My Lords, I declare my interest as a director of Peers for the Planet. I thank the noble Lord, Lord Krebs, for tabling this much-needed debate and for his very knowledgeable introduction. I would like to take this opportunity to welcome my noble friend Lord Russell, with whom I have had the pleasure to work on at least two campaigns for the London elections. I look forward very much to his maiden speech, which I know will be excellent.

It used to be that extreme climate change events mainly threatened lives in low-lying developing countries, where weak structures were swept away by floodwaters and desertification was a food and water issue for the famine-stricken countries of the Sahel. However, today, in a few short years the narrative has changed, particularly in the richer countries of the world. Who, before a few years ago, had heard of heat domes or atmospheric rivers? Frighteningly, these heat domes are covering larger areas in the US, Europe and Asia than ever before. According to NASA, atmospheric rivers are forecast to become more frequent, longer and wider.

The global temperature rise is already nearing 1.2 degrees centigrade, yet fossil fuels emissions are still increasing. According to the IEA, global energy-related carbon dioxide emissions grew by 0.9% or 321 megatons last year, reaching a new high of over 36.8 gigatons.

Time per speaker is short for this debate, but it is essential to spend a little time to appreciate the context within which adaptation to extreme events is urgent. Unless we accept that fossil fuel emissions must be stopped as soon as humanly possible, it will be too late to act, and we will render vast swathes of our planet uninhabitable. The climate change deniers—reincarnated as climate change delayers—have much to answer for. Their insistence that we do not take out insurance to safeguard our planet means that we will lose our no-claims bonus and end up paying inordinately more—and with more than just money. The Government’s NAP3 does not inspire confidence.

Our hotter summers need cooler homes, the energy for which, for obvious reasons, will come most efficiently and cheaply from solar PV. I suggest to the Minister that a sensible immediate policy change would be to lift the moratorium on solar PV. He should lend his support to the amendment to the Levelling-up and Regeneration Bill for rooftop solar on every new domestic and commercial building—an amendment to which I have added my name. The IEA and the IPCC are clear: we have the means to supply all our energy needs without new fossil fuels and therefore without adding to the already deadly accumulation of greenhouse gases.

If an inventory of historic emissions since the start of the Industrial Revolution is apportioned by nation, it is clear that the bulk of the responsibility for the clean-up lies with the richer nations of the world, not with those which have contributed the least to the problem. The loss of environmental benefits and the degradation of natural capital will be global and affect us all. Enlightened self-interest, if nothing else, should dictate that we take urgent adaptation measures seriously, both here at home and around the rest of our planet.

To ask His Majesty’s Government, further to the recent flooding in Pakistan, what steps they are taking as president of COP26 (1) to acknowledge, and (2) to address, the effects of greenhouse gas emissions by developed countries.

First, I express my heartfelt sadness at the horrifying events resulting from the flooding in Pakistan. The UK has committed £26.5 million in humanitarian funding to help support the people of Pakistan as they rebuild from this terrible event. At COP 26, parties recognised that loss and damage are already impacting lives and livelihoods and agreed to scale up support to address this issue. An agenda has now been agreed for COP 27 this week and next, with a specific item on loss and damage. New news today is that the UK Government will commit to triple funding for climate adaptation, up from £500 million in 2019 to £1.5 billion in 2025, which will of course help countries such as Pakistan and Somalia.

I thank the Minister for her Answer. The World Meteorological Organization reports that greenhouse gas emissions are at historic highs, with a worrying, unexplained spike in methane—a greenhouse gas which is 20 times more potent than carbon dioxide. Countries such as Pakistan, those of east Africa and low-lying island states are responsible for a minuscule amount of current emissions and practically none of the historical emissions, yet they are in the front line of the extreme weather events that are a direct consequence of those emissions. First, now that the Prime Minister is going to COP 27, will the Minister urge him personally to intervene and make sure that the loss and damage agenda sees some progress there? Secondly, does she regret that we have missed our own target for the Green Climate Fund this year by $288 million?

The good news is that the Prime Minister is at COP 27 today. He has been speaking and will make announcements, one of which I have just mentioned. While I cannot go into the detail of what kind of negotiations will go on on loss and damage, we have announced funding of £5 million for the Santiago network as a demonstration of our commitment to this issue. The points the noble Baroness makes about the particular circumstances of Pakistan are interesting ones which I will take away.

My Lords, the ban on King Charles attending the conference imposed by the previous incumbent of No. 10 is, quite frankly, churlish and rather unseemly. The US climate envoy, John Kerry, Alok Sharma himself—the outgoing COP 26 president—and even the Daily Telegraph believe he should go. The Egyptian Government have renewed their invitation to the King. Will the Minister urge the Prime Minister to lift the ban?

My Lords, I start by acknowledging the report, In Our Hands: Behaviour Change for Climate and Environmental Goals, produced by the Environment and Climate Change Committee, chaired by my noble friend Lady Parminter. I also thank the right reverend Prelate the Bishop of Oxford, who, by tabling this debate, has given us an early opportunity to address the crucial role of behaviour change in meeting our net-zero targets—a debate I was hoping would be informed by hard evidence, experience and sound judgment. The future of our planet deserves no less.

That we are in a climate emergency is borne out by hard evidence—the evidence of our own eyes and the experience of those who are already feeling the catastrophic impact of extreme weather events and slow-onset effects such as the depletion of nature and the rise in sea temperatures. I think that a sentence or two here on the evidence for the need for urgent action would not go amiss, given that we still have parliamentarians who deny that climate change is real, that immediate action is necessary and indeed that the public even want change.

There can be few harder indicators of the damage we are doing to our planet than the monthly measure of the concentration of carbon dioxide in the atmosphere carried out by the Mauna Loa Observatory. The annual peak in May this year was the highest ever, at 422 parts per million of carbon dioxide. In the preceding 800,000 years for which we have ice core data, concentrations have ranged between 170 parts per million to a peak of 300 parts per million. To put this into context, over the mere 150 years since the start of the fossil fuel era, carbon dioxide concentration has rocketed from about 200 parts per million to the 422 parts per million we see today.

We are in uncharted territory. It is a fact that the temperature of our planet rises in tandem with concentrations of carbon dioxide in the atmosphere. The effects of that temperature rise, at a rate unprecedented in geological time, must dictate urgent and immediate action—anyone who denies that is wearing blinkers, quite frankly. Hard evidence clearly says that the Government must act now to fulfil the aims of their laudably ambitious agenda to reach net zero by 2050, with an interim goal of a 78% reduction by 2035. However, the Government’s own advisory body, the globally respected Climate Change Committee, has said that this is unachievable—not difficult, but unachievable—without leadership by the Government and a well-designed campaign to get the public on board. The British public have indicated that they stand ready to play their part; all that they lack is leadership in how best they can do this, and there is plenty of evidence in the report to back that up.

Experience shows that where the Government have taken a lead and delivered a well-designed policy, the results have been positive. Take the example of renewable electricity: emissions from electricity generation have fallen by nearly 70% in the last decade. A second example where clear leadership by the Government has had excellent results is in the uptake of electric vehicles, which are being adopted in greater numbers each year.

I will mention two important areas where decisive leadership from the Government has been sadly lacking. First, the gap in policy for better-insulated homes is, quite frankly, shocking. A well-designed, government-led campaign to effect behaviour change would reduce demand in homes and deliver the co-benefits of reducing emissions and helping to bring down energy costs for vulnerable households. What is holding the Government back? This is a question I would really like the Minister to attempt to answer.

Secondly, agriculture and land use policies are vital to delivering net zero but are virtually non-existent and, like everything that this Government have touched, currently bathed in confusion. Yet it is clear that a well-designed and well-communicated policy will generate a number of co-benefits, not least in long-term food security and biodiversity.

In conclusion, the public have clearly indicated that when behaviour change is urgently needed, they will step up to the mark; for example, with the unusual demands made of them during the days of the Covid pandemic. It is time that the Government too stepped up to the mark.

My Lords, I rise to speak in support of Amendment 15 in my name and those of my noble friends Lord Sharkey and Lady Kramer. I felt it only right and the very least that I could do, as the only Muslim speaking in debates on this Bill, to thank my noble friend Lord Sharkey for his determined resolve to ensure that all students, including devout Muslims, can access finance in order to go to university.

Parents who think that it is haram—forbidden—to take out an interest-bearing loan will try to save money to pay for their children to go to university. This has become inordinately expensive and, in many cases, unachievable now, in these financially straitened times. An important point to raise here is that boys will be favoured over girls when money is tight. Access to sharia-compliant student finance will make it easier for all bright boys, and girls, to access higher education.

I note the 2014 BIS consultation—which, as my noble friend Lord Sharkey said, had a remarkable 20,000 responses—and the subsequent report, which identified takaful as a suitable, frequently used non-interest-bearing sharia-compliant financial product. In its response to the report, the Government accepted its findings and put forward an alternative finance product based on the takaful model, which would, in the interests of equity, be available to everyone. It was designed so that repayment after graduation and debt levels must be identical to those of a traditional loan, with all repayments to be made directly through the UK tax system. In addition, the alternative finance product must be applied for in the same way as a traditional loan, through the Student Loans Company.

That was six and a half years ago. The enabling legislation has been implemented in the Higher Education and Research Act 2017, but, since then, there has been no further action. In the meantime, a sharia-compliant version of Help to Buy took only five or six months to launch, from start to finish—so the delay in offering a similar scheme to students is quite inexplicable. I hope that the Minister will be able to give categoric assurance that there will be no further delay. In the absence of such assurance, I would be pleased to support my noble friend Lord Sharkey, should he seek a Division.

My Lords, I congratulate the noble Lord, Lord Hammond, and the noble Baroness, Lady Shafik, on two of the most enjoyable maiden speeches that I have heard. I look forward to their future contributions in the House.

My contribution to today’s debate will very much reflect the views of the noble Baroness, Lady Hayman, my noble friend Lord Oates and a couple of other noble Lords who have mentioned climate change. Just yesterday we heard of an ingenious global survey carried out by a UN agency, the UNDP, to gauge opinion from around the world on climate change. The findings were really quite fascinating. The first thing to note is that by placing polls in mobile gaming networks the UNDP was able to get over 500,000 youngsters under 18 to take part. They are the ones who will have to live with the consequences of our action—or indeed inaction—today, and therefore their voices and opinions must be heard, especially by us here in the UK, who, at this crucial juncture of make-or-break climate policy, hold the leadership of the biggest opportunity, in COP 26, to steer the global tanker towards a clearer, greener horizon.

In this biggest-ever climate poll, almost two-thirds of the over 1.2 million people surveyed worldwide said that climate change is a global emergency and urged our leaders to greater action to address the crisis in all sectors. For instance, in eight of the 10 surveyed countries with the highest emissions from the power sector, the majority backed more renewable energy; in four of the five countries with the highest emissions from land use change, the majority supported conserving forests and land; and nine out of 10 of the countries with the most urbanised populations backed more use of clean electric cars and buses and bicycles.

Britain, as it reshapes its investment and legislative landscape post Brexit, in the same year in which it hosts the seminal COP 26 climate summit, must embrace its mantle of climate leadership. Therefore every Act of Parliament dated 2021 must acknowledge somewhere within its makeup that we recognise the importance of our actions today for the generations that will follow us. Environmental, social and governance—ESG— considerations must be pervasive through all Bills, especially the one that underpins our economic and financial well-being and stability and which will define the big future investment decisions that will affect us all for decades to come.

The sad fact is that, despite an ever-increasing number of commitments from banks and other financial sector actors to align their activities with the Paris agreement, recent research has found that, for example, lending to fossil-fuel-linked investments by 35 of the biggest global banks continues to rise: $736 billion in 2019, up from $700 billion the year before. The movement is in the wrong direction.

Part of the reason why financial institutions are not moving fast enough to help to prevent catastrophic climate change is that regulators and policy-making departments do not sufficiently consider climate and environmental impacts. For example, in the Treasury’s impact assessment for the Bill before us today, greenhouse gas impacts are listed as “not applicable” even though significant changes to how investment funds behave, the centrepiece of the Bill, are bound to have such impacts. That is unacceptable.

I will be lending my support to amendments working towards ensuring that regulations and financial sector policy-makers take climate change, our natural capital and the UK’s international commitments on these issues into account when setting regulations and making policy. Of course a stronger indication of government policy intent towards meeting their net-zero target would be the imposition of a green capital requirement, a move that I would welcome, as I would a requirement for the Government to review the impact of the Bill on meeting the Paris agreement commitments. I look forward to seeing those amendments.

My Lords, the Chancellor says that,

“during a domestic fiscal emergency … sticking rigidly to spending 0.7% of our national income on overseas aid is difficult to justify to the British people”.

I wonder: with what evidence does he so impugn the British public? The most recent edition of the World Giving Index, commissioned by the Charities Aid Foundation and compiled by Gallup, puts Britain at number six globally and the second most generous country in Europe after Ireland. I suggest to the Minister—or the Chancellor—that, rather than having to justify helping the world’s poorest to the British public, the cut to the aid budget is in fact to pacify the right wing of his party, to the extent of breaking a manifesto pledge.

That is a shame, because evidence from diplomats to the Commons International Development Committee says otherwise. The former UK ambassador to Jordan, Peter Millett, said:

“Our aid programmes certainly enhanced our influence.”


The former UK ambassador to Yemen, Frances Guy, said that the UK’s aid

“counts towards general respect for the UK in multilateral institutions and gives the UK a bigger voice in multilateral meetings”.

It is not just the diplomats. The noble and gallant Lord, Lord Richards of Herstmonceux, said that our 0.7% aid commitment sends

“a strong signal that the UK is a reliable partner for long-term economic, social, environmental and educational advancement across the globe”

and that this is

“cheaper than fighting wars”.

Those sentiments were echoed by the noble Lord, Lord Dannatt, in your Lordships’ House just last week.

The architects of this reprehensible decision have shown that they know the price of everything and the value of nothing.

My Lords, I thank the noble Lord, Lord Eatwell, for this opportunity to look to the future, while reflecting on the ease with which economies built on measuring GDP with zero regard for the well-being of people or the planet have been shown to have zero resilience to a pandemic that was foretold but not acted on.

The world faces warnings from scientists of an even greater cataclysmic event, that of climate chaos, and this time we must act. A report in the Oxford Review of Economic Policy last month showed that a massive green economic stimulus post Covid-19 will lead to stronger, faster growth while reducing emissions and protecting jobs. However, Governments must send the right signals to industrialists and investors, not mixed messages.

That brings me to my Private Member’s Bill, the Petroleum (Amendment) Bill. Quite simply, it seeks to address the legislative anomaly that currently exists. The Petroleum Act 1998 as amended by the Infrastructure Act 2015 confers a duty on the Government, through the Oil and Gas Authority, to maximise revenues from petroleum. The so-called MER strategy means pumping up fossil fuels as fast as possible. At the same time, the Climate Change Act and the Paris agreement commit the Government to a target of net zero emissions.

It is time to eliminate that policy incoherence. However, the OGA consultation on MER currently under way focuses on perpetuating a declining industry, fails to appreciate the urgency of the change needed and does not recognise the need to protect jobs. This is not leading us to a brighter future; it is looking backwards to a time pre Covid-19.
