At the UK-Africa investment summit, I announced further support for our work and opportunities for women programme, which will help at least 100,000 additional women to achieve better paid and more secure work.
The UK has a major responsibility for the plastic pollution we see, particularly in developing countries, so what work are the UK Government doing to stop the trade in and export of plastic pollution from the UK?
I set out earlier what we are doing in this particular area. There is a legitimate export market for plastic waste and secondary raw material, but we take firm action against those engaged in the illegal export of contaminated, low-quality and unrecyclable plastic waste.

It is a pleasure to serve under your chairmanship, Mr Gray, in this very important debate secured by the hon. Member for High Peak (Ruth George). Whatever our political differences, I am happy to acknowledge that she and indeed all the hon. Members who have spoken care very deeply about their constituents. I want to be clear that I want to ensure that every single person who is claiming universal credit gets the support that they absolutely deserve.
Let me start by setting out where we are with universal credit. Last year, universal credit completed its roll-out to all jobcentres across the country. We now have just under 2 million people claiming this benefit, and all new entrants to the benefits system now claim universal credit.
I entirely agree that we must ensure that we provide support through the welfare system to the most vulnerable. I am pleased that colleagues from all parties, including the hon. Member for High Peak, have acknowledged that changes have been made. My hon. Friends the Members for Waveney (Peter Aldous), and for Gloucester (Richard Graham), talked about the fabulous work being done by work coaches in our jobcentres.
As colleagues will know, in the last two Budgets, we announced changes to universal credit worth an additional £6 billion. I do not like to introduce rancour into this type of debate, and I am always open to discussion, but I gently point out that on those occasions, Opposition Members did not vote to support that extra money going into the system.
In the 2017 Budget, we announced a two-week run-on for those on housing benefit, the removal of the seven-day waiting period, and the ability for a claimant to get up to 100% of their estimated first-period payment as an advance, on the same day if needed. In last year’s Budget, among other measures, we announced increases to work allowances worth £1.7 billion a year. Colleagues touched on the additional run-on; from July 2020, there will be a two-week run-on of Department for Work and Pensions out-of-work legacy benefits for existing claimants who are being moved on to universal credit.
The hon. Gentleman will know that we inherited dire financial circumstances from the Opposition—I know that colleagues will not be happy at my mentioning that—and that is why we had to make difficult decisions. However, if Labour Members want more money introduced, then when that money is made available in Budgets, they should support those Budgets.
I will go back to the point about payments, including advance payments. I highlight that advances are interest-free.

It is a pleasure to serve under your chairmanship, Mr Betts. I congratulate my hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) on securing this important and timely debate. He spoke with great passion. He cares deeply about his constituents and he wants an effective welfare system in Scotland that leaves no one behind, which is something that we all want to see. We have heard passionate speeches. If I have time I will refer to some of the points raised. I thank my hon. Friends the Members for Ayr, Carrick and Cumnock (Bill Grant) and for Stirling (Stephen Kerr) for their contributions today.
To reiterate the context of where we are—colleagues have set this out—the Scotland Act 2016 provided a significant shift in the way that welfare would be delivered. As has been said, we are transferring responsibility for an estimated £2.8 billion of welfare powers to the Scottish Parliament, which currently support around 1.4 million people in Scotland. That will of course have a major impact on people living in Scotland as we move into a shared welfare space for the first time.
We should not underestimate the significance of the task. We recognise that responsibility for many vulnerable claimants will be transferred to the Scottish Government, and it is vital that both Governments get it right. The DWP has been instrumental in the Scottish Government’s delivery to date of certain benefits, and we will continue to support them to achieve their plans. We must ensure that the transfer of the welfare powers proceeds in a safe and secure manner with the claimant at the heart of what we do. That is why we have established strong Government structures, including a joint ministerial working group on welfare and joint working practices to oversee the transfer of powers and to ensure that we work together to identify and mitigate any issues that arise.
The hon. Member for Airdrie and Shotts (Neil Gray) raised points about the ministerial working group. As he knows, there was a recent meeting that was both cordial and constructive. In terms of the support from DWP, we have approximately 80 DWP staff working exclusively on the Scottish devolution programme. Between 2015 and October 2018, DWP managed more than 2,297 requests for information from the Scottish Government. I gently point out to him that I do not think there is any intransigence on our part. He knows that I am happy to take up cases, and we are meeting later today to discuss a constituency case that he has.
Following Royal Assent to the Scotland Act 2016, the DWP has worked hard to support the Scottish Government in the transfer of powers. We have given them access to DWP payment and customer information systems to support their delivery, as well as providing training and knowledge transfer as they build up their capability. We have provided support to enable them to deliver their new employment support programme, Fair Start Scotland, with DWP work coaches making the majority of referrals.
As we approach the first anniversary of the programme, the Scottish Minister for Business, Fair Work and Skills has recently written to me to praise our staff in Jobcentre Plus for the work that they have done to date. It is important that politicians talk not only about the challenges. Of course we should challenge each other to get things right, but we should also praise and acknowledge good joint working when it takes place.
Since 2017, we have also delivered Universal Credit Scottish Choices, giving people in Scotland a choice over the frequency of their payment and whether their housing element is paid directly to their landlord. We supported the Scottish Government to deliver their first new benefit, the best start grant, and we are on track to support delivery of their replacement for funeral expenses payments later this year. Critically, since September 2018, we have been paying carer’s allowance on behalf of the Scottish Government, enabling them to pay a six-monthly supplementary payment to carers in Scotland.
The Minister is setting out well some of the areas where there has been good working between the Scottish and UK Governments, particularly at ministerial level, as I said in my speech. I should put on the record that there have previously been problems at ministerial level between the two Governments, but in the most recent exchange of letters the Secretary of State appears to make a more conciliatory and helpful suggestion for work going forward. So I hope that the two Governments will be able to work together constructively, whereas previously that has not happened.
I thank the hon. Gentleman for his intervention. Over the past few years we have been working constructively, and we want that to continue. My hon. Friends definitely want that. They come in to see me and the Secretary of State regularly to raise issues, and it is right that we continue in that spirit.
Many lessons have been learned in the first wave of devolution, such as in the transfer of accountability of carer’s allowance, where the DWP continues to pay carer’s allowance on behalf of the Scottish Government but under the same rules and rates as for people in England and Wales. It is vital that we consider these lessons as we move forward with the next wave of delivery.

My right hon. Friend is absolutely right. That is the experience of colleagues on the Government Benches when we talk to people—[Interruption.] Well, I would just say to the hon. Member for Wallasey (Ms Eagle) that she ought to go out there and talk to work coaches. I would say that to all colleagues, because in my experience they are telling me that for the first time they are doing what they came into the Department for Work and Pensions to do, which is to provide one-to-one support rather than having to explain an incredibly complicated legacy benefit system where people have not been able to claim all the money due to them.
Thank you for granting this urgent question, Mr Speaker. I commend Labour for securing it. It is important because at the weekend, reading any of the papers, it would have seemed that everything had changed in the minds of Ministers on universal credit, with the Work and Pension Secretary’s apparent U-turn. In actual fact, however, nothing had changed. I am sorry that the Secretary of State is not here to respond, given that the misleading headlines were in her name.
The Government were of course quite happy to ride that wave of publicity, but yesterday at DWP questions the scale of that so-called U-turn became clear. We now know that at present there are no plans to make any changes to universal credit, which is what everyone is really interested in.
Delaying the vote on the managed migration of people from legacy benefits to universal credit is a small acceptance from the Government that things may not be well with universal credit. We have six years of evidence and lobbying to show the Secretary of State that. She knows she cannot get away with kicking the can down the road. She knows that changes need to be made and that what is on the line is not just her credibility but the lives of recipients who desperately rely on that support. After all, we never know when it might be us relying on that safety net.
My question to the Minister is clear and unambiguous, and I hope he will be, too. Will he commit, with the Secretary of State, to putting pressure on the Chancellor to release the money to repair universal credit, starting with ending the two-child policy, stopping the benefits freeze and overhauling the punitive sanctions regime?
The hon. Member for Wirral West (Margaret Greenwood) asked earlier why the Secretary of State is not here. The reason is that she is in Cabinet. Her commitment is absolutely clear. She has visited jobcentres and talked to stakeholders and organisations that care about getting universal credit right, so there should be no indication in the House that she is not taking her duties incredibly seriously. She is hugely committed to this.
As I said, earlier this year, we brought forward £1.5 billion of funding to help people by allowing advances of up to 100% on day one if individuals require that and having a two-week run-on for housing benefit, and another £4.5 billion was announced in the Budget. This is all about making a difference and helping the most vulnerable in our society—something the Opposition should welcome.

Of course I will address the issues, but it is important to look back and see where we have come from to reach the policies that we are now putting in place.
Several hon. Members mentioned universal credit. I know that this debate is not about universal credit, but I am afraid I must point out that the legacy benefits system is not really fit for purpose. It is incredibly complicated, and as a result 700,000 households are not claiming—or are not able to get hold of—the full amount owed to them. Under universal credit, those households will be £285 better off on average per month. Likewise, 1.4 million people spent the best part of a decade on unemployment benefits under the last Labour Government, but that is changing.
I accept there has been discussion about finances, but I must say to SNP colleagues that, as Labour Members have pointed out, the Scottish Government have the power to create new benefits in devolved areas. They are able to provide assistance to meet short-term risk and they have the ability to top up reserved benefits from their own resources.
I will, but I point out for the record that the hon. Gentleman did not give way when Labour colleagues wished to raise that precise point with him.
The Minister points out that I did not give way, but of course I was at the end of my speech; I was winding up to allow him enough time to contribute to the debate. He says that the Budget interventions will make people better off, but the former Secretary of State, the right hon. Member for Tatton (Ms McVey), suggested that people on universal credit were £2,400 worse off. If the Government are suggesting that their intervention will make people £600 better off, does that not mean that people will still be £1,700 worse off as a result of their actions on universal credit?
Again, I must respectfully say to the hon. Gentleman and to other Opposition colleagues that it is one thing to say that they want to support their constituents and that I should be prepared to look people in the eye—but they too should be prepared to look their constituents in the eye and explain why they would not vote either for the additional £1.5 billion that we brought in earlier this year to support people on universal credit or for the Budget measures, which I will talk about in more detail.

In spite of what the Minister has just said, which I think was a return to the flat-earth rhetoric referred to by the BBC’s Michael Buchanan, it appears that the Secretary of State is finally starting to recognise what her predecessors failed to recognise: the fundamental problems with universal credit. Of course, just delaying the process, or reducing the clawback rate, as has been rumoured, will not fix the misery that is being faced in areas where universal credit has already been rolled out, such as Airdrie and Shotts, or in those areas progressing to roll out, such as Glasgow, Edinburgh and Aberdeen.
Yesterday, the Secretary of State hinted to me that she has made requests of the Chancellor for additional funding in the upcoming Budget. In that regard, the Chancellor should really be sitting with the Minister, listening to proceedings on how to make universal credit work. It appears that moves are afoot to change universal credit. If the Minister will not comment on rumours, why will he not be straight with the House now and tell us what the plans are? Does he not agree with the many concerned expert groups listed by the shadow Secretary of State that have called for a halt to the roll-out, dramatic and fundamental intervention in the Budget and a full review of universal credit thereafter?
As I have said and suspect I will have to keep saying, I am not going to comment on rumours. The Secretary of State was clear yesterday that matters relating to the Budget are for the Chancellor and the Prime Minister. Indeed, the Chancellor will be here in a couple of weeks and the hon. Gentleman can ask questions then. I have already set out our plans for managed migration. If the hon. Gentleman is keen for universal credit to work properly, he should support the measures that we have introduced and will be bringing in to support the most vulnerable. The shadow Secretary of State talked about the £1.5 billion; the debate was on 13 March this year and she did not support the £1.5 billion for the most vulnerable.

Friend’s local jobcentre will speak to local partners, such as the local authority and Citizens Advice, to ensure that claimants are supported as they come on to universal credit. My officials and I will host an induction session tomorrow for all colleagues who have UC rolling out in their area in the near future, so I hope that he will join us.
Being able to walk 20 metres is an essential part of the PIP assessment process, yet Ministers have told me in written answers that they do not have a policy for their assessment centres to have parking within 20 metres, nor do they know which centres have such a facility. Indeed, the centre that I visited recently had double yellow lines outside. Given that not everyone has access to a home assessment, what would the Minister say to somebody who turns up for an assessment and cannot walk to the door?

No, I will not, if the hon. Lady does not mind. A lot of comments have been made, and I want to deal with them.
The devolution of welfare powers represents a considerable and positive change, but it will require strong collaboration and co-operation from all sides if it is to be a success. The hon. Member for Airdrie and Shotts (Neil Gray) asked about the UK’s commitment. I can tell him that we have set up and resourced dedicated teams to lead on Scottish devolutions; we have shared—and we continue to share—our learnings and experience with the Scottish Government; we have run more than 100 workshops and operational visits; and we have shared many hundreds of pieces of information. We are absolutely committed to working in partnership with the Scottish Government to ensure a safe and secure transfer of the welfare powers for which they now have responsibility.
Scotland is an integral part of the United Kingdom, and our economic and welfare reform policies recognise that. Unemployment in Scotland is at a near historic low, which we should all welcome, and more people see greater security in retirement. Following the decisive result of the 2014 independence referendum and the ensuing Smith commission, we are delivering on the promises we made to people in Scotland by devolving £2.8 billion in welfare powers.
If we are working together and in partnership, will the Minister support the private Member’s Bill of my hon. Friend the Member for Central Ayrshire (Dr Whitford)? That would negate the need for the Scottish Government to have to negotiate with the Department for Work and Pensions and would pay for the DWP to deliver split payment services under universal credit.
If I may, I will come on to how we are co-operating with the Scottish Government. At the end of the day, there is of course also a requirement on the Scottish Government to play their part. Many of the powers are being devolved: that involves not only a right for the Scottish Government, but a requirement for them to deliver.
The Scotland Act 2016 was an historic moment that created a shared welfare space for the first time. Since September 2016, the Scottish Government have had power to deliver employment programmes for disabled people and those at risk of long-term unemployment, and to vary the housing cost elements of universal credit through the universal credit choices. They have also had the power to top up reserved benefits using their own resources and to create new benefits in areas of devolved responsibility.
We have seen progress in some of those areas, with the DWP providing considerable support to enable the Scottish Government to deliver their transitional employability programmes from April 2017. From April this year we will support the introduction of their successor employment programme, Fair Start Scotland, which relies on Jobcentre Plus work coaches playing a key role in the referral process.
Since 4 October last year, we have been delivering universal credit Scottish choices through the universal credit system. That has allowed those living in Scotland who make a new universal credit full service claim a choice on whether they are paid twice monthly, instead of monthly, and whether their housing element is paid directly to their landlord. Since January this year, regulations allow for those universal credit Scottish choices to be extended to those who were universal credit full service claimants before 4 October, as well as to those claimants transferring from live to full service, once their claim has been established.
We are yet, however, to see any proposals for how the Scottish Government intend to use their powers to top up benefits or to create new benefits in areas of devolved responsibility. The Scottish Government are proposing to pay a carer’s allowance supplement to carers living in Scotland from this autumn, but they have still not put forward proposals on the disability benefits such as personal independence payments, disability living allowance and attendance allowance for people in Scotland.
My hon. Friend the Member for Ayr, Carrick and Cumnock asked about joint working. As he may know, there is a joint ministerial working group on welfare, which is jointly chaired by the Secretary of State for Scotland and the Cabinet Secretary for Communities, Social Security and Equalities in the Scottish Government. It continues to oversee the transfer of the new employment and welfare responsibilities. The Secretary of State for Work and Pensions also attends the working group. My Department has worked hard to share our knowledge and experience and has invested significant resource to support the Scottish Government’s thinking and planning.
It is two years this week since the Scotland Act received Royal Assent, and I agree with my hon. Friend the Member for Ayr, Carrick and Cumnock that the public need clarity, as there is still much to do. Meaningful devolution in such areas cannot happen until the Scottish Government make their policy intentions clear and put in place the infrastructure to deliver them.
The hon. Member for Airdrie and Shotts asked specifically what we were doing with the Scottish Government. I can tell him that, obviously, we have been supporting them in a whole range of areas, as outlined, but we are keen to understand in greater depth the Scottish Government’s plans for post-wave 1—when I say that, I mean the disability benefits that I have already outlined.
The reality is that if the Scottish Government fail to deliver those welfare powers by 2020, the people of Scotland will need to be protected. Plans are in place to ensure that the DWP will be able to continue to administer and deliver the devolved benefits, as we do now, under an agency agreement for a defined time. We will ensure that we provide the greatest support and the greatest protection for the people of Scotland.
My intention is not to create any kind of ranking—we want to work with the Scottish Government. The point that my hon. Friend the Member for Ayr, Carrick and Cumnock made, rightly, is that he has concerns about the pace at which things are moving. I repeat: the faster the Scottish Government move forward, the faster and more easily we can work together to deliver, ultimately, for the people of Scotland. That is what are here to talk about—not the politicians, but the people of Scotland.

Employment in the United Kingdom is at a record level. In the hon. Gentleman’s constituency, the claimant count has dropped by 50% since 2010. That drop has been replicated across Glasgow city, where there has been a fall of 11,000 in the number of claimants since 2010 to just 13,500 today. In Scotland as a whole, unemployment has fallen by 107,000 since 2010, and I know that all hon. Members will welcome those figures.
The Minister appears to be saying that a reason for closing these jobcentres is that unemployment is down, and therefore the usage of jobcentres may be down. However, the increased conditionality that is attached to universal credit will increase the need for services and the requirement for people to visit jobcentres. Will he not reflect on that and understand why my colleagues are so keen for the centres to be kept open?
Because of the timing of the debate, I have plenty of time to respond to a whole range of issues that have been raised, and I will try to do so throughout my speech.
As I was saying, as the unemployment rate has fallen, the use of jobcentres has also dropped. Right now, across the whole country, there is a 30% under-utilisation of the Jobcentre Plus estate. It is therefore absolutely right that we reconfigure the estate after a 20-year period and make jobcentres fit for the 21st century as not just places where people go to “sign on”, but places they regard as somewhere that will genuinely help them on the road to employment.
Hon. Members have made this point, but let me repeat it. In March 2018, the contract covering the majority of the DWP’s current estate of more than 900 sites comes to an end. This presents a significant opportunity to re-evaluate what we need from our estate. The estate that we required at the start of the contract 20 years ago is different from what we need now. We want an estate that enables us to create more modern, digitally enabled and engaging environments that fit the ethos of universal credit and reflect the falling claimant count.

What is the Secretary of State’s response to the report from the European Committee of Social Rights that said statutory sick pay and support for those seeking work or the self-employed is “manifestly inadequate” and therefore in breach of the legally binding European social charter?
I am happy to have a discussion with the hon. Gentleman on this point. All the policies we have put forward are based on being as fair as we can be to all recipients.
