Lords ChamberMy Lords, I am most grateful to the noble Lord, Lord Bach, not only for introducing this debate so comprehensively but for his work as chair of the British Council All-Party Parliamentary Group, of which I am a vice-chair. The all-party group has an important task in bringing to the attention of Members of Parliament the role played by the British Council in extending its brand of soft diplomacy throughout the world. In the past year, we have heard from Martin Davidson, the chief executive, as well as from directors and regional directors in Afghanistan, the Middle East, Russia and sub-Saharan Africa, who brought fresh, informative and inspiring accounts of their activities in the field.
Apart from its job in educating Members of Parliament, the work of the British Council in the area of education exchanges at university and other levels, in the dissemination of British arts and culture and in the teaching of English is an invaluable asset to this country. It increases knowledge and know-how, and helps to develop trade and investment links and opportunities. Certainly, whenever I travel abroad with parliamentary delegations, it is good to know that we can visit not just the British embassy but the offices of the British Council to get its particular slant on the country that we are visiting.
The Cultural Olympiad and the World Shakespeare Festival are also vehicles for important British Council input. Most recently, the visit of Aung San Suu Kyi underlined the part that the British Council can play in a country such as Burma, which is emerging from the shadows. I fully support the noble Lord, Lord Bach, in what he said about future funding and, while recognising the need to find savings and efficiencies in all areas of government policy, I hope that the future activities and expansion of the British Council will not be unnecessarily curtailed.
In an earlier debate this afternoon on the role and performance of the UK Border Agency, I was able to refer to the British Council and its campaign to improve and make more flexible the visa application system for overseas students coming to this country. I cited Mexico as a prime example, since every year more than 3,000 students come to our prestigious UK universities. They are paid for by the Mexican Government and, in some cases, by their own families, who are then faced with all the hurdles and costs of the visa application procedure. It is not exactly a welcoming way for these young people to start the education experience, and they are likely to be the future movers and shakers in their own country once they have finished their studies here.
I take advantage of this debate to raise a pet theme of mine, about the welcome and hospitality that is extended to overseas students coming to this country, because the British Council has a special role in this respect. In the old days, the British Council had houses throughout the United Kingdom, usually in university cities, that provided centres for overseas students to gather and meet local British people interested in things international. I remember going along to some of these occasions as a child with my mother, brother and sister, and forming lasting friendships with students from all over the world. Nowadays, a lot of overseas students, particularly at postgraduate level, find themselves surrounded by other international students and with very little opportunity to meet British people, learn about the British way of life and practise their English with people who speak it as their mother tongue. I know about this from a young Swedish family friend, as well as from a young lawyer from Chile doing a postgraduate course at the LSE. Both are delighted by their courses and the international friends they have made, but they wish to meet more British people.
There are ways in which this issue could be tackled with the British Council in a co-ordinating and leading role. There are organisations, such as the English-Speaking Union and Rotary International to name but two, that have a network of branches and clubs throughout the country and already take an interest in educational exchanges and in giving hospitality and a welcome to overseas visitors. I believe that something useful and beneficial could be done with these organisations and, indeed, the universities themselves. The British Council could have the pivotal role of co-ordinating something, which hopefully would not tax future budgets too heavily. I look forward to my noble friend’s reply.

Lords ChamberMy Lords, would the Minister agree that one of the more disturbing developments has been the way in which the Argentine Government have persuaded many other countries in the region, even great friends of ours such as Uruguay and Chile, to deny entry to British naval vessels? Can he reassure us that our embassies in those countries are working hard to refute the unsubstantiated messages put forward by the present government in Argentina? Also, can he agree that as in the case of the Gibraltar referendum a few years ago, a clear message from the people of the Falkland Islands would be most helpful? Will he also be kind enough to convey to the people of the Falkland Islands the fact that we are all fully behind them, especially at this time?
Yes, I will certainly do that, and convey that in clear and simple terms. As to the efforts of Argentine diplomacy to persuade others to support their posture and their claims, I can assure my noble friend that our embassies, our diplomatic machinery and my ministerial colleagues are fully engaged in countering some of the misrepresentations that are being aired around the place. We have had a good response from responsible friends that they are not going to be automatically pushed by Argentina or by claims that go flatly against the basic principle of self-determination for the peoples of the Falkland Islands. This is the 21st century, in which overriding the self-determination of peoples is not the custom or the desirable pattern, or indeed in accordance with full international responsibility. We have made that very clear and will continue to do so.

Lords ChamberIf I might alter slightly what the noble Viscount has said, no action has been taken. Brazil, Chile and Uruguay have all agreed to continue welcoming shipping if it is flying the British Red Ensign flag, which these ships fly. If there is an intention of action, that action has not led to any results at all. As for talking to Argentina, we have said all along that we are anxious to have sensible and creative discussions that could be of assistance to Argentina itself in the longer term, so long as we respect the wishes of the Falkland Islanders, which must be paramount in accordance with international law.
My Lords, what steps are being taken by our splendid ambassadors in the region to counteract the tactics of the president of Argentina’s Government in persuading Argentina’s neighbours to support its claims of sovereignty in this way? In other words, what advice is the Foreign Office giving to ambassadors on the ground to prevent other countries following suit?
I think we have been a little ahead of the game. Obviously, the intention of Argentina was, sadly, to obstruct the movement of Falkland Islands shipping. Before that could happen we secured, for a start, the full assurance of Brazil, Chile and Uruguay that they would continue to welcome shipping flying the British ensign flag and would not interfere with trade. We have every reason to believe that the same attitude will prevail in all other ports where Falkland Islands shipping may call. However, we have taken action. Our ambassadors have moved very quickly and we are, as I say, ahead of the game.

Lords ChamberThe noble Lord, who has campaigned endlessly and bravely in these many areas, is absolutely right; human rights and human responsibilities—closely associated with the necessary degree of trust and investment—produce higher living standards. The whole package goes together nowadays in this increasingly transparent world; it cannot be avoided. Governments around the world will have to face it. We shall do our best here, both to face our own conditions and indeed to encourage others.
My Lords, would my noble friend the Minister not agree that the President and his Foreign Secretary, by coming to Parliament to meet and talk with parliamentarians, as he did on Monday, and by meeting NGOs and lobby groups specifically about human rights, as he did yesterday, demonstrated a willingness to listen and to take action to remedy the inheritance and consequences of violence, terrorism and drug trafficking that have overshadowed his country in recent years? Should we not now concentrate on improving our trade and cultural links with Colombia in order to improve the lot of the people and help them to return to normal relations with the rest of the world?
Yes, President Santos has just had a very successful visit here, and my noble friend is quite right that he has an active reform agenda, which he has carried forward with vigour, and which is moving his country to what some people call a “new Colombia”. It is certainly a very dynamic country, one with increasing trade and linkages with this country, and one that we are determined to befriend and support in its reform phase. So yes, President Santos has acted with vigour on the human rights front and is carrying forward changes that were undoubtedly needed.

To call attention to the “Century of Excellence” of the Commonwealth Parliamentary Association and to the continuing role of the Commonwealth; and to move for papers.
My Lords, the modern Commonwealth is a unique and powerful force in the world today. Its 54 member nations are linked by shared values, democratic aspirations, a common colonial history and, not least, language. The countries of the Commonwealth cover six continents, comprise one-third of the world’s population, represent all of the world’s major faiths and religions and collectively represent 20 per cent of world trade. The Commonwealth is also dynamic and growing. The two most recent members—Mozambique and Rwanda—do not even have historical links to our colonial past, and there are two more countries in the queue. We should never forget that Commonwealth soldiers stood shoulder to shoulder with our forces in two world wars. Small wonder then that the Commonwealth holds such a special place in our affection as well as in our history. This undoubtedly accounts for the distinguished list of speakers before us today. I am immensely grateful to all noble Lords who are participating. I look forward to hearing and learning from contributions based on specialised knowledge and experience over a wide variety of issues. I am also looking forward to the wind-up speech by my noble friend the Minister, who has always been a great champion of the Commonwealth, even when it was unfashionable, and who has, more than anyone else, ensured that the “C” is firmly back in the FCO.
Turning to the Motion before us today, first, I wish to focus on the Commonwealth Parliamentary Association or CPA. Although only a recently elected member of the executive council of the UK branch, I have over the years participated in bilateral visits, incoming as well as outgoing. I might have been able to visit Canada and Australia under my own steam, but without the CPA I very much doubt that I would have gone to Pakistan or the islands of the South Pacific and been able to enjoy such insights into the way those countries operate.
The CPA is the parliamentary arm of the Commonwealth. It was founded as the Empire Parliamentary Association in London on 18 July 1911. Its then-stated aim was,
“the establishment of a permanent machinery to provide more ready exchange of information and to facilitate closer understanding and more frequent intercourse between those engaged in the parliamentary government of the component parts of the Empire … having a branch in the United Kingdom and in each of the self-governing Dominions of the Empire”.
Those were very far-sighted people who set up the association.
The current mission of the CPA is,
“to promote the advancement of parliamentary democracy by enhancing knowledge and understanding of democratic governance and by building an informed parliamentary community able to deepen the Commonwealth's democratic commitment and to further co-operation among its Parliaments and Legislatures”.
These are very worthy aims. The international secretariat of the CPA is based in London under the direction of Dr William Shija. The UK branch, as most people here well know, can be found in Westminster Hall. The team there, under the leadership of Andrew Tuggey, carries out and organises an impressive number of bilateral visits, parliamentary strengthening programmes and international outreach. It is a terrific team.
Each year the CPA organises an international Commonwealth parliamentary conference in a different member country: last year in Kenya, next year in Sri Lanka. This being the centenary year, it seemed fitting that the 2011 conference be hosted by the United Kingdom branch at Westminster. It was a splendid sight at the opening ceremony to see the flags of all the Commonwealth countries being marched through Westminster Hall to the podium from which Her Royal Highness the Princess Royal, on behalf of Her Majesty the Queen, the then Lord Speaker and Mr Speaker all addressed an audience of 600 delegates from across the Commonwealth.
The CPA is the only international organisation that gives a voice to all legislatures, large and small, developed and developing, and at national and state level, and voices were certainly heard during the three days of the conference. Thoughtful and articulate arguments pursued the overall theme of reinforcing democracy. Issues explored in workshops and open debate included: governance and accountability; climate change; education; the global economy; migration; and the future of the Commonwealth. Plenty of networking went on in between. Apart from the Prime Minister and the Foreign Secretary, our very own the noble Lord, Lord Howell contributed importantly to these sessions.
A high point came with the election, in spite of stiff competition, of Sir Alan Haselhurst, the former Deputy Speaker of the House of Commons, as chairman of the international executive committee for the next five years. This is no sinecure. His first task will be to deal with the implementation of a working party report on a reassessment of priorities at a time when there are strong differences of opinion within the CPA; for example, the question of the charitable status of the CPA has been raised, with some countries deeming it inappropriate, in spite of the tax advantages it provides. It is therefore important at this time that the chairman and chief executive of the CPA should be able to work closely together. Sir Alan has pledged to bring determination and drive to finding an enhanced role for the CPA.
The conference was an undoubted success. The purpose of this debate is to spread the word and put on the official parliamentary record recognition of the valuable work of the CPA and perhaps of the UK branch in particular.
As to the continuing role of the Commonwealth itself, it may change; it may be modernised and streamlined. But its commitment to democracy, good governance, human rights and the rule of law will always be relevant. Let us not forget that countries that do not comply with this commitment have been, and continue to be, suspended. They have to fulfil strict conditions before returning to membership.
There are a few things that give me hope for the future. One is the will to reform and develop Commonwealth institutions, as evidenced by the strengthening of the work of the Commonwealth Ministerial Action Group and the creation of the Eminent Persons Group to examine options for reform. I hope that my noble friend will be able to update us on progress in this area.
Another cause for hope is an initiative such as the Commonwealth Youth Parliament. As it happens, it is meeting in London this week—the third of such meetings. I had the pleasure of attending and talking to many of the young people yesterday at Marlborough House. Indeed, our new Lord Speaker was there in her capacity as joint president of the UK branch of the CPA. Those I spoke to came from Nigeria, Tanzania, Australia, Barbados, the Falkland Islands and, indeed, from all over the Commonwealth. They have already elected their Prime Minister, Leader of the Opposition and Ministers with portfolios, and are clearly looking forward to their debate on climate change, which will take place here in your Lordships' House tomorrow. I hope that as many of your Lordships as possible will be able to attend that debate. It is clear that the next generation of Commonwealth politicians is already working together enthusiastically and learning the skills and values that the Commonwealth of the future will need.
The Commonwealth Youth Orchestra, whose president, the noble Lord, Lord Luce, is participating in this debate, played at that event. The Commonwealth Youth Games start today in the Isle of Man. All these initiatives represent other ways of bringing young people together and strengthening relationships and friendships. That gives me considerable hope for the future, and I trust that my noble friend the Minister will be able to reassure us that the Government’s commitment to and support for educational exchanges and the Commonwealth Scholarship and Fellowship Plan are ongoing and, if possible, increasing. Education is vital.
On the theme of education, which was raised frequently at the CPA conference, I should like to reminisce a little if I may. As a Minister in the Department of Education and Science, as it then was, in 1988, I attended the Commonwealth Education Ministers conference which was held in Kenya that year. We discussed there the possibility of a Commonwealth university. It was agreed that a university was perhaps exclusive and that the institution that should be formed on Commonwealth lines should go wider. As a result of that, the Commonwealth of Learning was set up in Canada, which has provided an important resource for the future. We must all be grateful to Canada as the main contributor to that institution.
Another idea that has been mooted is to have a Commonwealth-based research programme. This could be especially valuable in the areas of agriculture and perhaps energy, where alternative energy resources—for example, solar power—could have an enormous impact and benefit, particularly on the less developed countries. I hope again that the United Kingdom Government will support such an initiative and development.
Touching on the role of the Commonwealth and trade in the global economy, as I have already stated, collectively the Commonwealth countries represent 20 per cent of world trade. Another way of looking at it is that the Commonwealth market is nine times greater than that of the European Union. It represents developed countries like ourselves, huge developing economies like India and small, dynamic countries like Singapore. Commonwealth countries form half of the ASEAN bloc and include three members of the European Union, seven members of APEC and five members of the G20; so there is a certain amount of overlapping. The Commonwealth’s values and standards can be a force for good in all of those fora. It can even be said that some of the less developed countries will be the markets of tomorrow. It will be their consumer demands that are needed to ignite the global economy.
In an increasingly global world, a multilateral approach can be an advantage; in the case of small countries, it can even be essential. Most of such organisations are regionally based, like the European Union. Part of what makes the Commonwealth unique is its diversity and its geographical spread, and this diversity must be cherished. It is interesting to note that not only are the Francophone countries considering strengthening their institutions and working together along the lines of our Commonwealth, but now the Portuguese-speaking nations of the world have realised that they, too, have an untapped source of co-operation and much to gain from working more closely together.
Therefore we can be proud of the Commonwealth record, but we should not fail to recognise the changes and challenges that inevitably lie ahead. There is much to celebrate in the achievements of the Commonwealth, not least the mere fact of its continuing existence. I look forward to hearing other points of view in the course of today’s debate. I am glad to have had the opportunity to introduce this important subject. It has been both a pleasure and a privilege. I beg to move.
My Lords, this debate has amply fulfilled my hope that a wide variety of issues would be raised by those with a real personal knowledge and background in them. We have heard about healthcare, agriculture, climate change, specific projects, voluntary groups and partnerships. I was particularly fascinated to hear about the diocese of the right reverend Prelate the Bishop of London and its relationship with Mozambique, one of the newest members of the Commonwealth. The consensus over the importance and value of education at all levels must be followed up to ensure that it is promoted by the Commonwealth in appropriate ways. I am glad to hear from my noble friend that the Commonwealth scholarship scheme is to be extended.
I particularly liked the way in which the noble Lord, Lord Griffiths, referred to the role of the Queen as the ingredient that makes the chemistry of the Commonwealth work. The Queen plays an invaluable role and is much loved and appreciated throughout the Commonwealth.
Today is a Conservative day for debate and I am most grateful to the Government Chief Whip for making it possible at such a suitable time after the CPA conference in July and just before CHOGM. I am also delighted that the tone of the debate had a very cross-party feel, which I feel was entirely appropriate. I congratulate the noble Lord, Lord Liddle, on stepping in so admirably at the last moment, and I thank the Minister for his comprehensive wind-up. To call attention to recent developments in the British Overseas Territories; and to move for papers.
My Lords, the British Overseas Territories are 14 tiny territories scattered throughout the world. They have been described as the remnants of a once great global empire that have freely chosen, for a variety of reasons, to remain in partnership with the United Kingdom. Their constitutional position, origin, population size, geographical location and politics make them exceptional in the international order of states, and I hope that today’s debate will enable us to focus on both general and bilateral issues that affect the people who live in those territories—from Bermuda, now the largest with a population of some 60,000, to the Pitcairn Islands with its population of 50.
My own special interest in what were then known as dependent territories—they had previously been the Crown colonies, and the change to British Overseas Territories came in 2002—began when, as a Member of the first directly elected European Parliament, I was asked to be one of the six British MEPs to look after Gibraltar’s interests in the European Union. Gibraltar had chosen to become part of the European Union when we joined in 1973, but it did not gain the right to vote directly for representation in the European Parliament until much later; I believe that it was 1999. That was after a long campaign, supported by your Lordships in debates such as this. I remain involved in Gibraltar as president of the United Kingdom-based Friends of Gibraltar Association.
Since becoming a Member of this House, my interest has broadened to include all the territories and I have had the privilege and pleasure of introducing previous debates on this theme. Today, my intention is to deal with some general issues, since I know that other speakers plan to concentrate on specific territories and issues.
Perhaps one of the most important recent developments in the overseas territories is a recognition of the importance of environment, climate change and biodiversity. The United Nations Framework Convention on Climate Change and the Intergovernmental Panel on Climate Change class small island developing states among the countries which will be the first and worst affected by climate change, but which do not have the internal resources to respond to the challenge. There are, I know, a number of projects—some supported by the Government—to address these threats, to conserve biodiversity and to promote sustainable tourism. For example, DfID has funded a three-year Caribbean overseas territories climate change project to conduct vulnerability and capacity assessments, improve ecosystem monitoring, educate the public and develop climate change adaptation strategies, while Defra has funded a series of projects across 11 overseas territories to address alien invasive species and climate change threats.
In their United Kingdom Overseas Territories Biodiversity Strategy, the Government are committed to helping the territories access the large international funds for biodiversity and climate change which the territories cannot access directly themselves, because of their status. Will my noble friend the Minister confirm that the Government intend to help the overseas territories in this way, and will all those territories be able to access the £2.9 billion allocated in the recent comprehensive spending review to the international climate fund? Further, does he recognise the potential for the development and use of renewable energy in the overseas territories, and can he pledge government support in that area?
Biodiversity in the overseas territories is globally significant. There are many examples: Ascension Island supports the second largest green turtle rookery in the Atlantic; Gough Island, near Tristan da Cunha, is one of the most important seabird islands in the world; and the Great Chagos Bank is the world’s largest coral atoll. Over 75 per cent of the globally threatened species for which the United Kingdom is responsible are located on these small islands, which hold more bird species under threat of extinction than the entire European continent. The work of the UK Overseas Territories Conservation Forum, the Royal Society for the Protection of Birds and others is invaluable in calling attention to these issues but, again, can my noble friend reassure us that with regard to those challenges the Government will give their support and ensure that United Kingdom overseas territories are not disadvantaged in relation to EU policies, strategies and funding?
Another general issue that affects many of the territories is that of funding for cultural heritage projects. The built environment often links the historical ties between the territories and the United Kingdom. It is also important for the development of tourism perspective and for obtaining world heritage status, which I know is pending in Gibraltar and St Helena and may be elsewhere. St Helena, indeed, is a good example of this and I understand that much could be done to conserve and preserve the historic buildings in Jamestown. Let us not forget in this context that France also has an interest in the Napoleonic aspects of St Helena’s heritage, so co-operation there may be a way forward. Is my noble friend able to give us any hope that the Heritage Lottery Fund could be made available for projects in overseas territories, which it is not at present?
Education is also of paramount importance to small territories, which in some cases cannot sustain a viable sixth form, let alone institutions for higher and further education. One of the battles that we have won in the past has been to change the rules for the charging of overseas student fees, and I am proud to have been associated with that campaign. Nevertheless, the need for more scholarships and fellowships remains, and I trust that the Minister will be able to convey to his honourable and right honourable friends in other departments the need to ensure that they realise that the overseas territories are a special case.
It appears that the current relationship between the European Union and overseas countries and territories, OCTs, was under discussion at recent meetings in New Caledonia. The United Kingdom, after all, is not unique in having overseas territories, and I understand that the Overseas Association decision and its extension that govern the relationships within the European Union are due to expire in 2013. It is important that any new decision is flexible enough to deal with specific cases and recognise that OCTs are at different stages of development. Some of our overseas territories, like Montserrat, St Helena and indeed Pitcairn, will still require development assistance. Because of geographical location, not all OCTs are able to integrate regionally. May we therefore hope that the Government will go in to bat on this to ensure that the United Kingdom OCTs are not disadvantaged?
I have made reference to tourism in relation to biodiversity and conservation. Tourism is of course of prime importance to all the overseas territories, and it is essential for their continuing economic development. The impact of air passenger duty is therefore of considerable concern. The Caribbean territories in particular—for example, the British Virgin Islands, Anguilla and Montserrat—are all dependent on tourism and, together with all the other countries in the Caribbean, they fall within Band C, a more expensive tax category than the whole of the United States of America, including Hawaii. This inequality is punitive not only in tourism terms but to the diaspora of these territories looking to visit friends and family at home. The Falkland Islands are also at risk on this score as they fall within Band D, the most expensive tax category. Given that the United Kingdom is the sovereign Parliament of the overseas territories, imposing a tax on people flying to them—flying home, as it were—seems unfair and regressive, apart from the fact that the smaller numbers involved make for a special case as well.
I fear that time will not allow me to dwell in depth on the financial services status of many of the overseas territories, notably the British Virgin Islands, the Cayman Islands, the currently troubled Turks and Caicos Islands and, closer to home, Gibraltar. I trust that others will cover these issues; suffice it to say that OECD guidelines and new financial regulation systems are in place and are being applied in the territories. Openness and transparency are much more evidence than perhaps they were in the past.
There are also individual political issues, such as the worsening of relations between the Falklands and Argentina, underlined in the UNASUR statement by the various countries of South America regarding the significant movement of ships whose route includes the Falkland Islands, South Georgia and South Sandwich. This, of course, could have repercussions not only for tourism but for fishing and petroleum exploration. On the other hand, Gibraltar is flourishing, and its relationships with the present Spanish Government is constructive. The main problem there appears to come from the mayor of the neighbouring town, La Linea.
I look forward to hearing from my noble friend, I hope with answers to some of these questions and an update on the Government’s thinking in general. I also look forward to today’s maiden speech and to hearing the contributions of all the other speakers. I take this opportunity to acknowledge the work of the British branch of the Commonwealth Parliamentary Association, which is most supportive of the overseas territories, and the various all-party groups that exist in this field. I voice my appreciation of how the representatives of the overseas territories work together and keep us parliamentarians up to date and informed on both the general and bilateral issues.
The most important effect of this debate is that the overseas territories are remembered and appreciated; remembered because of our common history and background, and appreciated because of their enduring and ongoing loyalty. I beg to move.
My Lords, this Motion has been on the Order Paper for some time and I was delighted at last to be fortunate in the ballot. Not so fortunate is my noble friend the Minister. The luck of the draw means that he is faced with winding up two major debates on subjects of considerable importance to this country today. What was topical at the time when my Motion was tabled may have moved on, but it is clear that sufficient matters of topical interest remain. The debate has been truly global and I am grateful to all noble Lords who have participated and given us the benefit of their wide knowledge and experience. In particular, I add my congratulations to my noble friend Lord Ribeiro on his excellent maiden speech. I found it fascinating to hear how he blended his African background with an interest in the overseas territories in the six Caribbean countries in particular.
The Motion was widely drawn by intention. I am therefore particularly pleased that areas such as Antarctica, the least populated but by far the largest territory geographically, were given due consideration. I thank in particular my noble friend Lord Selborne and the noble Viscount, Lord Montgomery. I welcome the news of the early introduction of the Antarctic Bill and look forward to it. The Chagos Islands case was advanced by the noble Lord, Lord Luce, and my noble friend Lord Selborne and the Minister dealt with it thoroughly. Nevertheless, I think that we will all have to read Hansard carefully in this respect. It is a very difficult issue.
This debate is not party political. Indeed, I think that it is probably the least contentious area of government policy. It is therefore disappointing that a number of our colleagues who have visited the territories and who generally participate in events relating to them have not been able to be in their places to join in the debate. I therefore congratulate in particular the noble Lord, Lord Anderson of Swansea, on being the sole contributor from the opposition Benches, carrying out his task thoroughly and making the important point that any future reforms of your Lordships’ House should bear in mind possible representation from the overseas territories.
Finally, I thank the Minister, who dealt with the many and varied issues raised. It is always the fate of Lords Ministers that they have to deal with all subjects arising in relation to their departments, not just with those relating to their departmental responsibilities. My noble friend does this with what appears to be ease and authority and always with evident interest. I have certainly been reassured and informed by his reply, as, I hope, have the representatives of the overseas territories. I beg leave to withdraw the Motion.

Lords ChamberI welcome my noble friend Lord Northbrook’s support for what is proposed in respect of the ECGD and the commitment that the Government have given on Doha. The Government are clear that they want the most competitive corporate tax environment of any of our major competitor countries. As the noble Lord is aware, the headline rate of corporation tax is coming down by one percentage point between now and 2014. When it reaches its final level in 2014, it will be the most competitive rate among the G7 economies. From the many comments received from many companies, we have also recently announced the introduction of what I know is important to them; namely, a patent box to enable them to benefit from the fruits of research and intellectual property.
Overall, the sense is that we have got the balance about right. In recent weeks, as I have visited small and larger companies in the regions of this country, I have found that tax does not register as one of the regular issues where they are looking for enhanced government support. I think that they recognise the intent and the substance of what policies have already been announced.
I also welcome the Statement and the White Paper. Because of my interest in Latin America, I note in particular and with pleasure the references to promoting trade and investment with that continent—in particular, Brazil and Mexico with their large and vibrant economies. I note also that the White Paper states:
“Our Embassies and High Commissions overseas are uniquely placed to advise on the complex political, economic and cultural factors that affect trade and investment opportunities in other countries. They can help facilitate access for UK business, help overcome barriers to market entry, secure a better in-country operating environment”.
Will my noble friend therefore assure us that the previous policy of closing, down-sizing and placing severe budgetary constraints on our embassies and overseas missions will be reversed?
I thank my noble friend Lady Hooper for drawing attention to a very important region, Latin America. Brazil is one of the most exciting countries in the world and I think that we all recognise that British business has not paid that part of the world as much attention as we probably should have in recent years and decades. That is now beginning to change. The Deputy Prime Minister is visiting Latin America next week, which follows a visit by the Secretary of State for Business, and I will be going later in the year. We are paying Latin America a great deal more attention.
With regard to embassies, I make two points. Embassies play a crucial role in this trade and investment strategy. The Government have defined the key priorities of the Foreign Office as being, first, commercial diplomacy and the prosperity agenda; secondly, security; and, thirdly, the consular function. The priority attached to commercial diplomacy is extremely important.
In terms of the deployment of resources, there is an intention to gradually shift resources in diplomatic terms to the faster growing countries, the emerging markets. Without being precise about the plans at this stage, I think that noble Lords can expect to see the sorts of countries that are of concern to them being beneficiaries of this process.

Lords ChamberMy Lords, as has become evident in the course of this debate, Turkey is a special country. It is a large and significant country and a very beautiful one, as the many tourists who travel there will agree. Turkey’s contribution to the field of cultural heritage has been considerable. It has been the gateway to Europe since early Christendom and before, and has been a bridge between east and west.
I shall refer particularly to Turkey’s role in the Council of Europe. I was a member of the UK delegation for 10 years and saw the active and responsible role that the Turkish delegation played in the Parliamentary Assembly. Indeed, at this moment a Turkish Member, Mr Cavasoglu, is the elected president of the Parliamentary Assembly, and the president himself is a former member of the Turkish delegation.
In the Council of Europe, the Conservative group sits in the European Democratic Group with members of the Justice and Development Party from Turkey, and we work together with all the other nationalities in the group in a most harmonious and constructive way. Mr Cavasoglu, to whom I have referred, now the president of the Parliamentary Assembly, was in fact our chief whip.
It is often forgotten that Turkey was a founder member of the Council of Europe in 1948, and that membership was welcomed in a war-torn post-war Europe. Nobody in France or anywhere else suggested at that stage that Turkey was not European. The same goes for Turkey’s support of and involvement in NATO. Admittedly, Turkey’s membership was suspended during the military dictatorship, when the condition of having a pluralistic democracy was not fulfilled. There have also been human rights problems, as there have been in many member countries of the Council of Europe. However, I believe that that is all a thing of the past. Therefore, with regard to European Union membership, the argument that Turkey cannot claim to be a European country is not valid and, in any event, it is a bit late to suggest it.
The real reasons why Turkey’s membership of the European Union is being delayed and blocked in some quarters are much more to do with its size and the fact that it would be the largest country in the European Union; and the fears that, as a result of the freedom of movement of labour provisions, our labour markets would be swamped. That is clearly something that needs to be worked out and suitable transitional arrangements made. However, given the OECD predictions that Turkey’s economy is growing at an above average rate and is likely to be the second largest economy in Europe by 2050, it seems that the boot is rather on the other foot. The likelihood is that it is our labour forces that will head for Turkey, not the other way around.
I welcome the fact that the coalition Government continue a policy of support for Turkey’s membership of the European Union. I congratulate my noble friend Lady Hussein-Ece on introducing this important debate and I look forward to hearing from my noble friend the Minister when he replies in what I feel sure will be a very positive way.

Lords ChamberMy Lords, I, too, congratulate the noble Viscount, Lord Montgomery, on securing this debate at this particular time. It is now, as he said, a few years since we held a dedicated Latin America debate in your Lordships’ House, but the interest and contributions from your Lordships today underline the value of holding such a debate. This is a particularly interesting time in the affairs of many Latin American countries. Like others, I rejoice in the results of the latest elections in Colombia. Former President Uribe is a good example to everyone in not having tried to stand for a further term, as he must have been tempted to do.
I also represented Her Majesty’s Government at the inauguration of Evo Morales for his second term in office. The noble Baroness, Lady Gibson, talked in detail, and most interestingly, about Bolivia. However, I believe that we should not only look closely at what is happening in the energy sector in Bolivia; we should also remember the changing role of indigenous people in Latin America and the cross-boundary/cross-border effects that this increasing alignment may have. That could well be the subject for a further and separate debate.
This debate is timely also because of the recent developments in relations between the United States and Latin America, to which reference has already been made. I am rather concerned about the attitude of President Obama and Hilary Clinton as regards, for example, our relationship with Argentina over the Falkland Islands. However, this is also an excellent moment to underline for the new Government the significance of Latin American countries in world affairs and the value of our special relationship.
I do not need to repeat, but would like to emphasise, all that has been said about the historic links that bind us, whether we are talking about the independence movements, the bicentenaries of which we are currently celebrating, or the other historic links that include the founding of the navies of Chile and Brazil by Admiral the Lord Corcoran—who has a special association with your Lordships’ House since, until 1998, a direct descendant of Lord Corcoran sat on the Red Benches.
I would also emphasise the importance of the ongoing trade and investment links which British companies have maintained in Latin American countries. Amazingly, these links survive despite the focus and priority that, I am sorry to say, successive Governments have given to other parts of the world. Perhaps I should declare interests as a former president and current vice-president of Canning House and as vice-chairman of the Institute for the Study of the Americas. While the right reverend Prelate the Bishop of Liverpool was speaking, I reflected on the fact that the reason I learnt to speak Spanish and take an interest in Latin America, following a postgraduate course there, is that my mother came from Liverpool. Liverpool is the port of the Americas and my mother realised the importance and significance of the Spanish language. I am happy that the noble Baroness, Lady Coussins, was able to emphasise that point so well.
Like the noble Viscount and others, I deplore the way in which the official British presence in Latin America is diminishing through the closures and downsizing of our embassies and the British Council. In the Evening Standard last night, I noticed a rather caustic comment to the effect that the high life enjoyed by British diplomats abroad faces the axe. The Foreign Office already has a £55 million efficiency programme that includes spending less on consultants, closer working with other departments, increasing the sell-off of embassy space and cutting low-priority programmes. We must all regard this with grave concern because it builds on the many cuts and downsizing programmes that have been carried out in the past. I can only hope for and seek reassurance from the Minister that the axe will not fall inordinately heavily in Latin American countries.
Fortunately, our relations with Latin America are not just bilateral. The European Union is the channel through which many of our activities in overseas development, and our policies in relation to the American, Caribbean and Pacific group of states, have an impact—in the latter case, particularly in the Spanish-speaking Caribbean countries. It may well be that in the future the lack of bilateral representation in Latin American countries will be replaced by EU representative offices. I would be interested to hear the Minister’s comments on that possibility.
Reference has already been made to the trade agreements between the European Union and Mexico, Brazil and Chile, as well as negotiations with the Mercosur countries and so on. I would be interested to know if any reviews or analyses have been undertaken into the effect of these trade agreements. Can the Minister give us any information about this? If I remember correctly, as far as the first of those trade agreements—I believe it was with Mexico—is concerned, the effect was to increase greatly the importation of European Union goods into Mexico but not the reverse, which should be the object of the exercise. In all this, I hope we may also have an assurance from my noble friend that the United Kingdom will play its part in European Union policy formulation with regard to Latin America and not leave it to Spain and Portugal, perhaps the traditional colonial powers in Latin America. But we are also increasingly working together, particularly with Brazil and Mexico, within other international organisations such as the United Nations, the IMF, the OECD, the G20 and the G8. All these links have been referred to and it is important to remember them in our efforts to improve our bilateral relations.
When faced with a debate in the broad terms of the noble Viscount’s Motion, it is often difficult to know where to place the focus. The countries we are talking about have diverse populations, different contributions to make and different needs to fulfil—from Mexico in the north, through the Caribbean and central American countries, to the furthest reaches of Patagonia bordering on Antarctica—with, as the noble Viscount said at the outset, a combined GDP equal to that of China. Nevertheless, because of the common colonial history of those countries, the two mainly used official languages—rather than the indigenous languages—the many cultural links and the apparent common risk of natural catastrophes which seem to afflict many countries, particularly the hurricane and the volcano zones of the west coast, we are tempted to regard Latin America as more of an entity than the countries themselves would wish. Rather than concentrate on individual countries, I have decided to deal with certain common issues.
I shall start with one of the difficult ones, that of drug trafficking. This remains a huge problem throughout Latin America and the Caribbean. Only last night, a BBC news programme highlighted the emergence of problems in Monterrey, Mexico’s most advanced industrial centre and a thriving and prosperous state-of-the-art city. That was sad news to me. Peru, we are told, has now overtaken Colombia as the main producer of the coca leaf. Interestingly, Colombia’s output has dropped by some 16 per cent, which shows what can be achieved. I believe that the United Kingdom, as a consumer country along with the whole of the rest of Europe, has a duty to do its part in the fight against drugs in order to lower demand. Here I refer back to 1990 when my noble friend Lord Garel-Jones, then Minister of State with responsibility for Latin America, attended the important and successful drug summit. Leaders of many of the Latin American countries most concerned, together with representatives of the consumer countries, got together and tried to look at both sides of the issue.
The environment is another area in which developments have taken place. Increased awareness of the causes of climate change is leading to positive action. In Bolivia, it is high on the agenda. President Morales travelled to New York to deliver to the United Nations the results of the World People’s Conference on Climate Change held in Cochabamba in April. Mexico, as well as supporting the dialogue on sustainable development, has proposed the creation of a green fund to scale up the amount of resources available for climate change litigation and adaptation activities.
Like the noble Baroness, I am amazed at the way the clock seems to be racing ahead, and I apologise if I am over-running my time.
On his visit to the United Kingdom last year, the President of Ecuador, President Correa, spoke here in Parliament about the Yasuni project. In Brazil, as the principal guardian of Amazônica—the lungs of the world—a great deal of activity is taking place. This is another huge area for co-operation on a bilateral basis as well as within the European Union.
I may have outrun my time. I seek confirmation that the clock is correct.
Oh dear. I had hoped to talk in a little more detail about energy, education, the issue of visas and the need to review the work of the UK Borders Agency in this respect, and the role of students from Latin America in the UK. However, I shall wind up as quickly as I can.
In my view, Parliament and parliamentary relations are as important as intergovernmental relations in all this, particularly in regard to the strengthening of democracy, and the role of the Inter-Parliamentary Union has to be encouraged and built on. As the newly elected chairman of the All-Party Group on Latin America, I hope we will see far more inward and outward visits.
This debate underlines the importance of Latin America and Latin American countries. We have got to get our act together, as the noble Lord, Lord Liddle, rightly exhorted us. Let us start that today, not mañana.
