My Lords, I, too, thank the noble Lord, Lord Boswell, and his team for the incredible amount of work they have done over the past year. The quantity and quality of the work is worth marvelling at, and it is clear that it is having a significant impact, not just in terms of the accountability of the UK Government on EU matters but in informing debate across the whole of the EU. Yes, EU issues are foreign issues, but they are also about domestic issues, something that needs to be underlined.

Prior to coming to your Lordships’ House, the only contact I had with this place was through giving evidence as a Member of the European Parliament to one of the committees that came over to Brussels. Your Lordships were a formidable bunch then and are a formidable bunch now. The clarity of the work was deemed absolutely invaluable, not just by politicians in the EU but by the administration. The one comment I had at the time was that your Lordships’ brilliant work did not have the impact that it should have, because the committee was generally retrospective in its investigations and so it could not inform debate prior to a position being taken. That meant that a lot of the work was going to waste. The committee has addressed that concern to an extent, particularly in relation to Council meetings. The fact that the committee has implemented these pre-European Council evidence sessions means that difficult questions can be put to Ministers prior to negotiations rather than the committee dealing with a fait accompli with no prospect of influencing the debate. I congratulate the committee on this initiative. I suggest that it is about looking at what is coming down the pipeline. That is really important. That is the best way to influence debate.

The committee has also taken active steps to broaden the number of means by which it reports on its activities. This is an extremely welcome development. I am afraid that I was one of those people who were unaware that the committee had a Twitter account until I read the report. That probably says something. It is quite interesting that somebody like me is not aware of it; nor am I aware of when the committee meetings take place and who is giving evidence. Of course, I could go and look for this information but it would be quite useful to have some kind of push mechanism to let interested people know what is coming up so that if we were interested in attending those debates we would be able to do so.

The EU is undergoing the most fundamental challenges it has had to face in the past few decades. The direction and understanding of the European project—what it is all about—is being played out not just here in the UK but across the whole EU. That scrutiny role is essential in this time of increased uncertainty. This week we have all been absorbed in the Greek financial crisis and the question of where responsibility lies for the country’s debts and how and when democracy should be honoured. The crisis on the Mediterranean shores is testing the understanding of what is meant by social Europe and undermining that responsibility of burden-sharing.

Of course, the UK is now committed to holding a referendum on EU membership with these really difficult issues as a backdrop, and we are doing this at a time when there are political upheavals across the whole continent, with extremist parties gaining ground on both the left and right. One of the issues that the Prime Minister has put on the table in relation to British renegotiation is national parliamentary oversight, which does seem slightly hypocritical because this year the Government have pushed for more scrutiny overrides than has hitherto been the case. It seems very odd that the Government in charge of that negotiation, insisting on further domestic parliamentary scrutiny, are not respecting the current system of oversight to the extent that perhaps they should. Does the Minister think that each department should put in place mechanisms to ensure that, as far as possible, there will be an absolute minimum number of scrutiny overrides? As we have heard, BIS seems to have learnt its lesson and we want to know when the other departments will be following suit.

There are many examples of excellent inquiry work carried out by the committee. We have debated many of those reports: the one on the relationship between the EU, Russia and Ukraine on the Floor of the House; and the devastating inquiry on the balance of competences review, which did not suggest that a single policy area should be repatriated. We have discussed the role of national parliaments on the Floor of the House. I am a little sorry I was not involved in the debate on energy in the EU. I do not know if that came to the Floor of the House. I specialised in that area in the European Parliament so I am sorry I missed it.

We are aware that the Conservatives are deeply divided on Europe but I am afraid that the debate has started on the left as to whether the left and the centre-left should continue to support EU membership. I would like to take the opportunity, while we are discussing the EU, to outline why we should nip this debate in the bud and determine that we should fight for a reformed Europe which works for the people of Europe. The first thing to note is that despite the dreadful austerity and pain being imposed on the Greek people, Syriza, Alexis Tsipras’ party, has repeatedly said that it wants to stay in the EU and the euro—even the left in Greece has a subtle and refined understanding of how important the EU is to it as a nation.

The cause of Greece’s plight is not the EU or the euro but corruption, tax evasion and bad accounting, as suggested by Thomas Piketty and other distinguished left-wing economists recently. Of course, you would need a heart of stone not to empathise with the innocent people of Greece, who are suffering untold misery, but the leadership of the country must take its share of responsibility for the situation. Let us not forget that half of Greece’s debts were written off three years ago. It also had the biggest loan in international history. It was interesting to hear the Prime Minister today suggesting that a measure of debt relief for the country may be necessary.

The EU is not some kind of sinister self-contained planet doling out cruel and harsh austerity measures to innocent hard-working Greeks just for the sake of it; its decisions are taken by the democratically elected Governments of 28 member states. All bailout measures decided under the European stability mechanism have to be approved by the national Parliaments of the eurozone countries, so this talk about a massive democratic deficit at the heart of the EU is simply not borne out by the facts.

Without the EU, the UK would have little protection from a Government intent on diluting hard-fought workers’ rights which have been given extra protection due to our EU membership: health and safety, increased paid holidays, improved maternity rights, protection in redundancy and transfers, equality rights and protection from discrimination in addition to equal treatment for part-time, fixed-time or agency workers. This is particularly important at a time when the trade union movement is being challenged in such a fundamental way in this country.

The EU is the world’s largest donor of development aid. The EU is at the front of defending human rights and minorities nationally and internationally. Of course, EU institutions are not perfect, but rather than whingeing from the side-lines and spewing out grossly simplistic accusations which are not grounded in fact or evidence, the left and centre-left in Britain should be championing a modern vision of a progressive economy based on our traditional values of fairness, tolerance and social justice. Any retreat into isolationism and cheap denigration of our potential allies in Europe would carry a heavy risk in the longer term.

I concur with the noble Baroness, Lady Scott, that this is no time to take your foot off the scrutiny pedal. The European Committee of the House of Lords understands more than most that the EU has its flaws. I dearly hope that this time next year, when we are assessing the work of the committee, we will not be doing so for the last time. The consequences of leaving the EU would be devastating for our economy, our status in the world and the protection of our citizens.

My Lords, I was brought up in a family who said yes because you tended to get the right answer more frequently. I can see that I have caused amusement on the Privy Council Bench of the Conservative Party, but clearly their minds are far superior to mine. With regard to the impact of the negotiations, my right honourable friend the Prime Minister has my confidence and the confidence of the Government that he will deliver a deal that is right for this country, and we will be able to support him when it comes to putting it to the population.

My Lords, the Business Secretary recently berated the CBI for being too pro-EU on the grounds that this weakened the Prime Minister’s negotiating position. Does the Minister believe that that was a sensible position for her colleague to take, given the vocal pro-EU position of the CBI on EU membership and the catastrophic impact that leaving the EU would have on business in the UK?

My Lords, the CBI has made it clear that it is in favour of reform of the European Union that delivers more competitiveness. We have the support of the majority of its members in the way we are proceeding. There will always be differences of views; that is part of the nature of a democracy.

My Lords, in September, 22 years will have passed since the famous Arafat-Rabin handshake in Washington—the Oslo agreement that promised so much but has delivered so little. The tragedy of Palestine, and Gaza in particular, continues unabated. Nobody can forget the dreadful scenes that we saw on our televisions last summer. It is of course essential that we recognise that there is fault on both sides. If Hamas wants to see an end to the constant blockades and incursions, it needs to refrain from lobbing indiscriminate rockets into Israel and to recognise the right of Israel to exist. It also needs to stop hiding weapons in schools.

The noble Lord, Lord Mitchell, in our last Palestine debate in January powerfully read out excerpts from Hamas’s Covenant of the Islamic Resistance Movement, which frighteningly set out some of the organisation’s rules and principles, including the encouragement to jihad. But Israel, as a respected friend of the UK, needs to be told in no uncertain terms that it needs to respect international law, to stop killing innocent civilians, and to stop building on land that is not its own. There are extremists on both sides, and they need to understand that the whole region is in a great deal more precarious a state than it has been in for decades. Now would be a good time for both sides to compromise.

It is essential that we do not forget the devastation that has been brought on the Gaza Strip: massive youth unemployment, shelled houses, limited imports and exports due to the blockades. Many noble Lords have detailed last summer’s appalling death toll—mostly civilians and many children. As the noble Lords, Lord Sheikh and Lord Ahmed, emphasised, over 100,000 people in Gaza are thought to have had their homes destroyed, and not a single one of these has been reconstructed in the last year. But it is also unacceptable that 69 Israelis were killed including four civilians. Israeli people need to feel safe in their homes and when they travel, and we must see an end to indiscriminate bombings on buses and murders in synagogues.

It must be emphasised that the UN Human Rights Council has concluded that there was evidence of atrocities and suspected war crimes on both sides in the conflict last summer. However, the disproportionate number of casualties on the Palestinian side compared to the Israeli side speaks for itself. People around the world saw that as unjustifiable.

King Abdullah of Jordan stressed that ISIS’s ability to recruit foreign fighters was aided by last summer’s conflict between Israel and Palestine. He said that many of those who joined the group were spurred on by the perceived persecution of the Palestinians. With IS gaining strength in the region, including last week in Sinai, Hamas needs to understand that now would be a good time to reach out and go for peace. At the start of this month a new video was released by ISIS militants who have directly threatened to overthrow Hamas in Gaza, because the group is not extreme enough. Even the former head of Mossad says that direct dialogue by Israel with its sworn enemy could lead to a form of mutual coexistence. Are the Government aware of any quiet negotiations taking place between Israel and Hamas at the moment?

In order to break the deadlock, Israel needs to halt its illegal and continued settlement expansion and land confiscation in the West Bank. The number of Israeli settlers in the Palestinian West Bank grew by approximately 85% after the Oslo accords were signed. Labour is firmly of the view that we need a two-state solution, but we need to ensure that Palestine can be a viable state. Constant and illegal land grabs make this more difficult by the week. The new Israeli Government have announced new plans to build further settlements. Beyond condemnation, what action are the UK Government taking to end the settlement expansion that they agree is illegal? Does the Minister really believe there can be a peace agreement when the Israeli Government continue to act in this way, when Netanyahu suggested during his election that he did not want to see a two-state solution, and when the US priority for this region has changed?

Palestine and Gaza cannot be dealt with in isolation from other events and battles going on in the region. While the continuing advance of IS is of profound concern, we cannot ignore the festering sore that has lasted for so many decades in Palestine. We need to work towards a lifting of the blockade, an honouring of the pledges for reconstruction, and an understanding from both the Israelis and the Palestinians that they have a great deal more to lose than to gain from the continued absence of peace.

My Lords, I, too, thank the noble Baroness for introducing this debate in a very comprehensive way. She was lucky to have 10 minutes; we are lucky to have three minutes. There is no way you can do justice to a very complicated situation in that time.

Syria, which was relatively developed, has been reduced to ruins and, as we have heard, millions have escaped the country with little more than the clothes they stood in. A key concern that we should have is that there is seemingly no strategy for dealing with this crisis. What we need is an honest and complete reassessment of British and EU foreign and security policy in this area. Piecemeal, short-term and ad hoc measures cannot replace a comprehensive, long-term foreign policy strategy—a strategy which I am afraid has been clearly lacking in recent years.

The conflict is much more complicated than a battle between those who are for or against President Assad. It now has a clear sectarian angle, with the Sunni majority fighting the Shia Alawite sect. The turmoil in the country has attracted jihadist groups, including Islamic State, as we have heard. There have been atrocious war crimes committed: murder, rape, torture, and the use of chemical weapons, sometimes in barrel bombs. There are serious threats to historic antiquity. I ask the Minister to elaborate on what we are doing to protect these irreplaceable relics. Will she indicate whether the Government support the efforts of Staffan de Mistura to establish freeze zones to allow aid deliveries in besieged areas, and give some idea of how and when these zones may become operational? Will she also confirm whether the Government are still pressing the EU to lift the arms embargo to the rebels fighting Assad? I would like to ask the Minister a variation on the question asked by the noble Lord, Lord Kerr. There are rumours implying that the US has suggested that Assad will not have to go. Can she confirm whether that is the case?

We are aware that the British Government have been very generous in helping to fund refugees in the region, but I would be grateful if the Minister elaborated on whether a proportion of this fund is being earmarked to protect women, who are enduring extreme human rights abuses in some of the camps. Have the Government any intention of contributing to the EU trust fund for Syria, to which Germany and Italy have already contributed? It is worth underlining that by March this year the UK had resettled only 187 Syrians, while Germany has accepted 28,000. We must underline that as we have a responsibility in that regard.

Let me pick up on a point about Russia made by the noble Lord, Lord Soley. On 19 June, Putin once again underlined his support for the Assad regime, emphasising that he opposed any use of external force to try to end the civil war in a country which conveniently gives him access to a friendly Mediterranean port. What are we doing about the Russian situation? What is our plan in that regard?

We should be asking many more questions. I am afraid that my time has run out but we need to ask: where is the long-term strategic vision for this region? It is all very complicated; this is about not just Syria but the whole region, and we do not seem to have a plan.

My Lords, it is always difficult for an unelected House to talk about trying to extend the elected terms of others, so at the moment we want to concentrate on providing a process that is transparent and fair while encouraging women to feel that they should come forward. However, I should say that our process of policy-making on this was given a very good helping hand by the views put forward in this House earlier this year, and we should take credit for that.

My Lords, the Middle East process also requires our urgent attention and we shall not divert our eyes from that. It is of great regret that Hamas persists in its activity of attacking Israel, most recently in the past week or so by setting off rockets towards Israel. It is clear that there has to be leadership by the Palestinian Authority to return its Administration to Gaza and ensure that there can be steps towards negotiations for a two-state solution.

My Lords, we know that some arms sold by the UK to Israel have been used to commit human rights violations in Gaza. What efforts have the Government made to ensure that British-made weapons are not turned on civilians in Gaza?

My Lords, as the noble Baroness will be aware, there is a stringent process by which arms exports are monitored. We are signed up entirely to the EU export controls on such and to international law, which governs these matters. We stated last summer that we would look at every award of arms exports on a case-by-case basis. That policy remains in place. Wherever we sell arms throughout the world, it is crucial that we keep a weather eye on how those arms are then used.

My Lords, I thank the committee, and the noble Lord, Lord Tugendhat, in particular, for the excellent analysis in this report. I know it has been widely read and appreciated, not just in this House but across the whole continent, and I thank them for their work.

There have been some excellent contributions this afternoon; it has been great to listen to so many people who understand this part of the world. In particular I express my appreciation for the maiden speech of the noble Earl, Lord Oxford and Asquith, which gave a particularly insightful view of the situation in the area, and which was a very good analysis of what is going on today. The most shocking fact I heard this afternoon was that the noble Lord, Lord Kerr, served in the FCO in Russia 50 years ago—so he must have been about 15 years old at the time.

At the outset I underline that the Labour Party stands as one with the Government as regards their response to events in Ukraine, although it should be underlined that we were disappointed that the UK was not more involved and engaged in drawing up the Minsk agreements. The report looks at how the situation was arrived at and at where we go from here. Whether the situation in the Crimea could have been averted is a moot point. It seems that very few analysts saw the annexation coming and that, to a large extent, events on the ground ran ahead of diplomatic and political control.

One issue highlighted in the report is the decline in Russian expertise in the FCO. It seems as if certain elements within the coalition Government seemed to have taken Fukuyama’s “end of history” to heart, believing in the triumph of western liberal democracy—a point that the noble Earl, Lord Sandwich, emphasised. Perhaps they were lulled into a false sense of security by the release of Mikhail Khodorkovsky and Pussy Riot just before the Sochi Olympic Games began. How wrong could they have been? Politics and international political tension is on the increase rather than decreasing, as was predicted, and we need to ensure that we have an adequate diplomatic and political response to the changing situation, as regards not just Russia but further afield in the world.

The lack of Russian speakers in the FCO is underlined in the report, as the noble Baroness, Lady Coussins, emphasised. The report also suggests that there might have been some misreading of Russia which could have been avoided if more experts had been in place in the EU, who would have been able to flag up the fact that, among other things, Russia was becoming increasingly upset—and felt “humiliated” and “encircled” —by the rapprochement of Ukraine to the EU.

We have learnt that it was a grave mistake to take our eyes off Russia, and that we misunderstood the character of Putin. When it comes to Russia, we do not need generalists but experts who are there consistently and who have built up a rapport with Russian diplomats. It is worth noting that China has been far more successful in its relationship with Russia through careful handling of where Chinese and Russian interests overlap. Can the Minister inform the House whether there has been a beefing up of the Russian department at the FCO and if there are any Ukrainian speakers on the staff? I wondered also whether the Minister would be open to using and engaging with think tanks that have a degree of expertise on Russia to help with advising on Russian affairs.

Russia’s foreign policy must be interpreted frequently as a tool of domestic policy in a country which prides the “strong man” standing up for his country. Russia still contests that many of the states which surround it geographically are its own sphere of influence. The speed of the Ukraine-European Union Association Agreement, according to the report, took the Russians by surprise, and it is clear that Russia often conflated the EU with NATO. It saw the association agreement as a direct threat to its own ambitions to develop further its own trade partnership, the Eurasian Economic Union. It seems that, at EU level, there was very little or no effort to reassure Russia that the association agreement was not a zero-sum game whereby Ukraine would have to curtail trade with Russia. But none of this excuses the fact that, for the first time since 1945, an invading army has redrawn the borders of a country in Europe through force and, in the process, has broken a whole raft of international agreements to which we and the Russians have signed up. The united condemnation of Russia and the imposition of sanctions was absolutely the correct response, and it is essential that the EU remains united in its dealings with Russia. As the report suggests, we need to be willing if necessary to step up sanctions.

It is vital that the Minsk agreement is implemented in full. We were pleased to note that in the European Council last week a commitment was made to the effect that EU sanctions on Russia should be eased only in the event of the full implementation of that agreement, despite misgivings in some quarters, as alluded to by the noble Lord, Lord Anderson. It is clear that the security dimension of the EU is becoming more and more important. This demands common action, resolve, and a clear commitment to our continuing place in the European Union, on which, of course, it is very difficult for this Government to deliver.

There is without question a vast array of corruption in Ukraine, which must be halted. Ukrainian Assistant Defence Minister Yury Biryukov estimated that 20% to 25% of the money allocated to the military budget is stolen. But as the report clearly states, Ukraine is in an extremely precarious situation economically and it would be in nobody’s interest to see the country implode. There is a humanitarian crisis, as the right reverend Prelate the Bishop of St Albans said. It would be in nobody’s interest to see the country go backwards, so let us support Ukraine, but let us do it with our eyes wide open—with tough love, as suggested by the noble Lord, Lord Tugendhat.

So what will happen next? Russia is undoubtedly feeling the pain of the sanctions, but more prominently perhaps the collapse in the price of oil. That is already having a real impact on the economy of the country, but there is no reason to believe that Putin’s attitude will change. Putin likes to play by Putin’s rules and nobody else’s. He is, as we are aware, enjoying popularity ratings of 80% in the polls, due in no small part to his so-called victory in Crimea. His support on this issue comes even from Russians who might be seen traditionally on the liberal wing.

The trust between Russia and the West has gone. Even Putin himself has admitted since the publication of this report that it was he who initiated the annexation of Crimea for the Russians. Russia seems to be determined to goad the West and the UK in particular—for example, through honouring Lugovoi, the “alleged poisoner” of Litvinenko, during the recent hearing in London. There does not seem to be much point in playing Mr Nice Guy with Putin; he does not respond to that kind of treatment, and we must respond directly to provocative action from Russia. Beyond this, however, we need to understand that we must do everything possible to avoid a direct military confrontation with Russia; we must learn to live with each other, because we live in the same neighbourhood—we have no other option. Therefore, we need to elaborate a better understanding of the concerns of Russia, but, I should underline, without acting as if we are apologists for or appeasers of Russian aggression. We need to simultaneously show strength when necessary—a strength understood by Putin—and stop talking past the Russians in conversation. We need to develop a clear strategy, together with the rest of the EU, towards Russia, as my noble friend Lord Soley said. We need to be clear that we have absolutely no idea of what would replace Putin if he were to go, so let us make sure that we do not jump out of the frying pan and into the fire. The collapse of Russia is in no one’s interests.

Finally, we were slightly disappointed by Britain’s failure to take a leading role in responding to the events unfolding in the Ukraine, despite being a signatory to the 1994 Budapest memorandum on security assurances. Is this a symptom of Britain moving away from its traditional leadership role in EU affairs?

This is certainly the last time that I shall be speaking during this parliamentary Session from the Front Bench, so I thank the committee for its work over the Session and the noble Baroness, Lady Anelay, for her work on the Foreign Affairs team—and, in particular, for the much appreciated initiative of the regular briefings that she has held with the FCO.

My Lords, it is a matter of discussion with the United States. Our whole focus with regard to the G20 is the implementation of previous commitments. This is one and we will continue that discussion. I know, for example, that at Lough Erne 1,000 commitments were made. Since this is the forum which has a prime focus on achieving international consensus on economic matters, we have to work for that consensus.

My Lords, as the noble Lord, Lord Balfe, has just noted, inclusiveness is one of the main aims of the presidency of the G20. The document on presidency priorities states clearly:

“At the domestic level, we must ensure that the benefits of growth and prosperity are shared by all segments of the society”.

Can the Minister explain how the Government can comply with this aim when, according to the Social Market Foundation, the rich in Britain are,

“64% richer than before the recession, while the poor are 57% poorer”;

when, despite the so-called recovery, the economic chasm between London and the regions is widening; and when 3.5 million children are living in poverty in one of the richest countries on the planet?

My Lords, the Budget showed clearly last week that in the jobs-led recovery, which is the achievement of this coalition Government, we have shown the rest of Europe the way in which one can achieve success. It is hard work and takes a long time but that is what we are doing. It means that all parts of society are benefiting, and clearly the Budget set that out word for word.

My Lords, aid agencies have estimated that at current rates it will take 100 years to import enough construction materials to rebuild Gaza. Can the Minister comment on whether she thinks an independent monitoring regime will help to assuage Israeli concerns and ensure that imported building materials go only on rebuilding civilian homes, not on the building of military tunnels by Hamas?

The noble Baroness raises an extremely important issue—that the reconstruction of Gaza must be for the benefit of civilians, not as a way to provide Hamas with materiel further to launch assaults on Israel, which would undermine any move towards peace. At present the Gaza Reconstruction Mechanism is a step in the right direction to import materials that are urgently needed, and at present there is no evidence that any materials are diverted for military means. Some are used for civilian rebuilding means, but certainly oversight is crucial, as she said.

My Lords, I have to take refuge in the usual response that others would make when I was Chief Whip and say that it is not my decision; it is for the usual channels. However, my noble friend has raised a very strong point. Of course, it was she who led the House in a debate on Russia and relations with it back in October, in which so many noble Lords took part. On Friday last week, a significant report was published by the EU Sub-Committee on External Affairs. It took the committee seven months of hard work to produce it and I would not wish to dismiss it in the few minutes we have left; it deserves very serious consideration. The report makes it clear that the most important miscalculations were those made by President Yanukovych and President Putin in failing to foresee how the Ukrainian public would react to Yanukovych’s last-minute refusal to sign Ukraine’s association agreement with the EU. We should not fall into the trap of trying to blame ourselves for Russia’s invasion and destabilisation of another sovereign European state.

My noble friend has made an important point. The European Council will meet on 20 March. It is vital that it should roll over the tier 3 sanctions at that point and that, just as it has been, it takes a leadership role and has ready other sanctions to put in place if the current ceasefire disintegrates.

My Lords, does the Minister agree with the statement in the EU sub-committee’s report that cuts in Russian experts at the FCO and less emphasis on analysis led to a misreading of the depth of Russian hostility to EU plans for a closer relationship with Ukraine? Does the Minister also agree with the wider criticism levelled by the report at the failure of the UK to be active and visible in dealing with Ukraine? Is that not symptomatic of the UK’s broader failure over recent years to take a traditional leadership role in the area of foreign policy?

No, my Lords. I am afraid that the Opposition have broken ranks with their support on Ukraine at the wrong time. This country has shown leadership at the United Nations Security Council, where we have been securing negotiations on this matter with regard to sanctions. The report is very clear in what it says. I read it quickly over the weekend and now I shall read it more carefully. I can quote from the evidence given to the committee by David Lidington, who said that,

“pretty well every western Government had made various assumptions about the Gorbachev and Yeltsin years and, indeed, the early indications in Mr Putin’s first term as President, showing that Russia wanted integration into a global rules-based system, and steps such as G8—Russia’s participation continues in, for example, the dialogue of the six with Iran on its nuclear programme—showed that Russia was serious about being an international partner”.

Subsequently, Russia changed its attitude and we have responded to that.

With regard to Foreign Office matters, I refer the House to a letter I wrote to the noble Earl, Lord Sandwich, subsequent to when he spoke in the debate called by my noble friend Lady Falkner back in October. I am happy to put a copy of the letter in the Library if it is not there at the moment. It sets out in detail the training that is in place.

This House has a benefit that others do not. As I look around the Chamber, I see experience that only age can bring, and that is an experience that we should not forget. Those in the outside world, whether they are in the media, the Civil Service or in private service, do not have the experience that people in this House have, which is that we lived through the Cold War and therefore have a closer appreciation of what Russia can do.
