Lords ChamberThe noble Lord is completely right that Ukraine needs our help, and needs it urgently. We are continuing to discuss with allies the best legal basis for making progress. We believe that there are a number of options. We could take collective countermeasures, saying that all countries have been affected by Russia’s illegal invasion so there is that legal basis. The Americans believe that there is a case for using individual countermeasures, arguing that their individual country has been affected. Nevertheless, what we need to do in the G7 is to get the maximum unity. It may not be possible to get everyone to agree to the same process or the same amount, but we are hoping to make good progress.
My Lords, whenever the Foreign Secretary next meets the EU commissioner, will he take on board the need to resolve the supply of veterinary medicines under the Windsor Framework to Northern Ireland? The recent Command Paper said that technical solutions would be pursued with the European Commission. Can the Foreign Secretary indicate what discussions have taken place, or will take place? Will he give assurances to your Lordships’ House that these issues will be resolved to ensure the expeditious supply of veterinary medicines and vaccines to farmers in Northern Ireland?
I will look closely at the case that the noble Baroness raises. The Windsor Framework was a very good piece of negotiation that has helped to get the institutions back up and running in Northern Ireland, and that is wholly welcome. Of course, there are still issues that we need to resolve, and I will look carefully at the one she raises.

Commons ChamberThe hon. Lady makes an important point. Not only do pledges such as our 3 million apprentices help to address the issue of immigration, because they mean training our own people to do the jobs that our economy is creating, but they offer hope and help to our regional economies—not just, as she says, to the city economies. We should continue with all the devolution deals. They are popular with local authority leaders and they have real teeth, and we will carry on that work.
Northern Ireland, as has already been stated, voted to remain in the European Union. My constituency, being a border constituency that contains part of Carlingford lough—one bit of it is in Northern Ireland and the other bit is in southern Ireland—and Warrenpoint port, depends on free access to goods and services and the essential access to markets, as 46% of what is exported and imported comes from the south of Ireland. Our economy depends on membership of the European Union. How can that be guaranteed?
The vote in Northern Ireland was very strong, not least in respect of the fact that the party of the First Minister wanted to leave the European Union. It was a very strong statement. I would argue that all the constituent parts of the United Kingdom need to make their voices heard. The process over the next few months of drawing up the different blueprints is an important opportunity to influence the debate in this country and in Europe about what the outcome should be. The example that the hon. Lady gives of cross-border trade in Northern Ireland is a very good one with which to inform the debate.

Commons ChamberI certainly agree that this is about jobs and about livelihoods. My hon. Friend stands up very well for his constituents. I remember visiting not that long ago, when we looked at the Heysham link road. I even hammered a rivet into one vital bridge; I just hope it survives.
The Prime Minister indicated in the House on 3 February and today that a series of documents would be published in relation to the reform proposals. On 3 February, he referred to the impact of an exit on the free movement of people within Ireland—in particular, the removal of that free movement. Will he confirm when those documents will be made available to enable us, as people who want to remain in the EU, to have a full, robust and earnest discussion?
I do not have the dates for the hon. Lady of when those documents will be published, but I will try to make sure that when we look at alternatives and consequences, we address the question of the border between the Republic and Northern Ireland, and the issue of movement of people that could be triggered by that.

Commons ChamberI thought the letter was interesting in that regard. The truth is that Britain’s membership of this organisation is different from that of other countries. As the document sets out, we are not in the euro, we are not participating in Schengen, we keep our own border controls, we choose whether to participate in measures of freedom, security and justice. We opted out of the justice and home affairs area, and now we are opted out, as it were, of ever closer union. Our membership is different, and we need to make that case strongly as we go forward.
Given that the south of Ireland is by far Northern Ireland’s biggest export market, will the Prime Minister tell us what assessment he has made of the impact that leaving the European Union would have on the land border in Ireland? Can he tell us whether continued free movement in Ireland can be guaranteed, and has he assessed the damage that a customs border could cause to Northern Ireland’s economic security?
Those are important questions. I think I am right in saying that the amendments to the European Referendum Bill—now the 2015 Act—that were agreed in the House of Lords and were then, I think, accepted here require the Government to produce a series of documents concerning the reform proposals, the alternatives to membership, and the obligations and rights that attach to membership of the European Union. I think that, through a process involving those documents, we should address a very important question that clearly affects one part of the United Kingdom quite intensely.

Commons ChamberI certainly join my hon. Friend in paying tribute to Nick. Our thoughts are with his family and friends. ISIL was trying to destroy our way of life, our value systems and the things that people like to do in their spare time. One of the most important things we can do, alongside all the security responses, is to go on living our lives.
I thank the Prime Minister for his statement. On behalf of myself and my two colleagues from the Social Democratic and Labour party, I would like to convey our sympathy to those affected and our outright opposition to terrorism. Coming from Northern Ireland, we all know what it was like for so many years. We note that the Prime Minister will come back to the House with a full, comprehensive strategy. Will he define what he means by action that would be legal under international law?
What I have said is that, as part of the strategy that I will lay out in response to the Foreign Affairs Committee report, I will set out why I think we should take action not just in Iraq, but in Syria, too. In doing so, we will set out the legal advice. It is very important that the House sees that. The action we are taking in Iraq is being taken at the request of the legitimate Iraqi Government, and the action we took against Mohammed Emwazi and against Khan and Hussain was also taken on the basis of the self-defence of the United Kingdom. I can lay out very clearly the arguments about why we should be doing it, how we should help keep ourselves safe and why it is in the interests of our national security, but I will make sure that the paper addresses the legal arguments as well.

Commons ChamberI have great respect for my hon. Friend, but I just do not understand how it can be argued that a top five defence budget with £33 billion spent is not a big stick. The fact is we have some of the most capable armed forces anywhere in the world, and because of the difficult decisions we have taken we are going to see two new aircraft carriers, the new Type 45 destroyers coming out of our shipyards and the new global combat ship—the frigate. We have already got—based in my constituency—a superb fleet of the A400Ms now coming in to join the Voyager aircraft and all the Hercules we have. We have, of course, the joint strike fighters coming to back up our extraordinary Typhoon force. Britain has a full set of capabilities, including a nuclear deterrent, and I think that is absolutely right, and we should not talk down the scale of military commitment that we have; it is a very important part of our country.
Given that the Prime Minister announced at the weekend that he wants to put rocket boosters under the TTIP agreement, will he give a clear yes or no answer as to whether, under the agreement, a state or devolved health service could be forced to pay for a private company under the investor state dispute mechanism?

Commons ChamberI am very happy to join my hon. Friend in doing so. As a keen fan of not just the England football team but the English cricket team, I have had the great pleasure of having representatives of the England women’s football and cricket teams in Downing street recently. I made the point to them that they seem to put us through considerably less heartache, stress and worry when they are qualifying for major competitions—and indeed, in the cricket team’s case, when they are winning the Ashes.
There is some good news to celebrate. Female employment is at a record high in our country. There are nearly 700,000 more women in work than at the election. We are seeing more women entrepreneurs starting up businesses. We are making sure that it is fairer for women in terms of pensions. I believe that this Government have a good record, but there is always more to be done.
Exactly 20 years ago today, gunmen went into a pub in a place called Loughinisland in my constituency and killed six men. There have been widespread claims about collusion and police cover-up, and their families have never received truth and justice. Only two weeks ago, the police ensured that the police ombudsman’s investigation was stalled. Does the Prime Minister agree that all UK police services must co-operate fully with their oversight authorities, according to the letter and the spirit of the law, to ensure that families such as those I represent in Loughinisland receive truth and justice?
I agree with the hon. Lady that everyone should co-operate with the police ombudsman. The police ombudsman system in Northern Ireland is now a model that other countries are looking to follow. This is something I discussed recently with the Taoiseach in relation to what happens in the Republic of Ireland. We have a system that works. We have the Historical Enquiries Team, which is also working. I very much hope that the work can continue between the parties in Northern Ireland to discuss the Haass principles and ideas for flags, parades and the past, and that everyone can come together to sort these issues out.

Commons ChamberWhether or not this is the end of the G8 depends on what Russia does next. The G7—the seven other countries of the G8—has now met and decided to have a G7 conference on the same day that the Sochi conference would have gone ahead. That does not signal the end of the G8 if Russia rapidly changes her approach.
On sanctions, we have to be clear that because of what has happened in Ukraine, it cannot be business as usual, and that those sanctions need to remain in place because what has happened is illegitimate. We want a talks process between Ukraine and Russia to begin in which these issues can be resolved, but there is no sign of that happening so far.
In view of the fact that there is a need to mitigate the impact of nuclear terrorism, will the Prime Minister now consider revisiting the policy of returning plutonium to Sellafield’s customers, such as Germany, Japan and Switzerland, in the light of President Obama’s declaration that nuclear terrorism is one of the greatest threats to international security?
We agree with President Obama about the importance of this issue. Indeed, when he set up the first nuclear security summit, British diplomats did an enormous amount to help to realise the progress that there has been over recent years. We have seen 12 countries worldwide removing all highly enriched uranium from their territory, and 15 metric tonnes of highly enriched uranium have been down-blended to low-enriched uranium since 2012, which is the equivalent to approximately 500 nuclear weapons, so good progress has been made. The test for what we do at Sellafield should be whether what we do will lead to a safer world in terms of nuclear resources, and we should not do things unless we have such assurances.

Commons ChamberMy hon. Friend makes an important point. Right across this House, many experts have been saying that what we need is a balanced recovery—one that sees increases in exports as well as increases in consumption, and one that sees increases in investment from business. The uprating of the GDP figures showing an increase in exports, and, as he says, a very large increase in business investment, is hugely welcome for our country.
Q8. Given yesterday’s court revelations of a secret scheme, does the Prime Minister believe that, as well as the parties in Northern Ireland progressing the elements on dealing with the past from the Haass talks, there is a need for transparency from the two Governments regarding the confused and shabby ways in which they sought to deal with the past since the agreement, remembering that Downing street was involved in this matter?
I agree with the hon. Lady that the Haass talks made some good progress. They were trying to deal with some of the most difficult issues in Northern Ireland, in terms of flags and parades, and perhaps the most difficult issue of all, the past. It is going to take a lot of courage and bravery from people on all sides in order to make progress in this way. She wants to point the finger, apparently, particularly at Downing street. I would argue that, when it has come to dealing with things like the Bloody Sunday inquiry and the de Silva report, Downing street is very happy to play its role in helping to bring parties together to make sure that we continue with peace in Northern Ireland.

Commons ChamberI commend the Belfast Telegraph on the fact that it has not joined the mass of the cynical and hard-bitten, and has actually said, “Hold on, this is an important breakthrough on the issues that people really care about.” We must now hold all those countries to their commitment and ensure that everybody delivers on the action plans for beneficial ownership, so that we can see who owns what company. We must ensure that the international exchange of tax information can involve every country in the world. In that way we can get fairer taxes and help the developing world at the same time. We need follow-up on all these issues.
Will the Prime Minister assure the House that there will be no unilateral military intervention, including the supply of weapons and other arsenals to the rebels in Syria, and that Britain’s role will be confined to an international peace plan? I was, of course, pleased that the G8 came to Northern Ireland.
I thank the hon. Lady for praising the decision to hold the summit in Northern Ireland, and let me say again how well I think the authorities did in making it work. On Syria, the Government have clearly stated their approach. We want an international peace conference and a transitional Government, and we want a peace settlement. We believe, however, that we should be helping the Syrian national opposition. We have recognised—not just us, but America and countries across the European Union—that the opposition are legitimate spokespeople for the Syrian people. We should decry Assad—frankly, I hope the Labour party and all its allies in the Social Democratic and Labour party and elsewhere will decry Assad—[Interruption.] and continue to do so. We should also decry the use of chemical weapons. It cannot be said often enough what a brutal dictator this man is.

Commons ChamberI am grateful to my hon. Friend for raising that issue. My local authority in Oxfordshire was one of the first to sign up to the community covenant, with all the responsibilities that we feel we have for those stationed around RAF Brize Norton, the biggest airbase in the country. I urge all local authorities to look at this issue. The armed forces covenant is a real breakthrough for our country and a way in which we can all show respect for what our armed forces and their families do. I also commend the fact that the Government are using the LIBOR fines to help fund some powerful elements of the armed forces covenant. It means that those people who behaved badly in our economy—some of the banks—are paying for some of those who behave the best.
Q12. Will the Prime Minister explain the eleventh-hour postponement of universal credit pilots, and is it the beginning of the unravelling of his unworkable and unfair welfare reform proposals?
I hate to correct the hon. Lady, but the pilots are going ahead, starting in parts of north-west England. I think it is important to have proper pilots and proper evaluation of pilots. We want to learn the lesson of some of the failures of the tax credit system, which was brought in with a big bang but ended up with big disaster. It is right that we are piloting, and as the Secretary of State said, the programme is on target and on budget.

Commons ChamberI can give my hon. Friend that assurance. I know that the Transport Secretary will shortly be visiting her constituency. Investment is going into the whole of the line that serves her constituency, including major investment that will shortly be completed at Reading station, which will help capacity all down the line.
Q3. The Prime Minister will be aware of the growing disquiet across the UK regarding his Government’s welfare reform proposals—great disquiet, because the proposals are deeply unfair and will, I predict, lead to administrative chaos. Does the Prime Minister agree with me that, in terms of his legacy, welfare reform will be his poll tax?
I do not agree with the hon. Lady at all. I find that there is strong support for the housing benefit cap, so that we no longer fund homes in the capital of our country by up to £100,000 a year. There is strong support for the welfare cap, and, indeed, there is strong support for universal credit, which will make sure that in every case people are better off in work and better off when they choose to work extra hours. That is what we want: a welfare system that supports enterprise, work and aspiration.

Commons ChamberMy hon. Friend is absolutely right to raise this question. I am well aware of how bad the flooding was and I went to Buckfastleigh to see how badly the town had been flooded for myself. I know that my right hon. Friend the Secretary of State for Transport has discussed the recent flooding with Network Rail’s chair and chief executive, and he will visit the area soon to look at this. We are working with Network Rail to improve the resilience of the overall network and we will do everything we can to ensure that these important services are maintained, even when they are challenged by floods such as those we saw last year.
Does the Prime Minister accept that a statement on Europe designed to be populist runs the risk of polarising this House, undermining key UK relations with America, confusing and alienating our friends and partners in Europe and, disastrously, starting a process that sleepwalks the UK out of Europe?
I think the most dangerous thing for this country would be to bury our head in the sand and pretend there is not a debate about Britain’s future in Europe. The most dangerous thing for this country would be to see the changes taking place in Europe because of the single currency and to stand back and say that we are going to do nothing about them. What Britain should be doing is getting in there and fighting for the changes we want so that we can ask for the consent of the British people to settle this issue once and for all.

Commons ChamberI would not describe this simply as a “paper review”; Desmond de Silva did meet some people and conducted interviews. The hon. Lady should also remember that it was a review based on the fact that there had been the largest criminal investigation in British history, which had interviewed everybody and had the documentation. Alongside that—all the access to the Stevens material—Desmond de Silva also had access to all the intelligence and other material in Whitehall. On that basis, I think it is a very complete piece of work.
I thank the Prime Minister for his statement. I stand solidly and squarely with Geraldine Finucane, her two sons and daughter, and the wider Finucane family. I recognise that many people and many families, not least Members of this House, from Northern Ireland have also suffered as a result of more than 30 years of the troubles. Does the Prime Minister not now consider, in view of de Silva’s report, which indicated very high levels of state collusion, that there is a need for an international public inquiry that will address issues of collusion and complicity? We in the Social Democratic and Labour party—our current three Members and our predecessors—always recognised and acknowledged the deep levels of collusion in Northern Ireland that resulted in murders right across the community, whether on the loyalist or on the republican side. For that reason, we now need an international public inquiry, to investigate not only Pat Finucane’s murder but all the other murders that were a result of state collusion and state complicity.

Commons ChamberMy hon. Friend is absolutely right, and later today I will be speaking at a seminar event with Melinda Gates and a whole range of leaders from across Africa and other parts of the developing world about exactly this issue. We should be doing more to allow mothers access to birth control so that they can plan their family size. All the evidence shows that as countries develop, family size does reduce and populations become more sustainable, but we should help people to plan that process. It is not about telling people what to do; it is about allowing people the choice that in this country we take for granted.
Q10. Members will know that St Patrick, a Roman Briton respected by all traditions in Ireland, is a unifying figure. He established his mission in my constituency of South Down, where today many people of all faiths, drawing on his legacy, work unstintingly to build peace across the divide. When the Prime Minister is next in Northern Ireland, perhaps during the Olympics, will he come to St Patrick’s country and the Mournes, where he can meet these people and witness St Patrick’s unique heritage for himself—and where he will not find any rebel Tories?
I do not know whether the hon. Lady can guarantee that—we have an active branch in Northern Ireland—but that is an intriguing and very kind invitation. I hope the Olympics will bring the whole of our United Kingdom together. I think the torch relay has already helped to achieve that; I was very privileged to see it in my own constituency, and I know it had a very successful tour around Northern Ireland. If I can take up the hon. Lady’s intriguing invitation, I will.

Commons ChamberI totally understand my right hon. Friend’s concern about this issue. The priority for the trust remains securing the future of the Epsom, St Helier and Sutton hospitals. I understand that the trust board and those working on a possible merger had already started to look at other options in case the merger did not happen. I understand that they are now looking at the next steps and I am sure that the Department of Health will want to engage very closely with him as this unfolds.
Q6. The Prime Minister is keen to tell us that work should always pay, so what would he say to my constituents from low and middle-income families who have contacted me to convey their fears about the measures the Government are bringing forward, such as the removal of working and child tax credits? These are working people who are already facing severe financial difficulties, and the current proposals could cost hard-working families with disabled children and in receipt of the lower disability premium over £1,300 a year.
I would make two points. Of course we have had to reform the tax credits system. When we came to office, tax credits went all the way up the income scale so that even Members of this House were eligible for them, so we have taken them further down the income scale. In terms of what the hon. Lady says about disability, I would make two points. First, disability living allowance—the absolutely key benefit—is going up by 5.2% this April, which will be well ahead of inflation. The point I would make about universal credit is that the lower rate for disabled children is £53, as she will know. Anyone on that level will be completely protected through transitional payments. We have not yet set the higher rate, but I can tell the hon. Lady that it will be at least what it is now, and possibly higher.

Does the Prime Minister agree that the recent escalation of industrial action in the public sector—which, incidentally, was not a “damp squib” in my part of the world—was a result of genuine anger about the sheer unfairness of Government action to deal with pension contributions, which is making people on low and middle incomes pay for the horrendous mistakes made at the top?
I am afraid that the hon. Lady is plain wrong, because the lowest-paid workers are not being asked to contribute more to their pensions. On fairness, let me make one point: under our offer, a primary school teacher earning £32,000 a year could receive a pension worth £20,000 a year, but private sector workers, who, let us remember, are the people putting their money into these pensions, would have to pay 38% of their salary—almost half—to get an equivalent pension. Of course there is an issue of fairness, and we must play fair by public sector workers, but we must also be fair to private sector workers, who are putting their money into these pensions.

Commons ChamberThe Education Secretary is doing a superb job of focusing schools on results, including in English and maths, ensuring that we look at the English baccalaureate, which includes the core subjects that employers and colleges really value, and doing some simple and straightforward things that were not done for 13 years, such as ensuring that punctuation and grammar actually count when someone does an exam.
The Prime Minister met the Finucane family yesterday, so will he now reflect on the comments made by an Taoiseach in relation to that meeting and the outcomes, and the agreement made by both Governments at the Weston Park talks in 2001 that there should be an independent public inquiry?
Of course I have reflected incredibly carefully on what was said yesterday, and I have reflected on this whole issue for many months since becoming Prime Minister. I profoundly believe that the right thing for the Finucane family, for Northern Ireland and for everyone in the United Kingdom is not to have another costly and open-ended public inquiry, which may not find the answer, but instead for the British Government to do the really important thing, which is to open up and tell the truth about what happened 22 years ago. We do not need an inquiry to do that; that is why my right hon. Friend the Secretary of State for Northern Ireland will be making a statement explaining exactly how we are going to do it and who will be involved. In the end, the greatest healer is the truth. Frank acknowledgement of what went wrong, an apology for what happened—that is what is required. Let us not have another Saville process to get there; let us get there more quickly and do the right thing.

Commons ChamberI absolutely agree with my hon. Friend. She is a Cornish MP, and I am sure that she and the whole of the House would want me to say how much we feel for our colleague, my hon. Friend the Member for South East Cornwall (Sheryll Murray), who lost her husband in a tragic fishing accident. That demonstrates the extraordinary risks that people in coastal communities take, and our hearts should go out to her and her family.
We want to make changes only if they improve the coastguard support that people in fishing communities and elsewhere get. That is what the reform is about: trying to ensure that the real impetus is on the front line. If that is not the case, we will obviously have to reconsider the reforms, and that is why they are being reviewed. What I would say to everyone who cares about this issue is: work with us to make sure we get the maximum amount in those lifeboats and other ways of helping our fishing and other communities.
Q2. Does the Prime Minister acknowledge the serious concerns that have been raised about the adverse implications and complications for cancer patients under the proposals in the Welfare Reform Bill of replacing disability living allowance with personal independence payments? Will he therefore investigate with Ministers the case for creating a straightforward cancer care and support allowance, which would be available to those who have been diagnosed with cancer and are either undergoing or awaiting treatment?
The hon. Lady asks an important question. We will look carefully, as the Government medical adviser is, at DLA and its interaction with people with cancer. However, I think that everyone, in all parts of the House, should recognise that DLA does need reform. The fact is that there are 130,000 people on DLA who have not had a claim revised at all since the benefit was introduced in 1992. There are 750,000 people who have had the same claim for 10 years and no contact from the Department. There are 21,000 people of working age getting DLA because they are on drink or drugs, so reform really is necessary, but making sure that we assess people with cancer properly is definitely part of that reform.

Commons ChamberMy hon. Friend is right; over 1,000 people—from the security services, the Army, the police and other services—lost their lives. Also, 250,000 people served in the Army in Northern Ireland during Operation Banner. Those of us who have not served in the Army cannot possibly know how tough it must be to be on duty on the streets, faced with violence and the threats of violence. It is worth remembering what service those people all gave and what restraint, in almost every case, they showed.
I was speaking to my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith), who served in Londonderry, in Derry, a year after Bloody Sunday. He rightly made the point to me that the pressures that we put on our often very young soldiers were huge, and we should pay tribute to all those who served for what they did. But it is not in their interests, and nor is it in our interests, to try to gloss over what happened on that dreadful day. The report enables us to face up to what happened and to accept what happened, and that is the best way of moving on and accounting for the past.
First of all, I thank the Prime Minister for bringing forward the very welcome statement on the Saville report today. I thank the members of the Opposition who brought the report to this point today.
Given the very personal tragedy of Bloody Sunday for the families of the bereaved and wounded and the major political implications that this serious incident had for the people of Derry, the wider community of Northern Ireland over the last 38 years and the wider island of Ireland, could the Prime Minister tell us about the parameters and context of the debate and the possible time scale of the assessment and report from the Secretaries of State for Defence and for Northern Ireland? Will he also give consideration to possible measures of redress for the families in Derry following the exoneration of the victims by the Saville report? In that debate, could wider consideration be given to the Ballymurphy families, who also experienced a lot of distress and pain because the Parachute Regiment, some five months earlier, was involved in those incidents, which resulted in the wounding, but above all the killing, of 10 people?
I thank the hon. Lady for her questions and congratulate her on becoming leader of the Social Democratic and Labour party and on her election as Member of Parliament for South Down. She asked several questions. First, on how long the Government’s assessment will take, the report is very long and detailed, and we want to take the summer to consider it and come back to the debate in the autumn, when my right hon. Friend the Secretary of State can answer questions more fully and make announcements, if appropriate.
On redress, I do not think that today is the day to talk about such matters; today is the day to consider the report and take it all in. As the hon. Lady knows, perhaps better than anyone, the families have been involved in a search for the truth rather than for recompense or redress. However, all those issues need to be examined.
My right hon. Friend the Secretary of State has meetings with the Ballymurphy families. The first port of call should be the historical inquiries team. It is doing good work, going through all the issues of the past and trying to settle them as best it can. We want to avoid other such open-ended, highly costly inquiries. We cannot rule out for ever that there will be no other form of inquiry, but let us allow the Historical Enquiries Team to do its very good work.
