Grand CommitteeMy Lords, Afghanistan is the most aid-dependent country in the world: aid is 60% of its budget. Reducing aid to this benighted country, in addition to the proposed departure of military personnel, will damage an already fragile state and increase widespread deprivation. This is one of the conclusions of the excellent and comprehensive report of the International Relations and Defence Committee. A likely result of these combined factors will be to ease the passage to a Taliban takeover and a consequent further destabilisation of the entire region.
If the UK Government are serious about pursuing their stated objectives of girls’ education, humanitarian response and preparedness, open societies and conflict resolution, among others, then surely they must think again about how best to achieve these priorities. The total ODA budget, dependent as it is on GNI—

As I was saying, the total ODA budget, dependent as it is on GNI, will be substantially lower anyway. The added cuts will affect those programmes that can least withstand budget cuts. This includes the support of women and girls in those countries most severely threatened.
Despite the astonishing gains made by women in Afghanistan over the last 20 years or so, the Taliban has made it clear that there is little change in its worldview, belief systems and patterns of ruling. What is at stake is not only a return to violence, terror and, above all, savage repression of women but the potential for ethnic division. In the current context in Afghanistan that will mean a war against all non-Pashto-speaking or non-supportive groups by the Taliban. A civil war on this level would be devastating and set Afghanistan back several decades—a religious war engulfing south Asia and probably well beyond.
The UK, which, in supplying some of the more hard-line mujaheddin groups with arms in the 1980s, contributed to the formation of the Taliban, surely would not wish this kind of legacy. While the UK, even working with its allies, will not eradicate the Taliban, its consistent commitment to building the institutions of democracy has definitely had an impact. It would be heartbreaking and irresponsible to see these gains lost in a matter of months.

Lords ChamberMy Lords, the integrated review is both comprehensive and strategic in its foreign policy intentions. The emphasis on recognising the strengths of our allies, and modestly aiming to lead where the UK is best placed to do so, is welcome.
That said, however, there are many potential contradictions and many issues to resolve before the strategy can begin to be implemented and we can begin to know what global Britain will actually look like in years to come. There are difficult issues, not least of which is the fact that we should perhaps be a little careful of being welcomed with open arms by all those nations with which we now seek much closer relations.
The Indo-Pacific pivot is predominantly about economic and security aspects. We all know, however, that democratic nations prosper better than autocratic ones in the longer term, so if economic growth is to be achieved in the Indo-Pacific region it has to be under- pinned by good governance, adherence to the rule of law and common international standards.
What might be the threats to these liberal democratic values, and how might they be limited? Clearly China and its foreign policies and actions represent a major challenge within the Indo-Pacific area. The PRC’s tactics for gaining influence are many and varied, including the belt and road initiative—seen at its most aggressive in the purchase of the Sri Lankan Hambantota deep-harbour seaport, now owned by the PRC—illegal actions in Hong Kong and Taiwan and military threats in the South China Sea.
However, there is as yet no coherent democratic alternative to combat these aggressive developments, and other nations in the region, such as Laos and North Korea, do not even begin to nod towards democratic norms. The UK will need to encourage and establish—urgently, I think—new forums for co-operation, the opportunities for which may well arise during the UK’s leadership of the G7 and the COP 26 meetings this year. A collective of south and east Asian countries, the US, the UK and other European states should agree on measures to strengthen sustainable rules-based order in the Indo-Pacific area, and, in the very near future, provide details of any plans for such informal or formal forums and with which allies they are to be formed.
Meanwhile, the UK should insist that the democratic nations in the region continue to demonstrate their own democratic credentials, such as press freedom, protection of minorities and upholding civil liberties, and the UK should itself closely follow a dual approach, involving equal measures of cautious collaboration with, and severe criticism of, the PRC.

My Lords, like so many others I was taken aback to learn that the cuts were to be across the board and would include very recently established programmes. A careful assessment of priority programmes is of course time consuming, but does this mean that cutting assistance for starving and wounded Yemeni children is to be equated with, let us say, cuts to training videos? Do the cuts have to be so unthinking?
I assure the noble Baroness that a lot of thought has gone into the reductions we have had to make.

Lords ChamberMy Lords, my noble friend is right, and the United Kingdom stands firm in its opposition to the abhorrent practice of child marriage. We will continue to defend the rights of children, particularly young girls, who are vulnerable to this. That work will continue not just in Yemen but elsewhere. As I am sure my noble friend recognises, the access situation in Yemen is extremely challenging. Therefore, the political settlement must proceed, and then we can look forward to playing our part to ensure that the rights of every girl in Yemen and elsewhere are protected.
My Lords, the khat crop in Yemen is widely cultivated because it yields a greater income than food. If, however, this income falls and food prices increase due to scarcity, the inevitable consequence is widespread starvation. Will the FCDO support a return to pre-cut levels of aid and consider direct injections of cash into the market to stabilise prices and avoid the already very poor and meagre food aid distribution networks?
[Inaudible]—food security. In this regard, it is not just a challenge of getting humanitarian aid to the most vulnerable. I assure the noble Baroness that we are also working directly with the Central Bank of Yemen and the Government to prop up the economy and facilitate food imports, and indeed to reduce food prices. That is part of the technical support we extend and will continue to extend.

Grand CommitteeMy Lords, it is somehow fitting that Commonwealth Day and International Women’s Day fall on the same date; there is much to celebrate jointly. I am in no doubt that, in the post-Brexit world, where there continues to be much confusion, an alliance as old and trusted as the Commonwealth has much to offer. All countries need friends and allies, and the UK has a ready-made community of 53 nations around the world, which is a precious asset and one to be nurtured.
As noble Lords have already heard, the Commonwealth Parliamentary Association, of which I am a long-term and proud member, is addressing issues of current concern such as modern slavery, women in Parliament, climate change and the seemingly less important topic of public accounts committees. Never have I been more impressed than when talking with a group of women parliamentarians, convened by the CPA and all members of their respective public accounts committees, who were making real differences in countering corruption, raising the standards of accountability and providing a clear model for what other women can achieve. In these practical workshops the CPA continues to provide an invaluable role and contributes to a change of culture around the world.

Lords ChamberMy Lords, I agree with my noble friend and, through her role as chair, congratulate the committee on its important report. The FCDO is supportive of the BBC’s delivery of impartial and trusted news to Afghanistan. I spoke to the Foreign Minister of Afghanistan this morning on the importance of the role of women, in particular when it comes to peacebuilding. We believe that the BBC, particularly its BBC Pashto platform, is an important part of doing just that.
My Lords, despite the proliferation of online news services, millions across the world turn towards the BBC World Service for accuracy and balance. Are Her Majesty’s Government planning to severely limit this most powerful of all soft power instruments, or will the current level of funding be guaranteed beyond September 2021?
My Lords, I have already partially answered the question on funding. However, let me reassure the noble Baroness that we remain committed to the BBC, as has been demonstrated by our support for the 12 new language services over the period from 2016 to 2020.

Lords ChamberFirst, I welcome my noble friend to your Lordships’ House—this is the first time he has asked me a question, and I agree with him. The statements we are seeing and the various nominations, which will need to be ratified through the normal process in the US, demonstrate the importance to the incoming Administration of the climate change issue, which we welcome.
My Lords, would the Minister agree that the expectation of a full and rapid return to liberal policies by the Biden Administration might be a bit unrealistic? With this in mind, have Her Majesty’s Government as yet held any discussions with the new the Secretary of State and/or his department on a likely China policy?
My Lords, as the noble Baroness will be aware, the new Administration have not yet taken office, but I am sure we will be discussing a range of important issues, as she suggests.

Lords ChamberI am grateful to my noble friend for highlighting the disproportionate impact of Covid-19 that we are seeing on women and girls. Advancing gender equality and women’s rights will remain a core part of our mission across government and within the new department. Since 2015 we have supported more than 8 million girls to get an education. Last year alone we provided 25 million women with life-saving contraception, and we will continue this work within the new department.
My Lords, the Government have many times reiterated their support for deploying development assistance to further education, especially of girls. This is to be applauded, because we all know that educating girls is a powerful development tool. However, with the limits on school attendance for reasons of poverty, violence or indeed the spread of Covid-19, and with a reduced budget, will the Government now give priority to investing significantly in online programmes and distance learning in the most severely educationally deprived countries, such as Afghanistan?
My Lords, we are continuing to prioritise girls’ education, particularly during this pandemic; as the noble Baroness says, many children are out of school at the moment. We are investing in remote learning but we need to make sure that we do so appropriately, given the difference in digital access around the world. We have adapted our programmes within Afghanistan through our Girls’ Education Challenge to make sure that we are reaching girls who are out of school, so that they can continue to learn and return to school when schools reopen.

Lords ChamberMy Lords, we will continue to do our utmost to end violations of international human rights law and, where appropriate, international humanitarian law. We are working to prevent the escalation of conflict and to help alleviate the suffering of those who are affected. I mentioned the new aid package to which the UK has contributed. We do not believe that there is a military solution. We think the best thing for the people of the region is for both parties to put aside any preconceived judgments and come to the negotiating table to bring about a peaceful settlement.
My Lords, the UK’s obligations are clear and binding—to prevent and suppress actions of genocide. Will Her Majesty’s Government refer the matter to the appropriate judicial authority in the UK or request a competent body of the UN to mandate the International Criminal Court to initiate investigations?
My Lords, we will continue to support the work of the International Criminal Court and international tribunals to tackle any war crimes that have been committed. We are looking carefully at Genocide Watch’s report and will continue to work with all our international partners to ensure that anybody who commits war crimes or other atrocities is properly investigated and prosecuted and, if appropriate, punished.

Lords ChamberTo ask Her Majesty’s Government what representations they have made to the government of the United Arab Emirates about the possible repatriation of 18 former Guantanamo Bay detainees to Yemen.
My Lords, we have not made representations to the Government of the UAE on their plans to return 18 former Guantanamo Bay detainees to Yemen. The UK regularly raises human rights issues with the UAE, and we remain deeply concerned about the human rights situation in Yemen. We will monitor the situation closely.
I thank the Minister for what was a rather disappointing reply. UN experts have expressed deep concern about the 18 previous Guantanamo detainees, all of whom have been cleared of being terrorist suspects by no less than six USA security bodies. They have already undergone two decades of detention and mistreatment, first in Guantanamo and then in the UAE. Repatriation to Yemen would likely result in torture, disappearance and death.
Given the UK’s principled opposition to the Guantanamo detention facility and the death penalty and its often-stated close relationship with the UAE, which allows it to raise sensitive human rights issues, will the Government now call on the UAE to release these men immediately from arbitrary detention and the threat of forcible repatriation?
My Lords, the case is ultimately one between the parties involved—the UAE, Yemen and the United States—but as the noble Baroness highlights, we remain committed to the promotion of universal freedoms and human rights. As she also highlights, we are more likely to bring about change through engagement, dialogue and co-operation. We will continue our relationship with the UAE and raise human rights issues both in private and in public.
