I have not read it; I have been working since 8 am, so I am sorry that I have not had time to read the Times. This is an identification card for voting; it is not a full ID card, which I think the House would want to debate with far more time than we have this afternoon.

My Lords, I would like to ask the noble Baroness, Lady Meacher, where she gets her information from. I am with minority communities day in, day out, and we discuss voting and elections because I want more people from my community to be engaged. I am afraid that this ruse, which I hear in this Chamber over and over again, that they will not want to contribute and participate is a load of rubbish.

My Lords, on 26 February we released a second report on the progress being made on tackling Covid-19 disparities experienced by individuals from ethnic minority backgrounds. I am sure this will be part of the outcomes of the commission that the Prime Minister will shortly receive.

My Lords, given the spotlight put on the levels of racism still found across all levels of society—public, private, civil society and institutions—will the Government, following the review, also review their own processes across Whitehall in order to root out all barriers that prevent people of colour accessing the same opportunities as their white colleagues? There seems to be a gap between those coming in at entry level and at senior and middle management. Will my noble friend meet with me and others who understand these issues very well, as someone who has had personal experience herself, to help shift the dial?

My noble friend is correct, but the Government are campaigning on their commitments to tackle racism and discrimination. They are committed to increasing ethnic minority representation at senior levels within the Civil Service, across all government departments and their agencies. We have taken a number of clear steps in recent years that are already having a very positive impact. I am certainly very happy to discuss a meeting with my noble friend and the department.

My Lords, our reservists, particularly in the military, have been playing a key role in the Covid-19 response. They form an exceptional group of people with specialist skills and expertise. Veterans from the Armed Forces have also played an active role in their communities and their skills have been used to really good and practical effect during the pandemic. As we have said before, including Army volunteers and others who have been working with the NHS, some 500,000 people signed up and by early April, over 750,000 had done so and started undertaking tasks such as delivering medications from pharmacies, driving patients to appointments and making regular phone calls to isolated individuals. The Government continue to review the learning from the emergency and the ways to improve these arrangements.

My Lords, does my noble friend agree that while many local authorities have done a very good job, some will really need to revisit their own resilience plans? It may be that once the pandemic is over, the Government could consider whether all local authorities should revisit their resilience plans and look at how they interacted with all the other stakeholders to see where the gaps were. Perhaps my noble friend could then give guidance to local authorities on what is expected of them during any future pandemic or crisis.

My noble friend is right. The Community Resilience Development Framework is only that—a framework of things. We need to take the learnings from the pandemic, so far, and to work with local government representatives to ensure that they have learned the lessons.
