism to say, “We are so worried about this person that we won’t let them come back, so we’ll just leave them with you”. That is extraordinary. We are the people who are trying to win good will in the world so that we can work together. That is an amazing thing to do. We therefore need to have a lot more reassurances on that.
If I am allowed to make this point—I hope I will not be accused of sentimentality; I am being hard-headed about this—whatever our good intentions and however thorough the work, mistakes will be made. There is the possibility of the nightmare of somebody finding himself or herself excluded and left in limbo, knowing that he or she is innocent. It is difficult to imagine what we are creating and generating as regards the humanitarian situation there. Of course we understand—you cannot say it often enough—how real the threat is and how tough action is necessary. However, that tough action has to be transparent in its justification.

Lords ChamberMy Lords, Her Majesty’s Government do not put forward the criteria for candidates for the UN Secretary-General role. However, we would want to see a proven leader fully committed to the values of the UN, with sufficient political authority and expertise to lead and manage such a large and complex organisation. The current system whereby the Security Council nominates a single candidate for the General Assembly continues to ensure that the candidates receive maximum support.
My Lords, does the Minister agree that we should all send a message of solidarity to the present Secretary-General for the immense burdens that he is carrying on behalf of all the people of the world? Do not the events of Ukraine and the Middle East illustrate how vital this appointment is and that it is not too soon to prepare for his successor? In preparing for his successor, is not transparency essential in order to have the good will and support of the world community, and therefore should not a specification of the terms of reference be published? Should there not be a process open to candidates from every region of the world, and is it not essential that the General Assembly, for final approval, should be able to see a shortlist with, if need be, the recommended candidate of the Security Council?
Of course, I join the noble Lord and this House in paying tribute to the work of the Secretary-General, and I acknowledge the immense pressure of work that he currently faces as international events unfold. I also pay tribute to the work of the noble Lord, who through the United Nations Association has over many years raised the issue of reform in the selection and election of the Secretary-General. However, I go back to what I think is an essential element. The General Assembly and the United Nations generally have to approach these matters through a principle of consensus. The job is difficult enough without making sure that you have enough member state support behind you. It is therefore important that the support of the Security Council and the General Assembly is maintained during the selection process.

Lords ChamberThe brief I have from my colleagues in the MoD is that we have met the 2% target, and have done so since the day that target was set. If that is not the case, I invite the noble and gallant Lord to write to my colleagues in the MoD.
Does the Minister agree that the 2% target given by NATO is not altogether convincing as a rational basis for defence? Surely the most important thing for appropriate defence is an analysis of the reality of a threat and the forms that threat may take and then to meet those threats and respond accordingly? In that context, is not one of the highest priorities to make sure that Arms Trade Treaty objectives are fulfilled, and that this highly dangerous situation, with so many weapons circulating in the world, is curbed?
The noble Lord is right that those things have to be set by having a proper review, which is why we had a strategic defence and security review in 2010. Arms control is part of that. Again, we can be incredibly proud of the role that the Foreign Office and the whole of HMG have played in bringing agreement at the UN as regards the Arms Trade Treaty.

Lords ChamberMy noble friend makes an important point. Of course I agree with him that Turkey plays an influential role in NATO. It contributes peacekeeping troops to KFOR in Kosovo, in addition to the ISAF mission in Afghanistan. Turkey played a significant role in NATO’s mission in Libya. That shows how in many ways our interests are aligned with Turkey’s security interests.
My Lords, given the critically significant geopolitical position of Turkey, would it not be very dangerous if at this stage, having started the process, any assumption were made that somehow this destination could be thwarted? At the same time, does she also agree that in coming into the Community, it is essential that Turkey should subscribe to the essence of the values of the Community, and therefore that it is necessary to be very firm with Turkey about the freedom of the press, human rights and associated issues?
I agree with the noble Lord. Indeed, the association agreement—the approval procedure put in place in 2005—referred to the Copenhagen criteria. As the noble Lord will be aware, those criteria refer, among other things, to the rule of law, democracy and human rights. Therefore, it is important that real progress is made on these issues.

Lords ChamberMy Lords, we do not expect discussions on the current Secretary-General’s replacement until the start of 2016. No candidates have emerged yet and, as such, we believe that it is too early to speculate on a successor to Ban Ki-Moon. However, we would want to see a proven leader who is fully committed to the values of the UN, with sufficient political authority and expertise as well as the ability to lead and manage such a large and complex organisation.
In our highly interdependent but highly unstable bipolarised world, is it not true that the UN has a potentially more significant role than ever and that the appointment of the Secretary-General is therefore an absolutely crucial international appointment? Should not the criteria for that appointment have maximum possible international agreement and be transparent—irrespective, of course, of gender? Does the Minister agree that the days when we can cobble together some sort of compromise behind closed doors in the Security Council or the P5 are over and that credibility depends on as much transparency and international agreement as possible?
I thank the noble Lord for his question. I pay tribute to the work that he has consistently done with the UN Association going back many years and for being persistent in relation to this question. It is important for us to keep focusing on how we can improve these international appointments and the elections that take place for them. We continue to focus on the fact that we want the best candidate for the job, but the candidate must also command the greatest possible support from the international community as well as that of the P5. We must conduct the process in a way which does not form divisions within the international community to ensure that the office bearer, once elected, has the greatest amount of support rather than undermining them through the process.

Lords ChamberIt would be wrong for me to speculate as to what offer may be made by the Iranians and how the US would respond in relation to that. However, I can assure the noble Lord that the E3+3 negotiations have been held in an open and frank manner. A number of matters are on the table. I am not sure what the current conditions are in relation to those negotiations so I cannot answer his question directly in relation to whether any further conditions will be set before further discussions take place. However, I welcome, with the noble Lord, that over 70% of the Iranian public took part in these elections, that Dr Rouhani was elected with over 50% of the vote, and that he described his win as a victory over extremism and unethical behaviour. This is a moment when Iran could choose an alternative course.
My Lords, does the noble Baroness agree that while it would be naive to suppose that the issues still outstanding are not grave and serious, it would be very unfortunate if, in these early days of the new political reality in Iran, we were to give the impression that we were from the outset still negative? Is it not very important to be able to demonstrate a willingness to respond and to give credibility to the new leadership? Does she also agree that if he is trying to change gear on the crucial nuclear issue it makes it all the more important that the existing nuclear powers take seriously—transparently and demonstrably seriously—their commitment within the non-proliferation treaty to reduce their own stocks and nuclear capabilities?
I take the point made by the noble Lord. Of course we have to be positive about what could potentially flow from these election results. However, we must also remember that more than 600 candidates were disqualified during this process, of which 30 were women. We have to see this election in the context of the background against which it was held. Of course, it is right for us to respond positively to any further movements by the Iranians. That is why I said that this is a moment when Iran can choose an alternative course of action. However, there are still serious negotiations and questions on the table, and it is important for Iran seriously to engage with those E3+3 negotiations.

Lords ChamberMy noble friend makes an important point. We have a strong relationship—a strong friendship—with Bahrain. It is because that friendship is so strong that we can have very honest conversations. I assure him that, from the Prime Minister through to the Foreign Secretary and the Minister responsible for Bahrain, and in the discussions that I have had, we do not lose any opportunity to raise these concerns. We get real support from the other side: there is a willingness to move these matters forward. As I said in my recent discussions with the Foreign Minister, the more that can be achieved and the more progress that can be shown in terms of these recommendations from the BICI and the UPR, the better this relationship will become.
In the Government’s negotiations or conversations with the Government of Bahrain, do they take the opportunity not only to raise this issue in human rights terms but to point out forcefully to the Bahrain Government that to indulge in disproportionate action of this kind is to play into the hands of extremists who seek to capture the desire of countless ordinary people for progress and human rights developments within that country, and that the way to ensure security for their country is to avoid like the plague counterproductive action?

Lords ChamberThat is exactly why it is important for these Statements to be repeated in this House. It is important that the views of this House are taken on board. I and officials who are listening will make sure that this is taken back. We make it very clear in all our discussions with Israel that time is running out for a negotiated two-state solution. We have made it clear that of course they have to make progress in relation to the building of illegal settlements and in getting back to the negotiating table. As I said in the Statement, we use the same approach in relation to President Abbas. We encourage him to take the necessary steps to ensure that this matter is resolved through negotiation.
My Lords, the missiles into Israel are wrong and they are totally counterproductive. That cannot be said too strongly. But the settlements, with all their security arrangements, roadblocks and the rest, are wrong and totally counterproductive in the irritation and humiliation that they cause every day to ordinary Palestinian people. So, also, was the prolonged blockade that was undermining the whole economic, educational and health infrastructure of Gaza.
Both sides have been strengthening the intransigent and extremist arguments on either side. As friends of both, we cannot overemphasise the counterproductivity too strongly. But will the Minister agree that any lasting peace has to belong to the people of the region and cannot be imposed? In that sense, talks must be as inclusive as possible. If they are not inclusive—as we learnt in Northern Ireland, it is a matter of talking to people with whom it is not very comfortable to talk—the danger again is that one is strengthening the extremists and the militants.
The noble Lord raises some important points. I think he would agree that success in the challenge of getting to the negotiating table those who do not even accept the basic principles laid out by the Quartet is probably much further away. But the challenge we have at the moment is that we are finding it difficult to engage those who do abide by the Quartet principles. Therefore, what is needed more than ever is political will on the part of those who, as the noble Lord says, consider themselves to be friends of both the Palestinians and the Israelis. That political opportunity is now: the United States has had its elections and the President is in his second term; and Israel is in election mode, with its elections being concluded by early next year. This provides an opportunity when, as I have said many times now, the window of opportunity is shrinking.

Lords ChamberThe right reverend Prelate raises an important point. I can confirm to the House that the UK has not used armed drones against targets in Pakistan. It is a matter for individual states engaged in those practices to discuss those matters.
Does the Minister not agree that there is great urgency in this situation? There is a real danger that we could slip into an age of political assassination, targeted killing and the condoning of extra-judicial murder. Is there not also a danger that, if this trend continues without careful international deliberation about its implications, we could slip into an age in which war becomes an easier management option as distinct from a really grave step to take after everything else has been tried?
The noble Lord is right to raise the matter; this is an important issue and an important debate. In fact, it was on the front page of the Times today and has been on the front pages of many of our newspapers over time. He will be aware of parliamentary interest in both this House and the other place. In relation to the UK’s conduct, specifically in Pakistan, I can confirm that we do not use armed drones against targets there. We do use unmanned air systems—drones—in Afghanistan, predominantly for surveillance and recognisance tasks.

Lords ChamberI thank noble Lords for an interesting, inspiring, broad-ranging and, at times, challenging debate. I am delighted that my noble friend Lord Wei has chosen this debate to make his maiden speech. Your Lordships will agree that it was a passionate speech, both insightful and inspiring. Although my noble friend refers to his youth and has taken the mantle of the youngest Member of your Lordships’ House from me, I must say that his experience will add much to debates and I am privileged to have him on our Benches.
As has been clear throughout, our country relies on a bedrock of voluntary and community organisations, and social enterprises. These organisations deliver services to families and individuals, provide support and advice to those in difficulty, organise community activities, look out for the young and vulnerable, and carry out a huge range of other roles, some referred to by the noble Lord, Lord Martin of Springburn.
Some of this is motivated by faith, and some by different issues. Without these organisations and the individuals who are part of them, we would be a much poorer and weaker society. I would like to pay tribute today to all those millions of people who contribute to their communities, working tirelessly for the benefit of others, helping to hold communities together, often without expecting any reward for themselves. I include in that Members of this House. The noble Lord, Lord Judd, spoke of public service. I pay tribute to his extensive public service, whether through Oxfam, the YMCA, or his other numerous roles, and to the huge value added by the noble Baroness, Lady Pitkeathley, in her work.
Many organisations in the voluntary and community sector, charities and social enterprises, have a track record of supporting some of the most vulnerable people in our society. They work with families facing financial difficulties, the homeless, those struggling with addiction, people stuck in a cycle of offending or unemployment, and much more listed by the right reverend Prelate the Bishop of Leicester. While government agencies may be searching for the answers, in many cases voluntary and community sector organisations or social enterprises have already found ways to offer effective and lasting support and help. The Government need to support these organisations to help them grow and flourish. Too often we find that it is government rules and regulations that are standing in the way of progress.
The most reverend Primate the Archbishop of Canterbury raised the concern of organisations which face problems with uncertain funding. Other organisations feel confused and uncertain about CRB checks, mentioned by the noble Baroness, Lady Finlay of Llandaff, and I will take back the very practical suggestions made by my noble friend Lady Byford. There are organisations which feel burdened by government mismanagement and micromanagement, and struggle with unnecessary bureaucracy. All of this wastes time and resources, and crucially saps energy and drive, which are the life-blood of this sector.
This Government will build a new partnership with civil society—the right reverend Prelate the Bishop of London calls it a rebalancing—freeing organisations from burdensome rules and regulations that prevent them from doing their jobs and put these organisations in the driving seat, rather than assuming that government knows best, and stop unnecessary interference from government. This new partnership with civil society is part of this Government’s broader commitment to building the big society. This Government believe in giving power and responsibility to individuals and communities. They will reverse the trend of assuming government knows best and has all the answers to society’s problems. My noble friend Lady Perry of Southwark referred to a suspicion and lack of trust. I thank her for laying out in detail the philosophical thinking behind her presentation. Indeed, we will give individuals and communities more freedom to act, to take responsibility and to do what is right in their area.
This Government will stand back from trying to do everything themselves, allowing local people and organisations to step forward. In practice, this will mean that voluntary and community organisations, charities and social enterprises will have more opportunities to win contracts to deliver public services. Local communities will be able to take over running local facilities, like community centres or post offices. Decision-making power will be devolved to local areas, away from the increased centralisation that we have seen in recent years. There will also be increased transparency about what is being achieved—for example, the publication of detailed local crime data every month for local areas so that the public can have proper information and statistics about crime in their neighbourhoods and hold the police to account.
To help build the big society, this Government have committed to actions in five key areas. The first is giving communities more power; for example, through reforming the planning system, we will give neighbourhoods more ability to shape their local area and we will give new powers to help local communities save local facilities. The second area is encouraging people to take an active role in their neighbourhoods; for example, we will support a national day to celebrate community action and we will do more to encourage charitable giving and philanthropy. Thirdly, we will radically shift power away from central government to local communities. We will also deliver a major devolution of power and financial autonomy to local government.
Fourthly, we will support co-operatives, mutuals, faith groups, charities and social enterprises by enabling them to have greater involvement in delivering public services, and we will give public sector workers the right to form employee-owned co-operatives. Fifthly, we will publish government data: for example, through legislating to create a new right to data so that government-held datasets can be accessed and used by the public. As a contribution to this, the Prime Minister has said that all new tender documents for central government contracts worth more than £10,000 will be published on a free public website from September this year. From next year, details of all new central government contracts will be published in full.
This Government are committed to building a partnership with civil society. To demonstrate this commitment, we have announced specific plans that will contribute to the big society. For example, we will launch a big society bank using funds from dormant bank accounts. It will provide new finance for organisations, creating a positive impact in their communities. The big society bank will work through intermediary bodies with a track record of supporting and growing social entrepreneurship. Setting up the big society bank is a priority for the Government. The launch of the bank is linked to the timescale for implementing the dormant accounts scheme. We are working with banks and building societies, the FSA and The Co-operative Financial Services to ensure that the reclaim fund is in operation as soon as possible. Further announcements will follow later this year.
We will also support a network of community organisers who will lead and co-ordinate work in their area to help local people work together to make their community a better place to live. This will build on existing successful models of community organisers in the UK and elsewhere. Community organisers will act as local catalysts, mobilisers and enablers to help galvanise change. They will be individuals with a strong connection to the local community and will work with fellow residents to create a strong and participative community. I hope that some of the past concerns of the noble Lord, Lord Low, about retrenchment of the state and about whether society would fill the gap will be met by our commitment to the role of community organisers. We accept that it cannot be left to chance. Therefore, the Cabinet Office will make further announcements about this programme later this year.
We will also provide a programme of neighbourhood grants to provide small amounts of funding to support social action by new or existing community groups. The grants will be available in the most deprived areas, neighbourhoods, estates and wards in England. Those among other things will support the new initiatives and charities on which my noble friend Lady Byford wanted assurances. Areas will be announced in autumn 2010 and the grants will be available from spring 2011.
We will also shortly set up a taskforce to cut unnecessary red tape in order to free up the voluntary sector as far as possible. The taskforce will look at ways to reduce the bureaucratic burden on the sector, particularly on small organisations. That will include, for example, looking at the form-filling around gift aid. The Cabinet Office and the Department for Business, Innovation and Skills will set up the taskforce, which will include leading figures from the voluntary sector.
The right reverend Prelate the Bishop of Leicester asked how government would adhere to the principle of evidence. Evidence is of great importance in public policy—for example, in the targets referred to by the noble Lord, Lord Hunt of Kings Heath. However, the demand for evidence must be proportionate, and I know that it has been felt as a burden by many in the voluntary sector. This is a Government who are committed to removing burdens from that sector. The ultimate aim of the big society is for it to be communities and not government who are in the driving seat in holding services to account.
We will launch a new National Citizen Service. The initial flagship project will provide a programme for 16 year-olds to give them a chance to develop the skills needed to be active and responsible citizens, to mix with people from different backgrounds, and to start getting involved in their communities. This will enable young people to have a shared experience as they pass into adulthood.
The National Citizen Service will draw on what has been learnt from successful pilots run by independent charities over the last four and a half years in London, Wales and the north-west for young people from a diverse range of backgrounds. These pilots were funded by £2 million which the Conservative Party helped to raise while in opposition. Full details of this programme will be announced by the Cabinet Office later this year, with a launch expected in 2011.
I shall say a few words about faith communities and their role in the big society. This afternoon, a number of noble Lords have rightly highlighted the huge contribution that different faith groups make to our communities, and to the well-being of our society as a whole. The point has been well made that the Government need to welcome and value this involvement, and look to make use of the significant potential of faith groups in helping build the big society. I agree with these comments, and want to offer a warm welcome to faith groups to play a full part in the big society. I welcome the big offer, as the right reverend Prelate the Bishop of London called it, which I shall take back to my colleagues with enthusiasm. He may be aware that the Government are already in discussions with the church as to what co-operation will be possible. I recognise the church’s centuries-long commitment to the welfare of all people in their parish.
I shall make it absolutely clear that we will not ask faith groups to conceal their beliefs, since we know that it is often their religious faith that is the driver of their social action. That said, we will expect services to be delivered equally and impartially on the basis of need. I make a specific point about the church. Historically, Christianity has been the bedrock of our society, and we have only to look at the work of the church throughout our history to see the phenomenal contribution it has made.
In response to the right reverend Prelate the Bishop of Leicester on education, this Government agree wholeheartedly that the education system must give every child the opportunity to flourish. That is why we are taking radical steps to allow parents, charities, educational groups and teachers to establish new schools when they are not satisfied with the schools directly in their area. That contribution is not just a historical contribution but lives on today through thousands of Christian-based organisations—for example, the Children’s Society and the Passage in Westminster. Then there are the examples given so well by the right reverend Prelate the Bishop of Chester. He makes a very powerful point when he speaks of the benefits being delivered at arm’s length to government. We recognise, cherish and value this work and the ongoing contribution that it makes.
The big question, which has been raised by many noble Lords today, including the right reverend Prelate the Bishop of Salisbury, is—what is the big society? It is a society with much higher levels of personal, professional, civic and corporate responsibility, in which people come together to solve problems and improve life for themselves and their communities and in which the leading force for progress is social responsibility, not state control. My noble friend referred to it as “them’s are us”. In Yorkshire we call it “doing your bit”. There are many definitions that we could give. The noble Lord, Lord Patel of Bradford, asked the same question. No one would disagree that there is a tremendous amount of work being done, as referred to by the noble Lord, Lord Patel. Many actually doing the work would say that it is being done despite the challenges presented by the previous Government. The noble Lord himself mentioned the problems with small organisations unable to access funds because of bureaucracy.
Another question raised on many occasions in this debate is whether the big society is a veil for cuts. Are we, as the noble Lord, Lord Hunt of Kings Heath, put it, simply going to dump responsibilities in that way? Let me answer that question very clearly. It is a simple “no”. The next few years will be tough for all, and the effects of the current financial situation will be felt in every tier of society, but we will ensure that the financial pressures do not lead to unnecessary cuts in services to those who need them most. Those services do not necessarily have to be delivered by the state, however. We want to see greater transparency and access to funding and fairer funding deals, as well as longer-term grants and contracts based on outcomes for those organisations that can demonstrate improved outcomes for society.
My Lords, the Minister speaks with tremendous passion about society moving in to take a more active role in social provision. Will she speak with the same passion about the Government’s determination that in areas of deprivation, where there is little aspiration among people, they will be equally committed to ensuring that those people are never left as second-class citizens in our society?
My Lords, I think that all of us in this House will agree with what the noble Lord has said. In many areas where there has been huge deprivation in the past, and where I will say that the previous Government committed funds, we still find that there is a lack of social capital, so that improvements have not been made that could have been. That is why those will be the very communities that will benefit the most from the big society initiative.
I thank noble Lords for their contributions today. I thank in particular the right reverend Prelate the Bishop of Leicester for initiating this debate and other noble Lords for interesting additions—the noble Lord, Lord Roberts of Llandudno, and his speech on betrayal, the robust intervention of the noble Lord, Lord Maginnis of Drumglass, the speech of the noble Viscount, Lord Eccles, and the practical suggestions of the noble Lord, Lord Bichard. Some of the noble Lord’s suggestions are being introduced in the Civil Service at the moment, but I take on board his suggestion for that to be more extensive and for it to overlap between the Civil Service and civil society, to be deeper and for longer.
The breadth and quality of this discussion have given us some flavour of the importance and value of an effective partnership between government and civil society. The issues raised have also shown us the urgency with which the Government must work to build this partnership. I thank the noble Lord, Lord Alton of Liverpool, for giving his words of support, having outlined the numerous challenges that we face in Britain today. I take on board what the noble Baroness, Lady Kennedy of The Shaws, said; I agree with her that the partnership must not suffocate. My colleagues and I look forward to continuing to work with inspiring, energetic and innovative individuals and organisations to start to deliver the big society vision.
