My Lords, the Government are committed to increasing the supply of affordable housing, which is why, through our £11.5 billion Affordable Homes Programme, we will deliver tens of thousands of affordable homes for sale or rent across the country. The levelling up White Paper committed to increasing the supply of social rented homes, and a large number of the new homes delivered through our Affordable Homes Programme will be for social rent.

My Lords, I thank the Minister for that answer about affordability, but I wonder what steps the Government are taking to ensure that the definition of affordability is a good one. Could we redefine it so that it means affordable for most local people in that community, and look at what that is doing to house prices generally in each area?

We had a debate on this quite recently on the Levelling-Up and Regeneration Bill. Through the consultation on the NPPF, we are looking at affordable housing and, when we have finished that consultation and looked at the results, we will consider it further.

My Lords, some of the most vulnerable in society, including prison leavers and refugees, can be heavily penalised by the housing system. In the south-west, there is a joint project with the police and crime commissioner to manufacture low-cost eco-pods which provide not only employment and skills for prisoners on day release but a potential solution to rehousing vulnerable people. What is being done to speed up this sort of housing provision for vulnerable groups?

I thank the right reverend Prelate for that question; I do not know what is being done, but I will certainly get an answer. I know from personal experience that these pods can work very well, particularly for homeless people. In the short term and in bad weather, in local communities—even next door to local authority town halls, et cetera—they can give the shelter that is required during difficult times for very vulnerable people. However, I will get an update.

To ask Her Majesty’s Government what assessment they have made of the progress towards the implementation of the Female Offender Strategy, published on 27 June 2018; and what plans they have, if any, to revise the timetable for its implementation.

My Lords, the Female Offender Strategy launched an ambitious work programme to improve the outcomes for female offenders, which will take several years to deliver. However, three years on, we are making good progress. Our achievements include a new women’s policy framework, new training for staff working with women, improvements to pre-sentence reports and the implementation of the recommendations in the review on family ties by the noble Lord, Lord Farmer. Furthermore, we have invested £7 million in funding for women’s services across England and Wales.

I thank the Minister for her Answer. The concordat published in January urged:

“Co-signatories to assist local organisations … with work to improve outcomes for women”.


First, can the Minister help to get work going by joining up these organisations, by publishing contact details for the relevant departments? Secondly, only 17 recommendations from the review for women by the noble Lord, Lord Farmer, have been implemented. When will we see an update on progress?

My Lords, the concordat was between government departments and all departments have joined up to it. Locally it is more difficult, but the important part of delivering good joined-up services—both to stop women entering as offenders and to help them when they come out of prison, if they are so unlucky as to go to prison—is that work needs to be done locally, with local concordats and partnerships.

To ask Her Majesty’s Government what assessment they have made of (1) the level of funding that has been provided to the Female Offender Strategy launched in June 2018, and (2) whether such funding is sufficient to implement the Strategy fully.

My Lords, we are committed to ensuring sufficient funding for the female offender strategy, which we keep under review. To date, we have invested £5.1 million in the strategy in 30 different women’s services across England and Wales. In 2021, we will invest a further £2.5 million to meet core costs in the women’s community sector. In addition, we have been allocated up to £800,000 to support the development of our first residential women’s centre in Wales.

I thank the noble Baroness for her Answer. Given the amount of money that the MoJ spends each year, the high cost of reoffending and the relatively small number of female offenders, why have the Government seemingly invested so little in their own strategy? When will we hear details of the implementation of the strategy, given that it all seems to have gone very quiet?

I thank the right reverend Prelate and I thank her for the work that I know she does for the Nelson Trust. There are a number of achievements so far. I could read them out, but I do not think I have time. I am very happy to meet with the right reverend Prelate to discuss these things further. I would also like to say, for the Nelson Trust, that we have invested in a brand new women’s centre in Bridgwater.
