The noble Lord will know from his own experience that teaching does not happen in one day; it is a consistent effort over a period of time. It is important to know that, in any intervention around the world where the United Kingdom gives support through military assistance and training in international humanitarian law, anyone who engages requires that training over a period of time. I take on board the challenge he has presented, but also the tragic nature of the Yemen conflict. That is why the Foreign Secretary has again pushed for a political settlement; that is the only way to prevent the civilian casualties we have seen over a period of time and their impact on communities and on women and girls. That is why he was in the region pushing for that, not just with Yemen but with the likes of the Emirates and the Saudi Government as well.

As I said in response to the noble Lord, Lord Collins, while humanitarian assistance is getting through, a real challenge remains around the safety and security of getting those supplies further around the country. We are looking not only to identify agencies but to ensure their safety. In this regard, our main focus has been to ensure the protection of UN agencies on the ground, so that they can distribute aid and provide the support that my noble friend talks of.

My Lords, I thank the noble Lord, Lord Purvis, for securing today’s debate and so ably introducing it. As he said, like him, I was a member of the inquiry into building young people’s resilience to violent extremism in MENA, and I thank the British Council for setting up the inquiry and those who worked on it.

The rise of extremism in recent years has been shocking in terms of both what has happened in the Middle East and the attacks that have taken place in Europe. Daesh and its intention to establish a caliphate had a devastating effect in the Middle East, with its brutal, barbaric acts traumatising local populations. In some places, as with the Yazidi and Christian populations, its operations could be described as genocide. Sadly, it is not the only actor in the Middle East committing such crimes and, in this global, interconnected world, what happens in another country runs the risk of affecting us all.

This is a subject that we need to keep high on the agenda. Although Daesh appears to have been defeated, we should not be lulled into considering that it has been overcome. While many are in prison in Iraq, many thousands of fighters streamed out of Raqqa, apparently just allowed to go, and we are already seeing the effects in places such as Afghanistan.

Without doubt, Daesh’s message was targeting young people, described to me by one journalist as being an enticing message of “glory, God and gold”, drawing people from many countries, including those from Europe and the UK. While considering how to address this in other countries, we also need to consider how to address it domestically.

The inquiry took a hard and fundamental look at why some young people had been attracted to these causes. As the noble Lord, Lord Purvis, highlighted, we identified three areas of risk factors: economic, civic and social. In many countries from which the young were recruited, there was a lack of opportunity and employment, corruption and weak government, and the young felt marginalised.

We live in a time when there are more refugees and IDPs than at any other time since World War II. I am sure that others here, like me, have visited refugee camps. It is a sobering experience. People have fled with nothing, and those with nothing have nothing to lose. These places are breeding grounds for radicalisation. But the majority of refugees and IDPs are not in camps; they are hidden among the population, hard to identify, hard to reach and thus hard to help. Many of them will be refugees and IDPs for years, either because of conflict in the country, because their homes have been destroyed or because they are stuck with no means of return.

As we have heard, youth is not a homogeneous group. The political urgency for Governments to respond to the threat of global terrorism is at times in danger of producing unnuanced, counterproductive policy responses. It is suggested that systematically addressing exclusion is one of the best means to prevent violent extremism.

We must not forget the particular challenges that women and girls face in contexts of violent extremism, because of the exacerbation of pre-existing inequalities and exclusion from decision-making. I declare an interest and draw attention to the latest report of GAPS—Gender Action for Peace and Security—Prioritise Peace: Challenging Approaches to Preventing and Countering Violent Extremism from a Women, Peace and Security Perspective. Addressing underlying drivers of violent conflict from a gender perspective is essential to building the resilience of young people. Cultural and educational programmes can engage young people in at-risk communities and make a difference to addressing the underlying economic, civil and social risk factors. I am pleased that following the inquiry the British Council is expanding and improving its resilience programming to new countries in the Middle East and north Africa, especially in the areas of soft skills and entrepreneurship. What support are Her Majesty’s Government providing to the British Council in this expansion?

Time is short, so I will touch briefly on communication. Daesh recruited very effectively on social media. What messages do we, as a society, put out? Are we welcoming, open-minded and inclusive? Do we counter the alluring messages of the young by pointing out the advantages of living in an open, democratic country? What image do they get of us when reading our press?

It is easy to focus on the negative, but Gareth Evans’s quote in the report reminds us that for every case of extremism there are innumerably more cases of people from different cultures and backgrounds living harmoniously together. We need to celebrate, foster and speak up about this inclusivity: it is a strong narrative that counteracts the divisive messages of the few. Once again, therefore, I give enormous thanks to the British Council for setting up this inquiry. We should be fantastically proud of the work that they do around the world.

With Daesh, we are dealing with a despicable organisation. The way that it has influenced many, in terms of recruitment, is well known to all noble Lords. The noble Lord’s point is pertinent: we need to ensure that all efforts are made to save any lives that can be saved, particularly those of women and young children. Of course I totally agree with the noble Lord, Lord West, that ultimately what we are seeking from our operations on the ground and from the coalition engagement—with all 70-odd nations involved with that coalition—is to reach a final settlement that protects the peace and security of all communities that have been impacted by Daesh activity not just in Syria but, as we are seeing now, encouragingly, in Iraq as well.

My Lords, it is an honour to follow so many eminent noble Lords, but by this point I fear that many issues have already been raised, so I hope noble Lords will forgive me if I repeat some points.

Recent tragedies at home echo the instability that continues to rage across much of the world. It is therefore more important than ever that the UK safeguards national security as well as promotes global peace. Conflict today is no longer contained by national or even regional borders, and the lines between war and peace have become blurred, with western democracy threatened by terrorism on an increasingly regular basis. Globally, 20 million people are in danger of starvation: desperate people do desperate things.

While not the independent military power that we once were, we still exercise significant levers of soft power, and by aligning foreign policy with defence and development and a permanent seat on the Security Council, we continue to have influence across the world.

Monday was the International Day for the Elimination of Sexual Violence in Conflict. Sexual violence today is used as a weapon of war and is a heinous crime that destroys the lives of individuals, families and entire communities. The UK’s Preventing Sexual Violence Initiative has impacted around the world. I congratulate my noble friend Lady Anelay on all her work while special representative and welcome my noble friend Lord Ahmad to this role. I look forward to working with him.

We have made significant progress but there is still much more to do. The current focus on combating stigma—which prevents victims coming forward for help, forcing them into a life of shame—will help shift the burden of guilt from victims to perpetrators. Importantly, this initiative has shone a light on the lack of rights for women in so many countries.

In conflict countries, women are disproportionately affected and their voices are disregarded. Peace and stability cannot be achieved if half the population are ignored. The UK is a world leader on the women, peace and security agenda and has an important role to play globally in promoting the role of women in decision-making, enabling them to participate meaningfully in building and restoring peace, including as mediators and wider community leaders.

The UK is currently working on its new national action plan for UN Security Council Resolution 1325. I commend the team at the Foreign Office for all the hard work that it is putting into this and for its extensive consultation with civil society both here and across the world. It is by us all working together that we will achieve the best results. I hope that the new NAP will be forward-looking and a role model for other countries. Tackling violence against women also needs to remain a priority, as one in three women across the world still suffers from violence.

For the past two years, I have been a member of the Armed Forces Parliamentary Scheme and have seen at first hand the commitment of our Armed Forces. Their professionalism, discipline and courage are frankly humbling. We owe them a huge debt of gratitude. We have a duty of care to all those who have put themselves forward to do what is at times a difficult and dangerous job. This includes provision for the future welfare of those who have served their country, particularly with regard to mental health—I echo the words of the noble Lord, Lord Dannatt, about help for mental health—and we need to help those who have served integrate back into community life post-discharge. We also must make sure that we are doing enough to care for military families, and we must make sure that the military covenant addresses the needs of both regulars and reservists. Our Armed Forces not only defend our country but undertake wider defence engagement across the world. This includes supporting upstream conflict prevention and developing the military capacities of partner countries. In their own words, they,

“prepare for conflict whilst strengthening peace abroad”.

Recently in Kabul, I visited the Afghan National Army Officer Academy, set up by the UK and modelled on Sandhurst, where British troops help Afghan instructors to train their own cadets. I met some of the women cadets who were training; it takes enormous courage to come forward for military service as a woman in that culture, but many were applying. It affirmed for me what a huge difference our British military are making, both here and in other countries where they train domestic armies, helping those countries to build their own security and resilience. Helping to build stability overseas and conflict prevention need to remain a strong focus, and perhaps more needs to be done to understand how to stabilise countries post asymmetric warfare. Afghanistan, Iraq and Libya—all countries where we have played a role—have not achieved stability post-conflict and maybe lessons can be learned about what is needed in the transitional phase. Perhaps the UK could consider a conference at Wilton Park to address this by bringing together international military, academics, diplomats and civil servants. Above all, we need to do more to identify potential conflict upstream and proactively promote preventive measures.

While in Kabul, I met two impressive young deputy Ministers who had both attended university in the UK. It struck me that we were instrumental in the personal development of these young Afghan leaders. Can we not reach out more to those in the diasporas of conflict countries who are living here in the UK? For those who wish to return to their homeland, can we not offer to equip them with technical skills and knowledge to help them to return to rebuild institutions in their countries and spread British values?

We have all witnessed the mass migration that Europe has struggled to cope with in recent years, and the perilous journeys undertaken by those looking for refuge. Unless we help people in need, this problem will only get worse. We should be proud of our commitment to deliver 0.7% of GNI to overseas development. We are the first G8 country to enshrine it in law, and I commend the Prime Minister for so clearly reaffirming her support for this. With restrictions on civil society space in many places now, I hope we will look at ways to deliver more aid to small grass-roots organisations, as they can deliver substantial changes in their communities, and to extend more help to women’s rights organisations and human rights defenders, who so often risk their lives.

We live in a dangerous world. Our diplomatic integrity, military capacity and development commitments must be harnessed to promote prosperity and human rights and to deliver global peace and security for us all.

My Lords, I congratulate the Government on all they are doing to give help in the area. The inhabitants being evacuated out of Aleppo will be very traumatised. I am delighted that there will be medical help for them, but will there be psychological help with the mental scars that they will all be suffering?

My noble friend raises an essential matter and I know that she has great experience of working through NGOs, such as GAPS, to assist those who have suffered these atrocities. The humanitarian assistance that DfID provides seeks to cover all aspects of the trauma suffered by those who are displaced, both those within Iraq or Syria and those who have fled those countries. Psychosocial help is essential. It is defined in different ways by different cultures and, indeed, by different individuals. It is also one of the most difficult services to provide because of its longevity. None the less, it is one of the most important.

My Lords, I declare my interests as set out in the register. I, too, was a member of the Select Committee—the first I have served on in the House—and it was a privilege to serve under the chairmanship of my noble friend Lady Nicholson. As the right reverend Prelate said, we began as a group with some fairly disparate views, and it is a tribute to her chairmanship that we managed to come to agreement in the report. I also thank my fellow members. We heard a huge body of evidence from many people, so I also thank the clerks, who did such excellent work reading, digesting and synthesising the enormous volume of evidence submitted to the committee. I also thank Professor Christine Chinkin for all her wise advice to us.

The field trip to the DRC that I undertook with my noble friend Lady Nicholson and the noble Baroness, Lady Kinnock, during which, in Goma, we met some of the survivors of brutal sexual assaults, brought home to us with stark clarity why this is such an important issue. I pay enormous tribute to my noble friend Lord Hague for launching the initiative on preventing sexual violence in conflict with UNHCR Special Representative Angelina Jolie. It was politically very courageous as, although UN Resolutions 1820 and 1888 had raised the subject previously, they had made little global impact. As my noble friend said, many people said that it was just too difficult to address, but the initiative, through getting buy-in at the G8 and through the UN General Assembly declaration, which I believe 155 countries signed up to, made the world acknowledge that this is a terrible war crime and that those who perpetrate it should be punished.

I also recognise the enormous contribution that my noble friend Lady Helic has made, and the Minister for leading the work in her capacity as the Prime Minister’s special representative for preventing sexual violence in conflict. I also acknowledge the outstanding work of the team at the Foreign Office under the lead first of Emma Hopkins and latterly of Tom Woodroffe. All of us who attended the global summit in London in 2014 on preventing sexual violence in conflict will remember it as an unforgettable event.

Besides the Foreign Office, other departments have played their part, too, particularly DfID and the MoD, and I congratulate General Messenger on the remarkable leadership that he has shown on the women, peace and security agenda. It was so heartening to attend the session on women, peace and security at the UN peacekeeping ministerial in London last month, where the case was laid out so clearly. I hope that the MoD will encourage the military in other countries to have a champion like General Messenger. I also commend the outstanding work of Major Grimes in the DRC, which showed the benefit of the military engaging with local populations. It is often the military who first come across survivors of sexual violence and who need to protect the local population. The UK is now including PSVI in some of its training for the military overseas.

As we have already heard, levels of sexual violence have been rising to epidemic proportions in conflict today, destroying people, families and communities—not only physically maiming and killing but creating psychological damage that can trickle down the generations. The devastating effects of sexual violence in conflict are long-lasting and permeate societies even after the actual fighting has stopped.

I was horrified when I visited Liberia a few years ago to discover many 12 year-old girls there were raped and that the elders in society did not really view this as a crime. Even some of the girls at the university told me that they were asked to exchange sex for grades. Because there is such stigma about sexual violence, it often goes unreported, and I suspect that the level of sexual violence affecting men is very hidden. I recall a visit some years ago to a young man in Rwanda. He was a victim of sexual violence, had contracted HIV and lived in abject poverty on the edge of a village, shunned by the community. It was heart-breaking. The present focus on stigma is important and will help to shift the shame from the survivors of the perpetrators.

However, although much progress on PSVI has been made, this initiative is still work in progress. It is a marathon, not a sprint. Change will come about only through sustained, long-term work: we need to keep going.

I will pick a few areas where I think attention is particularly needed. Current conflict, as we have already heard, disproportionately affects women. Security needs to be tailored to the most vulnerable. The impact of conflict on women was recognised 16 years ago with the adoption of UN Resolution 1325, with its four pillars of protection, prevention, participation and relief and recovery. Yet women in war-torn countries remain mostly ignored, despite research showing that where women are included the likelihood of achieving peace is much higher. One only has to look at the Syrian peace process where, in spite of women demanding to be included, they are sidelined. Until women are allowed around the table as equals it will be impossible to achieve peace and security for all.

Secondly, since 2006, under UN Resolution 1325 the UK has had a national action plan on women, peace and security in which it outlines its commitments. PSVI remains a major part of the UK’s women, peace and security commitments. Commitments made as part of PSVI should sit within the UK NAP on women, peace and security. The new NAP will be developed over the coming year and I very much hope that the plans for PSVI for the coming three to five years will be comprehensively outlined in it, along with the Government’s other women, peace and security commitments. This will support PSVI in becoming a sustainable long-term programme of work.

Thirdly, in some countries there is a taboo about women talking to men outside their families, which makes it impossible for male soldiers to communicate directly with them. Yet speaking to women in communities is vital if they are to be protected properly. Thus, any peacekeeping force must contain women, and to achieve this the UN must have concrete targets on including women in peacekeeping operations and must create a formal mechanism that ensures female peacekeepers are deployed to engage with local communities. The UK holds the lead on women, peace and security at the UN, so I very much hope that it will do all it can to influence this.

The PSVI is a shining example of where Britain is giving inspiring leadership in the world, and I am of course delighted with the Government’s response that they are keeping the initiative at the top of the internal political agenda. Recent reports of mounting atrocities in South Sudan and of UN peacekeepers standing by while government and non-government troops rape and kill illustrates all too clearly that there is still much work to do to ensure that—hopefully in the not too distant future—sexual violence in conflict will become as unacceptable as slavery, torture and genocide are today.

It is a privilege to follow my noble friend Baroness Helic and to congratulate her on her outstanding maiden speech. I have had the pleasure of knowing her for a number of years now. She has a remarkable life story, as we have just heard. She served as a special adviser for a number of years, latterly working for William Hague, notably during his time as Foreign Secretary. She has made a particular contribution in highlighting the issue of sexual violence. It is such a great pleasure to welcome her to this House. I look forward to working with her in years to come. I also congratulate my noble friends Lord Howe and Lady Anelay on their appointments.

As we have already heard from a number of other remarkable speakers, in an increasingly unstable world, promoting the British values of social justice, democracy and human rights is more important than ever before. The last Government worked hard to highlight the importance of gender equality and female empowerment internationally, and the Conservative election manifesto made clear that this work would continue. I warmly welcome this, because there is still a long way to go and much work to do.

Why is this so important? Women raise families and thus how they are treated affects the whole of a society. Today, women constitute two-thirds of those living in extreme poverty. Although they form 60% of the world’s working poor, they earn only 10% of the world’s income and own less than 2% of the world’s property. The year 2015 is critical for gender equality and development. Besides being the 20th anniversary of the Beijing Platform for Action, we hope that the sustainable developments goals will deliver a stand-alone goal on gender equality.

Today, however, I would like to focus on two areas. The first, following on from my noble friend Lady Helic, is the preventing sexual violence in conflict initiative—I declare my interest as a member of the steering board. Conflict is a major driver of inequality, which affects women disproportionately. Today, we live in a very unsafe world, with so many countries experiencing conflict: Afghanistan, Iraq, Sudan—as we heard from the noble Baroness, Lady Cox—Libya, Mali, Syria and Yemen, to name but a few. In all these countries, rights for women are pushed back and the women become voiceless. Rape, as we have already heard, is used as a weapon of war, destroying lives and communities. Too often, after the fighting has ceased, sexual violence remains embedded within the society.

The UK is leading a global transformative shift in attitudes to sexual violence. This was always going to take time and needs a consistent, sustained approach capitalising on the momentum built so far. Recent events illustrate the need. Last week, I was in Iraq, where ISIL has abducted and raped thousands of women. There are authenticated reports of the many Yazidi women who have been sold into prostitution in Syria. I heard of one girl who had been sold 21 times. The fall of Ramadi last week created yet more internally displaced, vulnerable people in a country already overflowing with IDPs and refugees, posing enormous dangers for them.

In Iraq, much excellent work is taking place by Her Majesty’s Government, through the diplomatic service, DfID and the military. Many of the Iraqi women I met talked about the PSVI. The PSVI was in the Conservative manifesto as a foreign affairs priority, so please can the Minister reassure the House that this remains the case and that it continues to be well-resourced?

Following the international high-profile events last year—the summit in London and events at embassies around the world—the UK is seen as a global leader on this issue. Therefore, what kind of message would it send to the world if, after all the leadership and resources that the UK has invested, we walk away from this now when so many people across the world look to us on this?

Secondly, the UK leads on the women, peace and security agenda at the UN Security Council. This year is also the 15th anniversary of UN Security Council Resolution 1325, the ground-breaking resolution on women, peace and security. The UN Security Council is conducting a high-level review to assess progress on its implementation.

The nature of warfare has changed. Today, wars are no longer fought on battlefields; they are fought in communities. It is estimated that civilians make up 90% of deaths, 70% of whom are women and children. As Major General Cammaert, a former UN peacekeeping commander, said:

“It is now more dangerous to be a woman than a soldier in modern conflict”.

Over the past 18 months, as a member of the Armed Forces Parliamentary Scheme, I have had the privilege of making a number of visits to our Armed Forces, both here and abroad. I pay enormous tribute to them for their courage, dedication and professionalism. They are truly impressive. Last week, I had the pleasure of meeting some members of the Princess of Wales’s Royal Regiment, who are training Peshmerga troops not only in military tactics but in the protection of civilians, including training on sexual violence in conflict. Often, the first person a survivor meets is a soldier, and this training means that soldiers will know how to respond and help them. This is ground-breaking work that reflects the needs of modern warfare and needs to be integrated into the training that we provide to other militaries as well as to our own soldiers. The MoD is starting to make progress on this important agenda. However, much more needs to be done and we need to increase the momentum.

Unlike the majority of NATO members, the MoD lacks a senior dedicated military officer committed to the women, peace and security agenda—a protection of civilians expert. Creating this post would ensure that policy on UN Security Council Resolution 1325 is widely disseminated. Developing doctrine, both stand-alone and threaded across other UK doctrines, would also ensure that the civilian context in today’s warfare is always considered, thus enabling UK soldiers to protect vulnerable groups and include women in post-conflict reconstruction. After all, if our own soldiers are training international military on how to respond to survivors of rape, surely a gender perspective should be included in UK training and operational orders.

To conclude, we have the chance over the next five years in the UK to build on the momentum already created and to make historical strides forward that will benefit millions of women across the world.

My Lords, I would like to thank my noble friend Lord Risby for bringing the attention of the House to this critically important region. The current turmoil sweeping across the Middle East to North Africa is blighting communities across the region, with the resulting insecurity causing terror and chaos to men, women and children everywhere it touches. While clearly the suffering is felt by all, when we watch the news on television, we see and hear almost exclusively from the men in these countries. I would like to draw your Lordships’ attention to the significant and disproportionate impact these events are having on the women in these countries and therefore on the children, too.

Warfare is by its nature a male-dominated activity. But today war is not fought by armies on a battlefield; it is fought in communities where women are more physically vulnerable and thus less able to defend themselves and their children. It is a chilling fact that today nearly 90% of war casualties are civilians, the majority of whom are women and children. When conflict sweeps through a country, it is the women who are left struggling to care for their children amid the danger and the chaos. Of course, the men are victims, too, and many millions of widows and wives of the disappeared have been created in countries like Syria and Iraq, where it is so difficult to survive as a woman on your own. All too often in these places rape is used as a weapon of war. I sit on the steering board of William Hague’s ending sexual violence in conflict initiative and I would like to pay great tribute to him for his ground-breaking work on shining a light on this terrible war crime that shatters lives and communities.

Many countries across the region have an embedded patriarchal culture, but over the past decades progress has been made in many places, with more women receiving education and holding down professional jobs. However, the turbulent events of the past few years have caused this progress to stall. Initially, the Arab spring offered so much hope for this momentum of progress for women to be built on, with the central role that women played in these uprisings being viewed as something of a watershed. However, the sad reality is that, since 2011, there have been substantial increases in the security and safety concerns experienced by women across the region.

A report by Saferworld in October 2013 concluded that across Egypt, Libya and Yemen, women are facing targeted violence and encountering harassment, sexual assault and slander, all on a regular basis. Not least, they faced the mass harassment and public rapes that occurred during demonstrations in Tahrir Square in Cairo that were widely reported across the world. These incidents took place while others looked on, and the women were often blamed simply for being there or for what they were wearing. Across the region the presence of women in public spaces has been decreased and their rights are rolling backwards. I was shocked when I met a Tunisian former parliamentarian here in Westminster two weeks ago. Her head was covered—something that would have very rarely been seen in Tunisia before the revolution.

In Syria, many of the women were too frightened to remain alone once their husbands had gone to fight. According to the UNHCR, over the past three years 2.8 million people have had to flee the terrible civil war there. Nearly four in five of them are women and children, many penniless and without support. Visiting Lebanon last year, I met some of these refugees—it was indeed a harrowing experience. In the Shatila Palestinian camp in Beirut one woman wept as she told me that she had had to marry off her very young daughter because she could not afford to feed her. Another told me that her 16 year-old son had head injuries from shrapnel and the hospital would not treat him because she could not pay. I do not think I will ever forget the sight of a woman in the Bekaa Valley struggling to look after her seven children in a makeshift tent, or the mother who approached us, hopeful that one of us was a doctor, as she had a very sick baby and there was no medical care.

Nowhere are these challenges more evident than in the current conflict with ISIS across Iraq and Syria. The United Nations has stated that women are being explicitly targeted in what are obvious war crimes and crimes against humanity. In particular, as has been mentioned before, women from the Yazidi and other minority groups have been subject to barbaric acts of sexual violence, used against them and their families. Iraq’s only Yazidi Member of Parliament has recently reported how IS militants are kidnapping, raping and selling Yazidi women. They are taken away, in some cases across the border to Syria, provided to militants as “brides”, and often raped and sold on to fund the terrorist cause. There are even reports of women committing suicide to avoid such sexual enslavement.

The UN has also previously reported that women and girls in Mosul were being ordered to undergo female genital mutilation. There seems to be very little acknowledgement of all this from the international community. When we are deliberating about our strategy for engaging in military action, is consideration being given to the potential impact on women and children?

With specific regard to Iraq, it is crucial that we are proactively talking to the women and civil society on the ground where the air strikes are taking place, to ensure that we are not making life even more difficult for them. I would be grateful for the Minister’s clarification in this respect. Of course the current situation there is extremely complex and difficult, but surely it is important to involve women in negotiations to help find solutions, because security needs to be found for all.

Women can be powerful agents of change in their communities, and this needs to be properly acknowledged and capitalised on. I hope that our Government will lead the way in ensuring that women’s voices will be heard and in setting new, higher standards in accountability with regard to women across the Middle East and North Africa and ultimately embrace them as a pivotal part of resolving the ongoing conflicts, ensuring that they are at the heart of any new political settlements.

My Lords, I add my voice to congratulate my noble friend Lady Anelay on her new role, which I know she will carry out with her usual wisdom, competency and courtesy. I also applaud the excellent opening speech by my noble friend Lady Falkner and thank her for moving the debate. She draws attention to some countries that are often overlooked by us in the West. The events this summer in Ukraine have given us all cause for concern.

We have had a number of excellent contributions and I recognise that there are many in this House with far greater depth of experience in these areas than me. However, last week I visited Kyrgyzstan to learn about the situation regarding human rights there, especially women’s rights. It was my first trip to that part of central Asia and I met with people from the world of journalism, NGOs, development agencies and activists running grass-roots organisations. My remarks draw on what I heard there, some of which I found more than a little concerning. In today’s globalised world, what happens even in these far-flung places has a direct effect on us here in the UK.

In Kyrgyzstan I was told that the state has a heavy hand, with much oversight from the security services. Corruption is a challenge, with political and economic power intertwined and rumours that positions have their price. Kyrgyzstan is a very poor and undeveloped country that reports chronic trade deficits. Russia holds strong economic influence there, being its main trading partner. Some 38% of its GDP comes from remittances, with 70% of its migrants working in Russia. There is great pressure for Kyrgyzstan to join the customs union—which is officially a trade zone, but is exploring economic harmonisation with an intense political component.

Although many of Kyrgyzstan’s laws are actually quite progressive, implementation is hard to achieve, with judgments being open to influence, and there are many reports of torture being used to obtain confessions. A low awareness of rights means that it is easy for people to become victims of fraud. Although in theory the law protects property ownership, apparently many high buildings are put up without the necessary documentation. Ownership problems result when corrupt officials sell land registration several times over on the same property.

I was disappointed to hear that there is a feeling that while the West needed the “Stans” to provide supply routes to Afghanistan, a blind eye was turned to what was going on there. While I was there an international human rights film festival was held—which apparently would not happen in many of the surrounding countries—but great concern was expressed by many about the space for civil society getting smaller. In May 2014, amendments to the criminal code dealing with making false communication a crime created a liability on people who disseminate information, with anecdotal reports that people handing out leaflets that are disapproved of by the state can now just be thrown into jail.

Russia is also pressurising Kyrgyzstan to adopt some of its laws. Three are of particular concern: the LGBT law banning homosexuality; the assembly law, creating concern that this might be used to disperse peaceful demonstrations; and the foreign agents law, which would prohibit foreign funding for anybody working on political issues. In effect, that might mean that bodies funded from abroad could be shut down. Apparently, Russia has stopped foreign aid for many organisations. At present in Kyrgyzstan, 65% of the funding for the 10,000 NGOs in the country comes in through foreign grants. I was told that the authorities distrust the NGOs and view them as agents of influence.

Some sections of society appear particularly disadvantaged. The very regressive laws on property rights for widows and divorced women lead to homelessness. Many women who do not understand the importance of proper marriage registration lose their rights. Domestic violence is all too prevalent and the few shelters do not take children too. Bride kidnapping is very common, even in broad daylight in the centre of Bishkek. Although sometimes staged, I was told that usually the girl had no idea that this was going to happen. Rape will follow, making the girl unmarriageable, so the families will urge their daughters to stay.

Although it is signed up to most of the UN conventions, the state has not ratified the UN Convention on the Rights of Persons with Disabilities. There are no official statistics there on disabled people. There is no state care and families have to struggle to look after their disabled relatives. The booming narcotics trade in the southern town of Osh, estimated to be double the value of the country’s GDP, has created huge problems, with drug addicts and scant services.

The country is mainly Muslim. Although there is meant to be freedom of religion, some religions, such as the Jehovah’s Witnesses and the Ahmadi Muslims, are not allowed to congregate. However, one of the most concerning aspects of my trip was the reports of radicalisation. Outside Bishkek there is no infrastructure for young people, leading to huge problems in the villages and the new-build housing blocks. There are reports of many young men going to Syria to fight for gold, glory and God—even some young women are going too. In a country that has a low level of understanding of Islam generally, those returning seem more informed and have a strong influence on local norms, which further impacts negatively on women’s rights. Some I met even questioned whether the Islamic element might have state ambitions.

In talking about Kyrgyzstan I seek to illustrate how Russia is leaning on its former states. I very much hope that the UK will use all its diplomatic power to promote good governance in Kyrgyzstan and the surrounding countries; to urge them to reverse the current trend of a roll-back on civil rights and increasing authoritarianism; to encourage them to maintain their independence from Russia; and to put pressure on their Governments to stem the tide of fighters going to join ISIL.

My Lords, the situation on the ground is of course becoming clearer as each day goes by. Even the Iraqi Government were to some extent caught by surprise by the pace of what happened in the north. I cannot provide specific information on the noble Lord’s questions. I can say that the Iraqi Government will lead the protection of their communities. Of course, that will include the Kurdistan Regional Government, which is a part of the wider support in bringing stability to the country. We will of course support the Iraqi Government. That is why it is important that they are formed as soon as possible.

My Lords, I congratulate my noble friend, the Foreign Secretary and all those working on the Ending Sexual Violence initiative at the Foreign Office on the global summit last week. As a member of the steering board of the initiative, I spent much of the week there, and it was truly impressive. It was a coming together of government Ministers from across the world, NGOs, campaigners and survivors. The events were numerous and very moving. I hope it has started a global movement that will draw a red line that makes sexual violence unacceptable in future.

What is happening now in Iraq is an illustration of exactly how important the initiative is. There has been so much sexual violence, often not publicly spoken about, in Syria, and it will be happening right now, as we speak, in Iraq. Can my noble friend please assure me that the situation for women and children there will be considered when the Government are thinking about how to address the overall situation?

I pay tribute to the work of my noble friend. She has worked tirelessly on the issue and has been a huge asset in making the summit a success. Of course, sexual violence unfortunately takes place where security breaks down. We heard the harrowing accounts from victims where, tragically, women’s bodies are used as battlegrounds when conflict strikes.

I think my noble friend will accept that this change will take time. Ultimately, it will happen when there is a culture change, when communities stand up and say, “This will not be tolerated”, wherever the conflict zone and whatever the situation on the ground, and when that support mechanism is there. When perpetrators know that if they commit, command or condone any form of sexual violence, they will be brought to justice, we will truly start to end this scourge.
