Lords ChamberI am more than happy to write to the noble Lord with the details of where those portakabins are. We do have a programme for replacing them and, more broadly, schools that are in poor condition. That programme has been accelerated very significantly: 100 new schools were approved for rebuilding in 2021, and 300 in 2022.
My Lords, will my noble friend explain to the House what her department is doing to understand the condition and safety risks in our school buildings and how the department plans to address these?

Friend join me in congratulating teachers and pupils at primary schools across Ealing on their latest key stage 2 standard assessment test results, which have taken them well above average? It is particularly good to note that pupils from the most disadvantaged backgrounds have done especially well this year.
I happily join my hon. Friend in congratulating primary schools in her constituency on that achievement. It is true that during the last few years we have narrowed the attainment gap between those from poorer and wealthier backgrounds. In particular, I cite key stage 2 reading, writing and maths figures, where we closed the gap by one percentage point between 2013 and 2014, which is a staggering achievement, but there is more to do.

Commons ChamberMy hon. Friend is exactly right. As I shall explain, it is the misallocation of funding—building more places where there are surplus places—that is producing this crisis in English schools.
The class size and pupil-adult ratio project undertaken by the Institute of Education has shown a strong relationship between small classes and greater achievement. The researchers identified a clear effect in literacy and numeracy attainment, even after adjusting for other, possibly confounding factors. Pupils entering schools with low literacy levels progressed the most in small classes.
I am delighted to give way to the hon. Lady, who is ready to explain to her constituents why class sizes are ballooning in her constituency while money is being misallocated to the free school programme.
I think that people in my constituency and right across the country are only too aware that immigration was allowed to run out of control by the previous Government. It puts enormous strain on infrastructure of all sorts across the country, and clearly schools are not immune. One reason class sizes are going up is the chaotic immigration policy exercised by the previous Government.
We all look forward to the Government achieving their target on migration—something, I think, that will be very far away.
Why have the Government allowed class sizes to increase and to damage the education of children in English schools? Because they have spent the money that should be used to keep class sizes down on their discredited free schools programme—the programme that has brought us the Al-Madinah free school, the scandal of the Kings science academy and terrible results at IES Breckland.

The first thing to acknowledge is that the amount of money we are giving to Durham local authority for basic need is increasing under this Government, and the second is that the Durham free school will add to the quality of education that children in Durham enjoy. In the city of Durham there are some outstanding schools, like Durham Johnston school which has succeeded over generations, but across the north-east the level of educational ambition has been too low for too long, and we need new providers to help augment the quality of education, not just in County Durham but elsewhere.
I thank my right hon. Friend for his visit to Ealing last week when he met parents setting up Ealing Fields free school, and I gather that later this week he will also be visiting another free school, William Perkin, in another part of Ealing. Does he agree that the point about these free schools is that they are providing extra school places in areas where they are much needed, like Ealing? What’s not to like about that?
I am afraid that the last Government, even though they were warned that population figures were increasing, spent only £18 million on new school places in Ealing. We are spending £72 million on new school places in Ealing, and on top of that this Thursday I will be delighted to open a new free school, the William Perkin free school, which has been founded by Alice Hudson, an outstanding head teacher who does a brilliant job. I look forward to being joined there by the Labour Member of Parliament for Ealing North (Stephen Pound), who has been a consistent supporter of this school right from the very beginning: yet another Labour party member and Labour MP who supports our free school programme.

Commons ChamberAs my hon. Friend well knows, I am a passionate supporter of the inspiration and mentoring of children in schools and adults of all ages. It is important to make sure that the right people—pupils and students—get the right advice. I am looking forward to tomorrow’s Ofsted report. We will respond and make it very clear what we are going to do to ensure that as many people as possible have such inspiration, mentoring, support and advice.
9. How many free schools are open in England.
One hundred and seventy-four.
My right hon. Friend is aware that I am a huge fan of free schools, which not only offer extra school places but massively increase choice. As he will also be aware, there is great pressure on school places in Ealing. This week an application is going to his Department for a new free school, Ealing Fields, which has the support of the parents of 1,200 pupils, and counting. Does he agree that that application should be considered positively and favourably? We are all keeping our fingers crossed.
Of course we will look at this application as we look at all applications. Every time my hon. Friend has recommended that I meet a head teacher from Ealing, whether Lubna Khan or Alice Hudson, I have been overjoyed to do so. I am delighted that outstanding head teachers working in our schools are being celebrated by my hon. Friend, and that people such as Alice Hudson are providing the opportunity to open new free schools so that more children can benefit.

Commons ChamberIs not the most important signal that we must send on behalf of young people to tell future employers that they have been rigorously tested in a way that will make them suitable for work? That is the way we will take our economy forward in future too.
My hon. Friend is exactly right. Whatever policy solutions different employer groups favour, there is an absolute consensus that the problems we are setting out to address are real ones in the system which all the employer groups want us to address.
As I have said, I believe there has been a real improvement in education over the last two decades, but it is now widely accepted in all parts of the House that there has also been grade inflation. Until summer 2012, GCSE pass rates had increased every year since they were first introduced, but when we compare that achievement with our performance in international tests—where there is no incentive for achievement to be inflated—we see a different story. Between 2006 and 2009, the proportion of students achieving a C grade or higher in English and mathematics at GCSE increased by 8%, but England’s ranking in the OECD’s highly respected programme for international student assessment—or PISA—league tables stagnated over the same period. Universities and colleges complain of the need to provide remedial classes for apparently well qualified new students. That is why the shadow Secretary of State for Education has said:
“Sensible, thought-through and evidence-based measures to increase rigour and tackle grade inflation will have the…support of the Opposition”.—[Official Report, 26 June 2012; Vol. 547, c. 175.]
Significant evidence of grade inflation is available in a range of academic reports, and I am pleased that that is now common ground among many of us.
The coalition Government have already acted to address some of the problems that emerged under the last Labour Government, including those that have caused the recent problems in marking GCSE qualifications—problems that have their origin under the previous Government and not, in fairness, under this Government or this Secretary of State. We have started to address the weaknesses of the current GCSEs, which privilege bite-size learning over deep understanding. Ofqual, the independent exams regulator, has already acted to make the GCSE more rigorous—for example, by tackling the re-sit culture and restoring marks for spelling, punctuation and grammar. We have introduced the English baccalaureate, which has powerfully incentivised more pupils to study key academic subjects. We did not hear from the shadow Secretary of State about the enormous increase in uptake in areas such as modern languages since the English baccalaureate was introduced, which I would have thought most Members would welcome.
However, we need to go further. We believe in the professionalism of teachers and those who set exams. They want to do what is best for students—rigorous teaching and rigorous assessment—but the system they are currently working in is flawed. The combination of competition between exam boards and a high-stakes accountability mechanism in the form of league tables has led to a race to the bottom by exam boards. We must address that. In our consultation, we proposed introducing single exam boards for each subject, with franchises given to the winning exam board after a competitive process. In a letter to the Secretary of State on 26 September last year, the shadow Secretary of State made it clear that he supported that proposal. Others have raised delivery issues and risks in relation to the proposal, and we will look carefully at all those points. We will also shortly be publishing a consultation on how we will reform the accountability system for schools.

As my right hon. Friend may know, Acton high school is about to open a sixth form. The most important thing for the students who study there is that we give them the best possible start as they pursue their A-levels. Does he agree that more rigorous preparation, whether through an enhanced GCSE or an O-level, would help them to get through their A-levels and go on to university?
My hon. Friend makes a characteristically acute point. One problem with the current system is that GCSEs are not, in many cases, adequate preparation for A-levels, and A-levels are not adequate preparation for university, particularly when our students are compared with those from other jurisdictions. That is because, notwithstanding the incremental improvement in state education over the past 15 years, other countries have reformed their education systems faster than we have reformed ours. We have to match them and that means reform.

Commons ChamberI am grateful for the hon. Lady’s point. Let me pay tribute to my predecessor, the right hon. Member for Morley and Outwood (Ed Balls). His decision to increase funding for the Holocaust Education Trust was one of many good things that he did, and I was honoured to be able to honour a pledge I made before the election to secure its funding. The trips that it offers to schools of all kinds help to ensure that we remember, and that that indescribable evil is never repeated. Let me take this opportunity to affirm the importance of all MPs meeting Holocaust denial and relativisation head on. Any attempt to undermine the singular historic evil of that crime is utterly wrong, and we should unite in condemning it.
T7. Having opened just last September, the West London free school has had more than 5,000 visits from interested parents, its places are now heavily over-subscribed and it has just applied to set up a new, free primary school. Does my right hon. Friend agree that that all goes to demonstrate just how enthusiastic parents are about these new free schools?
My hon. Friend makes a brilliant case. The West London free school was attacked and criticised by many on the left of the political spectrum. Fiona Millar said that the idea would never take place. Now it is the single most popular and over-subscribed school in the London borough of Hammersmith and Fulham, providing a superb education of a comprehensive kind for all children. I recommend it to you, Mr Speaker, for the future.

Will the Secretary of State confirm that Ealing is on the list to get a new free school? If so, does he not agree that this will not only help to alleviate pressure on school places in the borough but massively widen the choice for parents of schools to which they might want to send their children?
I am grateful to be able to confirm that there will be a school that should take students, I hope, from both the constituency of the hon. Member for Ealing North (Stephen Pound) and my hon. Friend’s constituency. It is the extension of an already great offer provided by an outstanding head teacher in the state sector. I am delighted that an area of significant population growth is getting the additional capacity that it needs from an outstanding head teacher.

We have talked to Les Lawrence on many occasions. He raises an important point, which is that when the top-sliced funding for local authority central services is taken away from local authorities, there is an issue about how we allocate those savings across local authorities. That is the issue on which there has been correspondence with those local authorities. We are reviewing the position to ensure that we do not leave local authorities in a position from which they cannot fund the central services that they continue to provide to maintained schools, as well as those that they continue to provide to pupils attending academies.
I agree with the point made by my hon. Friend the Member for Harlow (Robert Halfon) that the Opposition do not like to listen to the success story that is the academies programme. Why does the Minister think that more than 1,200 schools have already applied for academy status?
Those schools are applying because of the autonomy and independence that academy status brings to them. My hon. Friend is right to cite the figure of 1,200. By now, 704 academies have opened, compared with 200 when this Government came into office. They are delivering a very high standard of education, and I hope that the Opposition will support not only our existing academy programme but our proposal to extend the programme to primary schools and, in particular, to the 218 worst performing primary schools.
