Commons ChamberMy hon. Friend, whose experience in local government is huge and much more recent than mine, is absolutely right. That is the irony—what was a theoretical process none the less caused considerable delay and cost for local authorities seeking to carry out a range of capital works. I hope the Government will say, “Let’s seize the advantage and simplify the public procurement process.”
For a raft of reasons that have been well rehearsed and that I need not repeat, local authorities are hard pressed for cash, and we could certainly make their lives easier by enabling them to save money in the way they do their procurement. We can make it easier for them to adopt a policy of sourcing contractors locally, as they already try to do, so that they can be drivers of support for businesses in their area, without needing to parcel up contracts artificially, as was historically the case to avoid the need to go through the OJEU process. That is one area where I hope the Minister, whose own experience in local government is considerable, will talk urgently and swiftly to his colleagues in the Ministry of Housing, Communities and Local Government so that we can sit down with the local government sector and get rapid reform of local government procurement rules.
So without more ado, I commend the Bill, now that the little obstacle that might potentially have been in its way has, I hope, been resolved. We can now get on with the serious business of making the best of what is, to be frank, a bad job. This is not where I wanted to be, but it is in the interests of the country that we have a proper working set of rules to enhance the internal market in the United Kingdom.
I rise to speak in favour of the amendments tabled by the Labour Front-Bench team, and to put on the record my opposition to the Bill which, as has been pointed out by many, risks undermining devolution by driving a wedge between our Government and the devolved Administrations and infringing on the devolution settlement. The Trades Union Congress is particularly concerned that, unless specifically exempted, restrictions may be placed on the ability of devolved authorities to adopt new or revised regulations to support progressive public policy objectives, which may have a direct or indirect discriminatory impact.
Fundamentally, this legislation shamefully undermines the basis of the Good Friday agreement, a solemnly agreed international treaty that laid the basis for peace in Ireland. Ministers should not need reminding that the withdrawal agreement is part of a binding international treaty, and that breaching a treaty breaches international law. However, we should not be surprised, because the Conservative party has repeatedly shown contempt for international law and collaboration. There are now real problems with Britain’s approach to international law, particularly with regard to the protection of human rights in the UK.
In many areas, particularly in the spheres of immigration control, national security, counter-terrorism, freedom of association and speech and the treatment of persons with disabilities and other vulnerable groups, UK law has frequently been the subject of criticism from experts such as the United Nations Human Rights Committee and the Council of Europe. Recently, we also learned that the UK is to resume arms sales to Saudi Arabia, despite concerns that they could be used against civilians in Yemen, in complete violation of international humanitarian law. Today, the Government are increasing the healthcare charge for migrants, widely thought to impinge on fundamental human rights. It is therefore clear from the Bill and many contributions from Government Members that there is little or no respect for democracy, devolution or international diplomacy on the Government Benches.
My contribution is brief, but I conclude by saying that, while some of the Government’s amendments aim to correct the Government’s approach, they do little fundamentally to resolve the vast array of problems with the Bill as a whole.
I am grateful for the opportunity to contribute to the debate. I will focus my remarks—like many, including the hon. Member for Poplar and Limehouse (Apsana Begum), whom it is a pleasure to follow—on the key clauses and amendments, most of which stem, so far as I can see, which is why I support them, from the absolute need to retain the economic integrity of the United Kingdom, both for the future and temporarily, in the face of a regrettably provocative and unreasonable stance from the European Union.
I have listened to many powerful speeches, today and on previous days, from all parts of the Chamber and from all vantage points, on the Bill itself and the amendments to it. It will not be a surprise that I do not share the views of Scottish National party Members or their amendments; my view remains that those amendments may result in—or may explicitly seek, in many instances—the skewing of, or disruption to, the common market of the United Kingdom, which has served us so well for many centuries.

Commons ChamberThere is nothing rotten in my Department. I have some of the best officials in Whitehall, with whom I am extremely proud to work. The hon. Lady cannot have it both ways. If she disagrees with my decision, she should go back to Tower Hamlets Council and tell it to start making decisions itself, not frustrating planning applications so that they come to me and I and my predecessors and successors have to make the tough decisions.
I will give way to the hon. Lady, and then I must make progress.
Given that the Prime Minister pushed through the original scheme for the same developer when he was Mayor of London, does the Secretary of State feel that the documents on any involvement of No. 10, or any conversation about the Secretary of State’s decision to grant approval should also be published?
I am publishing, as I have just said, in an almost unprecedented way, a very comprehensive set of documents, which I think Members on both sides of the House will be more than satisfied with.
I would just politely note to the hon. Lady that her name did come up in the correspondence and advice that I received from officials; the names of MPs do come up when I take these decisions. I asked my officials, “Did the local Member of Parliament make any representations with respect to this application because I want to take into account the views of Members on all sides of this House?” As she will see in the documents, they advised me that the Member of Parliament made no representations. The Member of Parliament—in their words, I think, but I stand to be corrected—took no interest in the application, and neither did her predecessor, so she may be outraged today, but I suggest that Members on both sides of the House who care about contentious planning applications should make representations to the Secretary of State, because I am not a mind reader.
Thank you for calling me to speak in this important debate, Madam Deputy Speaker. I know that many in my constituency, where the Westferry Printworks site is located, will be watching this debate closely. In May, it became clear that there are serious questions as to whether the Secretary of State is the right person to continue to oversee planning applications and the housing portfolio. Events have continued to unfold, and the picture painted keeps getting worse, as my hon. Friend the Member for Croydon North (Steve Reed) laid out.
Having lived in the area all my life, I am acutely aware of the strong local feeling that developers should be accountable to residents and that local communities must be empowered and centrally involved in decision-making processes around local planning and building regulation. The Secretary of State is supposed to be making homes safe and holding developers to account, not simply socialising with them. For example, I am alarmed that the Government’s monthly building safety statistics reveal that hundreds of high-rise buildings covered in Grenfell-style ACM cladding still have not had it removed and replaced, including many in my constituency.
The Secretary of State should be delivering truly affordable and secure long-term housing, including council housing, not undermining local efforts to address the complex needs of an area with the highest rate of child poverty in the entire country. In the real world beyond dinners with billionaires, many of my constituents struggle with the near impossible situation of having soaring monthly rents, which all too often mean that people—particularly those on low incomes—face an increased risk of homelessness.
Transparency is not only critical in providing confidence in the integrity of major decisions; it is about making sure that the right decisions are made. The debate thus far has been vital in highlighting the need for full openness on communications concerning the Westferry Printworks development. The circumstances that gave rise to the Housing Secretary’s decision, including a meeting between him and the developer at a party fundraising event, point to serious weaknesses in the rules governing lobbying, access and influence in the UK. It is therefore only right and proper that all documents —and I emphasise, all documents—relating to the approval of the application in January 2020 are made public and that our constituents are empowered to hold those in power accountable, as should be their right.

Commons ChamberPeople are understandably very worried at this time of crisis. I am afraid that the Government still need to step up and provide the certainty that the public deserve. It is vital and urgent that they demonstrate that they are meeting all the challenges head on, not least because it is overwhelmingly clear that years of cuts and a failure to invest in services mean that we are extremely ill prepared for dealing with this type of large-scale health risk to our community.
The truth is that the Conservatives have let us down, and they have let down my constituents, who have been disproportionately disadvantaged by austerity. For example, spending on youth services has been slashed by 70% since 2010, with a real-terms cut of £880 million. Locally in my borough, spending on young people fell by a whopping 76.9% between 2011 and 2018. As a result, many people now believe that young people’s lives could be worse than their own generation’s, and some argue that children and young people in Britain are among the unhappiest, unhealthiest, poorest and least educated in the developed world. Yet, it is widely observed that soaring inequality fosters resentment and division. In fact, the all-party parliamentary group on knife crime explicitly linked knife crime to council cuts. Nothing in the Budget last week will solve the crisis facing young people’s futures.
Then there is the education crisis. Schools and early intervention services have faced significant cuts in particular, and parents of children with additional needs are struggling to have their children’s learning needs met. Only a few weeks ago, it was a privilege and an honour for me to stand with local special educational needs and disabilities campaigners outside Downing Street to present an invoice for £12 million—Tower Hamlets Council’s projected SEND budget overspend by 2022.
Parents, families and communities work very hard to support our children, but we are let down time and again by the system that we are forced to struggle within. When things do go wrong in families and relationships, the support so often is not there. For example, the availability of specialist support for those who report domestic abuse varies enormously around the country. According to Women’s Aid, 10 domestic abuse victims are turned away from women’s refuges every day because of a lack of space. While it is good to see that the long-awaited Domestic Abuse Bill includes a new legal obligation on councils to provide secure refuges for victims, it is important that the necessary resources are provided alongside that responsibility. In my local council, the number of recorded incidents of domestic abuse is above average, and nothing in the Budget will address the crisis of violence against women or mean that every case of domestic abuse is taken seriously and each individual given access to the support they need.
Social care is also in crisis in this country. Before the coronavirus outbreak, 1.5 million people were not receiving the care they need. As Members will know and have raised today, the majority of those who receive social care are older, disabled and vulnerable people—the very people who are most at risk from the coronavirus. It is still very unclear from the Government statements so far what additional support is being provided. In the meantime, providers and local authorities are already stretched to breaking point in many areas, so we need to know now how much additional support is being provided specifically for social care.
To be frank, I am truly shocked and surprised that those in the Conservative party still attempt to justify the cruel strategy of austerity, which has decimated local government funding over the past decade, forcing working-class people to pay for a financial crisis they did not cause. It is a shameful indictment of any economy that so many people are trapped in low-paid, insecure work and invariably failed by the social security regime. It is shameful that earlier this year, the Joseph Rowntree Foundation found that the proportion of people in work who live in poverty went up for the third consecutive year to a record high. It is shameful that, according to End Child Poverty, at 58.5% my constituency of Poplar and Limehouse has the highest child poverty rate in the entire country.
Yesterday, the former Secretary of State for Health and Social Care admitted that the Government’s harsh and uncaring policies have caused suffering and austerity, whose onslaught has been brutal. Cuts equal crisis, and by that I mean that every cut and every closure has had a real and serious human cost. As we speak, the people of my constituency understand the gravity of the situation they are faced with and are trying to support each other the best they can, as they always have done. Right now, public sector workers, who are the backbone of our communities, are working in the most extreme of situations to provide vital services. This is not a time for half-measures or indecision, but for those in power to step up and deliver the scale of intervention, leadership and co-ordination required to secure the funding and operation of local public services. That cannot be deferred to tomorrow, because people are falling ill and are in need today.

Commons ChamberYes, there will be. We want to find a better plan-making process. Plans are taking too long and we would like not only the time taken to produce them to be reduced significantly, but for people’s views to be genuinely taken into consideration. We are also, through our new digital agenda, seeing whether there are ways in which that can be done in a much more modern, 21st-century manner, on people’s smartphones, so that their views can be taken into consideration.
Does the Secretary of State agree that even more needs to be done to ensure that developers are accountable and that local communities are empowered even more to be centrally involved in the decisions made in their area? Will he be willing to meet me to discuss the Westferry Printworks development application, which he approved on 14 January?
I or the Housing Minister would be happy to meet the hon. Lady to discuss that matter. I believe it is subject to a judicial review, so it may not be possible, but I am happy to consult my colleagues in the Department to see whether it is appropriate for me to meet her at the moment.
