My Lords, I draw the attention of the House to my interests. I too congratulate the noble Lord, Lord McConnell, on having secured this debate today and introducing it with his usual expertise.

Last Friday was Human Rights Day, a day to celebrate the anniversary of the 1948 adoption of the Universal Declaration of Human Rights and to celebrate our shared humanity. It reminds us why international development is so important—helping to address extreme poverty, encouraging human rights and promoting democratic and peaceful societies—and how vital the sustainable development goals are, with their ethos of leaving no one behind.

At a time when the world is under such strain through Covid and climate change, it is deeply regrettable that the UK decided to reduce its contribution from 0.7% of GDP to 0.5%, and I look forward to aid being restored to 0.7% as soon as possible. However, we should not forget what those aid cuts have meant to those on the ground. The International Rescue Committee tells me that between 2017 and 2021 the FCDO decreased funding for one of its flagship Syria projects by 75%. This resulted in cutting support for the operation of 20 health facilities, impacting some 76,000 individuals. Their livelihood centres had to close, and cuts to programmes there affected over 36,000 people across northern Syria, over half of them women and most of them living below the poverty line. Some 10 million people may lose access to WASH programmes in this year alone.

I welcome the Government’s announcement of a new international development strategy for next year and the Foreign Secretary’s announcement of her commitment to putting women and girls at the heart of UK foreign policy, including reversing aid cuts to programmes targeting women and girls. As she rightly said, the UK’s

“core agenda of promoting freedom and democracy cannot happen without freedom for women.”

Covid has exacerbated existing gender inequalities, pushing women’s rights backwards. Women are losing jobs faster in the pandemic due to being in more insecure work; for example, in Africa 90% of women work in the informal economy. The UK’s present focus on girls’ education could not succeed without also addressing other issues, including combating the violence that many women face; ensuring healthcare, sexual health and reproductive rights; promoting economic empowerment; improving women’s meaningful participation in the public and political spheres; and funding women’s rights organisations.

I am also delighted to hear of the Foreign Secretary’s commitment to the Preventing Sexual Violence in Conflict Initiative and the announcement of a summit next year. The PSVI was always going to be a marathon, not a sprint, and we need to keep building on the work already undertaken to ensure that sexual violence in conflict becomes a red line that should never be crossed.

The brutal takeover of Afghanistan by the Taliban is such an unnecessary catastrophe. After 20 years of work there, not to mention the lives lost of our courageous military, the many who have sustained life-changing injuries and the billions of pounds spent on aid, it is a tragedy to see the country slipping backwards. I am also somewhat mystified by the US, which keeps talking about how Afghanistan must not become a haven for terrorism when one of the world’s most wanted terrorists, Sirajuddin Haqqani, is now the Afghan Minister of the Interior. Although the Taliban says that it has formed a Government, it has no experience of actually governing and has been committing brutal atrocities. So it is not surprising that a terrible humanitarian crisis is unfolding there, with many starving, and terrible reports of some women having to sell their babies to feed the rest of their families. I welcome the announcements of aid going in, but we must make sure that it is delivered to the grass roots through the UN and the NGOs. How do we ensure that it reaches the most vulnerable—those fearful and in hiding, the widows who can no longer go out on their own, the young men fearful of being seized to be recruited into the Taliban, the young girls fearful of being snatched to become brides for fighters?

I also hope that my noble friend the Minister can assure me that funding will be restarted for educational projects such as Leave No Girl Behind, community-based education and, of course, health projects. One of the successes of the last 20 years was the empowerment of women in Afghanistan. It went from a situation in 2001 where there were hardly any girls in schools to one where its brave women had come forward to take their place in society as politicians, doctors, teachers and army officers. But now the country has reverted, with not a woman in any senior position and the majority of girls denied access to secondary schools.

Women’s networks and organisations have played an important role in Afghanistan. I hope that we will continue to fund them in this difficult time. Who can forget the harrowing scenes in the summer at Kabul airport? I congratulate the Government on getting out 15,000 people in such a short time. Many of the high-profile women have had to leave, which has been traumatic for them. They find themselves in a strange country with no job and no means of supporting themselves. This is very hard.

Perhaps the Minister can tell me: why are we talking only to the men in Afghanistan about the future? The women who have had to leave wish to participate and have their voices heard about the future of their country. We must not desert them now; we have a moral duty to help them and ensure that they are at the table in a practical way. Can financial support be found for them so that they can organise and lobby too, for the future of their country? I look forward to the new international development strategy and hope that we can continue to support the most marginalised in the world in these difficult times.

My Lords, I thank the noble Lord, Lord Roberts, for introducing this urgent issue today. I declare my interest: I founded and run the Afghan Women’s Support Forum.

The situation in Afghanistan is an unnecessary tragedy. It is a takeover by the brutal Taliban, causing a breakdown in the banking systems and institutions. Although the Taliban say that they have formed a Government, they actually have no experience of governing. The scenes in the autumn were harrowing, with people desperate to be evacuated. I think we all remember that awful sight of a boy clinging to an aeroplane and falling. Now, there are terrible reports of the Taliban hunting people down and of summary executions and reprisals—a return to cutting off limbs for stealing, while the Taliban go into people’s compounds and take their cars, valuables and whatever else they want.

In spite of journalists now being pushed back and restricted, recent news has been chilling, as the noble Lord, Lord Roberts, has told us. Children are dying of hunger and families are selling their daughters to get money to feed the rest of the family. There are reports of crop failures and, with winter approaching, many remote areas will soon become unreachable. People there are starving, and the Taliban do not appear to be helping at all. Therefore, surely, we in the West cannot stand by and just let this happen. We must send help— and send it quickly.

We must ensure that aid really reaches down into the grass roots. Can we work through organisations that the Taliban have allowed to continue, such as the Red Cross, the Halo Trust, the Aga Khan Development Network and others that are already connected with the communities? Of course, there is UN World Food Programme—but can my noble friend reassure me that this does not take a large percentage, like some of the other UN agencies?

How do we reach the most vulnerable: those fearful and in hiding, and widows, now that they can no longer go out on their own? Others are also frightened to go out: young men are fearful of being seized to be recruited into the Taliban, and young girls are fearful of being snatched to become brides for the fighters.

We in the UK now have the 16 days of activism to stop violence against women and girls, but in Afghanistan, after 20 years of helping to build up the voices and role of women in Afghan society, women’s rights are once again being rolled back and their voices suppressed. Can my noble friend the Minister please tell us what the UK Government are doing to help them?

While I congratulate the Government, our military and officials who worked tirelessly to evacuate people in the autumn, we must not forget those people who are still threatened and desperate to leave Afghanistan—or those who managed to get out but are stuck in third countries that will not allow them to stay and may send them back. After 20 years, surely we have a responsibility to the Afghan people, and we must continue to help.

My Lords, the UK remains one of the largest humanitarian donors to Yemen as well, providing over £1 billion in aid since the conflict began, supporting millions of vulnerable Yemenis with food, clean water and healthcare. We are pushing for a lasting political resolution to the conflict. The new UK aid pledge of £87 million will, we believe, feed 240,000 of the most vulnerable Yemenis every month, support 400 healthcare clinics and provide clean water for 1.6 million people. Our support for Yemen has been at the top level, in terms of other countries, and will remain so.

My Lords, these cuts are resulting in many small organisations doing life-changing work at grass roots being badly hit. Can my noble friend reassure the House that, where possible, the cuts will fall on big, multilateral programmes that are not solely dependent on UK aid?

My Lords, I am sorry, but I did not hear the main part of that question. I heard the comment on multilateral commitments and, if it helps, I can say that we are honouring those. We are maintaining our major pledges to IDA, the Multilateral Debt Relief Initiative, the International Bank for Reconstruction and Development and more besides. The cross-cutting budget is made up of our contributions to over 30 multilateral institutions and we are protecting them.

My Lords, I, too, thank the noble Lord, Lord Alton, for securing this debate and introducing it so ably. I draw attention to my registered interests in this regard. The pandemic has had devastating effects everywhere, including on economies, with millions more people being pushed into poverty globally and environmental degradation accelerating as a consequence of people just seeking to survive. Fundamentally, the integrated review is about keeping Britain safe and bringing peace, yet it does not recognise that cutting aid on conflict prevention is surely a false economy, especially now when there are more than 75 million displaced people in the world, who are fertile recruiting grounds for terrorist groups, and when poverty is too often the underlying cause of conflict.

Tragically, women are disproportionately affected by the pandemic. While I welcome the development focus on girls’ education, it should be recognised that it cannot succeed without development input on women’s health, contraception, security, addressing violence against women, access to justice and women’s empowerment. Does the Minister agree that gender must remain integral to all FCDO policy decisions? UK work around the world on women, peace and security and on preventing sexual violence in conflict are two initiatives where the UK has led the world. They were always going to be a marathon, not a sprint. I hope that the Minister can reassure me that they will remain front and centre of security and conflict work. We live in a globally interconnected world. War zones are poor zones. The Institute of Economics and Peace estimates that $1 of peace-building would lead to a $16 reduction in the cost of armed conflict. The pandemic has made us make some harsh choices, but surely now is not the time to abandon our commitment to the world’s poorest. I fear that our aid cuts will damage the vision of a global Britain being a force for good as set out in the integrated review.

My Lords, I can confirm that tackling TB remains a priority. As with all ODA, we are obliged to spend money in the manner that delivers the best possible results. The noble Lord mentioned his father’s death, and I am very sorry to hear that. He also mentioned that TB was treatable, although it is worth pointing out that we have serious challenges with anti-microbial resistance. Drug-resistant TB is a real challenge, so we will have to continue to address that issue as well, and draw attention to the fact that drug-resistant TB causes, we believe, a third of all deaths from anti-microbial resistance.

My Lords, this past year has seen a huge disruption to the delivery of vaccinations and medical treatment and care, with TB being one clear example. Given the increased need for global health assistance because of Covid-19, surely we should be stepping up, not stepping back. Do the Government really think it is right to be cutting life-saving medical UK aid during a global pandemic?

My Lords, we are not stepping back; we are stepping up. In all, we have committed up to £1.3 billion of ODA to counter the health, humanitarian and socio-economic impacts of Covid-19 and to ensure an equitable distribution of vaccines. The UK is working with countries to ensure that, as far as possible, essential TB services continue; that TB patients are protected from Covid-19 infections; and that TB programmes make good decisions about redeploying their resources to national Covid-19 programmes in a sustainable way. Our funding has supported the Global Fund’s Covid-19 response mechanism, set up specifically to help countries keep on track during, and because of, the pandemic.

My Lords, I can assure the noble Lord that I very much share his view on the issue of nutrition, which he rightly articulated. While we invest in empowerment and education, it is important that all girls everywhere receive the care they need, as well as the food they need, to ensure that they can lead productive lives for themselves and their countries.

My Lords, the Covid-19 pandemic is threatening to turn back the clock on gender equality globally. Nowhere is this worse than in conflict countries. How can we ensure that more funds reach women at the grass roots who are trying to survive and raise their children in those shocking and dangerous situations?

My Lords, again, I agree with my noble friend. The Covid-19 pandemic has provided an opportunity to those who wish to suppress girls’ and women’s rights as a means to justify what they are doing. This is totally and utterly wrong, and UK development programming will continue to focus on important priorities such as supporting women’s meaningful participation, girls’ education and—as I said earlier, and as I am sure my noble friend will acknowledge and welcome—protecting girls and women from widespread gender-based violence.

Does the Minister agree that it is often women and children who bear the brunt of day-to-day human rights abuses, especially during conflict? Covid has contributed to putting women in more danger of being abused and of their rights being pushed back, so it is imperative that the excellent UK work on PSVI and women, peace and security continues. Can my noble friend the Minister confirm that gender issues and putting women and girls at the heart of international development—beyond just education, worthy though that is—will remain central to the work of the merged department and the decreased aid budget?

PSVI and women, peace and security are central to our thinking and we have raised these issues and priorities, including ICAN support for the protection framework for women mediators. My Lords, the pandemic has had a devastating health and economic impact around the world. Women and girls have been disproportionately affected. Rates of gender-based violence have soared, in many places girls’ education has been disrupted, and they suffer from acute food insecurity. They have also had to take on additional caring duties for the sick. As my noble friend the Minister acknowledged, there will be less spent on ODA this year. Can she give assurances that the FCDO will continue to be a global leader in advancing gender equality, as well as promoting girls’ education?

I am grateful to my noble friend for highlighting the disproportionate impact of Covid-19 that we are seeing on women and girls. Advancing gender equality and women’s rights will remain a core part of our mission across government and within the new department. Since 2015 we have supported more than 8 million girls to get an education. Last year alone we provided 25 million women with life-saving contraception, and we will continue this work within the new department.

My Lords, I understand that Turkey and Turkish-backed forces have cut water supplies several times to some 460,000 people in the Al-Hasakah Governorate in north-east Syria, exacerbating the situation there and putting many people, especially children, at enormous risk. Can my noble friend the Minister encourage the Government to use all available means to persuade the Turkish Government that water flow must be restored?

To ask Her Majesty’s Government what assessment they have made of the adequacy of international mechanisms to hold perpetrators of sexual violence to account; and what steps they are taking to ensure justice for survivors.

My Lords, I am pleased to have secured this important debate and I thank your Lordships in advance for taking the time to join the discussion on this pressing issue. Before I start I wish to declare my interests. I have been a member of the Preventing Sexual Violence in Conflict Initiative from the outset and I served as a member of the Sexual Violence in Conflict Select Committee. I also co-chair the APPG on Women, Peace and Security.

As the Preventing Sexual Violence Initiative sets out, sexual violence is frequently used for political ends both as a means of ethnic cleansing and to terrorise local populations. Horrifically, rape and sexual violence have been used throughout history as weapons of war in conflicts across the world. However, this has reached epidemic proportions today, and we hear horrendous stories coming out of Syria, Yemen, Iraq, South Sudan, DRC and among the Rohingya people to name but a few contemporary conflicts. Sexual violence destroys lives, tears families and communities apart, fuels conflict, creates refugees and will haunt those who suffer it for the rest of their days. As Margot Wallström, who was the special representative of the UN Secretary-General on sexual violence in conflict, said,

“it is unfortunately a very effective, cheap and silent weapon with a long-lasting effect on every society”.

Sexual violence is indiscriminate, affecting men and boys as well as women and girls, children and babies. Victims may contract HIV, women—although horribly damaged—may have to deliver babies born of rape, and one should never forget that gang rape can kill. All too often the perpetrators go free while the victims face a lifetime of shame and stigma.

The first time I came across this personally was when I visited Rwanda and went to talk to a church full of widows. The young woman who greeted me had lost her husband and one of her three children in the genocide, and she had contracted HIV as a result of being raped. She was gaunt and worried that she would leave her remaining children orphans. On another day in Rwanda I was taken to see a young man. He had been raped and had contracted HIV. He lived on the edge of a village, shunned by everyone because they knew about his condition.

I pay tribute to my noble friend Lord Hague, who in 2012 during his time as Foreign Secretary, launched the Preventing Sexual Violence in Conflict Initiative, or PSVI, alongside the Special Envoy of the UN High Commissioner for Refugees, Angelina Jolie. Although Security Council Resolution 1820, which was passed in 2008, recognises sexual violence as a tool of war, this initiative shone a spotlight on the issue, bringing it to global attention. It helped to promote international co-operation and increased the political will and capacity of states to do more. Some 155 countries endorsed the Declaration of Commitment to End Sexual Violence in Conflict, launched during the 68th session of the UN General Assembly in September 2013. These countries agreed that no peace agreements should give amnesty to people who have ordered or carried out rape, and an international protocol was established to set standards for the documentation and investigation of sexual violence in conflict.

In addition, the creation of the role of the Prime Minister’s representative for sexual violence in conflict was key, highlighting the importance of this work and driving it forward. I recognise the dedication of those who have held the office: my noble friend Lady Anelay and now my noble friend Lord Ahmad of Wimbledon, who will be responding to the debate. It is important that we have both female and male champions because it is not just a woman’s issue and we need male champions to support and help us. I also pay tribute to the work of my noble friend Lady Helic and others at the FCO, DfID and the MoD who have worked so hard on this initiative.

One of the major thrusts of the PSVI is to end the culture of impunity, shifting the shame from the victims to the perpetrators by bringing them to justice. Member states in the UN make increasingly strong statements calling for an end to impunity for conflict-related sexual violence. In April 2018, in the Security Council open debate on conflict-related sexual violence, SRSG Pramilla Patten flagged the impunity of perpetrators as a key issue, yet in spite of all the declarations and good intent, disappointingly few people have so far been brought to trial and prosecuted. The work of the Dr Denis Mukwege Foundation argues that:

“Despite an expanding legal framework against sexual violence in conflict, there have been relatively few cases at the international courts and tribunals”.


For example, the ICC’s first conviction for sexual violence crimes against former Congolese vice-president Jean-Pierre Bemba was made in March 2016, but it was overturned last June, so no reparations were awarded to victims and no justice was done. There are numerous other perpetrators in the DRC, which is often referred to as the rape capital of the world, but have any of them been held to account?

Today were are told that the Caliphate of Daesh in Iraq and Syria has been defeated. We have all heard about the fate of the Yazidis: so many women dragged away, sold to become sex slaves and multiply raped. I ask the Minister how many of these perpetrators have been charged with sexual violence. I understand that many ISIL fighters are being held in Iraqi prisons charged with terrorism but not sexual violence. If this horrendous weapon is not acknowledged in terms of the law, how will that deter others from committing sexual violence in the future and how will Yazidi women ever feel that the terrible crimes against them have been properly recognised and the perpetrators punished?

When Raqqa fell, fighters, many whom had committed war crimes, including sexual violence, were allowed to walk away. Was that agreed by the 79 partners of the global coalition against Daesh? We know that many of the Rohingya women escaping from the northern Rakhine State to Bangladesh have been raped. What is happening to hold people to account there? How can the UN and the UK put pressure on the Governments of Myanmar and Bangladesh to enable justice to prevail?

It is a sad situation that today it still appears that those who order or carry out rape and sexual violence in war can expect to get away with it. It would appear that the current global political and legal climates are not conducive to the goal of ensuring that survivors and the families of victims can seek justice and access to legal systems is shrinking. States in many conflict-affected areas have shown themselves to be either unwilling or unable to receive complaints, investigate or prosecute cases. Too often regional tribunals are slow to respond and few survivors have access to them. There is often little political will to establish international or hybrid courts for a variety of reasons, including cost and the time to deliver judgments. Access to international legal mechanisms such as the International Criminal Court is shrinking as member states do not ratify the ICC treaty—countries including China and the US—justified in a speech by Secretary of State Pompeo last month because he does not want American military or civil personnel to be prosecuted. Many countries affected by conflict, including Somalia, Iraq, South Sudan, Syria and Yemen, have not ratified the treaty. Referrals from the Security Council to the ICC are diminishing due to the veto. Meanwhile, member states are often restricting the national legislation which could allow investigations and prosecutions of grave and serious international crimes outside the jurisdiction in which they occurred.

Sadly, sexual violence is not only committed by non-state actors. During our Select Committee inquiry we received a considerable volume of evidence on the issue of sexual violence perpetrated by peacekeepers. The crimes were often exploitative and transactional in their nature, making them somewhat different from what I have been describing so far, but they are an abuse of trust and position. While I naturally commend the steps the UN have taken to date, the current system for holding peacekeepers accountable is still not working and lacks transparency. Can the Minister update us on what more can be done?

The PSVI initiative was always going to be a marathon rather than a sprint and it needs sustained effort. Will the Minister update us on the decisions and outcomes of the Wilton Park conference at the end of February on PSVI? Last year’s PSVI film festival was uplifting, poignant and challenging. I look forward to the PSVI international conference which the UK will host later this year, five years on from the 2014 global summit. This will be an opportunity to bring global attention to this important issue again.

I am grateful for being able to raise this issue today and to other noble Lords who will speak. With all the progress being made and attention on this issue, will the Minister say why justice for survivors of sexual violence in conflict-affected areas is so elusive? How can we best use the UK’s soft power and influence to ensure that adequate national and international mechanisms are put in place to ensure that the perpetrators of sexual violence are brought to justice and that the shame and stigma is shifted once and for all from the victims to the perpetrators? I end with the words of Iranian Nobel Peace Prize laureate Shirin Ebadi:

“We have to be a loud and clear voice for those whose voices cannot be heard. Under international law, rape is a crime against humanity—and it is our duty to work to bring impunity for such crimes to an end”.
